Guadalupe County picks up County Best Practices Award
(Seguin) – The extra work that is going on to educate and provide transparency to voters in between election days is not going unnoticed.
Guadalupe County has received a 2024 County Best Practices Award from the Texas Association of Counties (TAC) for its innovative Citizens Election Academy. TAC presented the award to Guadalupe County during Tuesday’s Commissioners Court meeting.
Launched in 2023 by the Guadalupe County Elections Office, the Citizens Election Academy educates residents on the inner workings of election procedures. Structured around four interactive modules, the academy covers everything from voter registration to the tabulation of results, giving participants hands-on experience in election management.

Speaking on behalf of TAC was Tramer Woytek. Woytek, TAC’s county relations officer, says the program is not only unique but serves as a valuable tool for any community.
“Each year, the Texas Association of Counties, supported by its board of directors and its executive director, the honorable Susan M. Redford, select a handful of counties to receive an award for a Best Practice. That Best Practice needs to be something that is innovative, something that is effective and something that is replicable in other counties and I’m proud to announce that this year, Guadalupe County has been selected to receive a Best Practice Award for 2024 for the Citizens Election Academy,” said Woytek.
Elections Administrator Lisa Hayes, who spearheaded the initiative, says the idea was to give voters an inside look into how elections are run from voter registration through tabulating votes.
She says the end goal was to make the election process more transparent and understandable for the community.
She says seeing the positive response from participants “I am so proud and excited and just thrilled for this recognition. We couldn’t have done this without the voters’ participation in our program. They have been wonderful. The reaction of the outreach into the community has been great. The staff in the elections office,
(Seguin ) -- A new art exhibit is opening today in Texas Lutheran University’s Schuech Fine Art Center. The art exhibit features Austin artist Joe Garcia III. Garcia’s art is influenced by a variety of cultures and subcultures, portraying scenes from life as viewed through the lens of his Texan/Mexican/ American heritage.
He uses his art to discuss the history of the Southwest on a personal, regional, and national level. Garcia grew up sketching on a daily basis, but in 2004, decided to pursue his passion at the postsecondary
level, leading to the development of his current style. In his paintings, he strives to bring the colors and beauty of his heritage to the viewer.
The exhibit, called Joe Garcia’s Art Comes to Life, is sponsored by TLU’s Mexican American Student Association (MASA) and the TLU Visual Arts Department. An opening reception will be held today from 3:30 to 6 p.m. in the Annetta Kraushaar Gallery. The exhibit, which is free and open to the public, will run through November 25.

The academy’s success was immediate, with full classes and a waiting list for future sessions. Surveys showed that participants finished the program with a deeper understanding and newfound confidence in the system. Preparing to be safe: Guadalupe County recognizes National Preparedness Month
(Seguin) – Guadalupe County is encouraging folks to “Start a Conversation” in hopes of keeping their families and each other safe.
The Guadalupe County Commissioners Court this month is rolling out the “Start a Conversation” theme as part of its observance of National Preparedness Month.
Patrick Pinder, the Guadalupe County emergency management coordinator and fire marshal, says this September serves as a time to promote family and community disaster emergency planning.

In a time where the integrity of an election is often questioned, Woytek believes that Guadalupe County has set the gold standard of making sure voters are confident when they head to the polls.
“You hit on a problem that I have seen in many other counties that couldn’t find a solution and so expect to be getting some calls from them,” said Woytek.
Guadalupe County Judge Kyle Kutscher says he is proud of the work that has gone into empowering voters and their understanding of the election process. He especially credits Hayes and her team at the elections office.
“I want to first say thank you to TAC and Tramer. Thank you very much for doing this – recognizing the efforts that counties put in across the state but to Lisa and the elections – the woman with the staff and the energy and the insight to do something like this, I know you work extremely hard. You
unexpectedly, and having a plan can reduce the impact on individuals, families, and the community at large, allowing for faster recovery and stronger resilience; and Whereas, Guadalupe County encourages all citizens to make preparedness a priority by developing emergency plans, assembling emergency supplies, signing up for local emergency alerts, and participating in training and drills to ensure readiness.”

Guadalupe County is one of nine Texas counties to receive a 2024 County Best Practices Award. The other honorees are Denton, El Paso, Harris, Matagorda, McLennan, Smith, Travis and Williamson counties.
The elections office recently wrapped up its latest Citizens Elections Academy. The program will again be held in the spring.
Seguin boys force play-in game; Marion
High school volleyball: Seguin and Navarro earn victories on Tuesday night
(San Antonio) -- The Seguin Lady Matadors improved to 4-0 in District 27-5A with their fourth sweep of the district season, taking down San Antonio Jefferson on the road on Tuesday night.
The Lady Mats won the match, 25-11, 25-10, 25-15. Junior setter Gisele Morales had 32 assists and reached 500 digs in her high school career. Senior Karina Lerma and sophomore Elli Anderson each had 14 kills on the night for Seguin.
The Lady Mats will next host Marion for a non-district match on Friday night. That match will get underway at 6:30 p.m. Friday evening at Goldie Harris Gym.
(Marion) -- Speaking of the Lady Bulldogs, they fell to Poth at home on Tuesday night in straight sets.
Poth took the match 25-16, 27-25, 25-23. Marion was led by sophomore Whitley Wiatrek’s five kills and four blocks. Senior Bristen Birdwell and junior Ellie Parker each had 10 digs for the Lady Bulldogs.
(Geronimo) -- And over at Navarro High School, the Navarro Lady Panthers won their 20th match of the 2024 season with a sweep of Devine on Tuesday night.
The Lady Panthers took all three sets, winning 25-10, 25-14, 25-19. Navarro got great contributions from freshman hitter Minka Dupreez, who set the tone defensively with a number of blocks at the net. Dupreez also came up big, giving the Lady Panthers a
number of points on kills and drop shots.
Navarro head coach Paige Poth talked about the addition of Dupreez to their rotation after the victory.
“Our big thing was ‘how do we make our offense unpredictable, so we’re unscoutable?’ and adding (Dupreez) has been a great contribution. For a freshman, it’s hard to get out there and talk aggressively and want to go get the ball but she does it so well.”
The Lady Panthers are now 20-11 on the season. Navarro will have the rest of the week off before returning to play next Tuesday with a non-district game at Universal City Randolph.

Malcolm Emil Hoffman was born in the family farmhouse in Maxwell, Texas on March 28, 1928, to Ella (Hummel) and Oscar Emil Hoffman. He passed away peacefully surrounded by family members on September 2, 2024 in Marlton, New Jersey at the age of 96.
He was preceded in death by his parents, Ella and Oscar Emil Hoffman, his son, John Hoffman, and wife, JoAnn Spenrath Hoffman.
Malcolm is survived by his 2nd wife, Marge Jarvis Hoffman; sister, Joyce Boggan Hagedorn; children, Grace Mueller (John), Paul Hoffman (Jennifer), Jim Hoffman ( Li); daughter in law, Madeline Hoffman. He is also survived by his grandchildren; Chris Mueller (Karly); Jennifer Mueller; Alex Hoffman; Jason Hoffman; Hannah Hoffman; and Lizzy Womack-Hoffman (Reed).
Malcolm also had two beloved great grandchildren, Mollie and Annabelle Mueller. He also is survived by numerous nieces and nephews.
Malcolm also fell in love with his bonus Jarvis family: children; Don Jarvis(Jeanette); Janet Ambrose(Jim); Mark Jarvis(Ardra); grandchildren: Rick Jarvis(Amber),Jeff Jarvis, Will Jarvis, Matthew Jarvis, Michael Jarvis, Josh Ambrose, Jeremy Ambrose, Kyra Jarvis, Marissa Jarvis, Josiah Jarvis, Tabitha Jarvis, Jeremiah Jarvis, Micaiah Jarvis; great grandchildren: Chase Jarvis, Logan Jarvis, Elias Jarvis, Lauralei Jarvis, Dylan Jarvis, Jackson Jarvis, Emmett Jarvis.
Malcolm graduated from Lockhart High School and Texas Lutheran College. He was then called into ministry and attended Evangelical Lutheran Theological Seminary in Columbus, Ohio completing his master’s in divinity. In later years he did residency in Clinical Pastoral Education, becoming a Board Certified Chaplain.
During his internship at Highland Park Lutheran Church in San Antonio, he met JoAnn Spenrath. They fell in love and got married on June16, 1952. Malcolm was ordained on June 20, 1954, at Ebenezer Lutheran Church in Maxwell, Texas. He had also been baptized and confirmed there. His calling to serve God as a pastor started in Wilson, Texas at St. John Lutheran Church. He then became pastor at Lutheran Church of the Good Shepard in San Antonio. His third church calling was

Christ the King Lutheran Church in Kenner (suburb of New Orleans), Louisiana. At this time, he has a family of 6. The culture of New Orleans was thoroughly enjoyed by all. Malcolm was then called back to San Antonio to Zion Lutheran Church on Cincinnati St. It was here that he realized his gift of listening and counseling which led him to become a chaplain. He served as the chaplain of pastoral care at a brand new hospital, St. Luke’s Lutheran Hospital in San Antonio. Malcolm later served as the Director of Chaplaincy Services for Lutheran Social Services of the South.
After retirement, he and JoAnn sold their home and did full time “RVing” for several years. They then settled in Seguin. JoAnn succumbed to cancer that she battled for many years. Malcolm was a charter member of Spirit of Joy Lutheran Church. He took much joy in helping build this ministry. He was also a member of the Retired Pastors Breakfast Club, the Whataburger Breakfast Club, and the Saturday Su Casa Breakfast Club. He continued toserve the South West Texas Synod in many roles.
In 2010 Malcolm was blessed with the love of Marge Jarvis. He was smitten! They married on May 12, 2018, and had an extraordinarily close relationship for 6 beautiful years. They had adventures that spanned from Alaska to Texas. Their days were filled with devotions, discussions, family, and just holding each other’s hands.
Malcolm’s gentle nature and wisdom, infectious smile, and uncanny humor will cause many to shed a tear with a smile from a memory of him for years to come.
Malcolm’s celebration of life will be held on September 21, 2024 at 10:30 am at Spirit of Joy Lutheran Church, 416 Dolle Avenue, Seguin, Texas, with a light lunch to follow. More Pregnant Women Forced To Travel Further To Deliver Babies
(Washington, DC) -- More pregnant women are forced to travel further to deliver their babies or go entirely without prenatal care. That’s according to a March of Dimes report that found that over a third of counties in the U.S. are “maternity care deserts,” meaning they don’t have a single doctor, nurse or midwife who specializes in maternity care. The U.S. will face a shortage of 12-thousand-to-15-thousand ob/gyns by 2050.
Firefighters Continues To Get Sick And Die From 9-11 Toxins
(New York, NY) -- With the 23rd anniversary of the 9-11 terror attacks approaching, New York officials are calling attention to firefighters who continue to get sick and die from 9-11 related toxins. There are 370 firefighters who have perished from 9-11-related illnesses, which is more than the 343 who were killed on the day of the attacks. The head of unions representing firefighters are urging the passage of the recently introduced 9-11 Responder and Survivor Health Funding Correction Act. It provides permanent funding for the World Trade Center Health Program which could run out of money in a few years because of rising healthcare costs and an increase in the number of people in the program. Exhibit Focusing On Health Impacts
(New York, NY) -- There’s a new exhibit at the 9-11 Memorial and Museum in Lower Manhattan that features the health impacts the terror attacks has had and is still having on so many people. The Installation called “Dust: Illness and Advocacy After 9/11” opened a few months ago. It explores the effects the toxic dust has had after it blanketed city streets homes, businesses, and schools and showcases equipment worn by recovery workers. The installation also highlights the long effort by New York City officials and first responders to secure federal funding for medical and financial support.
Researchers Say COVID Lockdowns Aged Teen Brains
(Seattle, WA) -- COVID lockdowns, school closures and canceled activities aged teen brains as much as four years. That’s according to new research out of the university of Washington that looked at brain scans. What the researchers found was that the cerebral cortex, the part of the brain that controls reason and decision making, thinned out much more than expected. Boys showed an average premature brain aging of onepoint-four-years. The results were much more pronounced in girls, where brains aged an average of four-point-two years.
