Mayor says Parker right TLU welcomes new leadership during presidential inauguration person for city manager By Darren Dunn (Seguin) -- Seguin Mayor Don Keil is sharing more details about why he thinks the Seguin City Council has selected Steve Parker to be the next city manager. Parker is now the assistant city manager for the city of San Marcos. Keil says that the council used an exhaustive process to conduct the search for a replacement for retiring City Manager Doug Faseler, who officially steps down in January 2020. Keil says the council spent five months and countless hours working with former City Human Resources Director Tammy Garcia, who served as the consultant on the search. He says there was a large pool of applicants, and some very qualified people within the mix. There was close to 40 (applicants)I think, but it was several months ago when we did that and we picked through them and whittled it down half way to 20. Mainly, a lot of those were sifted out because they just didn't meet the criteria, but there were 20 who actually had the background and the experience and the acquired knowledge sort of thing. So then we picked through those based on whether maybe (they were) farther away then we would like or it would be difficult for them to really maybe tear themselves away from their present jobs and we kind of tried to figure out whether they were seriously about wanting the position or whether they were just applying, but we got it down to 10 and then we went to six and those are the ones we tried to interview," said Keil. Keil says that Parker stood out from the rest of the pack and that's one of the reasons why the council agreed that he was the top choice. He says Parker's skillset, plus the fact that he has some knowledge about Seguin made him the right pick for the job. See PARKER, page 15

(Seguin) -- History was in the making this weekend as the TLU and Seguin communities joined together for the Presidential Inauguration of President Dr. Debbie Cottrell. Dr. Cottrell took part in the official installation ceremony held Saturday in the Jackson Auditorium at the Weston Center. Dr. Cottrell took over the reigns of former President Dr. Stuart Dorsey who retired at the end of the spring semester. Prior to becoming president, Dr. Cottrell served as TLU's vice president for academic affairs. Dr. Cottrell, who comes on board as the university's 16th president, says presidential inaugurals typically don't come around often making this time a great opportunity to pause and celebrate those things that make Texas Lutheran University so wonderful. Dr. Cottrell, who hit the ground running over the summer, says the transition to presidency was made easy thanks to the dedication of the TLU community. "When I think about the community here, the people I'm working with whether it's vice presidents or whether it's people that work in facilities or whether it's our students whoever it might be, I'm very fortunate because this is a community and it's a community that I know well from having been here and I feel great support in what I'm doing. Anytime, you are in a leadership role having support is critical and I feel it. Now, that doesn't mean it is not challenging. It doesn't mean we don't have hard work to do but I know this is a place that has people and I would say this extends into the Seguin community that wants to see TLU be successful. This is a place that wants to be good and strong and viable long into the future so my job is to capture that, to

build on that, to lead with that in mind, said Dr. Cottrell. Dr. Cottrell says a "key part" of her new role as president is her engagement with the Seguin community. She says when you partner together, success comes easy. "When you have the honor of serving as the president of a university and in a place like Seguin, I think it's just part of the opportunity to connect with the community. I want people to know TLU and the way that you know this university is through the people who are here and there are many people at TLU who have long and deep connections to Seguin but in this role, my opportunity is to learn and get to understand the issues in the community, to work with individuals, to use my position to help both TLU and Seguin. So, I think for me, I just see it as a great opportunity. Also, it's a pleasure. I mean people are warm and welcoming and supporting in the community as well. you know I always say 'TLU needs Seguin and Seguin needs TLU' and so leveraging that, thinking about that, looking for new ways to build on what I believe has been a strong arrangement and relationship. I just think there's all kinds of exciting things to think about in the future," said Dr. Cottrell. She especially invites individuals, families and even business partners to become part of the Bulldog family. She says TLU wants to give community members all sorts of reasons to come on campus. "No matter what your interests are, no matter how long you have been in Seguin no matter what your age is, your background, there is something going on at TLU that will be of interest to you whether it's a cultural event, something in Jackson Auditorium whether it's a musical event -- we have those through-

out the year -- an athletics event whatever it might be, I think there is so much that goes on here and we want the community to know about that and most importantly, we want them to feel welcome. We want them to feel that they can come to these events that these things are offered, yes for our students but also for the Seguin community and the more support and participation we have, the better that is. That just means that what we are doing is being shared by more people and it should be an advantage to Seguin to have TLU here. That should be true everyday and so I think these events are great way for people to connect. Also, the other piece of that is people connect through individual relationships. So even if you are not coming to an event but you know someone here and have an idea or an interest or something, I encourage people to use that friendship, have that conversation, come to campus, talk to us and let us know what is on your mind because I think that's our responsibility in being a good community partner which is what we want to be," said Dr. Cottrell. During her years at TLU, Dr. Cottrell is credited with the" development of new performing arts facilities , the addition of four graduate programs as well as the Nursing program.” Included in that list is a sponsored research program that resulted in external gifts which totaled approximately $2 million a year. Dr. Cottrell says her focus moving forward will be to always operate under the traditions that have proven true and that are deeply rooted in the TLU community. "In terms of the future, I would say there is a lot that we are working on and TLU will always hold fast and firm to its faith, its traditions, what it's been but we will do

We will always be thinking about how we can serve our students in the best way possible but this is going to be an exciting time at TLU and I'm very fortunate to be in this role and to have the opportunity to lead us. So, I just say keep an eye on us and come be part of the community," said Dr. Cottrell. Saturday's inauguration wrapped up three days of special events marking Dr. Cottrell's leadership. Events included a welcoming community reception hosted by the Seguin Area Chamber of Commerce and an academic panel bringing together some of Dr. Cottrell's fellow colleagues and a musical celebration.

By Darren Dunn (Seguin) -- The man, who's expected to soon become the next city manager for the city of Seguin, says that he is looking forward to this next chapter in his life. Steve Parker is the lone finalist for the job, and the Seguin City Council is expected to officially hire him during its meeting on Tuesday. Parker, 48, currently serves as the assistant city manager in San Marcos. He says living and working in such close proximity to Seguin gave him a better insight into the job, and he says that this was just too good an opportunity to pass up. "(Seguin has) a lot of similar characteristics that San Marcos has. I think that was one of the major things that made me look at Seguin. They own their own electric utilities. They've done a really great job of procuring the next water supply source for the next several years, which is going to be crucial to many Texas cities. They've had a lot of success with economic development. I think with my background I thought that, that was just a really great way to keep that momentum going. They have had a long tenured city manager, and I know they've got a really great environment, a really professional staff, a lot of those staff members used to work at the city of San Marcos and went to Seguin. So when I started there, I did a lot of due diligence and talked to a lot of them. They were overwhelmed by the support that they get by the city council, the professionalism, their focus on core services just made the difference for me," said Parker. Parker says so many of his experiences in San Marcos fit nicely into what will become his new role with the city of Seguin. "Flooding issues (and) emergency management -those are all things that we've been through. San Marcos is procuring their next water supply through the Alliance Regional Water Authority. I'm a board member there, so I'm familiar with what they did with the Schertz-Seguin Local Government

I'm in charge of economic development here at the city of San Marcos, so some of those same things that Seguin has been competing for -- San Marcos was in competition with them at the same time, and I've seen some of those come to San Marcos and I've seen some of those go to Seguin. So (there are) a lot of similarities," said Parker. San Marcos is a larger city, but Parker says some of the challenges there have helped to prepare him for the job in Seguin. Parker says there are many similarities between the operations of the two cities.

"We have our own electric utility. We have water/wastewater services. We have a drainage utility. Seguin currently doesn't have a drainage utility, but we do have one here in San Marcos. I'm very familiar on working a lot of negotiations with purchase power agreements. The city of San Marcos bought into a power plant opportunity with the Lower Colorado River Authority several years ago. (It) paid huge financial benefits for our citizens in regards to potential rate increases that we would have been seeing if we wouldn't have partnered in this deal. I think I'm very familiar with those issues, with utilities and the things that drive those components, and the risk related to securing alternative energy sources, like wind and solar, and how you want to minimize your exposure to some of those things. But at the same time, we know it is the wave of the future, but it is still -- at this point, it is somewhat a little bit unpredictable. We know it's a sustainability issue with the power community and we need to make sure that we are looking at all of those alternatives," said Parker.

The setback snapped Seguin's four-game winning streak and dropped the Mats (4-4, 4-1) into a second-place tie with Austin-LBJ (6-2, 4-1). Dripping Springs (7-1, 5-0) is alone in first place and in the driver's seat for the outright district title with games remaining against Austin-Northeast and Austin-Crockett. Dripping Springs used short touchdown runs by Preston Alford and Cameron O'Banan and a 24-yard field by Desi DeLaCruz to build a 17-6 lead by halftime. Seguin's only touchdown in the first half came on a one-yard run by Marques Washington after two fourthdown coversions on a 49-yard drive in the second quarter. The Matadors held the Tigers to the DeLaCruz field goal after Andres Flores Perry returned the ensuing kickoff to the Seguin 12. Seguin almost made another red zone defensive stand in the waning seconds of the half with three stops of Dripping Springs at the one-yard line, but O'Banan punched it in on fourth-and-goal as time expired. The Mats briefly seized the momentum and a 20-17 lead with consecutive touchdowns to start the third quarter. Jhalen Mickles hit Marques Washington with a 72-yard pass on the opening drive to set up a short touchdown on a keeper by Mickles, and Washington's two-point conversion run after two Tiger penalties made it 17-14 less than three minutes into the second half. Seguin linebacker Allen Martinez recovered a fumble at the Seguin 49 on the next Dripping Springs possession. The Matadors cashed in six plays later when Mickles deliv-

so forth. I look forward to...becoming an involved member of the community," said Parker.

Parker has a wife and children, and they are all looking forward to moving to Seguin. In fact, Parker says some of his extended family might also be attracted to this community.

Parker says he knows that this is a big step for his family, but they are all eage to be part of the community. He says he looks forward to getting to know the people of Seguin better in the near future.

"When I called my mother-in-law to tell her that I was a finalist in Seguin, she was like 'that's is really weird,' because they live in Houston and they were like 'we were just in Seguin a couple of weeks ago. We fell in love with the place and are trying to find a place ourselves to move to and Seguin was one of our final choices.' They are retired now and were looking to move. So, I took the kids over there. We drove around Seguin. They really did like it. Both my girls are about to be out of high school so they probably won't go to the Seguin High School, but they will be members of the community and work there as they go to probably junior college next year and

"You really don't learn what is going on in your community unless you are out there meeting people, talking to people, seeing what their issues are. San Marcos has a really high customer service level. I hope to bring a lot of that to Seguin. Although I think a lot of that has already been installed by the prior city manager, but you know, it's always something that I always continue to strive for because it is our responsibility. With the taxpayers' money, we've got to be good stewards of that, and make sure that the people are getting the level of services that they need (and) make sure that we are trying to do as much as we can with the resources that we have," said Parker.

Parker's career in City government spans 17 years, and all of his municipal experience has been with the city of San Marcos. He began his latest stint in 2007 as assistant director of finance, was promoted to director of finance in 2008 and became assistant city manager/CFO in 2012. He also has 10 years of previous experience in governmental consulting, having worked for Maximus, Inc. and Matrix Consulting Group. Parker earned a Bachelor of Business Administration in Accounting from Texas State University. He is a member of the Government Finance Officers Association of Texas, the International City Manager's Association, Texas City Manager's Association and served on the Alliance Regional Water Authority Board of Directors. He and his wife, Wendy, have been married for 10 years and they have 4 children - Hayden Starr, Hannah Locklear, Gage Parker and Madison Parker. If he accepts the city's offer, his first day on the job would be January 6, 2020.

I think he understands our culture and our norms in this part of the world, and we are obviously quite different from San Marcos in so many ways, but at the same time, we are still the same. I think the transition will be very, very smooth. I know that Doug has a lot of respect for him, and he respects Doug (too), and I think we are very, very fortunate that Doug gave us this lead time -- this kind of gradual going away. So he can come in and get acquainted, and Doug can impart a lot of his situations and his knowledge to him as well so he can pretty much hit the ground running, said Keil. Keil says the other finalists were all really good, but he says in the end, it was the fact that Parker really seemed to want this job, and the timing seemed right for him and the city of Seguin. "He's been watching us. To be truthful, he's wanted this job and that's another thing that we were so impressed with, is that he really wanted this job and you could tell that from his enthusiasm (and) with the letters that kept coming in and coming in and coming in. And he would check with consultant Tammy (Garcia) and check with us and make sure everything was okay -- a message every now and then, 'how is it going? I really hope to work

for you someday' type of situations. He was so very enthusiastic about wanting it and I think this will be a really good fit for him. He is genuinely happy to be here," said Keil. Faseler has the longest tenure of any city manager in Seguin, and Keil says that Parker will have some big shoes to fill. However, he says that Faseler is leaving the city in a good place, and he thinks the transition to the new city manager will be made easier because of it. "Quite often when a city manager might resign or leave or quit or get fired -- you know boom! You're left out with nothing and you have to bring somebody in cold and that's not going to be the case. He will have a pretty good idea of what exactly he is going to be doing on his first day once he takes the reigns," said Keil. Keil says Faseler will be missed, but he's very excited about Parker taking over the reins in January. He says it's a great time to be in Seguin. "We are still growing and I think we are still quite a bit of a diamond in the rough. Yet, I think he sees our potential here, and I think he sees it as a chance to show what he can do with his skills. So, I think it's all going to work out pretty well," said Keil. The city officially made an offer to Parker on Thursday. He's expected to accept the offer, and the council will meet on Tuesday evening to officially approve the contract. Parker's first

official day on the job would be January 6. Faseler is slated to officially retire at the end of January, but Keil says because of vacation and other time that's been accumulated, Faseler will likely have his last day in office around Thanksgiving. Faseler has spent the last 14 years as the city's top administrator. "He's been watching us. To be truthful, he's wanted this job and that's another thing that we were so impressed with, is that he really wanted this job and you could tell that from his enthusiasm (and) with the letters that kept coming in and coming in and coming in. And he would check with consultant Tammy (Garcia) and check with us and make sure everything was okay -- a message every now and then, 'how is it going? I really hope to work for you someday' type of situations. He was so very enthusiastic about wanting it and I think this will be a really good fit for him. He is genuinely happy to be here," said Keil. Faseler has the longest tenure of any city manager in Seguin, and Keil says that Parker will have some big shoes to fill. However, he says that Faseler is leaving the city in a good place, and he thinks the transition to the new city manager will be made easier because of it.

"Quite often when a city manager might resign or leave or quit or get fired -- you know boom! You're left out with nothing and you have to bring somebody in cold and that's not going to be the case. He will have a pretty good idea of what exactly he is going to be doing on his first day once he takes the reigns," said Keil. Keil says Faseler will be missed, but he's very excited about Parker taking over the reins in January. He says it's a great time to be in Seguin. "We are still growing and I think we are still quite a bit of a diamond in the rough. Yet, I think he sees our potential here, and I think he sees it as a chance to show what he can do with his skills. So, I think it's all going to work out pretty well," said Keil. The city officially made an offer to Parker on Thursday. He's expected to accept the offer, and the council will meet on Tuesday evening to officially approve the contract. Parker's first official day on the job would be January 6. Faseler is slated to officially retire at the end of January, but Keil says because of vacation and other time that's been accumulated, Faseler will likely have his last day in office around Thanksgiving. Faseler has spent the last 14 years as the city's top administrator.

Vital Statistics Douglas Wayne Bierstedt Douglas Wayne Bierstedt, age 63 of Seguin, Texas passed away peacefully after a lengthy battle with Glioblastoma brain cancer on October 21, 2019 while surrounded by his family. Doug was born on May 20, 1956 in Seguin, Texas. He graduated from Seguin High School and Texas A & I University in Kingsville, Texas with an Agri-Business Degree. He spent 20 years employed by USDA as a Statistician. He then went into the banking business working for First State Bank in Georgetown, Texas then moved to Seguin and began work for Surety Bank, First National Bank, Sterling Bank, Broadway Bank and finally as Sr. Vice President at Ozona Bank. Doug was preceded in death by his father, Herbert O. Bierstedt. Survivors include his wife, Vicki Bierstedt, son Denver and wife Ashley and grandson, Bowen of Cedar Park, Texas. Son, Kendall and wife Cierra of Austin, Texas. Also, survived by his mother, Ruby Bierstedt, brother, Blake Bierstedt (Sharon Bierstedt), sister, Linda Martin (Bubba Martin). Numerous nieces and nephews and great nieces and a great nephew. A Celebration of Life Service will be held on November 2, 2019 at 2:00 pm at Faith Lutheran Church, 1326 E. Cedar Street, Seguin, Texas.

Marion Pollard Chandler On October 19, 2019, 89-yearold Lake McQueeney resident Marion Pollard Chandler went home to Heaven and now rests in the arms of her Lord and Savior, Jesus Christ. She passed away peacefully at her beloved lakefront home, surrounded by her family. Marion Chandler and her husband Joe moved to Seguin, Texas in 1993 after living in San Antonio for over three decades. Helen Marion Pollard was born in Shreveport, Louisiana on April 5, 1930 and grew up in nearby Waskom, Texas. After graduating from Waskom High School, Marion pursued a degree in what would be her life’s professional passion – teaching. She started her post-secondary education at Austin College, then transferred to East Texas State Teachers’ College (now Texas A&M University -Commerce) to complete her Bachelor’s degree. While at East Texas State, she met and fell in love with Joe Chandler, the football star who would be her future husband. After

graduation, she would go on to teach Elementary School for 37 years, the last thirty of which were at Fort Sam Houston. Before joining the teaching faculty at Fort Sam Houston Elementary, she taught in Pine Tree ISD in Gregg, Texas; in the Defense Department schools in the Panama Canal Zone; in Marshall, Texas ISD; and in San Antonio’s North East ISD. While at Fort Sam Houston ISD, she and her students seeded wildflowers throughout the base; she received Teacher of the Year honors from the District, from the City of San Antonio and from the State of Texas; she was chapter President of the Texas State Teachers Association; and she served on the textbook selection committee for the State of Texas. After retiring from classroom teaching, Marion continued practicing education as a volunteer docent at San Antonio’s Institute of Texas Cultures, where her most prominent visitor was then-President Bill Clinton. When Marion and Joe moved to Seguin, they immediately joined and became very active in St. Andrew’s Episcopal Church. Marion served the congregation as a member of the Altar Guild, assisting in weddings and funerals; as a member of the pastoral care committee; as a volunteer receptionist; and as a volunteer clerk at the church’s Cornerstone gift shop. She was preceded in death by her cherished husband, Joe Chandler; by her parents Sara and Pearson Pollard; and by her brother and sister-in-law Trulock and Nancy Pollard. She is survived by: her son Joe Chandler, Jr. and his wife Tricia; her son Robert Trulock Chandler and his wife Freddie Ann; and her daughter Sara Chandler Beal. Her six grandchildren are Jonathan, Megan and Rene’ Chandler; Jennifer Beal Hillman (husband Michael); David Beal, Jr. (wife Christine); and Kendall Chandler Aubert (husband John). Her great-grandchildren are Sawyer, Tucker and Chandler Hillman; Benjamin and Leah Beal; and James Pearson Aubert. Mrs. Chandler’s special nieces and nephews are: Jeff Pollard, his wife Leigh and their son Pearson; and Kelly Pollard Foster, her husband Joe and their daughters Taylor, Chandler and Hayden. In addition to her official family, she is survived by a host of very dear friends and hundreds of her former students whom she unofficially adopted into her life. It was her great joy to be considered the unofficial sister, mother, aunt and grandmother to so many people she loved. She enjoyed living on Lake McQueeney; being involved in her church; and being a part of the Seguin community. She loved deeply and was loved deeply – she will be sorely missed. A reception will follow in McKeogh Hall. As one of her final requests, she asked that all who wish to honor her do so by embracing her passion for education and reading a book to a child. Harry Charles Schmidt

Harry Charles Schmidt was born on February 20, 1947 in Seguin, Texas to Hilton “Bill” Schmidt and Mary Lee Bartels Schmidt. He attended schools here in Seguin and was a 1965 graduate of Seguin High School. He attended Texas A&M University with a degree in Aerospace Engineering and graduated in 1969. Harry proudly served his country in the United States Navy as a highly decorated pilot during the Vietnam War. Harry was a space flight simulator instructor; he was in charge of getting space shuttles to land! He worked for civil service for 20 years where he was last employed by the United States Air Force. He was also a devoted Christian. On Saturday, October 19, 2019, Harry entered into eternal peace. He is preceded in death by his father, Hilton “Bill” Schmidt, and his mother, Mary Lee Bartels Schmidt and his sister, Sharon Schmidt Koebig. He is survived by his brother, Ron Schmidt and wife, Janie; his nephews, Hilton Koebig and Trevor Koebig; He also leaves many loving relatives and friends. Harry was an intelligent, witty, and wonderful man who will be missed dearly by all who knew him. A Celebration of Life gathering will be held on Sunday, November 3, 2019 at 2 p.m. at the Texas Agricultural Education and Heritage Center (The Big Red Barn). MSgt. James “Jim” Ronald Christy Jr., USAF Ret. of Seguin, Texas entered into eternal rest on Tuesday, October 22, 2019 at the age of 84. He was born to James R. Christy Sr. and Thelma M. Campbell Christy on December 30, 1934. James is preceded in death by both of his parents and his loving wife Enilda Christy. He is survived by his children, James Albert Christy, Steven Lee Christy and Silvia DeLourdes Christy; his beloved furry companion Tami; sister, Patricia Christy Mills; aunt, Phyllis Bedsole; cousin Nancy Baldwin; sister-in-law, Divia Abrego Perez; brother-in-law, Wilson and wife Ubaldina Abrego; nephews, Paul David and wife Cheryl Mills and son Joshua and grandson Mason, John and wife Kim Mills, Jurguen and wife Jennifer Abrego and children, Peyton, Isabela and Gavin, Jassin and wife April Abrego and daughters Piper and Emery; niece, Lariza and husband Scott Bayliss and children Kaileb and Kaiana; Dear friends, Jose, Rachel and Nathan Escobedo, Catalina McCrutcheon, Yolanda Iglesias, Lupe Rangel and Esmeralda Rangel.James loved God, his family and his country which he served during the Vietnam War. He served his community as a volunteer at the Special Olympics, a firefighter at the Geronimo Volunteer Fire Department, a kitchen worker at Tree of Life Church or as a jack of all trades at the Geronimo VFW. James was usually a quiet and gentle man until he had something important to say. He was his special needs’ sons fierce advocate and his daughter’s greatest supporter. James was known for his kindness and for how much he cared for those he called friends. His wicked sense of humor and stubbornness were just two of his fine qualities. He will be missed and always loved “mucho grande.” Interment will be held at Fort Sam Houston National Cemetery in San Antonio, Texas on Tuesday, November 12, 2019 at 1:30 p.m. in Committal Shelter #3. FDA Calling For New Label On Breast Implants Cleveland Clinic Unveils Top Medical Innovations (Silver Spring, MD) -- The Food and Drug Administration is calling for manufacturers of breast implants to provide more information about health risks. The FDA pulled one brand of textured implants off the market earlier this year after it was linked to a cancer of the immune system. They also recommend stating that breast implants are not meant to be "lifetime" devices but the FDA has stopped short of recommending their removal.

(Cleveland, OH) -- The Cleveland Clinic wants the public to know about medical innovations that will be big in 2020. The Clinic's annual top-ten list of medical innovations has just been released. Some of the up-and-coming technologies include a drug that helps prevent fractures in people with osteoporosis and a medication that helps build immunity to peanut allergies.

CVS To Offer Medication Disposal At All Locations Next Year New Procedure Avoids Major Surgery For Certain Heart Valve Replacements (Houston, TX) -- If you need an aortic valve replacement, a new procedure might let you avoid invasive open heart surgery. Dr. Michael Reardon at Houston Methodist DeBakey Heart and Vascular Center says it's an FDA-approved method that lets surgeons implant the valve from the femoral artery in the groin, using a catheter. It's called Transcatheter Aortic Valve Replacement. Dr. Reardon says it means most people can remain conscious during the procedure, go home in a day or two and recover fully in about a week.

(Woonsocket, RI) -- CVS Health is offering a way to get rid of unwanted medication nationwide. The pharmacy chain announced it will offer a medication disposal option at all of its locations starting next year. Officials say one-thousand locations will be getting an in-store disposal kiosk. Locations without a kiosk will have DisposeRx packets for patients filling out an opioid prescription for the first time. CVS notes that their disposal units have collected more than onemillion pounds of expired or unwanted meds.
