Seguin City Council approves resolution opposing GBRA's plan to drain lakes By Darren Dunn (Seguin) -- The Seguin City Council is joining the growing chorus of voices taking a stand against a plan to drain area hydroelectric lakes. Council members on Tuesday unanimously approved a resolution opposing GBRA's plan to drain lakes McQueeney, Placid, Meadow Lake and Gonzales. They would join lakes Dunlap and Wood, which are already at lower levels due to spillgate failures at both lakes. GBRA has made it clear that the lakes, which are formed by hydroelectric dams on the Guadalupe River, need to be lowered to prevent any more dam failures and to keep the public safe.

The council approved the resolution which raises concerns about the economic impact the move would have on the community. Prior to the vote, the council heard from a few residents who live along Meadow Lake, inside the Seguin city limits. Sydney Burton serves as secretary for the newly formed Meadow Lake Nolte Dam Association (MLNDA). She told the council that all of the lakes are special and should be spared the dewatering process. Burton says she wanted to remind the council that while all the lakes should be protected, Meadow Lake represents a unique and beautiful part of the city of Seguin. See RESOLUTION, page 2

Seguin invited to listen to former NFL player, Academic Heisman winner By Cindy Aguirre-Herrera (Seguin) -- The words "the brain" and "the legend" go hand in hand especially when it comes to talking about what many say is "arguably the most unique and well-rounded player in NFL history." Texas Lutheran University tonight is officially kicking off another year of prestigious speakers and special performers with John Urschel, former All BIG-10 Conference offensive lineman at Penn State and former offensive guard/center for the Baltimore Ravens. Ashlie Ford, TLU director of marketing and communications,

says Urschel is no doubt legendary in everything he has and will continue to accomplish. "John Urschel is the first speaker in our annual Brown Series of Cultural Events. He will be here tonight. He is a former NFL player with the Baltimore Ravens and he is also a mathematician so he is somebody that has been in so many different areas and when he was at Penn State, he was actually the recipient of something called the Campbell Award which is known as the Academic Heisman and that's given to college football players who possess the best combination of academics, community service and on field performance so he is really somebody that we think our students will identify with because one third of our students are also athletes so he understands what it is like going

"The economic impact should be something we are all concerned with and I think your resolution will be one more tool in our toolbox to address this problem that we are trying to overcome. It's going to impact every business segment in our county," said Mueller.The city wasn't alone on Tuesday in its effort to prevent the lakes from being dewatered. The Seguin Area Chamber of Commerce Board of Directors also presented its own resolution in opposition to GBRA's plan for the lakes. Chamber President Kendy Gravett read their resolution to the council. The document laid out some of the chamber's main concerns with the current plan.

"Meadowlake, in particular, is so very special. It's really the heart of Seguin. It has been touted in numerous publications as a draw to our great city. It offers public access for fishing, swimming, canoeing and kayaking. It's advertised in publications statewide as being on the Texas Paddling Trail and it's a drawing card for our chamber of commerce and visitor and convention folks to bring in more business and more visitors to our precious town," said Burton. Burton and her husband, Rodney, operated Vogue Shoes in downtown Seguin for decades, and she told the council that she believes the draining of the lakes will negatively impact the local economy. She says its impact will be much more widespread than some may think. "Rodney and I know the effects this crisis will have on retailers especially mom and pop ones like ours throughout the city. We don't have to tell you how this situation affects the health of our economy. All types of businesses will suffer and therefore all of their employees as a consequence -- not to mention the loss in property tax and sales tax revenue to the city, schools and county. That knowledge is why you are here today to step up and send a message to GBRA and that you want to save Seguin. We want to envision a course of continuing forward in building a strong city and community not going 10 steps back as a result of a forced crisis. We so appreciate your commitment to the citizens of Seguin and look forward to working with you and other partners to solve this emergency," said Burton.

Local businessman Paul Mueller, who is helping the effort to stop the draining of Lake McQueeney, reminded the council that the city does indeed have a small part of Lake McQueeney in its jurisdiction. Mueller says a comprehensive economic impact study is currently being conducted, and he says he expects it to demonstrate just how damaging it will be to drain the lakes.

"The lake systems in Guadalupe County are a vital and attractive natural resource and whereas, the lake systems in Guadalupe County have a substantial contribution to the tax revenue of our school districts, municipalities and county government and whereas the lake systems in Guadalupe County attract and benefit economic development efforts in our region," said Gravett. Gravett says they polled their membership before the board voted to approve the resolution, and there was overwhelming support from their members. She says they were clear that they wanted GBRA to have a plan in place before draining any of the lakes. Gravett expressed that the chamber's board and its members have resolved to be part of the solution moving forward, and they want GBRA to reconsider its current plan of action, which calls for the lakes to be drained on September 16. Vehicle chase ends in Geronimo By Cindy Aguirre-Herrera (Geronimo) -- A vehicle pursuit that began in Caldwell County ended miles away in Geronimo Tuesday evening. Arrested in that pursuit was David Pruitt, 49, of San Marcos. Guadalupe County Sheriff's Officials say the incident began during a traffic stop in which Pruitt was wanted on several warrants out of Hays County. The initial stop was conducted by the Texas Department of Public Safety. They say the pursuit continued on FM 20 and then onto State Highway 123 ending just before 8 p.m. near Navarro ISD campuses. Officers were forced to use their pepper spray to help detain Pruitt. Pruitt was arrested on five various warrants. He also picked up an additional charge of evading arrest. He remains behind bars in the Guadalupe County Jail.

The Matadors came out strong and controlled the first set 25-16, but the Thunderbirds recovered to win the next three 25-19, 25-16, and 25-22. Taylor Bode led Seguin on the front row with 11 kills. SEGUIN, Texas -- Cameron Townes, a senior midfielder/defender from Cypress (Cypress Ranch), has been named the Southern Collegiate Athletic Conference Men’s Soccer Offensive Player of the Week for games played through Monday, Sept. 2. Townes scored all three of TLU’s goals over the weekend as the Bulldogs went 1-1, with a road win over Concordia Texas and home loss to Mary Hardin-Baylor in double overtime. Townes had both goals in the win over Concordia, and his goal against UMHB tied the match with just over two minutes to play in regulation. All three of his shots on goal turned into goals. Business owners voice concerns on economic impact of dewatering lakes RESOLUTION, continued from page 2 "The Seguin Area Chamber of Commerce hereby finds that it is in the best interest of the chamber and its members to join in on the efforts along with all governmental, regulatory and impacted parties working together expeditiously to develop a long range plan with shared responsibility for preventing the collapse of our lakes and ensuring their revitalization," said Gravett. Adrian Davila, of Davila's BBQ, says his restaurant has loyal customers from the lakes and from GBRA, and he thanked them all. He walked a fine line when making his comments, but also stated that if the lakes were drained, it would not be a good thing for his business. "These things drastically would affect us because the lake and the business and those people -- they are a big part of our business and our strategy and that would really drastically affect (us). Even restaurants such as us rely on the tourism and I think bringing those people in and out of the community -- it's an oblivious big part of our community and a big economic impact would be severe," said Davila. The MLNDA group in Seguin may be new, but the group is growing fast. It held a public meeting on Saturday at the Seguin Public Library, and MLNDA President Jacy Robbins says they are grow-

ing because people care about these lakes, and not just people who live on them. Robbins thanked the city council for taking action to help stop the lakes from being drained. He says they are moving forward with the help of a large coalition of lake residents and stakeholders, who are working together to come with a short term strategy and a long term solution to the problems on the hydroelectric lakes. "We have a path forward. We want to work with you guys. Now, as that plan develops -- we have a path forward but that path forward can develop and change. We started talks with city officials and will continue those talks and hopefully, be able to solve this thing which I think we can," said Robbins. Lakes groups have been joined recently by a growing list of public officials, who are hoping that another solution can be considered by GBRA. The group includes prosecutors, law enforcement officials, and political leaders at the state, county and local levels. Meanwhile, GBRA officials have stated over and over again that it understands that this is not a popular decision, but they believe it is the only solution that guarantees that people are kept safe from the dams. GBRA says the dams, which are 90 years old, are unsafe and people should be out of those areas for recreation.

NYC Measles Outbreak Declared Over, Emergency Order To Be Lifted (New York, NY) -- New York City's measles outbreak is over. That's according to the City Health Commissioner who says two incubation periods have passed without any new infections. The city has had 654 confirmed measles cases, mostly in Orthodox Jewish neighborhoods in Brooklyn, since the outbreak began last October. That prompted an emergency order requiring that people in those neighbors be vaccinated or face fines but that order is being lifted. More than 12-hundred measles cases have been confirmed in 30 states with more than 75-percent linked to outbreaks in New York City and Rockland County.

Non-Profit Group Pushes For Paid Leave For Expectant Moms In U.S. (Seattle, WA) -- A non-profit group that works for the well-being of mothers and young children around the world is trying to expand paid maternity leave in the United States.

Lucy Sullivan, the executive director of One-Thousand Days, says paid leave reduces the risk of C-sections and life-threatening complications for moms and babies. She says it's estimated that providing 12 weeks of paid leave in the U.S. would result in six-hundred fewer babies dying in America each year.

NYC And Federal Data Suggests Texting While Walking Not So Deadly (New York, NY) -- It appears texting while walking may be less deadly than some people think, at least along the streets of New York City. According to a report from the city Department of Transportation, since 2017 only two pedestrian deaths have involved cell phone use, and that's out of hundreds of cases. One victim was using their mobile device at the time of impact, while the other was bending over to pick their phone up. While the DOT does express growing concerns over texting-while-walking, they say there's little concrete evidence linking it to pedestrian injury or fatality.

Vital Statistics Deaths Howell Ruth Davidson Howell, age 99 of Seguin passed away on August 29, 2019. Ruth was born on February 24, 1920 in Stella, Arkansas to Troy and Effie (Felt) Davidson. Ruth was a member of First United Methodist Church in Seguin where she was a member of the Ruth Circle. Other memberships included the Delphian Study Club and the Lazy Daisy Garden Club. She is preceded in death by her husband Charles L. Howell, her parents, her brothers Ray, Tommy and Felts Davidson, her sisters, Veda Willborn and Velma Trafford, and her son-in-law, John (Tommy) Brannan. Survivors include her son, Charles (Chuck) Howell, Jr. and wife Linda; daughter, Susan Brannan; grandchildren, Charles Howell III and wife Rachel, Christen Johnson and husband Dave, Catherine Pagel and husband Danny, John Brannan IV and wife Anne, and Robert Howell Brannan and wife Jeannie; great-grandchildren, Austin, Jonathan, Grant, Audrey, Piper, Tate, Georgia, Taylor and Michael; sister, Ruby Sisk; brother, T.H. Norma Jean Whalen joined her parents, Edna (Read) and Burke Whalen and her brother Bob Whalen in heaven on August 15, 2019. She departed this life with her sister Dorothy at her side. Born October 21, 1939 in Donna TX, she was the youngest of three children and became a lifelong best friend to her sister Dorothy. Norma, only recently of Seguin, TX, resided the majority of her life in McAllen, TX. Her career was spent in retail at Terry Farris and JC Penney. Norma is survived by her sister, Dorothy Whalen; sister-in-law, Shirley Whalen; nephews Mike and wife Lynn, and Sean and wife Toni and daughter Mara; cousins, Doris Rodgers, Margaret Martin and husband Kenneth; numerous other cousins and friends. The family wishes to express their thanks and admiration for Pastor Andrew Lemlyn for his gracious Pastoral care for Norma and Dorothy. The family also would like to thank all of Norma's caregivers including Regina, Patty, Sheryl, Airesty, Josephine, Janet, Adrianne, Teresa and Rose, Hope Hospice of New Braunfels especially Leah, Jen, Mary and Teauania and the staff of Guadalupe Valley Nursing Center. Jose Crescencio "Chencho" Galvan Jose Crescencio Galvan better known as "Chencho" of Seguin, Texas entered into eternal rest on Friday, August 30, 2019 at the age of 74. He was born to Crescencio Galvan Sr. and Rita Garcia Galvan on August 14, 1945 in Seguin, Texas. He is preceded in death by both of his parents, 6 brothers, 6 sisters and his dog Panchito. He is survived by his wife of 50 years, Josephine Solis Galvan; children, Lisa Galvan Vallejo and husband Ryan, Gregory Joe Galvan Sr. and wife Edna, Gilbert Sassenhagen Jr.; grandchildren, Jeremiah, Jacob, Ashlie, Joe Raymond, Gregory Jr., Gracie, Anthony; sisters, Tina Morales, Inez Hernandez, Frances Diaz, Modesta Mercado and numerous great-grandchildren and extended family, friends and loving furry companion, Peanut. "Chencho" was a very loving husband, father, grandfather and friend. He had a passion for gardening, fishing and especially loved sitting outside enjoying life. His children and grandchildren meant the world to him. Chencho also spread the word of god as a Co-Pastor at several different churches throughout his life. He enjoyed watching Dallas Cowboy games and was very artistic and hands on, if he envisioned a project he would set out

to make it happen through his arts and crafts. Chencho will be deeply missed by everyone who knew and loved him. Antoinette M. Rhodes, 93, of Seguin, passed away Sunday September 1, 2019 at Guadalupe Valley Nursing Home in Seguin. She was born on February 11, 1926 to Alvina and Owen McCoy in Victoria. Antoinette was a loving housewife for many years. She will be remembered for her love of traveling together with her husband, Freddie. Freddie and Antoinette married when he was 18 and she was 16 and remained married for 72 years until his death in 2014. She was an avid reader especially the Bible, and known for her cook-

ing, especially her apple pies. Antoinette was a Pink Lady at Guadalupe Regional Medical Center and a lifelong member of the Church of Christ. She is survived by her nephew; Patrick O McCoy; Nieces; Gayle “Sunny” McCoy, Tammy McCoy Ritenour and her husband, Klaus; nephew James Skinner and his wife Cynthia and their three children, James, John and Jessica; adopted granddaughter, Melissa Zeinert and her husband, Gary and their children, Garrison and Zane; adopted grandson, Todd Stinson and his wife Susan and their children Emily and Riley; 10 great nieces and nephews; lifelong friends; Maureen and Elvin Stinson; special friends; Ruth and Greg Ander, Kay and Bill Rotkosky and Jean Griffith. She will be especially missed by her church family at Walnut Street Church of Christ. Antoinette is preceded in death by her husband of Freddie Allen Rhodes and her brother and sister-inlaw Chester O. and Marie McCoy. A gathering of Antoinette’s family and friends will begin at 5:00 p.m. to 7:00 p.m. on Thursday, September 5, 2019 at Goetz Memorial Chapel 713 N. Austin St. in Seguin. Her funeral service will be at 11:00 a.m. Friday September 6, 2019 also at Goetz Funeral Home. Interment will immediately follow at Guadalupe Valley Memorial Park 2951 Tx-46 New Braunfels, Tx. 78130.
