Seguin city manager receives praise, pay raise from city council

(Seguin) -- Seguin City Manager Steve Parker is getting high praise from the Seguin City Council. The council met behind closed doors on Tuesday to conduct Parker’s annual evaluation. Council members returned to open session and granted Parker a 2.5 percent pay raise, which will push his annual salary to just over $305,000.

Councilman Jason Biesenbach says Parker has done an incredible job on behalf of the city of Seguin.

“It was stated, Mr. Parker, behind closed doors that this community supports you, as do we. They see the things that you do and the actions you take. It was widely reported on, especially on Facebook, what happened with the Wendy Squirrel, and then the action you took with that young man really speaks volumes to your character.

We just want you to continue to be an asset to the city. We appreciate you and we want you to stay here for a long time and not go anywhere. We appreciate you very much and we want to see you continue to grow,” said Biesenbach. Raise, pg. 3

Wild horse, burro adoption event set for this weekend in Seguin

(Seguin) -- You are invited to not only care for but own a part of America’s heritage.

The Bureau of Land Management (BLM) will hold a two-day wild horse and burro event in Seguin this Friday and Saturday at the Seguin Events Center.

Since 1971, the BLM has been directed by Congress to maintain the country’s healthy wild horse and burro herds that roam on public lands throughout the nation’s 10 western states.

Since that time, nearly 290,000 wild horses and burros have been adopted into private care and have been described as “excellent pleasure, show or work horses.”

Crystal Cowan, of the BLM, says the adoption event this weekend will feature 120 wild horses and burros.

“They are wild animals. They are considered feral horses or burros on our public lands. If we did nothing, these animals would have babies every single year. So, if we did nothing, they would double in herd numbers every four years and triple in herd numbers every six years. The horses will be ages yearling to adult horses. Again, these animals are untouched. So, they are used to being worked like cattle in shoots for vaccinations, and deworming’s but they have not been worked on individually. And we also have burros available. A lot of times, people will use the burros to put with their livestock, with their cattle, sheep or goats to warn off or chase off coyotes or a neighbor’s dog,” said Cowan.

Cowan says the adoption begins at 10 a.m. this Friday. She says those interested will be required to be fully prepared to take the animal home.

“We do have an application because we want to make sure that folks have a good corral to put these animals in. They are wild. They will jump over a regular fence. So, we need them to have a minimum of a six-foot-tall corral with access to shelter and food and water. That corral only has to be around 20x20 which is just 400 square feet. It’s not very big. Once, the adopter has the animal gentle, they can then put the animal in whatever pasture they feel comfortable,” said Cowan.

Cowan says the adoption process includes a nominal fee. She says the process will continue through Saturday or until animals are no longer available.

“We will have a competitive bid at noon. So, if two or more people want the same animal, they can simply bid against each other. If no one bids, the animal is $125. Pay with a check or credit card or cash and take the animals home on Friday. After the competitive bids, it’s first come, first serve on Friday and then again on Saturday from 8 a.m. until noon. We will have photos on our Facebook page on Thursday late evening of the animals we have available. The event is free and open to the public and if someone is not quite ready but if they want to learn more information, they are welcome to come out. We will have several people there on staff to help answer questions,” said Cowan.

As part of its efforts to find every horse and burro a good home, Cowan says the BLM now offers up to $1,000 to adopt an untrained animal. She says this adoption incentive will be offered for every animal in Seguin.

Biesenbach was referencing the squirrel art piece that is part of the city’s Squirrel Trail public art displays. There’s a squirrel statue outside of City Hall, that was donated in honor of Parker’s late wife, Wendy. The statue was damaged by a juvenile suspect. An arrest was made, but Parker took to social media recently to offer grace and support for the teenaged suspect. Parker wrote on Facebook that he found out more about the teen, and that he was apparently intelligent and normally made good decisions. Instead of seeking further punishments, Parker instead offered to pay for the teen’s fees to enter into the Broady Academy, which is a faith-based school in San Antonio. The teen had a goal to attend the Broady Academy, because it would allow him to graduate early from high school. Parker also stated that if the young man stayed out of trouble, he would help him find a job with the city of Seguin.

Those kinds of things clearly made an impact on the city council and with the community. Councilwoman Monica Carter says Parker has made a big difference for the city of Seguin in so many ways.

“You have the support of the city, this community, this council and all of the employees for the city of Seguin. We’re grateful to have you. We’re blessed to have you. We’re better for having you,” said Carter.

Councilman Bill Keller says that Parker is beloved by many in the community, because people recognize his dedication to making Seguin a better place to live and work.

“Steve, you show a lot of love for this community. It’s quite evident and it’s reciprocated. This community loves you. The staff, it’s the same situation. You’ve surrounded yourself with a wonderful team. They support you. I’ve never heard a bad word from the staff. You know them all. You support them all. You go around and you visit them, and you make them feel like they’re doing a wonderful job for the city, and they are. You show them that they are appreciated,” said Keller.

Parker thanked the council for the vote of support and said so much of his success is due to the relationship that he has with staff and the council.

“I’m very proud of everything that was accomplished this year, but it was a group effort between y’all and our amazing city staff. We are just so blessed to have this team, where we all row in the same direction. It doesn’t happen in every community/ I’m very proud of the items that have been approved this year. When we look back on the list of accomplishments, it is long and it is very, very life changing,

Parker says he’s proud of the work that they’ve done so far, and he thinks more good things are coming to Seguin.

“We are doing great things. We’ve done great things. We increased our ordinances. We’ve increased staffing. We’ve had infrastructure projects that are going to change how this community functions for a long, long time. I’m very, very proud of that. With that being said, I thank you for this opportunity to serve this community,” said Parker.

Parker didn’t just get support from the city council. A young member of the community also offered his thoughts on Parker’s performance. Jackson Biesenbach, 10, the son of Councilman Biesenbach, was actually the first to public speak on behalf of Parker on Tuesday night.

“I’m going to name a couple things I like about Steve Parker. He is nice, caring, and he should still be the city manager of Seguin, because he says the right things and he does the right things,” said Jackson Biesenbach.

Parker became city manager in January 2020, after spending several years as an assistant city manager with the city of San Marcos. During his tenure, the city has experienced rapid residential, retail and industrial growth. He also was at the helm for the development of the city’s new comprehensive master plan, and master plans for the downtown and for the city’s economic development department.

TLU Baseball Wins Home Opener Over UMHB, 5-4

SEGUIN, Texas --#RV Texas Lutheran Baseball opened the 2025 home slate at Katt-Isbel Field with a 5-4 win over the previously unbeaten Mary HardinBaylor Crusaders Tuesday night in Seguin.

The Bulldogs (4-0, 3-0 SCAC) extended their season opening win streak to four games.

Carson Hues (Mont Belvieu/Barbers Hill) made his collegiate debut, pitching four innings and allowing three runs on three hits. He struck out two batters and allowed two walks to pick up the win.

Parker Schutte (Arlington/Lamar) closed the game for his first save of the season in his Bulldog debut, coming in in the fifth and allowing one run on four hits and a walk over three innings of work.

Texas Lutheran had seven hits, all singles, on the night but it would be freshman Caleb Small (Round Rock/Gateway College Preparatory) who would lead the Bulldogs offensively with two runs scored including stealing home. Small would finish 0-for-1, reaching base twice via hit by pitch.

Xavier Arias (La Vernia/Nixon-Smiley) and Cooper Jen (Kyle/Hays) both finished 1-for-3 with an RBI single while Tyler Helpenstill (Pearland/Lutheran South) finished 1-for-2 with an RBI and a walk.

Mary Hardin-Baylor opened the scoring with a two-run homer in the first inning.

Texas Lutheran had a quick response, scoring two runs in the second to tie the game at two. Adam Peavy (Houston/Memorial) led off the inning with a single to right before Caleb Small was hit by a pitch to put two Bulldog base runners on. Brayden Sprencel (Robstown/Calallen) moved the runners over with a sacrifice bunt before a Tyler Helpenstill RBI single got the first TLU run on the board while the first of three UMHB errors on the night allowed Small to come around

and score.

After the Crusaders scored a run to regain the lead in the top of the fourth, TLU responded with two of their own to take their first lead of the night. Tyler Helpenstill drew a two out walk for the Bulldogs first runner of the inning and was quickly moved into scoring position after an error on a failed pick off moved him to third base. An RBI single from Xavier Arias tied the game at three before an RBI single from Cooper Jen gave the Bulldogs a 4-3 lead.

A well-executed double steal with two outs led the Bulldogs extending their lead to 5-3 as Caleb Small stole home.

A UMHB rally in the sixth came to an abrupt halt after what looked like a potential one-out RBI double with a TLU error moving the runner to third as the game-tying run was called out due to missing first base while rounding the bases. UMHB attempted yet another rally in the seventh, loading the bases with two outs but Parker Schutte closed the door by getting a ground out to third base to end the seven-inning game.

The two teams were scheduled to follow this game with a nine-inning game but it was cancelled due to rain in Seguin. The game may be made up at a later date.

Texas Lutheran shifts its focus back to SCAC play as they welcome the No. 15/17 Trinity Tigers to Katt-Isbel Field to renew their rivalry one last time as SCAC foes starting on Friday, Feb. 21. Quiroz

Natalia Gonzales Quiroz, aged 94, of Stockdale, Texas, passed away Saturday afternoon, February 15, 2025 of natural causes at home.

Natalia was born October 5, 1930 to Adolfo and Maria Gonzales in Marfa,Texas. Her husband, Raul R. Quiroz Sr., and her eldest daughter, Estelita Quiroz Davila precede her.

Natalia is survived by her three daughters and son: Linda Quiroz Nunez and her husband, Ray; Mary Lou Quiroz; Patricia Quiroz Severino and her husband, Michael; her son, Raul R. Quiroz Jr. and his wife, Karen. She is also survived by her son-in-law, Gilbert Davila. Natalia has seven grandchildren: Aramis Nunez Miller, Gilbert Christopher Davila and his wife, Celina, Gabriel Davila, Raul R. Quiroz III, Petra Natali Quiroz, and Sarit Quiroz. Her grandson, Travis Nunez, precedes her in death. Her great-grandchildren are Madeline Gonzalez Pirnak and her husband, Nick; Elia Miller, Lillian Miller, and Camila Davila. Natalia’s brother, Ishmael Gonzales and his wife Mary, also survive her, as well as, many other extended family members and numerous friends.

Natalia and Raul were married after his service in WW II in both the U.S Army and Navy. They were married for 65 years and raised their family in Odessa, Texas. They had five children, but many friends & family considered them to be “mom and dad.”

Natalia was a full-time homemaker and mother. She epitomized the “Proverbs 31” woman. Together, Raul and Natalia opened their home to family and friends. Anyone could visit any day or time. Their home was warm, welcoming, filled with love and laughter. Natalia was the heart of the home. Their homestead was named “The Acres” where many Sunday barbecues and holidays were celebrated. They served “farm to table” to everyone. They raised vegetable gardens, fruit orchards, and livestock for the family and anyone in need. Natalia made every meal from scratch including bread. She was known

for her famous “pan de orno.” In addition to teaming with Raul to run the gardens, she was artistic too. She found time in the evening, or early morning to sew outfits for her children, quilts for the home, and beautiful embroidered dolls.

Natalia raised her children to honor their parents, love each other, and work as a team. Most importantly, she raised them to love God and how to pray. Natalia’s gift of faith was the greatest inheritance she gave to her children. She was a no-nonsense mother who raised five strong willed children. At the same time, her sense of humor brought so much joy to the family. By the time her children started school, they knew basic school curriculum. The children were also encouraged to develop some form of artistic talent. The fruits of her labor produced educators, community leaders, entrepreneurs and award winning artists.

Natalia and Raul had a beautiful love story. They shared the same faith, goals, passion and love for life. The legacy of their marriage is still an encouragement to family and friends. “’Well done, good and faithful servant. You have been faithful over a little; I will set you over much. Enter into the joy of your master.’” Matt. 25:21

Most importantly, they were born again believers in Christ Jesus, and now follow in His footsteps through the “Narrow Gate” to continue their ministry in eternal life. (Matt. 7:13)

A private family viewing will be Sunday, February 24, 2025 at 3pm. Friends may join them from 4:00 to 8:00 p.m. at Goetz Funeral Home, 713 N. Austin Street, Seguin, Texas 78155. The funeral service will be Monday, February 25, 2025 at 12pm. noon, also at Goetz Funeral Home. Natalia will be placed in her final resting place at Guadalupe Valley Memorial Park, 2951 S. State Hwy. 46, New Braunfels, Texas.

The pallbearers are Raul R. Quiroz Jr., Gilbert Davila, Gilbert Christopher Davila, Gabriel Davila, JP Gonzales, and Ray Garcia. Michael Severino will serve as music minister. Rev. Ralph Govea will serve as officiant.

NY A-G Condemns 20% Staff Cuts At WTC Health Program

(New York, NY) -- New York’s attorney general is condemning cuts to the World Trade Center Health Program. Letitia James is calling the reported 20-percent staff cuts “reckless” and “cruel” and says it’ll undermine efforts to help patients. The WTC Health Program provides medical treatment for 132-thousand first responders, survivors and others who lived or worked in Lower Manhattan when terrorists flew jets into the Twin Towers on 9/11. James says many made heroic sacrifices to save others during the attack and are impacted by lifelong health issues. She calls the cuts “unacceptable” and says they must be reversed.

Biogen Partners With Stoke Therapeutics On New Epilepsy Drug

(Cambridge, MA) -- Biogen is partnering with another Massachusetts biotech company, Stoke Therapeutics, on a new epilepsy drug. It was developed by Stoke scientists to treat Dravet syndrome. That’s a rare, genetic type of epilepsy that occurs in one out of 16-thousand births in the U.S. It shows up in babies during the first year and can be life-threatening, causing developmental delays and seizures that are difficult to control. A Phase 3 clinical trial on the drug, called Zorevunersen, will begin this spring with Biogen putting up 165-milliondollars to fund the study.

Coca-Cola Launches Simply Pop (Atlanta, GA) -- Coca-Cola is launching a new prebiotic drink called Simply Pop. A spokesperson said the product will be available on the West Coast, Southeastern U.S. and online nationwide via Amazon Fresh. A study by Euromonitor International data said the digestive health soft drink market growth has doubled over the last few years. Simply Pop flavors will come in pineapple mango, lime, strawberry, fruit punch and citrus punch. The drink has no added sugars and contains vitamin C, zinc, six grams of prebiotic fiber and up to thirtypercent fruit juice. Simply Pop will hit the shelves at the end of this month.

Astrophysicist Discover Record Breaking Ghost Particle Neutrino

(Undated) -- Astrophysicists are celebrating a record-breaking cosmic discovery. The Cubic Kilometer Neutrino Telescope group said they have uncovered the highest-energy ghost particle called a neutrino at the bottom of the Mediterranean Sea. A neutrino is a subatomic particle with no electrical charge and mass so small it has the ability to go through all types of matter without altering its structure. The discovery is significant because it may lead to a better understanding of how far and what caused them to travel through the universe and land on earth.

Free Tax Clinic at TLU

Dr. Sally Cook announces that the annual Tax Clinic at Texas Lutheran University is now open. The clinic operates Wednesdays from 5:00 to 7:00 PM and Saturdays from 9:00 AM to noon, closing on the weekends surrounding Spring Break and the Wednesday of Spring Break. Seguin ISD Students to Provide Free Tax Assistance to the Public Seguin High School students are offering free tax preparation services to eligible taxpayers through the IRS’s Volunteer Income Tax Assistance (VITA) program. These certified students, enrolled in the district’s Career and Technical Education business pathway, have completed IRS-required training in tax law and available tax credits. Assistance is available for individuals and families earning $67,000 or less annually, persons with disabilities, and limited English-speaking taxpayers. Sessions will take place at the Seguin High School Library on Tuesdays and Thursdays from 4:15 to 5:15 p.m. through March.
