12th Annual IBCA State Championship Guadalupe County Fair Barbecue Cookoff & Jackpot Beans • Friday, Oct. 2 - Saturday, Oct. 3, 2015 Cook-Off Rules 1. COOKED ON SITE – All meats will be cooked on-site. The preparation and completion (excluding pre-trimming) of any and all meats in competition is within the confines of the cook-off site and during the time limits designated by the promoter. IBCA recommends that competition meat be subject to inspection at cook-offs by the BBQ Committee or their representative. Pre-Trimming – Competition meat may be removed from the store packaging and pre-trimmed unless there is a health department rule requiring that all meat must be in store packaging when meat is inspected. If this is an issue, it must be made clear on the cookoff flyer so that all cooks attending an event knows about this ahead of time. 2. SANITATION – Cooks are to prepare and cook in as sanitary manner as is possible. Cooking conditions are subject to inspection by the BBQ Committee. Infractions identified by the judging committee shall be immediately corrected or the cook will be subject to disqualification. 3. ENTRIES PER PIT – IBCA recognizes

only one entry (one chief cook) will cook on a given pit. It will be the responsibility of the BBQ Committee to monitor entries. Notwithstanding, multiple entries in the same category by the same cook or from the same pit, or multiple entries from the same piece of meat shall not be allowed. Pit should be of a permanent design that contains separate individual cooking chambers and heat sources. (no sharing of heat sources) Contestants must be 18 years of age to participate for cash prizes. 4. BBQ PITS – PIT – Any commercial or homemade, trailered or untrailered, pit or smoker normally used for competitive barbeque. A BBQ Pit may include gas or electricity for starting the combustion of wood or wood products but NOT to complete cooking. Pit should be of a permanent design that contains separate individual cooking chambers and heat sources. (No sharing of heat sources) BYC (Backyard Cooker) – any cooking device by design or nature that is inherently portable and by design is intended for recreational cooking.

5. OPEN FIRES – IBCA further recognizes that open fire, ground pits, are used in some areas. It is in the interest of safety, a barrier shall be placed around said open fire pit. A fire extinguisher shall be readily available. 6. CATEGORIES –The BBQ Committee shall advise contestants in advance of applicable meat categories and/or cuts of meats and/or types of cookers. The following categories are recognized by the IBCA: Beef Brisket Pork Spare Ribs Chicken – one half (1/2) fully jointed domestic chicken with skin that includes a breast, wing with tip (visible not tucked under), thigh, and drumstick. 7. DOUBLE NUMBER SYSTEM – IBCA requires that the secret, double number system be used. This system assures a fair competition and is a fundamental tenet of the IBCA. IBCA requires that two tickets bearing the same number be utilized, one firmly attached to the top of the judging tray in a manner which hides the number and the other ticket easily removed by the Head Cook for retention after signing the Head Cook’s name in front of an IBCA representative. Winning numbers will not be revealed until time to announce each place in each category. At that time the secret numbers attached to the tray/cup will be removed and announced. After the ticket is pulled, the tray and its contents will immediately be discarded. 8. JUDGING TRAYS – IBCA recommends the use of a Styrofoam tray with hinged lid and without dividers or the best readily available judging container, which is approximately 9 inches square on the bottom half. A single sheet of aluminum foil should be supplied for each tray by the BBQ Committee. Make sure your tray has this when you get it. All judging containers shall be clean and free of any markings. Marked containers may be disqualified at the Head Judge’s discretion. Cooks are responsible for insuring that the containers they receive remain clean and undamaged. 9. JUDGING TRAY CONTENTS – IBCA requires that the BBQ Committee and/or Head Judge advise all cooks of the exact quantities and cuts of meat that will be placed in the judging trays. This will normally be accomplished at the Cook’s meeting. The Head Judge or designated representative will inspect all trays at the time of turn-in in order to assure compliance with the turn-in criteria. All garnishes and condiments are prohibited, as they do not reflect the true quality of the cooked meat. Meats may be cooked with sauces and/or other liquids, but once the cooking is complete, sauces and/or liquids may not be added once put into tray. NO PUDDLING IN BOTTOM OF TRAY. Recommended amounts are as follows: Brisket seven (7) full slices, approximately 1/4” to 3/8” thick. All blocking must be done before cooking. The fat cap may be trimmed or cut away before the slices are placed into the tray. Pork Spare Ribs seven (7) individual cut ribs (bone in) (St. Louis Cut acceptable) Ribs must be placed in the tray TOP side up laying parallel to the hinge. Chicken 1/2 fully jointed chicken (to in-

clude breast, wing with tip (visible not tucked under), thigh and drumstick. SKIN ON (No Cornish Game Hens) If the event has 50+ teams, turn-in quantities shall be two (2) 1/2 chickens, 9 pork spare ribs, and 9 slices of brisket shall be submitted for judging or at the Head Judge’s discretion. 10. TURN-IN TIMES – Once this time is set and/or announced at the Head Cooks meeting no change will be made. A turnin window of ten (10) minutes before and after the set turn-in time will be recognized. Judging trays received after that time will not be accepted for judging. Ten minutes and one second is considered after the set turn-in time. Cook’s meeting TBA - Turn In Times TBA. 11. TERMS FOR DISQUALIFICATION – After the tray has been turned in, any tray found to be in violation of the IBCA rules will be disqualified at the discretion of the Head Judge. Disqualified tray numbers will be called out immediately following the category announcements. 12. JUDGES –Must be 18 years of age or older to judge. IBCA recommends that a minimum of five (5) judges per table be utilized during the initial judging. Subsequent levels of judging should utilize a minimum of seven (7) and a maximum of nine (9) judges per table HEAD COOKS are prohibited to participate as judges. NO SMOKING IN THE JUDGING AREA. 13. JUDGING QUANTITY – Judges will assign a score from 1 to 10 for each tray. A maximum of twenty (20) trays or containers should be assigned to each judging table. Judges should not be required to sample and judge in excess of this number during any event. It is recommended that a predetermined number of top results from each preliminary judging table be sent on to the subsequent levels of judging. 14. ANNOUNCING WINNERS – IBCA recommends that announcements of winners be based on the number competitors in each category. (Example: Cook-off with ten (10) or more entries, announce the top ten (10) plus final table numbers only. It is recommended that more than one person verify the ticket numbers. If the number of entries is less than ten (10), announce all places. In the interest of recognizing winners announce these places regardless of prizes or trophies being awarded. 15. PRIZES – IBCA states that a Grand Champion and Reserve Grand Champion be named at every cook-off. In the event of a tie for Grand Champion, brisket will

be the first tie breaker, followed by ribs, chicken, and then pork 16. Promoters cooking in own contests: For the sake of contest fairness, IBCA prohibits promoters from cooking in their own contest. 17. Any nudity, lewdness, or any form of vulgarity will NOT be allowed. No pyrotechnics or explosives are allowed. Any intentional use of the above by a team will result in disqualification and removal from the grounds. 18. Music within your team area is allowed. HOWEVER, excessive loud music and/or sounds which interfere with announcements, schedules, live bands and entertainment on stage, or which intrude upon or interfere with the comfort of fellow contestants will NOT BE ALLOWED NOR TOLERATED. Offenders will receive no more than 3 warnings from either the Barbeque Chairman, Co-chairman or Security Vice-chairman, and non-compliance will be grounds for disqualification from the Cook-Off Grounds. 19. The BBQ Cook-Off Chairman and Head Judges reserves the right to make additional rules and regulations as situation warrants. 20. Decisions of the BBQ Cook-Off Committee and Judges of the contest are final. 21. Animal(s) of any kind WILL NOT BE PERMITTED in any contestant’s contest space nor will any animal(s) be permitted on the Barbeque Cook-off Grounds, EXCEPT for seeing-eye dogs or other types of service dogs. 22. Teams may be asked to judge. (Head cooks are NOT allowed to judge) 23. Alcoholic Beverages: NO glass beer or soft drink bottles are permitted in the contest area. TABC rules must be followed at all times. 24. Let us know if you are going to compete in showmanship. We welcome everybody to join in! 25. NO golf carts, ATV’s, scooters etc. will be allowed on grounds, except by committee chair. Official Head Judges - TBA As always we welcome all cookers to this Barbeque Cook-off. Don’t miss our 2015 PRCA Rodeo! If you love live rodeo action, Lancaster Pro Rodeo is the show to see! Come join us Oct. 8-10. Starting over 36 years ago Lancaster Pro Rodeo Company has grown into one of the elite production and contracting companies in the U.S. Traveling across North America furnishing livestock to some of the largest rodeos in the PRCA. In 1979 the elder of the Lancaster’s, Ray started the family business and within 3 years was named Stock Contractor of the Year in two different associations in Texas. Along with that accolade there has also been over 20 different bucking horses and bucking bulls that have been voted on by the cowboys as Bucking Stock of The Year. Our company motto has always been good bucking horses, good bucking bulls, lots of color in the front, and good help in the back makes everything run smooth.

Continuing tradition of excellence Chad Lancaster, son of Ray purchased the Charlie Battles PRCA card in 2005 and he and his father have combined experience, rodeos & resources to produce premier PRCA rodeo events. With that same focus as before Lancaster Pro Rodeo Company has sent stock every year to the National Finals with livestock at the NFR being voted best of the go rounds and bucking bull Cowboy Coffee being recognized as the 2nd best bull in the entire PRCA in 2012. Both Lancaster’s continue to oversee the entire operation and provide assistance, advice, and expertise when needed. The Lancaster’s have a large extended team of dedicated personnel eager to help make every rodeo exciting for all ages.

Rockin’ Robbie Hodges Rockin’ Robbie Hodges has established himself as one of the professional rodeo world’s hottest barrel man and funny guy personalities. In only five short years as a barrelman he was awarded his first WRANGLER NATIONAL FINALS RODEO in 2010. His quick wit and off the cuff banter, as well as carefully thought out acts, keep the crowd entertained and looking at him for the entire performance. Robbie always promotes positive, non-violent, clean family humor, and has an uncanny knack for instantly bonding with audiences of all ages. He genuinely enjoys being a rodeo clown because he likes to talk to and entertain people, especially children. He eagerly takes on the rodeo performance, attempting to personalize each show by taking the time to talk to and get to know as many families as possible. With his unusual skills as a barrelman he has been acclaimed by bull fighters, rodeo announcers, stock contractors, and cowboys alike as being the most exciting barrelman in rodeo today.

Charlie Throckmorton

Rodeo announcer Charlie Throckmorton’s career spans more than 40 years. He announced his first rodeo in 1969 while still in high school. Now, a PRCA Gold Card member, Throckmorton has covered rodeo and bull riding in more than 40 states across the nation. Some of the major events he has announced include: • 1991 Wrangler National Finals Rodeo (announcing team) • 3 time announcer PBR World Finals, Las Vegas, 2001-2003 • 15 time announcer National Finals Steer Roping, 1990, 2001-2014 (at 15 times, only second to the late Clem McSpadden) • 11 time announcer Texas PRCA Circuit Finals • Ram National Circuit Finals 1992 • Xtreme National Finals Bull Riding, Reno, Nevada 2005 • Timed Event Championships, Lazy E, Guthrie, Okla. 4 times In April of 2007 Throckmorton was inducted into the Texas Rodeo Cowboy Hall of Fame. The PRCA media guide calls Throckmorton a repository of knowledge (even among fellow gold card members) with extensive knowledge of the sport of rodeo. His voice is continuously heard on many radio and television stations in various venues throughout the country, including billboard’s on live NBC television. Throckmorton is sponsored by Justin Boots.

Guadalupe County Agricultural & Livestock Fair Association’s

True Women Drill Team

The Guadalupe County Fair Association’s own True Women Drill Team continues to please audiences at parades, rodeos and other equine events in South Central Texas. The team’s name comes from the title of the book True Women written by Guadalupe County’s own Janice Woods Windle. The characters in the book and the pioneer women of Mrs. Windle’s family are role models for this team. They were true women, displaying courage, determination, and perseverance as they overcame the hardships of pioneer life. Team members not only represent the fair association, Seguin and Guadalupe County when they perform, they also serve the community by working to maintain and improve the fairgrounds,

get ready for and put on the county fair. Look for these ladies all around the grounds of the fair selling tickets, running the pet show, setting up events, as well as performing during the preshow of the Thursday and Saturday night rodeos and waving to you in the fair parade. The team is proud to carry the flags of its sponsors Marion Animal Hospital and RVs of Texas Mobile RV Service. Thank you, Dr. Kunde and Ronnie Baker for supporting us! The team also extends its thanks to all our official and unofficial support crew: husbands, significant others, dedicated friends, children and extended family. We couldn’t do what we do without you! The team will perform prior to the start of the Guadalupe County Fair PRCA rodeo

Guadalupe County Sheriff’s Mounted Posse The Guadalupe County Sheriff’s Mounted Posse has been performing at rodeos and parades throughout south and central Texas since 1950. Drill team members enjoy horseback riding and the opportunity to enjoy it with family and friends whether

performing or sponsoring trail rides. All members furnish their own horses, tack and transportation. They have won numerous awards while participating in parades and won first place in Texas drill team competition held several

years ago. They were also the first equestrian group to perform in the San Antonio Alamodome. Drill team members were honored to appear twice on The Tonight Show with Jay Leno in 2010. The drill team members are involved

in many community service projects and have hosted benefit trail rides to raise awareness and money for specific groups and individuals. If you’re interested in riding with us or want to talk to us about an event, please talk to any of our members.

Siltmanns recognized for lifetime of fair work Originally published in the Seguin Gazette on Jan. 13, 2015 Felicia Frazar felicia.frazar@seguingazette.com SEGUIN — Cleburne “Buddy” and Jenny Siltmann have spent a lifetime helping to educate area children in agriculture. With a collective 100 years of service under their belts to the Guadalupe County Fair and PRCA Rodeo, it’s no surprise that they were honored with the Texas Association of Fair and Event’s Hall of Fame Lifetime Achievement Award. “They are very deserving of it,” said Guadalupe County Fair Association past president Gay Lynn Olsovsky. “They were both quite surprised. To say they are dedicated is an understatement. No words can describe these people. Both of them, especially Buddy, bleeds the fair. And both of them are very knowledgeable people and very deserving of this award.” The couple was speechless when they found out they were receiving the award, Jenny said. “We were just excited and appreciative,” she said. The fair board knew they needed an excuse to get Buddy to the awards banquet and enlisted the help of Jenny, Olsovsky said. “We let Jenny know about it, but she was under the impression it was just Buddy receiving the award,” she said. “She didn’t know. We didn’t quite present it to her that way. It wasn’t until it was mentioned that she was also the recipient of this award that she knew.” According to Brosig, the pair can be described as heirlooms and as treasures. “We believe that we have found true heirlooms and treasures in our own Guadalupe County,” she wrote to the association. “Most will gladly acknowledge the positive influence

this couple has been in their fair experience. They are the pillars that have inspired many of us to be charitable citizens. As humble as this couple is, their devotion to the community and the GC Fair Association will forever go under-recognized and under-rewarded.” She explained that there isn’t a fixture on the grounds that Buddy hasn’t fixed, replaced, repaired or installed. “Buddy knows every crack and crevice of every building on the grounds,” Brosig said. Jenny has been instrumental in helping the fair association win state-wide recognitions, Brosig said. “There are currently 38 TAFE Awards displayed proudly in the Hall of Fame at the Guadalupe County Fairgrounds,” she wrote. “All won between 2007 and 2012, which Jenny proudly submitted. TAFE also benefitted from her skills and knowledge by having her serve in their organization. Jenny coauthored the fair’s 100 Year History Booklet and the 125 Year History Booklet.” Buddy’s service to the fair began when he was in high school as a member of the FFA and 4H, Jenny said. “He has been around for a long time and he has done just about anything you can imagine,” she said. “He did serve as president at one time. He has served on any kind of livestock committee there ever was. He does his thing getting things ready for arena events, not just the fair.” Buddy’s title for the association is grounds manager, Jenny said. “He is always down here and finding things to do or things that need to be done,” she said. Jenny’s service to the fair began a little bit later when her kids were participating in events. “I started off when we had a talent show when my kids were probably 10 years old,” she said.

Officials with the Texas Association of Fairs and Events present Cleburne “Buddy” Siltmann (middle left) and Jenny Siltmann with a Lifetime Achievement Award.

For many years, Jenny was elected to the post of fair board secretary, and at one point served as board president. During her tenure, Jenny helped create a number of events, some of which still stand today. “I created committees for events including the Kids Corral, the Pumpkin Decorating Committee and the Downtown Scarecrow Contest, which Mary Jo (Filip) and I created,” she said. The couple’s volunteer work is not just tied to the fair. The pair has had a part in a number of events in and around the area including serving on the board of the Texas Agriculture Education and Heritage Center and the Guadalupe County Youth Livestock and Homemaker’s Show. “The fair was created a long time ago for people to show off their talents in agriculture and homemaking, and that is what we want

it to still be about,” she said. “Buddy is very much involved with the Youth Show. He was chairman, chairman of the buyers committee and he is still a member of the youth show board. I’m also on the board at the Big Red Barn. I so enjoy doing the school tours. The kids are so eager to learn and the Red Barn fits in with what the fair is all about — agriculture, getting kids educated on agriculture.” The pair are also members of the Seguin Area Chamber of Commerce. After more than 60 years of service to the Guadalupe County Fair Association, Buddy will be hanging up his hat, Jenny said. “He is going ready to retire on Feb. 15 on his 80th birthday,” she said. The Guadalupe County Fair Association also came back with a 2nd place award for newsletter and third place for best multi-page material which is the Fair Catalog — a joint publication of the Fair association and the Seguin Gazette.
