Speaker Bios

Bureau of Industry and Security U.S. Department of Commerce Kevin J. Wolf Kevin J. Wolf was sworn in as Assistant Secretary of Commerce for Export Administration on February 19, 2010. Prior to his joining the Obama Administration, he was a partner in the Washington, D.C. office of Bryan Cave LLP. His practice over the course of his nearly 17 years with the firm covered most aspects of the law and policy of international trade, but focused on the Export Administration Regulations (EAR), the International Traffic in Arms Regulations (ITAR), sanctions administered by the Office of Foreign Assets Control (OFAC), the antiboycott regulations, the Foreign Corrupt Practices Act (FCPA), and multilateral trade controls. From 1996-1997, he was the Assistant Special Counsel to the House Committee on Standards of Official Conduct. He has a B.A. degree from the University of Missouri-Columbia, a M.A. from the University of Minnesota's Humphrey Institute of Public Affairs, and a J.D. from the University of Minnesota Law School.


The Assistant Secretary assists and advises the Under Secretary on the development of policies pertaining to Export Administration issues. The Assistant Secretary also provides overall direction to and management of the national security, nonproliferation, foreign policy, national defense, and strategic industrial resource functions delegated to BIS, which include issuing related regulations, representing the Department on interagency committees dealing with BIS issues, representing the Department in domestic and international fora that address such issues, and chairing the Advisory Committee on Export Policy. In addition, the Assistant Secretary directs the Office of Strategic Industries and Economic Security (SIES), the Office of Nonproliferation and Treaty Compliance (NPTC), the Office of National Security and Technology Transfer Controls (NSTTC), the Office of Exporter Services (OExS), and the Office of Technology Evaluation (OTE). OFFICE OF THE UNDER SECRETARY OF DEFENSE FOR POLICY

BIOGRAPHY Todd E. Willis

CURRENT ASSIGNMENT: Mr. Willis is the Division Chief for the Dual-Use Licensing Division within the Defense Technology Security Administration (DTSA). In this position he supervises, coordinates and expedites the work of a staff of civilian and military personnel to provide the Department of Defense (DOD) official decision on commercial dual-use export licensing reviews. These responsibilities include serving as the senior advisor on dual-use technology issues within DTSA and coordinating the review of export control issues among relevant DOD organizations including military departments, the Joint Staff, the Office of the Secretary of Defense and others. Mr. Willis team also has lead responsibility to liaison with outside USG agencies, industry and international partners on dual-use concerns and regulatory reviews to protect U.S. interest and national security. PAST EXPERIENCES: Prior to joining the DTSA, Mr. Willis was the Assistant Director for the Office of Enforcement Analysis within the Bureau of Industry and Security (BIS), U.S. Department of Commerce. His responsibilities included managing the BIS end-use check program which included analyzing U.S.


export transactions and coordinating foreign end-user visits. In addition, Mr. Willis also managed the BIS Export Control Officers who are special agents stationed abroad in China, Hong Kong, India, Russia and the United Arab Emirates; his international responsibilities also include the coordination efforts with the International Trade Administration Foreign Commercial Service officers. Previous to this assignment within BIS, Mr. Willis was the Senior Export Policy Advisor for the Office of National Security and Technology Transfer Controls. This office was the focal point within BIS for issues related to the transfer of technology. In this role Mr. Willis was named the Department of Commerce White House Liaison to the academic and research community for export control issues. Mr. Willis worked in the Department of Commerce for seven years. Before joining the Department of Commerce, Mr. Willis was the Economic Development and Public Policy Director for the Oakland Metropolitan Chamber of Commerce in Oakland, California. In conjunction with this position, Mr. Willis was also an adjunct professor for California State University, Hayward School of Business and Economics and founded Global Trade Alliance Corporation a trade consulting firm. This followed over ten years of industry experience concentrating in the finance and technology fields. Prior to this Mr. Willis spent 6 years in the United States Army as an Armor and Intelligence Officer. EDUCATION: Mr. Willis graduated cum laude with a Master of Business Administration Degree from California State University, Hayward and has a Bachelor of Arts in Political Economics from the University of Pacific.

Patrick Knaggs Intellectual Property and Export Compliance Manager, Intel


Patrick Knaggs has been with Intel since 1992, and has been the Intellectual Property and Export Compliance Manager for Fab 68 since 2006. Fab 68 is Intel’s first Semiconductor wafer fabrication facility in China and requires export licensing from all around the world. Previously at Intel, he has worked in a variety of organizations doing technology licensing, strategic factory planning, equity investing, and corporate finance.

Matt Ruby Vice President and General Counsel Advanced Micro-Fabrication Equipment Inc. (AMEC)

Matt Ruby is the Vice President and General Counsel of AMEC, Inc., a Shanghai-based semiconductor capital equipment company with operations throughout Asia. AMEC's export control policies and practices are under Matt's supervision and he has had the privilege of significant interaction with governmental export authorities in the US, China, and other regions in Asia, as AMEC has refined its export control activity. Prior to AMEC, Matt was responsible for the overseas legal affairs of bio-tech giant Applied Biosystems of Foster City, California. He holds a JD degree from Santa Clara University and is a member of the California Bar.
