Creating schoolcrows for the first Scarecrow Stroll & Harvest Festival has been great to build student enthusiasm and compassion, according to a school representative. “Every time the students walk past the display in our lobby they want to know all about what’s going on,” said Joanie Heissenbuttel, president of the Parent Teacher Organization at Quest Elementary School. “Students are highly motivated to bring in cans and boxes of food for our Food 4 Thought school district food drive and place their donations in front of the ones they want to win. The top five get to go to the festival.” Schools throughout the county are creating entries for the Schoolcrow Stroll at the Festival. Schools earn credit for each schoolcrow brought to the event – up to $200 – and VIERA VOICE will purchase food from Second Harvest Food Bank to add to the Food 4 Thought totals. “This great visual has not only increased donations, but it has been an effective teaching tool about the importance of sharing what we have, especially in these tough times when no matter what your situation, there is always some small thing we can do for others,” Heissenbuttel said. Locals keep community garden alive
Berry of the Natural Resources Management Office, hopes the garden, which relies heavily on volunteers that water, install new plants and maintain the area of weeds, can flourish in the near future. “As all gardening enthusiasts know, gardens are never truly finished. Fakahatchee Grass and Beautyberry plants align the dirt path that encompasses the community garden within Viera Regional Park. Developed in 2006, the garden provides a permanent display where locals can see hundreds of Florida native plants that they can possibly grow in their own gardens. “Florida natives require less water, fertilizer and pesticides than most exotic plants. They evolved here before people were here to care for them,”
said Vince Lamb, who coordinates the maintenance of the garden on behalf of the Florida Native Plant Society. With cool weather on the horizon, organizers are hoping more visitors and volunteers will wander into the area just outside the soccer fields. “It’s fun to go see how well some of the different plants are thriving and then it’s also good to know some of the plants that didn’t survive,” said volunteer Kari Ruder. “It attracts wildlife and it has a lot of different things to offer.” Initial designer, Raleigh

Florida Cottonmouth (Agkistrodon piscivorus conanti) The Florida cottonmouth (water moccasin) is a heavy-bodied pit viper with a large triangular head. It is the only poisonous water snake in North America. The length can reach over six feet. The coloration tends to be black, brown or reddish brown. A dark facial stripe camouflages the eyes. Since the young snake is banded, it is confused with the copperhead. When this reptile gapes, it reveals a whitish “cotton” lining—thus the name. The origin of the “moccasin” tag is uncertain. Waterways and wetlands provide habitat; dry environments are seldom used. The cottonmouth often relaxes on the water’s edge. When it swims, its head is fully above water. It preys on frogs, fish, small mammals and other snakes. Its aggressiveness is a misconception since it often retreats. However, if pressured, it reacts. Threat displays that surface include: rapid vibration of the tail, coiling, opening of mouth and occasional

display of fangs. It can even bite underwater. The ultimate danger is to trample or grab the cottonmouth. If it strikes, the venom is potentially lethal. VV
Facing tough financial times Most associations should be well into their budgeting process by this time of the year. Many Boards are struggling to keep assessments contained while at the same time maintaining high levels of maintenance and service. Residents are cutting back in their personal lives on dining out, entertainment and other areas in order to provide for their essentials. According to a national survey conducted by Community Associations Institute, more than half of the nation’s estimated 310,000 community associations continue to struggle with financial issues associated with the mortgage foreclosure crisis and related economic downturn. Many associations are experiencing financial shortfalls as a direct result of their owners’ economic distress. Here are some suggestions that may help your association save money or hold the line on expenditures.

Negotiate long-term fixed price contracts. If you have one-year agreements with your vendors offer them a three- to five-year contract at today’s pricing or a lower rate. Most vendors are experiencing the same economic struggles and would relish the security of a long-term agreement. Rebid all of your agreements with all service providers including accountants, attorneys, management companies, and insurance
companies. Purchase supplies and equipment in bulk or larger quantities. This will often lower the per-piece price. Consider each purchase to determine if it is a necessity. It may be possible to delay or cancel a purchase and save association funds. Reexamine each line item in your budget and see if any can be tweaked. Going through a thorough financial evaluation will assure your residents of a carefully run association.
