‘First for Florida’ interchange leaves residents wanting less Garden of dreams sparkles at IRCC Page B2

If a plan by the Florida Department of Transportation goes through, a Diverging Diamond Intersection in Viera could be the first in the state of Florida. Some residents of Viera are fighting the proposal. By Mike Gaffey

Citing numerous concerns about increased traffic, accidents and noise, two dozen Viera residents spoke out against a planned interchange at Viera Boulevard and Interstate 95 during a May 20 public hearing that lured a standing-room-only crowd to the Brevard County Commission chambers

at the Government Center in Viera. “Do we really need this new interchange?” Robert Lamarche asked to applause as he requested a show of hands from more than 300 people in attendance at the two-hour Florida Department of Transportation hearing. Only two raised their hands, he noted. The interchange, a joint project between the state and The Viera Co. Presort Std U.S. Postage PAID Orlando, FL Permit No. 1979

and scheduled for completion in 2018, is meant to ease traffic tie-ups at the Fiske Boulevard-I-95 interchange to the north and the Wickham Road interchange to the south, address issues with traffic distribution patterns across I-95 and provide access to existing and future development, project manager

Strom Park is first part of West Viera’s

big future

By Mike Gaffey

Bill Moore, chief operating officer with Viera Builders, faced a challenging task nearly a year ago. He would load prospective homebuyers into his jeep, take them out to a field south of Wickham Road and describe their asyet-unbuilt homes to them. “People really had to have

their rose-colored glasses on,” Moore recalled. “I drove them around and told them, ‘This is where your lot will be, this will be the entry feature, this is where the splash park is going.’ So it took a little while to catch on.” Since then, Moore’s job has gotten much easier. Viera’s unique Strom Park

Strom Park will feature four villages and each will have its own commercial center, to be developed in the near future.

community is growing like a tree, the Slovak word for which it is named. Construction is about halfway complete on the first phase of Strom Park in Viera’s newest area of expansion, planned for 11,000 homes west of Interstate 95. This area of Viera is expected to bring 27,000 new residents to the community. Strom Park, the first piece of the ambitious plan and Viera’s first new community since 2007, features 343 single-family homes on land south of Viera Hospital. Phase One involves 108 units, and development already has begun on Strom Park’s second and third phases, Moore said. The community is at the south end of Lake Andrew Drive, south of the large traffic roundabout. “We have our first homeowners living there now,” said Moore, noting that more than 60 units have been sold since presales started in June 2013. “We’re excited to have people living

The unique Strom Park is the first community of the newly approved West Viera area, which ultimately will be home to 27,000 new residents. there and it’s turning out very nice.” The community design in this newest area of Viera will be the first of its kind in Brevard County. When finished, there will be four “villages,” each with its own commercial center and within walking or biking distance of schools, shopping and entertainment. Strom Park homes occupy 50-by-137-foot and 60-by132-foot lots, with a wide variety of floor plans. Homes on 60-foot lots ― known as the Spring Series ― are one or two stories with three to five bedrooms and three-car garages. Some units feature a bonus room built atop those larger garages. One- and twostory residences on 50-foot lots ― known as the Tree Series ― can come with three

or four bedrooms, recessed two-car garages and front porches to boost curb appeal, Moore said. Viera Builders already had constructed similarly styled homes for its Daintree development in Viera, “and that was very successful and that was in the peak of the recession and it was doing very well then,” Moore said. “So we had complete confidence that this community would do well now as we came out of the recession.” Demand has driven up prices, Moore said. Starting prices for Tree Series homes, once $267,900, are now going for $273,900. Spring Series homes now sell for $280,900.

Rising home values in Viera during a two-and-a-half-year period were a sign to Viera Builders that the economy had improved, Moore said. “When I started to be able to have price increases and it not affect sales, then I knew that the market had really turned,” he said. “And so that was the signal to get started on land development. The board and everybody bought in and said all right, let’s go, let’s develop this new community.” Instead of a community pool, Strom Park will have

others connecting to nearby communities, Moore said. A dog park — a first for Viera — will be adjacent to Strom Park, though not part of the community, he noted. And Strom Park is within walking distance of Quest Elementary and very close to Viera High. “We get a good mix of people here from all age groups, from first-time homebuyers to people downsizing to retirees,” Moore said. “A lot of Northrop Grumman people have bought here.” The first Village Center, south of the hospital, is currently planned to have a grocery store and commercial businesses to support the daily needs of its residents, said Stephen Johnson, president of The Viera Co., the parent company of Viera Builders. “There could also be medical uses to support the hospital, but we’re really just developing the residential right now,” Johnson said. North of Strom Park, Viera Builders has begun construction on Arrivas Village, a 200-unit singlefamily home community off Stadium Parkway and across from The Avenue Viera, and Stadium Villas, a 67-unit townhome development next to Stadium Corners at Viera shopping center. A few units at both locations already have been sold, Moore said. VV

community is the likely increase in the number of U-turns at Viera Boulevard and the Grand Isle entrance because of the project. “We’re going to have U-turns on both sides, which will make visibility almost impossible for our residents going in and out,” Swick said. Lois Lynn questioned why the public didn’t have a chance to speak about the project until now. “To me, that doesn’t say that the Florida Department of Transportation wants input,” she said. Lynn said a major eastwest highway would “split Viera in two” and destroy the “sense of community and everything that the billboards and The Viera Co. purports Viera to be.” “This whole project doesn’t make sense because if you put it in Viera, less than three miles from the Wickham exit, how much can traffic be diverted in three miles?” she asked. “You can’t do a whole lot. It’s not in the right place.” FDOT project manager Jazlyn Heywood said the agency will consider comments made Tuesday

intersections at the two ramp terminals on Viera Boulevard. Drivers would proceed through the intersections to the opposite side of the roadway to make free-flow left turns onto the ramps. Medians would accommodate pedestrians and roadway shoulders would accommodate bicyclists. The project would also widen Viera Boulevard from two lanes to four lanes west of Tavistock Drive to west of Porada Drive and from east of Herons’ Landing to U.S. 1. Some 8.42 acres of wetlands and 2.57 acres of floodplains would be affected by the project and would be mitigated, Everett said. Many residents who had filled out request cards to speak at the hearing were opposed to the project, worrying about such issues as potential negative impacts on property values, of increased truck traffic and of harm to animals and birds in the path of proposed construction. Others favored the plan because it will improve traffic flow. Several questioned FDOT’s recommendations that sound barriers were too costly, and whether traffic light and turn lane issues had been sufficiently addressed. Others criticized the interchange design or expressed skepticism with state noise and traffic findings and called for additional studies. “It’s our contention that noise levels for residences in our community are too low, and that is the result of inaccurate or incomplete data used in the study,” said Doris Ahern, a member of the Viera East Golf Club community’s ad hoc committee studying the report. Practical plus creative equals learning By Linda Wiggins

Teachers strive to come up with projects that are creative yet practical, and one Suntree Elementary School educator came up with an assignment that fit both categories. Pamela Bruce had her fifthgraders research famous artists and write a book about them with pages from A to Z, create a display board with facts and images, and design props and interactive activities for use in teaching other students. The Masterpiece Museum of Art then opened its doors May 22 and 23 for students from other classes to walk through just as they would a museum, with the displaying student acting as exhibit curator. “The idea is to get them so well versed on the topic that they can easily teach others,” Bruce said. “That’s when we really learn a subject, when we are giving it away.” The creative approach to teaching drives home a lesson like no other,

according to fellow educators. “The kids go crazy for the project,” said Christy Fleig, who tandem teaches with Bruce, rotating classes according to subjects. “They have so much fun

Space Coast United earns coveted state title SPECIAL TO VIERA VOICE

Space Coast United Soccer Club’s under-17 boys travel squad won the Florida Youth Soccer Association State Championship on May 18. Successfully progressing through three rounds of competition pitting them against the top teams in the state, they defeated IMG Academy 4-1 in the final held in Auburndale. Goal scorers were Nick Spielman, John Schneider and Dylan White. This marks the first time a Space Coast United boys’ U17 squad has won the state championship and may also be the first boys’ team from a Brevard County soccer club to win the statewide tournament. The team now heads to the South East Regional Championships in Baton Rouge, La., June 19 to 26. In addition to winning its league and the state championship, the team won the Hurricane Classic, group play in the Disney Labor Day and Christmas Showcases, and was the group champion in both the IMG Cup Boys’ College Showcase and the Charlotte Area Soccer League. Head coach Scott Armstrong and assistant coaches Bino Campanini and James Phillips are proud of the hard work and dedication the players have shown this year to make the team so successful and to represent Brevard County youth sports in a positive way. The Viera High and Holy Trinity boys lacrosse teams each had players receive postseason recognition following successful seasons. The Friends of Brevard Lacrosse selected players for the all-district and allBrevard County teams. Holy Trinity senior Charlie Barger was named first-team all-district for attack, while

Viera, which avenged two regular-season losses to Merritt Island by defeating the Mustangs to win the District 17 championship (thus advancing to the state tournament), had five players selected overall. It’s been a very successful year for Holy Trinity sports teams on the field. Turns out, it’s been a pretty good year in the classroom, too. The Tigers are ranked third in Class 3A in the Florida High School Athletic Association’s list of Academic Team Champions. Holy Trinity was ranked just behind St. Stephen’s (Bradenton) and Westminster Academy of Fort Lauderdale. In Class 7A, Viera High was ranked fourth. The Tigers and Hawks were two of only five teams to be ranked in Brevard County. Titusville (sixth), Rockledge (eighth) and Merritt Island (ninth) all made the list in Class 5A. VV

Hawks draw more college recruiters this spring By Carl Kotala

One of the benefits of having the most successful football season in school history was revealed during spring practice at Viera High School last month. There were a lot more guys showing up in collared shirts. Spring football is, after all, a big time for college recruiters and with the Hawks coming off an 8-2 season — and with an

South Florida. Interest in the two speedsters really picked up in April when they went to the SPARQ Combine in Chicago, where Devin ran 4.46 in the 40-yard dash and Tre ran 4.38. That earned them an invitation to the Nike Football Training Camp the next day where they were put through one-on-one and seven-on-seven drills.

VIERA VOICE Carl Kotala

College recruiters have been showing more interest in Viera after the Hawks went 8-2 last season. Coach Kevin Mays said two players — Tre and Devin Nixon, right, — “have had interest from about everybody that’s come through the door.”

Shortly thereafter, the scouts were taking notice. “Once we got home, and the colleges saw how fast we are, we got on their radar,” Tre said. The brothers plan to attend a number of camps throughout the state as well as camps at Arizona and Arizona State during the summer. Devin, who will be a senior, said the proximity to home and the relationship he develops with the various coaching staffs will be the key to his decision. Whichever college Devin signs with, Tre hopes to follow a year later. “We’re most effective when we’re on the field together because if you worry about me too much (on one side), you leave him open (on the other),” Tre said. It’s kind of like a double threat.” Knowing there are more college scouts watching practice — there were roughly 18 schools at spring practice the previous year — proved to be an extra motivation for all of the Hawks this spring. “It gives everybody a chance to show off their ability,” Tre said. impressive showing put on by Devin and Tre Nixon at the Nike Football SPARQ Combine in April — Viera has become a popular destination. “I think we’ve had about 25 colleges come in,” Hawks coach Kevin Mays said. “They’re not looking just at the Nixons. We’ve got a couple of other kids that are getting some interest. Going 8-2 helps things.” Safety Jacob Kutcher, defensive end Riley Howe, defensive tackle Brandon Callahan and linebackers Jordan Stengel and Taylor Streeter are among the other Hawks who have drawn interest this spring. Viera has had four players sign football scholarships, beginning in 2012 with Kevin Mall (Furman). “There’s been some guys who have gotten some looks from some of the smaller schools,” Mays said. “If we can get as many kids into college as we can, that’s big for us.” The Nixon brothers have already received a scholarship offer from Holy Cross. Tre, who will be a junior next season, has also been offered a scholarship to

Making it easier to get on the golf course continues to be a motto for the Viera East Men’s Golf Association. Recently, the group added a separate nine-hole league to help golfers who are recovering from injuries and illness. Some of these golfers might not be quite ready to complete 18 holes of their favorite sport.

Sign up for the Viera East Men’s Golf Association’s NineHole League by going to the website vemagolf.worldpress. com. With many snowbirds heading to the North for the summer, the Viera East Men’s Golf Association has concentrated on its Thursday shotgun competition. The Major League Baseball Pitch, Hit & Run (MLB PHR) competition was held at the Viera Regional baseball fields on April 27 for Viera Suntree Little League teams. MLB PHR is a free skills event providing Little League players the opportunity to compete in four levels, including Team Championship events at all 30 Major League ballparks and the National Finals at the MLB All-Star Game. Viera’s James King competed in the 7- and 8-year-old age bracket. Competing against 15 boys in his age group, he ran 9.21 in the 160-foot run around the bags, and advanced to the sectional competition at the Oviedo Sports Complex on May 18. There, he placed first overall with a score of 668. James King was the only competitor to hit the pitching target four times. Also, he ran the fastest time at 8.75. His next competition will be the regionals on June 8 at the Tampa Bay Rays game. If he does well in Tampa, he will move on to the final round held at the 2014 All Star Game in Minnesota. His father, Jim King, said, “James is so excited and dreams of becoming a pro baseball player. He is so happy that he’s able to represent the Viera Suntree Little League. He hopes to make it into the MLB when he is older. I can not be more proud of him.” For more information, visit vierasuntreelittleleague.org. VV

Golf cart drivers: do you know the law? by Rae Botsford

VIERA VOICE Photo

Golf cart drivers are urged to follow traffic and safety rules.

VIERA VOICE Photo

Golf carts must be properly parked, and never in striped space next to handicapped parking.

Golf carts are an integral part of Viera life for many residents, and for those who choose to operate them, it’s important to know the laws governing their use. Though Viera is a golf community, only certain sidewalks, streets and lanes are specifically designated for golf carts. Most roadways are not available for golf carts at all, and operators must be at least 14 years old to drive on a public road or street. It’s never legal to park a vehicle in any part of a handicapped spot without a permit, and yes, those hatched blue lines beside it count. “Those blue lines that extend, those are part of the handicapped space for the person to get out of the vehicle,” said Brevard County Sheriff’s Office (BCSO) Deputy Carmine Siniscal. Vans with ramps and lifts are common, and they need that space. Driving after sunset and before sunrise is only permitted in golf carts that are properly equipped with headlights, brake lights, turn signals and a windshield. And it’s not OK to carry more passengers than the golf cart is designed to carry. “There are parents who are bringing their children to school utilizing their golf carts, and we have some parents who are overloading the golf carts,” said BCSO Lt. Mike Scully, director of security for Brevard Public Schools.

It is not uncommon to see six passengers, most of them children, on a golf cart built for four. “It becomes a very serious safety concern for us,” Scully said. “What we’re looking for is parent responsibility.” When used properly, he encourages the use of golf carts, as they make car loop traffic at the schools more manageable. “We want to support the parents that are utilizing their golf carts properly and utilizing their golf carts in accordance with the law,” Scully said. “Unfortunately, we have some users who are outside of compliance.” “Just because it looks like a golf cart doesn’t mean it’s a golf cart,” said Kim Smith, the bicycle/pedestrian safety education coordinator of Space Coast Transportation Planning Organization. “There are ones that are getting big enough now that they’re actually low-speed vehicles,” a different classification that means they’re governed by different laws. Citizens who witness violations can report them to the sheriff’s office, but enforcement is tricky. “The problem with enforcing state laws is the majority of them, especially traffic violations, the officers have to see it for themselves,” Smith said. For more detailed information, see Florida statutes 316.212 and 316.2122. To reach the BCSO traffic office, call 321-633-2123. VV

High school students Courtney Pcolka, Michelle Pillado, Kristina Petuch, Allison Keirnan and Kiera Cardamone comprised one group, which brought $1096.94 and a van full of

necessities including toilet paper, paper towels, tissues, dryer sheets and diapers. “We held spirit nights at local restaurants and they would donate 10 percent of the funds to us, and we held raffles, and just asked for donations. We placed drop boxes in classrooms to collect items,” Petuch said. Mark Dotto, Christian Dean, Sade Smolski, Kendall Kittel and Tori King were the second group, which held

Show of hands: any kindergartners out there? By Linda Wiggins

Is there a child in your home who will turn 5 years old by Sept. 1? If so, elementary schools in the Viera/Suntree area would like to know sooner rather than later. “We aren’t sure why, but this year we just don’t seem to have a lot of people inquiring about registration for kindergarteners,” said Jeaniey Geremia, front office manager for Ralph M. Williams Jr. Elementary School in Viera. Planning is important because it determines how many teachers will be retained, and for which grades. Last year, many of the area schools underestimated the number of students and did not invite back key teachers. They had to hire more teachers after the

start of the new school year, scrambling to find available teachers who had not already been placed. “It may simply be because there aren’t any kindergarteners out there,” Geremia said. “But we are hoping that it’s just because people are unaware that they should be doing it now and not waiting until school starts in August to enroll their children.” School starts Aug. 21 for kindergartners and Aug. 18 for all other grades. Parents of students who will be 5 by Sept. 1 should go to the school closest to their home unless they wish for their children to attend an out-of-area school, such as a charter school or magnet school specializing in a certain topic of education, or a private school. The same goes for students

of all grades, said Mecheall Giombetti, principal at Suntree Elementary. Schools typically begin scheduling enrollment meetings for students older than kindergarten age in July. “We have wonderful teachers and we want to invite them back if there is enrollment to support it, and if not, they need time to pursue posts at other schools,” Giombetti said. Area schools include: • Williams, for families at the northeast end of Viera; 1700 Clubhouse Dr. in Viera; 321-617-7700. • Quest Elementary, for the southwest area and parts of Suntree; 8751 Trafford Dr., Viera; 321-242-1411. • Manatee Elementary, to the northwest; 3425 Viera Blvd., Viera; 321-433-0050. • Suntree Elementary,

for parts of southeast Viera and Suntree; 900 Jordan Blass Dr., Suntree; 321-242-6480. • Viera Charter School, grades kindergarten through eighth; 6206 Breslay Dr., Viera; 321-541-1434. • Viera High School, grades nine through 12; 6103 Stadium Pkwy., Viera;

Viera students present projects at International Science Fair By Katie Parsons

humans using protein from algae. This year was the third, and final, year of their particular project and their fourth science fair this year. “Our project represented a steady flow of three years’ research, down to the molecular level,” said Luke Evans. Even though they did not win any awards at the Intel event, they made some connections including a college professor from Ohio. “We were able to meet some great people and really get our research noticed,” Luke Evans said.

Four Viera High School students were recently invited to demonstrate their scientific knowledge on an international scale. Freshman Alexandra Gabrielski and seniors Luke Evans, John Evans and Zachary Loeb attended the Intel International Science and Engineering Fair in Los Angeles, along with teacher Elizabeth Youngs. It was the sixth science fair presentation of the year for Gabrielski who presented her first-year findings in an ongoing three-year study about the potential for algae as a biofuel. She was awarded the $3,000 cash prize for innovation in transportation energy from United Airlines. “She’s been interested in environmental studies since she was in kindergarten,” said her mother Jana Gabrielski. “She wants to continue doing more biofuel studies.” Fraternal twins Luke and John Evans presented a project that they completed together about trying to prevent genetic damages in

Viera High science teacher Elizabeth Youngs, second from right in photo to the left, attended the gathering with her prized pupils. The twins will both attend the University of Central Florida in the fall and major in biomedical sciences. Zachary Loeb took third place in his environmental sciences category and won a $1,000 prize for his work on preventing global reproductive failure of aquatic life through proper waste management. Loeb has not yet made a college decision but will likely pursue a career in environmental sciences, particularly ways to be “green.” This summer, he will present his project at two more science events in Detroit and Washington D.C., and was recently awarded a $70,000 scholarship to the college of his choice from an automaker organization in Michigan. “The trip to L.A. was really such an awesome learning

experience,” said his mother, Kate Loeb. “To be surrounded by all the international brilliance there was really eye opening.” While presenting their projects was the point of the trip to the west coast, all four got to enjoy the best of Los Angeles, too. The students visited an event in their honor at Universal Studios, and saw the new version of “Godzilla” at the famous Chinese Theatre. They also took field trips to the La Brea Tar Pits and various art galleries. “All four students came away from the week with an experience of a lifetime. They were able to interact with more than 1,400 high school students from 79 countries,” Youngs said. “Each student told me they learned from the judges, as well as their category peers.” VV

Viera 7th grader plays piano on stage at Carnegie Hall By Katie Parsons

Most 13-year-olds might be intimidated at the thought of performing live in the Weill Recital Hall in Carnegie Hall, but Viera’s Luca Valdivia is different. For one thing, he isn’t a rookie. He performed a duet two years ago on the world-famous stage with his younger brother Dante. They earned the honor after

winning the Bradshaw & Buono International Piano Competition, an event first established in 2003 that emphasizes expression and individuality in piano performance. This year, Luca entered the same competition as a soloist and was chosen as the winner in his age division. He performed Chopin’s Scherzo Opus 31 in B Minor at the Winner’s Recital at Carnegie

At 13, Luca Valdivia already is an accomplished pianist.

Hall on May 18. Luca earned the award after he submitted a DVD of his competition piece to the selection committee. After he learned he was the winner, he was invited to the event that features top piano players internationally. There are five divisions of competition: elementary, middle and high school students, college adults and amateur adults. Luca has taken piano lessons for seven years and currently studies with Suntree instructor Ann Rosen. His parents praise Rosen for her guiding hand and support of their son. Luca agrees, but also lauds his parents. “I want to thank my parents for everything, and Ms. Rosen,” he said. “They always support me and motivate me.” In 2011, Luca VIERA VOICE Photo also won first prize for a sonata

at the St. Petersburg Sonata and Sonatina Competition. When he isn’t tickling the ivories, Luca stays busy as a student at Holy Trinity Episcopal Academy. He is a member of the National Junior Honor’s Society, the chess club, student government and the school’s

band, where he plays the French horn. He also plays tennis. He is not sure just yet which direction he wants his life to take, particularly when it comes to music. “I’m not sure yet what I will want to do with piano. I will just see what happens,” he said. VV
