Born in Walsenburg Colorado, Tim Cordova and his five brothers were taught the importance, value and tradition of hunting. “Hunting feels like a different life; you are one with the wildlife in the mountains and it just feels special.” Hunting is a tradition passed down from generation to generation where respect of nature and animals is a value important to that tradition. Tim shared the values and family tradition of hunting with his boys. “We would start planning for our hunting trips a month before the season. See you have to plan for the meals, all the food you will need and who will do the cooking. You have to make sure you have enough hay for the horses and plan where you are going. We head to the mountains about a week before the Season begins. We find our spot and get camp setup and settled in.” Tim impressed on his boys the value behind hunting and that it is not just about the kill, hunting is so much more. Hunting is becoming one with the wilderness and finding a whole new respect for Mother Nature and the time you spend together and the bond that forms when you go out with your son’s, family and friends. “I was hunting mid-October in about 3 ½ feet of snow. Around noon I spotted the biggest Bull I ever got! We had left early that morning and

when you go out you don’t come back until you have something or the sun goes down.” Tim was hunting with his buddy, his buddy’s Dad and another gentleman on that cold, winter blanketed afternoon. This is very prevalent in both of Tim’s’ boys, TJ and Jessie. “Our favorite memory hunting with Dad is when we went to hunt on what was then our Granddad’s ranch. The ranch has since become part of the Forest and Service and BLM Land. We were on our horses riding behind Dad and his brother listening to them reminiscence about when they were growing up. We didn’t get anything on that trip but that trip was our favorite trip!” Tim has passed on more than a hunting tradition, he passed on experiences that will last a life time! Tim now hangs his Bull Elk antlers at Larchwood Inns, where he shares his many wonderful hunting experiences and still passes on the importance of tradition and the true meaning of hunting!~

What in the World is an Have you ever seen a word and Ombudsman? thought, “What is that, where did it come from, and what in the world does it mean?” For many, the word “ombudsman” elicits that response. It’s only early summer, but Ombudsmen (and Ombudswomen!) across the state have already made hundreds of visits to local long term care facilities and provided countless hours of consultation and education to long term care residents and their families. The term “ombudsman” is a Swedish word meaning ‘carrier of the message’ and long term care ombudsmen provide a voice for residents of those facilities. Although ombudsmen provide routine visits to long term care facilities, some residents and their families don’t realize that ombudsmen are impartial advocates for the residents and they live by the motto: ‘What Does the Resident Want.’ As the number of long term care facilities grow, the role of the Long Term Care Ombudsman remains important as ever. Colorado’s long term care ombudsmen protect the rights

of people living in nursing homes and assisted living residences. They act as advocates for the resident and assist the resident in resolving issues related to care, health, safety, and the resident’s rights. Ombudsmen strive to resolve complaints that range from simple quality of care issues, such as a resident’s preferred time for breakfast, to very serious, sometimes life-threatening, concerns involving abuse and neglect. In Colorado, the LTC ombudsman program sits within Disability Law Colorado and ombudsman activities are contracted through the local Area Agencies on Aging. The ombudsman program’s federally-mandated advocacy service is free for nursing home and assisted living facility residents in the region. ~ Editor’s Note: This article was submitted by Erin Fisher. Safety Checks Room by Room There are many things that we can do to improve the safety for ourselves and for our loved ones. As we walk through the home there are many things to consider. In general, fall hazards can happen in any room. Start with eliminating various trip/fall hazards such as clutter in all sizes, stacks of items on the floor, throw rugs, extension cords in walkways, etc. Even some pets can be a problem as we age, especially if someone is to trip over them… or, if the animal has not been trained to not jump up on people. Next, in the kitchen, consider moving items of daily use to lower more easily accessible shelves or even the counter. Heavy pots and pans should be replaced with lighter/smaller ones. Gas stove tops often pose many safety issues for the elderly. Please also assess carefully that other nearby items or loose-fitting clothing will not be a fire issue. A good fire extinguisher is important to have here (as well as in a back bedroom.) The refrigerator is one place the family often neglects to inspect. Check expiration dates and be aware of any odors. As we age good lighting is very important and must be sufficient here and in every room of the home. The garage again needs good light, clear walk ways, and hand rails on

all steps. Bedroom safety includes a clear path to bathroom and good lighting. No slip rugs. There are many adaptations available to the bed for side rails, pillows for elevation, comfort and skin care. Night lights are helpful here. And, don’t forget to check the batteries in smoke alarms monthly and replace those batteries at least yearly. In the bathroom there are fortunately many adaptive equipment pieces one can and probably should add to their shower/tub, toilet, hand rails, and light fixtures. Timers on lights can also be very helpful in the living room. Proper locks on doors and windows also should be checked. Many of these items can be added or repaired with minimal cost and time. However, any investment here will be returned many times over in the safety of our loved ones. When Do You Need A Guardianship Or Too often, individuals do not plan for Conservatorship In illness or incapacity and have not Colorado? executed proper medical or financial directives such as a durable medical power of attorney or a durable financial power of attorney.

A power of attorney is a document that is executed by a competent person which gives a nominated agent the authority to manage all or some of a person’s medical or financial affairs. A power of attorney is “durable” if it is able to be used when that person no longer has the capacity to make a financial or medical decision. In the absence of planning, and when the individual is too ill or no longer competent to name an agent to help manage financial and medical affairs, court intervention such as a guardianship or a conservatorship is often necessary. Other times when a guardianship or conservatorship may be necessary include when an individual never had or formed the ability to name a decision-maker for them, where there are conflicts between nominated decision makers, when there are concerns that an agent for someone is inappropriately influencing the incapacitated person, or in the case of a true emergency where a court appointed guardian or conserva-

tor is the only way to get a decision made. Guardianships and conservatorships for adults are established through a Colorado probate court for those incapacitated people who need a representative to assist them in making a decision. An incapacitated person in Colorado is defined as “an individual who is unable to effectively receive or evaluate information or make or communicate decisions to such an extent that the individual lacks the ability to satisfy essential requirements for physical health, safety, or self-care even with appropriate and reasonably available technological assistance”. Guardianships and conservatorships can generally be avoided if you or your loved one has executed a good estate plan. Remember the authority to make decisions for an incapacitated person must be given before that person becomes incapacitated. A basic estate plan should include a will or a trust, a durable medical power of attorney and a durable financial power of attorney. The individual needing care must meet a functional, nursing home level of care which will be assessed by a qualified case manager with the county. This does not mean that the client must go to a nursing home. In-home care, assisted living facilities, or nursing facilities are all options open to clients based on their functional needs.

Additionally, the client (and spouse, if applicable) must submit a financial application to verify they meet limits and guidelines provided by the State. It’s in this area that JG Medicaid Consulting can assist in explaining the red tape and helping to guide your family thru the eligibility process. What Are You Doing For Oh we’ve all heard it, STRESS can Your Stress? kill. It can also create or contribute to health concerns everything from high blood pressure, digestive issues, migraines, skin irritations, depression, weight and sleep disorders, food and environmental allergies, and much more. Some stress can be good stress: weddings, birthdays, new jobs. Things we think of as bad stress: family conflict, pressure at work, dealing with family addictions, and health concerns. So what do you do about it? Some people find they can take a walk, talk to a friend, exercise, meditate, or take a vacation to regroup. BUT, what if none of those things are really giving you relief or they are not practical in your situation. Recently I’ve had to deal with ugly family situations that have created a lot of anger, hurt, and resentment. Therapists are like the plumbers; they have time for everyone else’s issues but their own. I had done some tapping, talked to my coach, but my anger was over the top and so was my blood pressure. After walking around with pro-

verbial flames coming out I finally woke up to running myself on the SRT – Stress Reduction Therapy (SRT) Software for anger. Keep in mind I had done some EFT – Emotional Freedom Technique, some forgiveness techniques, and NONE of them were making a huge shift. Once I ran the software for anger the difference was significant. I could finally think straight and that allowed me to take appropriate action on my issues. Emotions like physical health and pain can prevent us from living optimally or making good decisions. So if you’re not getting significant relief from your stress, please look for outside support before you create damaging permanent health conditions. That support can be counseling, forgiveness techniques, prayer, exercise, holistic therapy, or even a vacation. REHABILITATION FACILITIES Rehabilitation Facilities offer full restorative therapies such as Physical, Occupational, Speech and/or Respiratory therapies and can be offered in a variety of settings including stand-alone buildings or as part of a clinical practice or existing skilled-care nursing facility. Orthopedic Rehabilitation: What The Rehab facilities can take a variProcess Could ety of patients. The primary goal at a rehab facility is to help the Look Like patient’s get stronger and achieve their highest level of functionality.

Rehab facilities often take patients with conditions such as cardiology complications, strokes, wounds, and many other different conditions that has caused a patient to experience increased weakness. Rehab facilities also see a large population of orthopedic patients. Estimated rehabilitation times can be different for patients depending on their diagnoses along with how their body heals. It is very normal for patients to have questions about their rehab and please don’t hesitate to ask your care team. Due to the higher predictability of orthopedic patients, this article is designed to walk you through a brief synopsis of what the rehab process could look like for orthopedic rehabilitation. One of the most frequently asked questions regarding total joint replacement surgery is the estimated time for healing. To answer this question, we need to separate the various total joint surgeries as they all have different healing and

recovery times based on the medical research available and the surgeons’ specific protocols. For total hip joint replacements, you should expect a quick recovery being able to resume normal walking within days. Physical therapy treatments for this surgery focus on walking, balance, coordination, and general strength of the lower body and is generally completed within one month. Total shoulder joint replacement surgery has a more involved recovery time due to the shoulder joint being highly mobile. You should expect some time in a sling following surgery according to your surgeon’s protocol. Once you are cleared from the sling, physical and occupational therapies include gentle range of motion restoration, coordination training of the shoulder muscles, and performance of activities of daily living. Therapy should be completed within 1-2 months. Total knee joint replacement surgery is the most rehabilitation intensive surgery of the total joints Continued on page 67

Colorado’s Independent Living Centers: Continuing a life of health and Empowering Seniors wellness as one ages requires regto Age in Place and ular adjustments and adaptations through the body’s many changes. Stay Independent Living independently in the community late into life is very possible, and requires a commitment to life-long learning of new skills. Across Colorado, Independent Living Centers, or ILCs, help seniors and their families and friends adjust and adapt to aging in place. As the body ages there is a common diminishing of six core functions that many will experience. Hearing, vision, mobility, speech, cognition, and self-care are all areas that seniors will lose some amount of capacity in as they age. Independent Living Centers are non-profit organizations, highly skilled and trained in working with seniors, their care staff and their families to create solutions for a richer, independent life at home. On the Western Slope, Center for Independence is an Independent Living Center that provides solutions including paratransit, in-home services and environmental modifications including the installation of adaptations such as ramps and grab bars. ILCs also offer Transitional Placement services to facilitate the transition of one already living in a group, nursing or institutional setting back into an independent living situation in the community. This in turn saves residents, their families, and tax payers money otherwise

spent on the high cost of institutional living. The transitional teams help ensure a successful move back home through a proven comprehensive, multi-agency team approach. Aging in Place with Home-Based Care Possible for Nursing Home Many older adults would prefer to stay living in their own homes Eligible Adults instead of being transferred to a long term care community.

The Program for All-inclusive Care of the Elderly (PACE) has been providing wrap-around care to participants in Montrose and Delta Counties for the past ten years. PACE is a Medicare/Medicaid managed care benefit for adults aged 55 or older who choose to live in their homes despite being certified by the state as nursing home eligible. The goal of the PACE program is to extend participant independence and enhance their quality of life. Senior CommUnity Care is the Western Slope’s PACE provider and manages the program with a staff of paid professionals. Presently, there are two PACE day centers and office locations in Montrose and Eckert. Participants must be able to live safely at home within a PACE site’s geographic area. The core of the PACE program is the interdisciplinary team. The team works to provide comprehensive medical and social services to the PACE participants. This team includes a primary care physician, nurses, dietician, nursing aides, drivers, physical therapists, occupational therapists, recreational therapists and social workers. The interdisciplinary team meets daily and is responsible for determining care needs, allocating resources, coordination of all services, and development of a comprehensive care plan, which is developed for each individual participant.

The care plan addresses a set of functional issues that are relevant to the overall health of the older adult participant. These include cognition, emotional status, social activity, mobility, diagnoses, medications, nutrition and other activities of daily living. Payment for services and monitoring of the quality of the services is authorized and directed by the interdisciplinary team. A PACE Day Center is a location where participants can receive primary care by meeting with a doctor or nurse in the clinic, receive rehabilitation treatments to improve strength and balance, enjoy recreational and social activities, participate in oneon-one or group therapy, receive spiritual support and enjoy a meal. The number of days a participant attends the day center will be discussed with the participant and determined through the assessment process. By caring for frail, older adults through this model, prevention of acute illness and conditions can often be prevented, thereby reducing the number of emergency room visits and hospital readmissions while allowing the individual to age in place in their own home.~

ALZHEIMER’S/DEMENTIA CARE – Non-skilled care provided for clients with memory issues includes but not limited to establishing a routine, reminders for activities for daily living, rerouting if necessary and assistance with sleep issues or ‘sun downing’. By using creativity and caregiving skills, you can adapt routines and activities as needs change. BONDED – Being bonded means that a bonding company has secured money that is available to the consumer in the event they file a claim against the company. These agencies are licensed by the state. HOURLY MINIMUM – This refers to the minimum number of hours that an agency provides service. LICENSURE – A home care agency, whether medical or non-medical, shall be issued a license consistent with the type and extent of services provided. CLASS A – A home care agency that provides any skilled healthcare service. Agencies with a Class A license may also provide personal care services. CLASS B – A home care agency that provides only personal care services. An agency with a Class B license shall not provide any skilled healthcare service. STATE REGISTRATION – The State of Colorado does not license homecare placement agencies. Placement agencies are registered with the state. ENTERAL FEEDING – Enteral feeding, or tube feeding, is a way to deliver nutrients through a tube if you cannot take food or drink through your mouth. HOSPICE – Hospices provide individuals facing terminal illness with care at home or in a healthcare facility. The goal is to assist patients to live the last stage of their lives with dignity. The focus is on comfort rather than treatment. HOUR MINIMUM – The least number of hours a Non-Medical Home Care Agency will be available for hire. Medicare certified Home Health Agencies are not on a specified time frame. INTRAVENOUS THERAPY (IV) – Refers to any medical treatments/ medications that need to be introduced into the body via a patient’s veins. Numerous IV Therapies can be provided in a patient’s home under supervision of a MD. Some of these include: inter-infective/ antibiotic therapies, hydration therapy, pain management, chemotherapy and central line care and maintenance. MED-ALERT – Company offers a pendent or home alert system that notifies staff that user is in distress and needs immediate assistance.

NON-MEDICAL HOME CARE – Assistance with Activities of Daily Living (ADL’s), homemaking, companionship and other non-medical in home care. These services are available for hire after, or in conjunction with, Medicare certified services. Private payment, Medicaid and Veterans Benefits are a few of the ways personal care can be paid for. PSYCHIATRIC CARE – Refers to the agencies’ ability to offer services related to psychiatric support with the prevention, diagnosis, and treatment of mental illness. Services may include counseling or administering of medications.

The study also indicates that they have lower blood pressure and fewer instances of diabetes, and less negative health habits such as smoking, depression, or disease. This is attributed to the ability for self-education on any number of topics, and remaining in-the-know about the latest technology trends. Social Media Keeps the Family Together Facebook is particularly useful for linking up with loved ones. It makes for more frequent conversations and helps close the generation gap.

Sharing current photos allows seniors to see their grandchildren change and grow, and creates a closeness and involvement that may not have existed, especially if the family isn’t living close by. Video chats also are a great way to communicate in “real time”. There is also the opportunity to relive

fond memories or create new ones through postings of photos and home videos. Family Peace of Mind When a family lives apart, there can be stress and anxiety on both ends. Social media allows seniors and their families an easy way to check in as often as they wish. This is especially important if the senior is living alone and may experience

ill health, a fall, or may not be eating or sleeping well, taking medications, or getting any form of exercise. Family caregivers can use social media to ask critical questions that will let them know what’s occurring in their loved one’s life. How Can an Ombudsman I first met Jennifer, a fifty someHelp You? thing year old woman last year. Jen reported injuring herself, a small cut, maybe a nick gardening or chopping veggies she wasn’t sure. The cut was small enough to be non-concerning and it healed soon enough that the event was long forgotten even though she noticed that she was feeling tired, having more difficulty getting her daily tasks done and had a low back pain that eventually became more pronounced until the day came when the pain necessitated a call to the doctor’s office. That doctor’s appointment and several others were unsuccessful in resolving the issue. By this time Jen was dragging her foot, having trouble with her knees giving way and a general weakness in her legs. The culprit was discovered and Jen was told that she has a significant infection with damage to her vertebral column and her life was in grave danger. Jen called requesting assistance from the Ombudsman. She report-

ed that she had been placed in the long-term care facility for care of wounds that she had developed from sitting too long. Jen requested the Ombudsman’s help in getting the one thing that the facility was unwilling to allow and the one thing that she believed would help her heal. Sparky is a 7.5 pound fourlegged wonder worker for Jen’s body and spirit. The nursing home told Jen that they would not allow Sparky, because they didn’t want staff to have to provide care for the dog, they were concerned that he might bite someone, and they didn’t want the animal waste on the facility grounds. I determined that Sparky was a legitimate emotional support animal with a written script from her physician, and that he couldn’t bite anyone because he no longer has teeth. Jen and I formulated a plan to address all the facility concerns which included a prescription from her doctor documenting Sparky as

How Can an Ombudsman Help You? continued an emotional support animal, bringing Sparky up-to-date with vaccinations and vet exam, formulating a plan for waste pick up, and a back-up for care not involving the staff if Jen was to become sick. The Ombudsman provided education to the facility about the Fair Housing Act, and the law as it pertains to assistance animals. Through the work of Jen and the Ombudsman any objections the facility might have had about Sparky were soon overcome; Sparky is now living with her at the facility. He is a big hit with the other resident’s and his presence has improved Jen’s out-

ACTIVE ADULT COMMUNITIES are traditionally geared towards the physically active senior, these communities can be apartment style, cottage/patio home, or Condo/ Townhome style living. There are often community gatherings and many offer enhanced amenities like concierge, golf courses and recreation centers. They usually do not offer meal or meal option community dining (but may have a restaurant on site). May be a buy-in or a rental property. AGE RESTRICTIONS – Some communities have a restriction on the youngest age they are allowed to accept. These restrictions vary by community. ALZHEIMER’S / DEMENTIA ASSISTED LIVING COMMUNITY – Licensed assisted living facility or skilled nursing facility that specialize in delivering care to victims of Alzheimer’s and dementia. Communities are typically bedroom-style rental units with common areas for dining and activities. Many are locked for residents’ safety. ASSISTED LIVING COMMUNITY – Typically apartment-style with kitchenettes and private baths. Some offer companion accommodations. Personal assistance with Activities of Daily Living (ADLs) bathing, grooming, dressing, toileting, eating and ambulation.

DAY CARE – Any provider can elect to provide day/night services on a short or long term basis. Rates typically include a place to rest, one or two meals and snacks and activities for the day. Licensed communities are prohibited by law to promote these services without a specific license. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT - (HUD) helps apartment owners offer reduced rents to low-income tenants. INDEPENDENT HOUSING – Apartments and communities for adults 55+ with little or no senior support services (e.g. no meals, etc...)

INDEPENDENT LIVING is usually apartment style communities for adults 55+ with little or no senior support services. Many but not all are wheelchair accessible. INTERMEDIATE CARE – 24 hour inpatient care residents who need licensed nursing supervision and supportive care, but do not require continuous nursing care. Residents may receive full assistance with ADL’s and transfers. Residents receive meds from a nurse following a doctor’s orders and may receive outpatient rehab services. RESOURCES FOR AGING WELL

PUBLIC HOUSING (PH) – Affordable apartments for low-income families, the elderly and persons with disabilities. REHABILITATION AND THERAPY – Many skilled nursing facilities offer restorative and rehabilitative physical and occupational therapy, and speech-language pathology services. Short-term rehabilitation services may be provided to individuals with diagnoses such as joint replacements, stroke, etc. Long-term rehab may also be provided for permanent residents of the facility who have chronic or progressive illnesses. Occupational therapy services in this setting are generally reimbursed by Medicare Part A for short-term, acute care clients; Medicare Part B for long-term residents who require skilled services and have medically necessary need for rehab; and often by private insurance, Medicaid, or private pay for younger clients. RESIDENTIAL HOME – Assisted living homes are private residential homes that typically have a small number of residents who live together and receive care from live-in caretakers. Adult family homes offer room and board for

seniors who want a more private, home-like community. Assistance with activities of daily living such as bathing and dressing are provided. Amenities and nursing services vary greatly between homes. Ask about their services when you tour. They are also referred to as personal board and care homes. Most accept private pay; Medicaid in some instances. RESPITE CARE / SHORT-TERM STAY – Otherwise known as a short-term stay. Any provider of IL, AL, ALZ or SNF care can elect to provide fully furnished accommodations to a person for a short period of time. Rates usually quoted on a daily basis and are typically inclusive of all services and amenities.

The Short on Rehab What is Post-Acute Rehabilitation? It is an inpatient center that provides therapies and/or Skilled Nursing. Adults go there to recover from illness, injury, surgery, or other medical conditions following treatment in an Acute Care Hospital. Post-Acute Rehabilitation is a term used interchangeably with Short Term Rehab, Transitional Care Unit and Skilled Nursing Rehab Facility (SNF). These facilities offer many similar services, such as: Physical Therapy, Occupational Therapy, Speech Therapy and Skilled Nursing Services. All centers have a Physician directing care and all must follow the same rules and regulations governed by Medicare. Not all Post-Acute Centers accept Medicaid and/or private insurance. An individual’s Medicare benefits begin after a qualifying Acute Hospital stay if skilled services (Therapy and/or Nursing) are needed in order to regain physical health to go home safely. The first 20 days of PostAcute Rehab is paid for by Medicare without a co-payment. Starting on day 21 there is a co-payment, and, depending on the individual’s circumstance, the co-payment is that person’s responsibility whether it be paid by the individual themselves, by a secondary insurance, or by Medicaid. It is important to remem-

ber that not all Post-Acute Rehabilitations Centers are licensed to take Medicaid. Keeping this in mind, one would want to consider whether aftercare will require only a few days or, in some cases, a month or more in Rehab. (In extreme circumstances, Medicare stays can be as long as 100 days if the individual continues to qualify for skilled services.)

Questions to ask: Tour the facilities and take a family member and/or trusted friend with you. Look at the room, dining area, community rooms, and Therapy Facilities. n What insurances does the facility accept, and will the facility bill your private insurance? n Does the facility accept Medicaid? Very important if you may need extended Rehab. n Does the facility offer Physical, Occupational, and Speech Therapy? Do they have specialized equipment or services? n Ask about dining services and n

It is no secret that aging can come with various health problems, however, some people seem to age with fewer health problems than others. Genetics, lifestyle choices and environmental circumstances can greatly impact ones health as we age but what other factors can contribute? Some research suggests that social-emotional wellness plays a large role in healthy aging. Social-emotional wellness is defined as receiving support based on our relationships and how we interact with others and the ability to understand and cope with our emotions. According to a study by Maija Reblin, MA, and Bert N Uchino, PhD, elderly populations who have a strong sense of belonging, feel socially useful and engage in social or giving activities like clubs or volunteerism, show a decrease in hypertension. The research also suggests that aging populations with chronic illness such as diabetes, hypertension and cardiovascular disease live longer and the disease process is slower if they have strong social supports; as opposed to those who do not. According a study by Gabrielle Lindsay Smith, seniors who have strong social supports are

more likely to engage in physical activities and eat healthier because they have close friends or family members spending quality time with them and encouraging a healthy lifestyle. It is evident that social-emotional wellness is an importation contributor to healthy aging. How, then, can seniors achieve this level of connectedness in their lives if they do not already have strong natural supports? Seeking social supports in the community can be a viable resource to the aging population. Many communities offer programs that foster social interaction such as a Senior Recreation Center, as well as volunteer opportunities such as Senior Companion and the Foster Grandparent Programs. As a community, helping our geriatric citizens achieve social –emotional wellness as they age can be just as vital to their physical health as helping them access medical and health care. ~

THE COLORADO ASSISTED LVING INDUSTRY

New Era of Operation for The Colorado Assisted Living The Colorado Industry entered a new era of operation with a new set of rules Assisted Living and regulations. On 4/18/2018 the CDPHE Board of Health Industry approved a new rewrite of the rules and regulations governing the operation of assisted living residences in Colorado.

The Board unanimously approved the new rules and regulations. This was a culmination of 24 months of work between CDPHE, the Assisted Living Stakeholders working group, and private owners and operators of assisted living residences. The rule-making hearing saw over 100 assisted living professionals in attendance. People came to support and oppose the rules and regulations. They came to testify before the Board to express their concerns over the effects that the new regulations will have on the operation of their assisted living homes. Concerns such as the additional costs of operation, the training requirements, food service requirements and building requirement for remodeling or building a new assisted living facility were voiced. The board heard over two hours of testimony. Many of the attendee’s owned or operated small residential care homes. Over 40% of the 671 licensed homes in Colorado serve 20 or fewer residents. And most of them service Medicaid residents. The state presently has a shortage

of Medicaid beds and this could reduce the inventory further with more assisted homes going to private pay to recover their costs of operation. The concern was so great that the members of the Colorado Assisted Living Association directed the association to introduce a resolution in the Colorado Senate to delay the implantation of the rules. The resolution passed the senate unanimously. A new era of regulation was launched today for the assisted living industry. The devil is in the details.
