OOO “Agency for strategic development “CENTER” is a team of professionals in the field of territory complex development. The Agency’s mission is to form a new model of territory development in Russia. Its essence is concluded in unlocking the potential of each place by creating new cultural, social and economic centers there. The team proposed a concept for development of city embankments, touristic country clusters, city parks, renovation of industrial areas and commercial real estate. Also “Agency for strategic development “CENTER” is acting as the operator of major urban plannng and architectural competitions and the competitions of territory branding. The Agency is one of Russia’s three leading competition operators. In summer 2015 the team organized Open Architectural and Planning Competition for the Development of the Kazan akes System Embankments. From 2013 to 2015 the comany organized a number of landmar competitions for development of «Nikola-Lenivetz» park, «Sokolniki» park, «Mitino» landscape park.competition for Design of Public Spaces of the «Crystal» plant, competition for the Development of new brand style of «Sokolniki» park and others.

THE PURPOSE OF THE COMPETITION Creation of the urban planning and architectural concept (and master plan) for new residential area, with designs of main buildings and installations with consideration of further functional zoning of the territory: residential area, objects of social infrastructure (kindergarten and school) and green zones for recreation (parks and squares).

OBJECT Residential district planned for construction in Malye Kabany village, Bolshekabanskoe rural settlement, Laishevsky municipal district, the Republic of Tatarstan, 21 km from the centre of Kazan on the federal highway, connecting the city with Kazan international airport .

FORMAT OF THE COMPETITION

International, two-stage, limited.

The official languages of the Competition are Russian and English.

STAGE1 2 1. TARGETED INVITATION OF PARTICIPANTS 2. ACCEPTANCE OF APPLICATIONS 3. SELECTION OF PARTICIPANTS ON THE BASIS OF PORTFOLIOS At the first stage a list of 30 candidates will be formed (Russian and foreign bureaus), from which the interdisciplinary Jury will choose 10 participants in absentia on the basis of portfolios and relevant experience. These 10 participants will come to Kazan to become familiarized with the competition territory and make acquaintance with the members of the Jury. According to the results of the face-toface acquaintance with the participants and their presentation of their approaches and projects at the Jury meeting 3 finalists will be chosen from them, who will develop the master plan and designs of main buildings of the residential district.

1. DEVELOPMENT OF COMPETITION PROPOSALS BY FINALISTS 2. SELECTION OF THE WINNER Within the second stage 3 finalists are to develop urban planning and architectural concept for the territory and volumetric and spatial solutions for the objects of new residential district, closely cooperating with the Initiator and the Organizer of the competition in the process of regular working meetings with visits to the territory. The projects developed by the finalists will undergo a technical expertise of the Initiator and the Organizer of the competition, and as a result of the Jury meeting the winner will be selected and his project will be implemented. Competition proposals that will take the second and the third places in the final rating will be regarded as possible options of development for the other MC “Unistroy” territories.


PARTICIPANTS Russian and foreign companies in the field of architecture and design, having experience in development of residential and commercial real estate objects, social spaces, desirably having experience in working in the Russian context and capable of involving specialists in the fields of economics, finance, social studies, content programming into the team.

FINALISTS According to the results of the first stage on the basis of portfolios 3 finalists will be selected, who will develop competition proposals. Each of the finalists will get 1 million roubles (about 15 151 USD1) for working on the competition task.

THE WINNER One finalist can be recognized as the winner – the author of the best competition proposal. The winner will be selected within an in-person meeting of the Jury of the Competition

AWARD Apart from 1 million roubles for the development of a competition proposal, the teams get the following awards according to the Jury meeting: the winner — the author of the best competition proposal — 4 million roubles (about 60 606 USD), the author of the competition project that comes second — 2 million roubles (about 30 303 USD), and the third place — 1 million roubles (about 15 151 USD2

THE JURY The Jury of the Competition will include the representatives of MC “Unistroy” — the developer of the territory, as well as leading Russian experts in the field of architecture, city design and planning, landscape architects, specialists in the sphere of residential real estate development. An invited curator from abroad will be responsible for international expertise. The tasks of the Jury involve the selection of a shortlist of finalists, assessment of competition proposals in line with the competition goals, disqualification of the participants, forming of rating of competition proposals, selection of the winner.

MAIN BRANCHES OF THE REPUBLIC OF TATARSTAN (RT) ECONOMY Industrial production By types of economic activity the structure of RT industrial production in 2009 had the following ratio: mining — 33,1% manufacturing industries — 57,9 % production and allocation of electric energy, gas and water - 9%

Machine building and metal working A most important sector of Tatarstan’s industry. Construction The volume of the construction works for year 2009 amounted to 184,1 billion roubles. The volume of the new housing amounts to 4% of the all-Russian volume. By this indicator the Republic of Tatarstan has the third place in the Russian Federation (after Moscow region and Krasnodar Krai).

Oil-extracting and oil-refining industries

Energy complex One of the main branches of the region, based on oil-extracting industry. Nowadays 34 companies in Tatarstan carry out oil extraction. The largest of them is OAO “Tatneft”.

Agroindustrial complex A stably developing sector of Tatarstan’s economy, including livestock, crops and fishery. In 2009 agricultural organizations made up 53,1% of the agricultural production, household farms - 42,1%, farmers – 4,8%.

Logistics centres Due to its geographical location Kazan is an important transport hub of Russia. This position is supported by creation of quality infrastructure: Tatarstan disposes of 3 cargo ports with 5 cargo districts, 4 passenger ports, 6 riverside stations, as well as 3 enterprises of industrial railway transport, international airports, main railway lines, oil and gas pipelines, all of them operating. In 2009 three class A logistics complexes were opened in the Republic.

REASONS FOR CREATING A NEW RESIDENTIAL AREA QUALITY IMPROVEMENT OF RESIDENTIAL AREA ENVIRONMENT Diversity of spaces and their functional filling are a key aspect of construction of modern residential property projects. Especially, in the process of development of still unbuilt areas and areas outside the historical centre. For a long while the term “Residential area” was mainly associated with grey standard multi-storey apartment houses, just slightly different from each other. This was due to the fact that during several decades housing used to satisfy only basic needs. Standard houses were built in the circumstances of severe shortage of apartments and absence of private property. Future inhabitants of such areas had no possibility to choose themselves a place for living. Gradually, the country economy was reformed, but the changes, however, involved the urban landscape only partially. Democratization process in the sphere of architecture was not a fast one. At first, new-quality environment could be afforded only by the elite. They were the first who formed a demand for non-standard architecture, visual diversity and landscaping. Now comfortable environment is becoming available for a greater amount of users. On a city-wide scale Kazan forms a demand for new urban areas: within the program “Parks and squares” of Tatarstan the largest

parks are being renovated, the areas along the water are being developed: for example, in the frameworks of a big international contest a unified concept of development of the near shore area of three Kaban lakes was chosen. Fast growth of Tatarstan’s economy shows that the region needs young, ambitious, progressive people who could easily get in modernization of the region. Concentration of such people in the city would stimulate economic growth and all-round “renovation” of the city. But how could one prevent them from leaving the region? By creating new residential areas, attractive and available for them. POSSIBLE PRINCIPLES OF FORMATION OF SUCH RESIDENTIAL AREA: complex urban planning network of streets and roads and availability of public spaces; correspondence of exterior of the buildings to the general atmosphere and spirit of the region, to the values and lifestyle of the local dwellers; scale of the buildings and all types of space organization, which is proportional for a human; the yard promoting involvement and communication with each other; set of social infrastructure and concentration of urban services within walking distance; children’s growth and development in friendly environment, etc.

All over the world new residential areas appearing in the suburbs, in big greenfield zones form centres of city life in the previously unbuilt areas. In this case, housing and its environment shall satisfy not only basic needs of its dwellers, but also enrich them both socially and culturally. The famous urbanist Jane Jacobs supposes that urban activity centres are formed in places where people can communicate with each other, prove themselves and have common interests.

We live in the world of great mobility: now it is not the cities that choose us, but it is us who choose the cities where we would like to stay. In this way the human capital of megapolises, which attract the most talented, courageous and ambitious people, is formed. Due to concentration of such people, the urban economy makes a great leap and starts rapid renovation and development.

If we consider a residential area as a space where the institution of the family, citizens’ lifestyle and way of thinking are born and the child’s character is formed, it is crucial to realize that the architecture of the facades, public spaces and children infrastructure will be of no less importance than the apartment itself. A person should be proud of the place where he/ she lives, which in its turn will result in raising the level of responsibility and self-consciousness of the population. Otherwise, we will get artificially existing urban areas – territories, which will gradually grow old instead of being developed.

Modern Kazan is successfully fitting into this trend attracting newer and newer types of professionals. People come here because notable mega-events relating to sport, economy and youth take place here, the environment for successful organization of business and launching of new projects is being formed on the basis of the IT-park, within the frameworks of the program “Parks and squares of Tatarstan” comfortable public spaces for recreation and business appear in the city, resulting in its turn in creation of demand for new housing, which will not just be a construction for the night and safety but will also become a space for comfortable life and selfexpression of these new citizens.

I visited Tatarstan in 2013 in order to present my project LinguaLeo. We discussed a possibility to create a mass platform for studying the Tatar language, but it still remains ahead. At the same time I got acquainted with Kazan, the IT-park. And I set my mind to move to Kazan.

I left Tatarstan for Moscow 10 years ago. I visited my relatives in Naberezhnye Chelny always via Kazan. And every year I noticed how the city was changing. I think, these changes started with the millennium anniversary of Kazan and continued over the Universiade, the World Aquatics Championship.

At the end of 2014 I concocted an interactive educational project LeveL90, made investments into the network language school LinguaLike and moved to Kazan. Later I became a resident of the ITpark where I immediately made two investments as a business angel. Since then I have been living and working in Kazan.

Every year I increasingly felt the energy of these changes, and I wished to become a part of this process.

The atmosphere here is very special: a beautiful modern city where there are a lot of possibilities for professional and personal self-fulfilment. I am attracted by the combination of the Western and Oriental culture and architecture. In Kazan there is a strong business community, a lot of strong entrepreneurs who are looking for constant growth. And there is support for initiatives on the part of the republic’s leaders and elite. And I like it immensely.

KIRILL MAEVSKY editor I came to Kazan from Moscow in 2011. The earned money allowed me to open up the publishing company “Il-music”. In order to live in Moscow you need to rent an apartment which takes most part of the money earned. In Kazan I do what I really like – I popularise independent culture. I organize an independent book festival and work as a creative director of the Centre for contemporary culture “Smena”. The citizens of Kazan have started getting more interested in art and new literature. Previously, there were only a few who went to Moscow, St. Petersburg, Nizhny Novgorod for this purpose. Now our exhibitions and events draw over 500 people.

This summer, when I moved to Kazan, I have started noticing that people around me do what they are really interested in – they have acquired faith in their abilities. Such places as a small “one-table” coffee house, cafes distinct from others, designer clothes have started appearing in the city. People began acting more often instead of complaining that they do something which does not bring any pleasure. They travel more, they see the world around changing, but still they remain the citizens of Tatarstan.

SERGEY SOTNIKOV company executive of Geometria Volga I fell in love with Kazan from the first sight. I travel a lot and have visited dozens of Russian cities on business trips. Before now I recognised only three cities for regular check with my road maps: St. Petersburg, Moscow and Orenburg, but now Kazan has become my unique favourite. As far as the business area is concerned, I can express it in just two words – investment environment. Though, it is easily felt from the first time and without any ratings. Possibility to work efficiently and comfortable is an important factor for any business. I am engaged in photo agency, strategic creation and distribution of content on the internet. My business borders on many spheres, starting from culture and art and finishing with politics and petroleum industry. And I am pleased to see that the growth rate in Tatarstan, practically in all directions, is really impressive. However, regardless this metropolitan growth rate, definite Central Russian calmness and cosiness remain.

COMPETITION TERRITORY The territory, where a new residential area is to appear, is situated in a strategically favourable location – over a distance from the urban noise of Kazan, on the federal highway connecting the city and the airport. The site is undeveloped and surrounded by the natural wild landscape.

The territory is located in Malye Kabany village, Bolshekabanskoe rural settlement (Laishevsky Municipal District, Republic of Tatarstan). The way from here to the centre of Kazan will take 20 minutes by car, the distance between the new residential area and Kazan is 21 km. Apart from the multi-family development, the vision of the future project presupposes formation of the local quality urban environment by means of environment design and landscape architecture. The construction of social infrastructure objects (schools and kindergartens) as well as of a shopping centre in the territory is planned.

NEIGHBOURHOOD

MALYE KABANY Nowadays Malye Kabany is a prestigious ecologically clean area located on a governmental highway and having both cultural and historical significance as well as unique strategic importance. Now the population is 1,403 people1 . The existing infrastructure objects cannot satisfy the population’s needs. That is why the implementation of the new residential quarters project contemplating a new model of public spaces could become a new centre of attraction in this territory. Malye Kabany has a rich history connected with the Khanate of Kazan. It formed part of the lands of Kazan Monastery of the Transfiguration of the Saviour.

BOLSHIE KABANY Located in the neighbourhood, in Bolshie Kabany village there are objects of social and cultural servicing: community centres, libraries, schools as well as significant and symbolic landmarks. In particular, one of the dwellers’ favourite place (563 people1 are registered in the village) is the Church of the Transfiguration of the Saviour built in 1560. Bolshie Kabany is the birth place of the Russian poet G.R. Derzhavin, the only square in the district centre Laishevo is named after him.

THE FEDERAL HIGHWAY CONNECTING KAZAN AND THE AIRPORT The distance between Malye Kabany village and Kazan equals 21 km, this distance may be covered by car in 20 minutes. Kazan International Airport is situated 6 km south-east of the village. 26 km away from Malye Kabany village, in the settlement Borovoe Matyushino, summer residences of Tatarstan’s Government, a big sanatorium “Santa” and other recreation facilities are located as well as elite cottages of Kazan dwellers on the Volga banks and amid the forest plantations nearby.

SMART CITY KAZAN Great influence on complex development of the territory will be exercised by the satellite city “SMART City Kazan�, its construction started in 2013. A cultural and business complex and scientific research centres, a special economic and parking zones are expected here. The future object is situated approximately 800 m northeast from Malye Kabany village in the territory of Stolbishchensky rural settlement.

NATURAL LANDSCAPE In the territory of Laishevsky district, where Malye Kabany village is located, there are 12 lakes. One of the interesting monuments of nature of regional significance is lake Lesnoe, which has never been surrounded by forest. It is situated 6 km north-east from Bolshie Kabany village. The lake is relatively small: it is 470 m long, about 100 m wide, with the average depth of 5 m, its maximum depth is 12 m. The banks and water of the lake are noted for their particular cleanliness, and fish live there. But the way to the lake by car is hampered in the period of heavy rains due to the gullets crossing the way, which get filled with water.

GAS PIPELINE PROTECTED ZONE The gas pipeline protected zone spreads for 100 metres on either side of the gas pipe axis (on the topographical survey it is marked blue).

ELECTRIC POWER LINE PROTECTED ZONES The land plot partially falls within the electric power line protected zone. The electric substation is situated 200 m north-east from Malye Kabany village1.

Besides, in the territory of Stolbishchensky rural settlement bordering of Bolshekabansky one there is a household waste dump, and its 1,000-metre sanitary protection zone covers a part of the undeveloped territory of Malye Kabany village. It is also important to bear in mind that Company “Darkat� dealing with secure storage, freight, lease of the warehouse and acting as a distributor of beer, beverages and confectionary from Kazan and having a sanitary protection zone of 50 m is situated 140 m south of the boundaries of the populated locality. Near the village there is a farm not functioning at present.
