Advisory Panel, using rhetoric to spur action Introduction The Advisory Panel consists of approximately 20 advisors, each representing key nations or organizations. During the conference, the advisors will formulate one comprehensive action paper that proposes solutions and guidelines for detailed issues regarding one theme. This year’s theme for the Advisory Panel is the New Partnership for Africa’s Development (NEPAD). In order to further promote the overall theme of SEOMUN XII, “Reconciliation,” the advisors will discuss ways in which NEPAD can promote peace and security in post-conflict regions in Africa. The advisors will also discuss strategies to ensure international support for NEPAD in the wake of the global economic crisis. On the final day of the conference, the Advisory Panel will hold a joint session with the Security Council. At the joint session, delegates of the Security Council will advise the Advisory Panel on the content of the action paper.

Opening Speeches

--All advisors will give opening speeches on the first day of the conference. --The opening speeches given should include information on the following: --Background information on the advisor’s delegation --The delegation’s stance on the issue --The importance of the delegation’s representation in the Advisory Panel --Duration of each opening speech: 2 minutes

Lobbying --The purpose of lobbying is to “reach a consensus on a set of clauses as a forum.” --Duration: 3 to 4 hours --There is no main submitter in the Advisory Panel; rather, there is a “submitter of a clause.” The advisor that contributes the most in the making of a particular clause is considered to be the submitter. --Like the main submitter of a resolution, the submitter will be the first speaker when debating that clause. --Unlike resolutions, the clauses do not have to be approved by the Approval Panel. Rather, the clauses must be submitted directly to the chairs, who will approve the clauses or reject them with appropriate comments. Clauses may not be debated without the chairs’ approval. --Chairs may grant additional lobbying time on the second or third day if they feel that it is necessary. --Advisors must prepare a number of clauses prior to the conference. These prepared clauses will later be merged and submitted to become


a final proposal. The clauses can pertain to any of the four specified issues.

Proposal --The purpose of the proposal is to advise the Security Council in addressing an international issue. --The proposal will only include operative clauses, no pre-ambulatory clauses. --The proposal may use command terms normally reserved for the Security Council, such as “demands” and “condemns.” --The Advisory Panel only produces one final proposal. --The Advisory Panel will meet with the Security Council to receive feedback.

Rules of Procedure

Debate --The debate is conducted in a clause-by-clause format. --After taking the floor and giving a speech, the advisor has three options: 1. Yielding the floor to another advisor 2. Yielding the floor to the chair 3. Answering points of information --This means that advisors may not yield the floor to another advisor after answering points of information. --If the floor has already been yielded to an advisor, that advisor may not yield the floor again. Amendments --After an amendment fails, the submitter does not retain the floor. --When voting, advisors may only vote for or against; they may not abstain. --New clauses may be submitted, but only after all originally submitted clauses have been debated. Chairs may choose whether to debate these new clauses. --Chairs may allot about 30 minutes after all clauses are debated for newly proposed clauses. Voting --Voting occurs after each clause. --No advisors have the power to veto.

Joint Session with the Security Council The purpose of the meeting with the Security Council is for the Security Council to give constructive feedback to the Advisory Panel’s proposal.


Prior to the Meeting --Copies of the proposal will be sent to the Security Council. At this time, the Security Council will review the proposal and prepare for the meeting. --The chairs will appoint one advisor to present the proposal to the Security Council at the beginning of the joint session. Debate --The members of the Security Council will be referred to as “delegates”; members of the Advisory Panel will still be referred to as “advisors.” --An advisor, previously appointed, will formally present the proposal in the form of a speech. --Security Council delegates will give brief speeches regarding their positions on the issue. --The chair will recognize “points regarding the proposal” from Security Council delegates. --The points about the proposal raised by Security Council delegates may be in the form of general questions, criticism or comments. These points should be given in the form of a speech. --After the delegates’ points, the chair will recognize any volunteering advisor to respond to the points as “rights to reply.” Voting No voting will take place at the joint session. Note Passing Note passing is allowed between advisors and delegates in group sessions, plenary session and the meeting with the Security Council.

Revamping NEPAD’s role in bringing security to post-conflict African countries to enhance sustainable development 4. Assisting refugees and victims in post-conflict African countries with an emphasis on education and healthcare
