Rolled into the 2015 defense spending bill approved Thursday by the U.S. House of Representatives were provisions to transfer management of the Valles Caldera National Preserve to the National Park Service and to create a historical park preserving sites across the U.S. where the atomic bomb was built, including in Los Alamos. Legislation to designate the 45,000acre Columbine Hondo Wilderness Area north of Taos also was wrapped into the National Defense Authorization Act, which passed on a bipartisan 300-119 vote. The U.S. Senate is expected to consider the $594 billion defense bill next week.

Patrick Lyons, who just last month was re-elected to the state Public Regulation Commission, says the fivemember panel is so dysfunctional it should be replaced by three people appointed by the governor. Lyons, R-Clovis, said in an interview this week that he would seek legislative support for a constitutional amendment to convert the commission Patrick to an appointed Lyons panel instead of one in which voters elect candidates in partisan campaigns. This marks an abrupt change of position for Lyons. Only two years ago, he was among the high-profile supporters of a constitutional amendment that, on paper at least, increased the qualifications necessary to run for and serve on the Public Regulation Commission. But Lyons said the amendment voters approved in 2012 and legislators implemented the following year is not working and should be scrapped. “Who’s checking the qualifications?” Lyons asked. Answering his own question, he said, “Nobody.” The Public Regulation Commission needs “quality people” with expertise in its most important mission — regulation of utility companies, Lyons said.

ALBUQUERQUE — As the national debate over increased oil and gas development wears on, an area in the Four Corners region long known for its natural gas deposits stands to be the next flashpoint as a Colorado company moves forward with plans to build a 140-mile pipeline across northwestern New Mexico that would be capable of moving 50,000 barrels of crude oil a day. The Bureau of Land Management is considering whether to permit the project by Saddle Butte Pipeline
