Jamila sees episodes of waterborne diseases going down soon within the families who maintain personal and family hygiene. “Our children are now much cleaner, healthier and hardly miss a day of school she adds.

The community health promoter visited her house and told her that the toilet she has been using is not sanitary, though it looks nice; she also explained how to improve it. “I asked my husband to work on this immediately for the sake of our kids’ health and soon we had a sanitary latrine, Jamila continues.

Around a year back she started attending courtyard meeting with few other women of the cluster. There she came to know about safe water, sanitation and hygiene practices. “I learned how to wash hands properly and how important it is for my kids’ health says Jamila. “We, the mothers of young children in this cluster, are now cautious about washing our hands especially after defecation and cleaning children’s bottom and before eating or feeding our kids she adds.
“Our children are now much cleaner, healthier and hardly miss a day of school”

Referring WaterAid as an excellent coach Hasan tells, “We got the ‘coach’ when the ‘match’ is nearly finished; yet with their cordial support and encouragement we ran extra miles, accomplished major tasks in the final year and phased out the project successfully”. He believes behavioural change project like SHEWA-B should run for a longer period than it actually ran for sustained impact in the field.

Hasan acknowledges WaterAid’s role in bringing a common understanding among all project stakeholders. “This initiative helped reduce ambiguity, harmonised relationship within parties and created an enabling environment for better implementation of the project” he adds. Hasan considers this as an important factor that brought quality in the project amplifying effective communication between staff and the community.

SHEWA-B
P
With thirty five years of experience in development sector Md Hasan Ali, Executive Director of BDSC, has seen many successful development projects and was a part of many of them. “Since we got involved with SHEWA-B project in 2007, we had understanding gaps in implementation approach, administrative mechanism as well as point of coordination and cooperation” Hasan recalls. “As it was a complex multi-partite project, the lack of clarity in roles and responsibilities and operational jurisdiction gradually put up confusion and mistrust within stakes, hindering project progress” he adds.
“With WaterAid’s cordial support and encouragement we ran extra miles, accomplished major tasks in the final year and phased out the project successfully.”

“WaterAid helped me to improve my facilitation skill, introduced new tools and techniques and demonstrated how to use them effectively to mobilise the community” she tells. Participants of the hygiene session, especially children, enjoy the session and now are more involved with the process.
Mahbuba sees the community under her jurisdiction improved a lot in terms of WaSH services and facilities in recent days. “Now I am confident enough to deal with any community development issues with my new skills and competencies”, she adds.

Mahbuba Akhtar works as a Community Hygiene Promoter at Dhobaura union of Mymensingh district since 2007 under SHEWA-B project. She got training at the beginning focusing what needs to be done under this project, but didn’t know how to improve her facilitation skill.

Shamim thinks that WaterAid’s capacity building support was unique and special. In his words, “It brings in quality and confidence among the frontline facilitators, eases our job as manager and has more impact on the community. WaterAid’s mentoring and introduction of new tools and props really helped a lot in effective community mobilisation and sustained hygiene promotion.

Shamim sees a positive change in environment that enables quality programme implementation since WaterAid joins in. “WaterAid has created access to upazila administration and played pivotal role in harmonising relationship among stakeholders, he says. He believes, orientation of WatSan committees at different level has brought momentum to the project and made the local leaders more accountable to implement pro-poor WaSH programme.

Shamim Kabir, Union Community Development Officer of CISD, has been working under SHEWA-B project since 2007 at Dhobaura in Mymensingh. His work is to supervise community health promoters and ensure quality programme implementation.

Referring to the community health promoter’s session Dolly says, “Courtyard meeting with mothers’ made them aware of the health risk of their children and created a hype that helped a lot to latrinise the community. We are happy seeing our cluster clean; we continue pushing the issue of personal and environmental hygiene within people.” Dolly adds, “Every woman in this cluster now washes their hand with soap especially after defecation and cleaning children’s bottom; unfortunately, this practice is low within males”.

“People of this cluster are poor and it was not easy to motivate them to build sanitary latrine as they always say they can’t afford it”, Dolly tells. “I ask them, where do you get money for medicine when you get sick? If you invest that money in building toilet, you won’t be sick and your family will live a healthy life”, she adds.
“Courtyard meeting with mothers’ made them aware of the health risk of their children and created a hype that helped a lot to latrinise the community.”

The school has 8 toilets with piped water supply for its 800 students and 12 teachers. Every week a hygiene session is being run by the school teachers in all classes. Kibria states, “Students have now become habituated in washing hands after coming back from toilet and before eating; the situation has now become difficult when students queue for washing hand during tiffin break”.

“Based on the current WaSH situation we realised that affordability is one of the major obstacles for universal sanitation coverage” says Swapan. “I asked my council to prepare ward-wise lists of hardcore poor families and households without latrine so that we can have an integrated WaSH plan to support them” he adds.

Two months back, ignited households of the village planned set up hand washing device at their homestead. They talked to Mr Golam Mir, the local UP member, to help them out and he agreed to provide 50% of the total cost of the device. Shahinur says, “We brought this device selling eggs and milk. Mir himself is not a rich man but his willingness to serve his people drove him to this venture.”

The villagers came to know of personal and environmental hygiene first in October 2011 when the respective CHP start session with the villagers. “Now we know how and when to wash hands, when to clean household yards and surroundings’ tells Shahinur. “But, we didn’t have appropriate appliances to ensure handwashing, which is an essential prerequisite for maintaining personal hygiene” she adds.

OHDUQLQJ IURP WKH ILHOG » Introduction of a national agency like WaterAid in a mediating role in a multi-partite project like SHEWA-B brings better and quicker outputs. Usually local NGOs do not always hold the position to make government agencies understand the need and reality at the ground. » Audience-specific and up to date BCC tools and techniques help a lot in effective community mobilisation. They not only stimulate frontline staff but also ensure active involvement of community and sustained hygiene practice. » Inclusion of males in hygiene campaigns might add more value in overall success of community mobilisation and hygiene promotion. » Targeting school for hygiene campaign brings effective and sustained hygiene practice in the society. Kids are best motivators for elders and parents for making environment liveable. » Effective engagement of natural and local government leaders in social movement increases its success manifolds.
Sanitation, Hygiene Education and Water Supply in Bangladesh, in short SHEWA-B, is a multi-partite project of GoB, funded by UKaid, supported by Unicef and implemented by DPHE through field agencies since 2007. WaterAid gets involved in the project in late 2010 as a national facilitating agency to train, coach, supervise, monitor and support field agencies in achieving behavioural and social change targets in 8 designated districts. WaterAid’s efforts to capacitate field agencies, motivate school authorities and strengthen LGIs resulted in sustainable behaviour change at community level spreading the hope for a brighter tomorrow. Stories gathered in this publication illustrates how WaterAid’s facilitation adds value in SHEWA-B to attain the project goal - reduce child death and improve quality of life through safe water, sanitation and hygiene practices.
