As for city, it will never be vibrant on a 2 – dimensional paper. Cities have 3 dimensions and are full of uncertainty. This complexity makes me fascinated and encourages me to further explore the city.
CO-CITY 1. urban design of jurong east, singapore National university of singapore location: jurong area, singapore team work. sep. -nov.2016 prject type: studio grades: A program: urban design instructor: low boonliang, tan shee tiong collaborator: chen yiyin, zhao nanxin contribution: concept 40%, design 50% analysis 40%, model 30% Seizing the chance of developing the HSR (railway), a second city center will be planned and designed in Jurong East area. 3 goals and strategies— eco, connected and cohesive city are formed to achieve CO-CITY. The most crucial issue is that AYE (express way) divides the site into two separate parts. To cope with this issue, a platform will be built to create seamless walking environment and related development will be planned.
JURONG EAST REVOLUTION AND SITE LOCATION
Jurong east is famous as an industrial district, the economy of Singapore relies a lot on this area and our study site is located in this area. Also, the site is located in the Jurong region center, surrounded by a lot of industrial factories and some already built-up big shopping malls. The site is quite interesting for that a lot of immigrants are living here for the factories and some nice nature resources, such as the resevoir and the Jurong lake.
KEY PROBLEM OF THE SITE ROAD NETWORK AY E , a n i m p o r t a n t e x p r e s s w a y i n Singapore, is cutting the whole side into two seperate parts as shown in the section analysis. Also, a connection is needed between the new HSR station and the Jurong East MRT station.
PARK CONNECTOR & CYCLING The green spaces in this area are not well connected and the whole system is lacking of sustainability. Transportation in this area relies on the cares a lot, the cycling network is missing in the site.
Section 1
Section 2
GREEN SYSTEM There are various open spaces in the site, while they are underutilized. At the same time, a lot of green spaces are private. What's more, some open spaces are surrounded by the industry, which can not attract people to enjoy.
OPPORTUNITY FOR JURONG EAST
Malaysia
Singapore 1.5 hour 300000000 + Population
The new planned HSR station can bring new opportunity to the development of the site. The rail line between Malaysia and Singapore will connect 7 cities in Malaysia including Kuala Lumper to Singapore, which means there are 300 hundred million people along the rail line. As the only station in Singapore, the area around the station can be the second city center in Singapore.
CONCEPT — CO-CITY
For commuting: High connected transportation system for commuting and recreation.
Connected City
For working: Create highly-mixed use place and coworking places.
For living: Create co-living spaces with nice environment.Enhance the communications.
Co-exsist City
For eco system and recreation: Create sustainable and co-sharing space not only for the residents, but also for the people who are working here or come here to enjoy the nature view.
Eco City
KEY STRATEGY
Now the two parts of the site are lacking of connections, the new HSR station can be the city connector to connect the city.
The traditional station always has a roof, but now the roof of the HSR station can merge the existing landscape. And that can be a new city living room.
As analyzed before, the whole side is devided into two parts by AYE and it is lacking of connection. A platform integrated the station could be the solution to connect two parts, but the shape and the function of this platform needs to be considered seriously. First, the platform should connect different important nodes of the site, and at the same time it should provide multiple activity spaces to the people living and working there. Also the shape of the platform could follow the AYE to be a new landmark of the city.
FORM THE MASTERPLAN
CONNECTED CITY A platform is designed to solve the problem that the two sides of the site lack connection. Also the platform provides direct links to important nodes.
CONNECTED CITY: Dense road network is designed, the core area has much more denser roadnetwork, which is much more pedestrian oriented.
COEXIST CITY: To avoid mono-funcitonal land use, we propose that this area should be a highly-mixed landuse are to proide more opportunities.
ECO CITY: The are is designed as a eco system to achieve the goal of sustainability. So the various park connectors are designed.
MASTER PLAN LAND USE PLAN
MASTER PLAN WITHOUT PLATFORM
MASTER PLAN WITH PLATFORM As shown in the layout, we use the new HSR station as a catalyst, city is getting denser, while for now there is no connection in the site. The HSR station could be the new connector. Then, let the roof of the HSR station merge the existing landscape and form the new open space.Let the space as a spine to connect different functional space and cores. Form a platform as a co-sharing space and connect two sides of AYE. People with different work can share the platform space.Surrounding this important public space, different kinds of function are organized. The highly mixed-use districts are built. Use different types of spaces to shape different identities of the land use area. At the same time, Complete the park connector system.

DETAIL PLAN WITH PLATFORM
OPPORTUNITY FOR JURONG EAST As shown in the map, the area is a highly mixed use area with different morphologies, and we also keep some of the current buildings and dvelop the whole area based on the current situation. The platform is a important public space of the whole area, it is not only a spine to connect important cores. It is a co-sharing space. It is also not isolated but integrated with the groundfloor public space. People with different work can share the platform space.4Surrounding this important public space, different kinds of function are organized. The highly mixed-use districts are built.

TYPO-M COEXIST The platform provides different activity spaces for different-aged people. ECO: The platform is also a green space. As the main park connector of the area.
CONNECTED: As said before, the platfrom connects two parts of the site.
COEXIST: The platform connects important nodes and vibrant functional districts.
ECO: The ground floor open space is also connected and it is integrated with the open space of the platform
CO- CITY: As shown in the diagram, many important nodes are connected, such as the science center, MRT station, HSR station, Town Hall, canal and the buiseness district. Also the green spaces and public spaces.

CO-CITY WE WANT TO TAKE THE SETTING UP OF THE HSR STATION AS THE OPPORTUNITY TO DEVELOP THE WHOLE REGION, BRING SINGAPORE A NEW IDENTITY AND PROVIDE DIFFERENT PUBLIC SPACES AND ACTIVITIES FOR THE HABITANTS. TO MAKE THE CITY MORE THAN A PLACE WITH BUILDINGS, BUT A CO-SHARING AND INTERESTING SPACE FOR EVERY ONE.

There are a lot of issues of current HDB (public housing) living environment inSingapore, such as lacking of mix use and underutilized void deck. This design focuses on improving the living environment of Pasir Ris HDB by integrating the public green space and the void deck as well as the local open space. Specifically, to activate the void deck space of HDB, firstly we put some functional “boxes under the void deck, then we also create different kinds of activity space such as playground for children under the void deck.
ST
SITE LOCATION The site is located in Pasir Ris area , the east part of Singapore. The north boundery of the area is the prephery of Singapore. Simultaneously, the area has great nature landmarks, including the seashore, canals and many parks. The site is located in Pasir Ris HDB town, near the pond park., surrounded by other HDB residental areas , the school and the condo. And the walking distance from the sitie to Pasir Ris metro sation is 10 min.
STRATEGY -- PUBLIC SPACE Currently, there are a lot of open spaces surrounding the site. While the problem is that all these green spaces are not connected. Another important issue is that the canal side public space is not permeable to the Pasir Ris HDB, which is supposed to be a open public housing area. So our strategy towards to the public space is to create connectivity and continuity of the public space. Make the HDB be a node of the whole public space network.

This masterplan focus on the outskirt area of Milan. We studied the spatial issues of this area and the interests of stakeholders and shareholders. After a thorough study, we propose a master plan aims to gain sustainability. We suppose there will be new life styles in this area by planning new types of public housing, public facilities and urban farming.
SITE LOCATION Reginal Plan Metropolitan Area Plan City Plan Particular Plan (Parco Agricolo Plan)
Specific Policies & Strategies for The Area
The “Porto di Mare” area, located at the border of consolidated urban fabric of Milan and it is easily accessible, being at the convergence of several transport infrastructures. The proximity between the area and Milan Linate Airport (airport which closest to the city center of Milan) is an important asset for its development. Moreover, the nearby area of Rogoredo Station is undergoing urban transformation and is intended as a new centre at city-scale, and at an even larger scale with the recent establishment of high-speed train line. Finally, the area is at an entry point of the highway “del sole”.
KEY ELEMENTS & ANALYSIS OF THE AREA Key Elements
Transportation
Visable Boundaries
The diagram on the left shows the main streets around the Porto di Mare. In some sense these streets are creating boundaries around the area. For example, the most important seperation is in the northeast part. The junctions and the motorway separete Porto di Mare from Rogoredo and Santa Giulia neighborhood. In order to make boundaries invisible, we should design two side of the area as an aim of giving opportunity to people to see lanscape.
Surrounding Functions
Railway Station
In order to improve the life quality of people, we should add some public services to our site. To take advantage of two important stations,we should establish a network inside to reach more convenient and let people stay, not only passby.

Milan has 4 main entrances, related to the motorways that link the city to the rest of Italy. What we call Gates to the city are the areas surrounding the big junctions that connect the motorways to urban transportation axes. The gates have a strong metropolitan value due to represent the first perception of being in the city. On a metropolitan scale our aim is to create inside the Porto di mare area a new attractive gate with the goal to become an important landmark for the city.

PRODUCING THE POLICIES TRANSPORTATION POLICIES PROJECT POLICIES
WHAT REGULATION SAYS The PGT - the territorial plan - forecasts a connection of the area with the existing infrastructural network. In particular: - creation of a system of transport on the axe E/W (Linea di forza B) i the southern part of the city, between Navigli area and Porto di Mare area, ending in Rogoredo station. - creation of a direct link to the Circonvallazione in the area of piazzale Lodi. - creation of a direct ciclo-pedestrian path to the Porto di Mare and Rogoredo stations. - creation of a diret link in the shape of a linear connection park from the city center to the Chiaravalle - Nosedo area.
Our transportation policies are based on a strong fundamental intervention related to the downgrading of the existing San Donato motorway intersection to a middle-traffic junction. The project forecasts the upgrading of the newer Santa Giulia junction in order to catch the amount of traffic.Based on this important policy we are able to transform the actual urban highway on the northern side of the area to an urban bicycle-pedestrian boulevard by one side and a tramway on the other side. Porto di Mare is configured as a light traffic neighbourhood, where the main infrastructure is made by the green and pedestrian boulevards that have the function of link between the parts and as permeable boundary.
GREEN POLICIES WHAT REGULATION SAYS
The PGT - the territorial plan - forecasts a regulation of the built up areas inside the ATU - the transformation area - of Porto di Mare. Specifically: - the prescription is to build up less than 50% of the territorial area. - creation of a new urban centrality with big urban function. - guarantee the requalification of the existing activities of the area - guarantee a morfological continuity with the existing built up area of Quartiere Mazzini. - settlement of tertiery, accomodation, commercial activities. - creation of a sport oriented area.
PROJECT POLICIES
Our project forecasts the creation of a new urban centrality around the new Rogoredo square, with the creation of an high density district with commercial, cultural and tertiary function. - public space is placed as central interest, with the creation of a system of squares and open spaces. - the creation of a commercial and leisure centre in the northern part of the area provides servicies bot for the existing and the new residential area. the creation of a big sport centre guarantees the specific needs of the area.

SHAPING GREEN SPACES -- BOULEVARD As it is said before, continuity of the green spaces has very important role for the place making for people and using boulevards to achieve this aim is a very useful way. Around the Porto di mare area there is already some streets which have boulevard identity. Therefore, as you can see in the below, we decided to connect these streets - Raccordo Autostrada del Sole and Viale Lucania- with our new boulevard for continuity of the green spaces. On e o f t h e k e y p o i n ts o f th e structure is the relation between the boulevard and piazzale Corvetto. Here the overground structure is connected to the existing green and cycle paths of corso Lodi. Planning Building Storey
As we can see in the orijinal building storey diagram, Porto di Mare does not have very height buildings. Since this area can be count as one of the entrance of Milan, first of all we created a visible tower for the city entrance. Also we developed against this tower a Rogoredo shopping mall. Apart from these two buildings, we decided to keep the less height building identity of Porto di Mare. Lastly, we gave the housing part 4 or 5 storey because of the Mazini neighborhood’s height.

The site currently is facing the awkward situation. Due to a lot of immigrant workers are living here, the landowners build a lot of new buildings to make money, which leads to the space and architecture problems. The spaces are crowded, destroyed and seldom used, which means the site lacks high-quality public space. At the same time, the buildings now are disorderd, over occupied and unblanced. All these mentioned problems should be solved.

As a historical village, there are a lot of unique characteristics of both spaces and activities. For example, the site has a lot of unregular alleys, which form different-shaping spaces with different activities-- block entrance, block corner and the end of block. Besides that, many interesting activities are happening here such as local opera, square dance, displary space and various fasinating and interesting yards.

As discussed before, the site is a historical site with a lot of interesitng historical buildings, which are facing some awkward probles now.
