By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – The well-traveled Tim Bodden memorial might find its final location this summer – a metal stand near the entrance of Fishel Park. Last year, efforts by Downers Grove resident Steve Williams and the American Legion Alexander Bradley Burns Post 80 prompted the Downers Grove Park District to remove the plaque, called the Freedom Memorial, from storage and display it in Fishel Park. The district set it in stone, in the ground on the south perimeter of the park – which never sat well with Williams, a Vietnam veteran who said he thought it should be given a more respectful placement, somewhere it could not be stepped on or possibly desecrated. The plaque honors Bodden – a 24-year-old from Downers Grove who was killed June 3, 1967, in Vietnam – and the others killed or missing. Williams and Mike Gilbert, the father of a Marine killed in Iraq, lobbied the district board this spring to have the plaque mounted on the Veterans Memorial Pavilion band shell in the park. The district decided not to mount it on the pavilion, instead choosing a metal pedestal near the entrance of the park. Moving the plaque to the entrance also returns the plaque to where it stood in the park from 1989 to 2010. “The idea behind it is to lift it off the ground so it can’t be walked on or stepped on and it becomes more visible,” Downers Grove Park District Board President Matt Cushing said. “We’re moving it over more towards the entrance so it will definitely get more attention.” He said the board also liked

the idea of moving it to its first location in the park more than finding a new place on the pavilion to mount it. Williams accepts the compromise but thinks the Veterans Pavilion is the obvious choice. “It’s better than on the ground,” he said. “But it’s not ideal, in my opinion.” It’s important to Williams that residents remember those who made sacrifices there and in other wars. “I have a friend from high school that’s Missing in Action in Vietnam, and I’m still wearing his POW-MIA bracelet to this day,” Williams said. “Honoring those who have not come back is extremely important to me, and I wish everybody else felt that way.” Park district officials said the maintenance crew is fabricating the new stand, and it hopes to have it installed as soon as possible. Its new location could be the end of a beleaguered journey for the plaque. It originally was installed at Downers Grove Fire Station No. 3, along with a Freedom Flame, sometime in the 1970s, although in 1974, the flame was extinguished because of rising natural gas costs. In 1989, the memorial was moved for the first time, when it was brought from the fire station to Fishel Park. It was removed in 2010 when the district planned construction of the Veterans Memorial Pavilion. It sat in storage until last year, when Williams prompted the park to display it. Park district officials said they do not know what happened to the metal eternal flame rig and the only part of the original monument remaining besides the plaque is a piece of concrete that served as the pipe’s base.

About the same time every year, neighbors walk by and tell him how good the two pin oaks look. “So I do it again,” the 71-year-old said. Bob and Madie Gilchrist built the home and planted the trees in 1972 at 633 Millbrook Drive in unincorporated Downers Grove. Every year since the mid-’70s, he has trimmed the trees in an style inspired by his grandfather. “My grandfather had a farm down in southern Illinois,” he said. “He used to show me how he’d trim his trees and bushes. He’d trim them all fancy like that. “My grandfather never saw these trees, but he would have been proud of them.” As the trees grew taller,

Bob Gilchrist has trimmed the two oak trees in front of his home at 633 Millbrook Drive for more than 30 years. Gilchrist became innovative. He has an 18-foot long pruning pole to snap sprouts over the top and middle of the tree. He also fashioned an electric trimmer to an 8-foot pole for other hard-to-reach spots. “I made that 20 years ago,” he said. “Now they have them at Home Depot.” Some days, he said he catches himself thinking “a cherry picker would be nice.” The initial spring trim takes him more than 10 hours

between the two trees, he said. After that, he tidies up the sprouts and other ambitious branches that breach the halfsphere shape about every two weeks. Soon, he said he might heed Madie’s advice and stop the climb to the top of the ladder. “I don’t know how much longer I’m going to be doing that,” he said. “It’s kind of dangerous.”

DOWNERS GROVE – A new function on the village of Downers Grove’s website allows residents to comment on agenda items without going to the meeting. The new website function, named “rEmarks,” lets residents leave comments in a fashion similar to leaving a sticky note next to an agenda item. “It’s more convenient,” Downers Grove Mayor Martin Tully said. “It’s all more in one place.” The rEmarks link is below the Village Council’s meeting agenda when it is posted online the Friday preceding a Tuesday meeting. The option then is available until noon the day of the meeting. Comments will be provided to the village commissioners for review and published on the website. Council and staff will not give a written response to comments,

but commissioners can respond vocally during the council meeting. REmarks offers an efficiency that email does not, Village of Downers Grove Performance Manager Allison Deitch said. Commenters can click on an agenda item and leave ideas, questions or comments next to an ordinance without having to go to an email account and retype which issue they are communicating about. “You can just do it through a couple clicks,” Deitch said. “It’s really quick.” REmarks was introduced last month after staff saw a webinar that showed that the village already had the existing capabilities to add the function at no cost. “I think it’ll take time to catch on,” Tully said. “We just want to give people options.” The Village Council meets on the first, second and third Tuesday of every month. Midwestern dental school accepting patients By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – Residents seeking affordable dental care have a new option in Downers Grove. Midwestern University opened its 130,000-square-foot Dental Institute this month in the $114 million Multispecialty Clinic at 3450 Lacey Road. At the institute, dental students in their final two years treat patients under the supervision of the licensed dentists who comprise the school’s faculty. Dental school is a four-year program. The first two years consist of simulation clinics where students learn the science, anatomy and skills working on mannequins. The final two years are spent working on real patients with the supervision and guidance of the faculty, Assistant Dean of Clinical Education Darryn Wienstein said. “The scope of care [given to patients at the clinic] is similar to a general dentist,” he said. “If it’s something a general dentist would refer to a specialist, it’d be the same thing here. “One of the things I say is that everything that a student does is supervised and checked by a licensed general dentist with years of private practice experience – and where else do you have everything done checked by a second person?” The school opened three years ago, so the inaugural class of 129 students is in its third year of the four-year program. Wienstein said the school plans to have about 130 students in each class.

The dearth of dental programs across the country – about 60 in all – led to high demand for the new school, he said. Loyola and Northwestern universities shuttered their dental schools, making Midwestern’s the first new program in the area in years. “I think that we will be a great asset to the community,” he said. “We will provide service for many people. And on the other side of it, there are opportunities for jobs, and that’s always a bonus, too. It’s one of the few places building in this economy.” Dental services for patients at the institute can cost about half as much as at a private practice, according to the school. Wienstein said patients who call can set up an appointment within a day or two. The dental school occupies about four of six floors of the Multispecialty Clinic, which also will house a family medicine practice, osteopathic manipulative medicine, a speech clinic, optometry and pharmacy education when the fifth and sixth floors are completed.

LA GRANGE – A La Grange man died June 12 after saving his 9-year-old grandson after their canoe capsized. Dennis Murphy, 70, was canoeing June 12 with his son-in-law and two grandchildren on the Delaware River near Nazareth, Pa., when their boat capsized. Murphy’s son-in-law, James Ferri, grabbed his younger son, Thomas, while Murphy grabbed the older boy, Samuel, by the waist and brought him to Ferri. Ferri then went back into the river and brought Murphy to shore. He conducted

CPR until Murphy could be brought to a hospital, where he was revived briefly before dying. It later was determined he had suffered a heart attack while in the water. Dennis Murphy is Murphy survived by his wife, Deborah; his children, Kristin Murphy and Laura Ferri; and his grandchildren, Samuel, Thomas and Lucy Ferri. Born in Elkhart, Ind., Murphy spent most of his professional career as the senior staff accountant for Commonwealth Edison in Chicago.

Pizza Via offers wood-fire pies with family flare By ED MCMENAMIN emcmenamin@shawmedia.com DOWNERS GROVE – After Bob Ciciora built his first brick oven in his Downers Grove backyard, requests from friends and family started coming in for their own. “Then I decided that hauling bricks and mixing mortar was pretty tough,” he said. “And it would be easier to build one on wheels and bring the brick ovens to people.” Masonry is a new skill that Ciciora, 52, a Boeing 777 pilot for American Airlines, acquired when he attended a seminar taught by the Masonry Heaters Association. He always had a love for artisan breads, inspired by the sourdough loaves his father, – who also was a pilot – would bring home when he passed through San Francisco. Three years after that first backyard oven, Ciciora and his son, Alex, 22, have turned what initially was a hobby into a fully operational pizza-catering business named Pizza Via. Bob built the Ciciora’s

age – about the same time his father learned the masonry trade. From there, Alex got his associate degree at the College of DuPage and to become a certified pizzaiola, or pizza chef, at the San Francisco branch of the International School of Pizza. He returned from California with the knowledge to master the details. Still, it took time and patience to get the thin, Neapolitan-style crust just right. The Ciciora’s gather their own wild yeast from a neighbor’s grapes, giving their crust a depth of flavor not found from grocery store baker’s yeast. Any catered party includes all-you-caneat of the basics, such as Margherita and pepperoni. Alex likes to experiment, too, and the party host can choose a selection of pizzas. “I love making flavors come together and coming up with some good ideas,” Alex said. “My big belief is that as long as you have a good base – which I’ve worked really hard on perfecting this pizza dough – almost everything tastes good on pizza. We’ve done some crazy ones before. We’ve done a lemon pizza with butter and powered sugar on top; it’s like a lemon meringue.”

Another favorite includes kalamata olives and pesto. “People don’t think of that as a kind of pizza that they’d want, but when they taste the combination that Alex makes with the olives, the salty prosciutto, along with the pesto, it’s just a great combination,” Bob said. The business began to expand last spring after Alex graduated from the College of DuPage and the family could devote time and energy to their pizza pursuits. Bob is excited to build a second mobile brick oven, which will be larger and have a few more modifications. The entire family is involved in Pizza Via – Bob’s wife, Tammi, coordinates the events, and Alex’s sister, Aimee, pitches in, too. The Ciciora’s say they probably will need to hire an employee soon. A pizza storefront also could be on the horizon. “The question is, are we going to be a full-time catering business year-round, with the specialty of the pizza during the [summer] season?” Bob said. “Or do we want to be a pizzeria year-round, offering the freshly made pizza, with the catering ability of bringing the pizzeria to you, rather than just bringing pizzas to you?”

DOWNERS GROVE – It has been more than 20 years, and they have long since moved to Colorado, but the Polepeddi family never will forget the effect teacher Julie Smrz had on their son, Lalith. The Polepeddis arrived in the United States from India in 1990 and settled in Westmont in 1992 – the same year Lalith entered first grade at Miller Elementary School. “This was the very first elementary school that he had attended,” said Lalith’s mother, Padma Polepeddi. “And in her first-grade classroom, she taught her kids a lot of respect. And she really made accommodations for the cultural backgrounds that children had.” Smrz, a Downers Grove resident, retired from teaching in spring after more than 30 years at Miller Elementary School in Westmont. In honor of her tenure, the Polepeddi family created a $100 annual scholarship in Smrz’s name to be awarded every year to a nonnative English-speaking student at the school. For the first year of the scholarship, Miller teachers nominated students, and two names were drawn from a hat. Each received $50 gift certificates to Barnes & Noble. classroom before schools had dedicated English Language Learner programs. “For her to have that understanding and that sensitivity, I thought that was powerful,” Padma said. Smrz’s ability to make students comfortable and encourage a love of reading set Lalith on an early path toward academic excellence. Smrz remembers Lalith also excelling at math and even at that age showing an interest in researching topics. “I think we just had an early connection early on,” Smrz said. “He was very enthusiastic to learn.” The family moved to Colorado in 1999. By his senior year of high school in 2006, Lalith appeared on “Good Morning America” to talk about a treatment he and another student developed that successfully helped mice with muscular dystrophy. Despite the distance, the family remained close with Smrz, and when Lalith graduated from high school that year, she flew out for the ceremony. Smrz described Lalith as a warm-hearted, hungry student with a passion to do good that has not waned. Lalith graduated from Northwestern University and works developing software to aid organizations that fight polio outbreaks overseas.

WESTMONT – Westmont High School’s Earth to School garden project is about more than students developing a green thumb. Lisa Hootman, the environmental science teacher who started the project, said it’s a learning experience for students. “Gardens, in general, promote a sense of community, earth stewardship, eating healthy and exercise,” Hootman said. “We teach them about self-reliance and being responsible, and a garden helps to promote that.” For the Earth to School project, which began in February, students plant and maintain a nursery and vegetable garden. Hootman said the project’s execution took help from the kids. “We had three workdays during the school year where

We’re just making it organic and natural – only water.” Lisa Hootman Environmental science teacher I had anywhere from 20 to 30 kids who came out and put the garden together,” Hootman said. “Each Monday, we would build a raised bed, and we had to move all the soil and then fill the beds.” The vegetable garden is home to Yukon gold, red and white potatoes, as well as onions, but Hootman said the students already have been discussing adding fruit trees, strawberry plants and blueberry patches. “That’s kind of exciting, too, because they’re even thinking along those lines,” she said, adding that putting in an orchard could be a good idea. All vegetables and fruits grown in the garden are going to the food services on campus, Hootman said. The students are using marigold flowers instead of chemicals to keep insects away. “We’re not going to use any pesticide or herbicides,” Hootman said. “We’re just making it organic and natural – only water.” Although she said she’s focusing on just maintaining this garden, there are future plans to add other components. “We’re actually going to build a compost bin so we can compost all of the waste,” Hootman said. “And then that will make more soil for the following years.” Hootman said the students have been helpful throughout the project. “I don’t even know that they realized what they’ve done,” she said. “It’s a huge undertaking to put it together. It’s fantastic.” The project is about taking care of the Earth, Hootman said. “Even if they don’t use [gardening] right now, they’ll have a background and foundation,” Hootman said. “So one day, maybe when they have their own family, they can start their own garden.”

D-99 Education Foundation enhances student opportunities Serving as president of the District 99 Education Foundation for the past three years, I have had the pleasure of partnering with the people of District 99, which represents North and South high schools in Downers Grove. I’ve witnessed first-hand the passion that our educators have for teaching, and their desire to give students a challenging, quality classroom environment. To equip teachers with the innovative tools they need, the foundation provides learning grants. We receive numerous grants requests from teachers each year, and our committee reviews and carefully considers each one before deciding the final award recipients. We always COMMUNITY are blown away by the creativVOICE ity and thoughtfulness of each Eric proposal, and proud to support those projects we believe will Olson make a difference to students. This year, the foundation awarded more than $16,000 in grants to support our educational entrepreneurs. The science department at North High will incorporate the use of robotics in the physics curriculum, addressing a fundamental component of the state’s new science standards. The fine arts department at South High School is set to receive iPads and Apple TVs to enhance music education. Special services departments will receive a garden walkway, funding for the startup of a Special Olympics basketball team and a therapeutic trip to Iron Oaks Adventure Center. In addition to grants, the foundation also provides scholarships. On behalf of an anonymous donor, North High 2013 graduate Sarah Brzezinski will receive a $5,000 scholarship to study science in college. The quality of our schools and the vitality of our community are intertwined. Whether you’re a community member, parent or alumni, we’re all connected to our schools and have a vested interest in their continued success. 8LETTERS Raising ALS awareness locally To the Editor: Approximately 1,000 people in Illinois have ALS, commonly known as Lou Gehrig’s disease or motor neuron disease, and about 250 more are diagnosed each year. The disease may seem relatively rare, but we find many people know someone who has been affected by it. At the Les Turner ALS Foundation, we are working toward the day when no one is affected by the disease. We are dedicated to treating and eliminating ALS through research, patient services, education and advocacy. During National ALS Awareness Month in May, hundreds of Les Turner ALS Foundation volunteers participated in Tag Days drives, collecting donations and raising ALS awareness. The Tag Days drive in Wheaton was a success, raising more than $250. We thank Jan Fritsch for her efforts as the local Tag Days captain and are deeply appreciative of the people who supported the cause. Tag Days drives were held in 29 communities, and volunteers collected nearly $80,000. ALS causes motor neurons to stop working and die. The result is loss of voluntary movement and muscle functions such as speaking, swallowing and breathing. Approximately 10 percent of cases are inherited and a faulty

Personal incentive and America’s future To the Editor: The current administration believes the government is the best candidate to allocate the resources and services our great country has to offer. That the government is the fairest and most judicial, most honest and best qualified entity available and that the citizens

are simply not capable of this great task. That the people working for the government are so altruistic that they will put the affairs of the citizens they serve above all else, including their own. That government will operate within its means and not become too extravagant. Unfortunately, human nature is a powerful and mostly uncontrollable force that will prevail despite best efforts by any centralized government. History tells us this. Our great country, the one that everyone in the rest of the world is envious of and trying to get into, can only survive and grow by personal incentive. By rewarding those who dare to dream, those who take risks, those who are not afraid of hard work, those who take responsibility for their own actions, those who do not blame others and do not accept the concept that a centralized government knows best. It does not. The late, great economist Milton Friedman once said, “If the government was put in charge of the Sahara desert, they would run out of sand in five years.” After all, the government is of us, by us and for us. Hey, just to clarify the ongoing debate about the letters DDS that a dentist earns: DDS stands for doctor of dental surgery, MD stands for a medical doctor. A doctor of dental surgery is referred to as a dentist, A medical doctor, doctor of medicine, is referred to as a physician. So if someone is running for office that is a doctor of dental surgery, they have every right to use the title “doctor.”

Long shoelaces Why are shoelaces so darn long? They’re too long to tighten them when you’re tying them and so you have to loosen them and then you end up having to retie them again. It’s on sports shoes mainly.

There’s a bill about to become state law that’s going to expunge or seal records of crimes committed by people when they were younger or considered misdemeanors. I don’t know what the records mean, I mean our record is a record of things that you do. Some are good, some are bad. In this case, they’re bad. If employers or prospective employers want to choose to ignore those things, let them, but by keeping it secret, you’re risking

When the rains and floods hit Illinois in April, thousands of DuPage County residents were affected, some drastically. Homes were damaged, property was destroyed, business saw loss – and sometimes worse. DuPage County eventually was awarded flood-recovery assistance through the Federal Emergency Management Agency. While residents could be eligible for aid consideration, a portion may be leaving money on the table because they assume they won’t qualify. “Typically, when a person applies with FEMA, they get a piece of paper that says ‘the Small Business Administration’ as well,” said Greg Dawson, public affairs specialist at the SBA. “They look at the name, say, ‘We aren’t a small business’ and throw it away. That’s the biggest mistake they could make.” According to the SBA media guide, the administration has been covering disaster assistance since 1953, providing low-interest loans to businesses, renters and homeowners. When a residents or business-

es registers with FEMA, they are given a FEMA application and an SBA form. Many overlook the SBA as a possible recovery option because of the “business” portion of the title. The difference between the two programs is the SBA offers low-interest loans, while FEMA gives grants that do not need to be repaid and are offered only to individuals. Still, Dawson said, when disasters strike, every bit of money can help. “Don’t disqualify yourself by not applying,” he said. “Leave it as an option. You don’t have to take the loan, but if circumstances change 30 to 40 days later, then you have it.” Dawson said he reviews all SBA applications and tries to make a decision about each one within 18 days of receiving it. Acceptance into the program is nonbinding, and there is a 60-day period to decide after approval, Dawson said. According to the most recent numbers, 4,157 people in DuPage applied for aid, said David Gervino, a public information officer at the DuPage Office of Homeland Security and Emergency Management. The deadline for FEMA and SBA grants is July 9.

OBITUARIES EDWIN D. SCHNICK Edwin D. Schnick, age 80, of Downers Grove, Illinois, passed away on Sunday, June 16, 2013 in Michigan City, Indiana. Edwin is survived by his wife, Zelda (Cornett) Schnick; children, Brenda (Dan Imig) Schnick of Warren, Pennsylvania, Doug Schnick of LaPorte Colorado, Julie (Gary) Motycka of Batavia, Illinois; step-children, Natalea (Larry) Watkins of Stillwater, Oklahoma, and Chris (Kimetha) Brown of Georgetown, Texas; grandchildren, Erin Yeoman, Katelyn Grove, Jody Brown and Kamryn Brown; nieces, Amy and Carrie; sister-in-law, Elizabeth Schnick. He was preceded in death by his parents, John and Ellen (Burns) Schnick; first wife, Shirley M. (McAlpine) Schnick, who passed away in 1982; brother, Eugene Schnick. Edwin was a graduate of Purdue University, and got his Masters degree from Michigan State University. Edwin worked for ConAgra for 39 years, as the Butterball Turkey Division Commodity Manager. He served his country during the Korean War. Edwin enjoyed spending time at his family farm, which was awarded the Hoosier Heritage Homestead Award in 2006. Ivy a sparkling setting for culinary gem WHEATON – One of Wheaton’s historic buildings was most recently reimagined as a fine-dining restaurant for steaks, chops and seafood in 2009, providing a unique setting for Ivy and its delicious fare. On a recent Sunday afternoon, we stepped inside the brick building covered in the ivy that lends the restaurant its name. Outside is an elegant, foliage-filled patio, but a light rain prompted us indoors, where we were surprised to discover a spectacular space originally created as a chapel early in the last century, then converted to retail uses before its latest incarnation. A soaring cathedral ceiling directs the eye skyward, where balconies lead to added dining areas for parties. High on the patio-side wall above multiple French doors providing green views are small, stained-glass windows where light filters softly through the leaves. It’s an exquisite setting for a meal. We asked to be seated next to the fireplace and warmed up with a glass of wine. Our personable server kindly volunteered a tasting when he noticed my indecision on the selections. My dining companion opted for a craft beer on draft. Soon, a delectable and still-warm loaf of bread was delivered to the table, accompanied by butter melded with a hint of honey. We shared a cup of clam chowder that ranks among the best we’ve enjoyed, bursting with homemade flavor in the perfectly balanced seafood and vegetable pairing. The menu tempted with Gorgonzola Crusted Lamb Chops with mashed potatoes, grilled asparagus and a port wine demi-glace; Diver Scallops pan seared and served with leek and fennel compote with sambuca butter sauce; and Savory Peach Chicken, a spicy blackened chicken breast with polenta cakes, sauteed spinach and peach chutney When I learned the house ribs special was such a hit that it recently was made a permanent part of the menu, I went for the half slab. Generously meaty, fall-off-the-bone pork ribs were served with a tasty barbecue sauce with a little heat to it. The seasoned fries were good, and my companion noted there’s even a little zip to the cole slaw. He selected the shaved prime rib sandwich featuring generous slices

BOYS VOLLEYBALL 6-0: The Mustangs’ record in West Suburban Gold play this spring. Four of those wins came in two games. Highlight: The Mustangs won a conference title, but the big prize came June 1 when they topped Lincoln-Way North 25-18, 25-20 for the state title. Nick Timreck (11 kills), Mike Schmitt (10 kills), David Pawlicki (29 assists) and David DeMarco (14 digs) led the title match effort, but it was a team effort all season as five players (Timreck, Schmitt, Will Tischler, John Hanek and Austin Adank) had more than 100 kills and five (DeMarco, Pawlicki, Hanek, Tyler Zowaski and Steve Kryk) tallied more than 100 digs. South finished the year 31-10.

Winning 30 places a team in elite company. The Mustangs reached elite status this season, topping Waubonsie Valley, 4-1, in the regional championship game for win No. 30. The Mustangs were anchored by the strong pitching of Brian Glowicki, Zach Burdi, Danny Mayer, Nick Alfini and Zach Taylor.

3: Number of matches the Mustangs lost in West Suburban Gold conference play. They won 39 matches and all six duals plus the conference tournament. But with a young team that started just two seniors most of the time, South started 11-0 in the West Suburban Gold and won the conference title and performed even better in the postseason. Highlight: With John Schubert (floor exercise and high bar) and Strah Sopcic (rings) claiming individual event titles, the Trojans won the title at their own sectional meet. Schubert and Sopcic then went on to have strong showings at the state meet. Schubert, a senior, took second on the horizontal bars while Sopcic, a junior, placed fifth on rings and sixth on the parallel bars. Schubert was 10th in the all-around, while Sopcic was 14th.

SECTION 3: The Downers Grove Sanitary District Clerk shall publicly post or keep available for inspection, by any interested party in the main office of this Sanitary District this determination or any revision of such prevailing rate of wage. A copy of this determination or of the current revised determination of prevailing rate of wages then in effect shall be attached to all contract specifications. SECTION 4: The Downers Grove Sanitary District Clerk shall mail a copy of this determination to any employer, and to any association of employers and to any person or association of employees who have filed their names and addresses requesting copies of any determination stating the particular rates and the particular class of workers whose wages will be affected by such rates. SECTION 5: The Downers Grove Sanitary District Clerk shall promptly file a certified copy of this ordinance with both the Secretary of State Index Division and the Department of Labor of the State of Illinois. SECTION 6: The Downers Grove Sanitary District Clerk shall cause to be published in a newspaper of general circulation within the area a copy of this ordinance, and such publication shall constitute notice that the determination is effective and that this is the determination of this public body.
