Message from the City reetings,
The Batavian you have just received is the November/December 2023 edition and hopefully is carrying reports of another year of winning success by the Batavia High School Football Program. The season began with technical problems within the BATV broadcast network which prevented the airing live of our team's first game. Hopefully, technology has worked through the first breakdown and all fans of all ages around town have been able to enjoy each contest live on Channel 17, or at youtube. com/user/BAT1017. BHS Football has become a very proud attraction to the life of our town. In the past couple of years we have met with families who have set themselves on a course to take on a Batavia address to enable their family members to get enrolled at BHS with hopes of joining the football program. There is a lot of memorable moments and the winning of games that brings about these sentiments. Now with State Championship wins in recent years coupled with stories such as a former BHS player from the 1965 and 1966 teams, Ken Anderson, BHS Class of 1967, becoming a professional team member with the Cincinnati Bengals and starting quarterback in the 1982 Super Bowl, Batavia fans have a lot to boast and be extremely proud about. In 2017, I had the honor of presenting Ken and his 1966 BHS teammates, Dave Brewer and Tom Stephano to a crowd of loudly admiring fans during our Windmill City celebration. As the late Bob Johnstone, an ardent Bulldog fan for decades proclaimed, "Batavia has so much history to cheer about, we will never be able to stop." A recent trend that has been facing the Batavia Police Department on a regular basis has been ongoing reports of criminal actions committed against our senior citizen population in the area of computer
4 n November/December 2023
usage. So it appears that senior citizens of Batavia have been targeted via computer communications whereby our residents are being sent messages over their computer screens in which efforts are made by the message sender to trick the senior citizen to send online their credit card information, Social Security numbers, dates of birth, or other confidential info that can be utilized to attain money payments on the Batavia resident's accounts. Batavia Police have suggested that I utilize this format to ask that any Batavia senior citizen who is contacted via the Internet or other computer services not to respond in any way to such requests online. If you are currently troubled by such efforts you are strongly encouraged to contact our local police department and file an official police report. A frequent criminal act made towards Batavia residents is to call our local folks on the phone and report that the caller is from the Internal Revenue Service (IRS) and that they have found an underpayment made in your most recent tax return. They then suggest that the resident provide a credit card number to the caller who says they then can use the credit card to correct the underpayment and thus clear the resident of any further issues with the IRS. Please be very careful if you receive such a call and contact the Batavia Police to report such an incident. In another issue of high concern to our local police is the continuing amount of fatal traffic accidents that have been taking place throughout the State of Illinois. I recently sat in on a transportation advisory meeting in Chicago where the presenter shared that this current year Illinois may set a new record high number for the total of fatal traffic accidents that occur on highways of our state. Our police department is taking steps to closely watch over and respond to high speeds taking place on the streets of our town and will be issuing speeding tickets when enforcement takes place. Finally, with this edition we end the 2023 year's run for Batavian Magazine. First and foremost, I want to wish all residents a Joyous and Happy Holiday Season. Hopefully our city Holiday decorations will help one and all feel the true joy and meaning of the celebrations that will impact our town. May you enjoy a Blessed New Year.

Flag Day Monument
DEDICATED
T
he Fox Valley Patriotic Organization would like to thank everyone who supported their Sept. 30 Gala Fundraiser and the Oct. 1 Flag Day Monument Dedication celebrations. “We are very grateful for all of you who contributed financially to help pay for the Monument, and to everyone who expressed their delight upon seeing the results of eight years of hard work to bring this dream to fruition,” said Linda Schielke, of the Fox Valley Patriotic Organization.
The Flag Day Monument is dedicated to the American flag, Flag Day, and all those who dedicated their lives to educating the world about the importance of this symbol of freedom. The Fox Valley Patriotic Organization built the monument to honor those who protect and defend the U.S. flag at home and abroad. The monument also honors Dr. Bernard J. Cigrand (a Batavia dentist for decades who is considered by many to be the “Father of Flag Day” because he worked tirelessly to get President Woodrow Wilson to recognize a day each year known as Flag Day on June 14), the 200+ Illinois Congressional Medal of Honor recipients whose names
comprise the Ring of Honor on the Monument, all the veterans and active military of yesterday/today/ tomorrow, and first responders.
Descendants of Dr. Cigrand’s family attended the dedication Oct. 1. Congressional Medal of Honor recipient, Allen Lynch, spoke on behalf of all soldiers who have received this recognition from Illinois. Many members of the military, veterans’ groups, and first responders were in attendance. Just like the story of the American flag, which is ever evolving, the Flag Day Monument will forever change to keep documenting the history and importance of this emblem for all American citizens, now and in the future. Plans are in the works for an educational park, additional lighting and other features. Spaces around the monument’s walkway are still available for commemorative bricks which can be purchased to honor a family’s history, present successes, or to thank those who contributed so much to our town/state/country. Obelisks are still available for naming rights, as well as opportunities to support the endowment fund for the monument. Visit flagdaymonument.com for details.

Holiday Tree Pickup
As part of the City of Batavia’s refuse contract, Groot Industries will provide free collection of one holiday tree per resident at no additional cost during the first two weeks in January on residents’ regular collection dates. Residents do not have to use a sticker for holiday tree removal on these dates only. After the first two weeks in January, residents should attach a refuse sticker to the tree and place it at the curb on their regular collection date. All materials such as plastic bags, ornaments, lights, nails, etc. should be removed from the trees. Live wreaths and garland should be placed in your regular refuse.

Batavia Interfaith Food Pantry and Clothes Closet moves to new temporary location
T
he Batavia Interfaith Food Pantry and Clothes Closet has moved to a temporary location in response to the City of Batavia's upgrade of its Wastewater Treatment Plant. This move comes as the Food Pantry and Clothes Closet prepare for a transition to a larger and more suitable permanent location, supported by a $3 million grant secured with the assistance of Congresswoman Lauren Underwood. The new site at 431 N. Raddant Road, offers the Food Pantry and Clothes Closet uninterrupted assistance to the community while the search for a permanent location continues. The new location features approximately 8,500 square feet, which includes office and storage space, electrical upgrades to accommodate refrigeration, and dock doors for delivery. Operation times for the Food Pantry and Clothes Closet will remain the same. Founded by area churches in 1981 during an economic downturn, the Batavia Interfaith Food Pantry has been serving Batavia families for the past 43 years. In the 1990s, the Clothes Closet was added to the Food Pantry's services. For more than three decades, they have operated

The Food Pantry and Clothes Closet will continue to provide all the existing services to community members. The Food Pantry and Clothes Closet at a glance: at 100 Flinn Street, a building provided by the City of Batavia. However, the building's size has become inadequate for their growing operations, prompting the need for relocation. The Board of Directors, in collaboration with the City of Batavia, has been searching for a new building for years. In January, thanks to Underwood's support, the City secured a $3 million grant specifically to relocate the Food Pantry and Clothes Closet to a more suitable and spacious location. While this project is underway, the Pantry must vacate their current location due to the Wastewater Treatment Plant's $33 million upgrade, which necessitates the demolition of their existing building. “We have secured this temporary location to ensure no disruption of the

WHEN THE SNOW’S GOTTA GO
T
he City of Batavia public works department is responsible for snow removal and ice control for 120 miles of streets, 168 cul-de-sacs, two city cemeteries, 17 city-owned parking lots, and sidewalks in several locations of the downtown area.
Snow and ice control is considered emergency work in that pavement must be cleared any time of the day or night. The rate and snowfall accumulation, moisture content, temperature, time of day, wind direction, velocity, and duration are all taken into consideration in the city’s approach to responding to each individual snowstorm. During snowfall events, the City of Batavia spreads deicing salt on primary streets. In most cases, salt will be applied continuously to secondary streets; however, the application rate of salt to secondary streets will be less
than primary streets and, depending on the events, may not be done. After a snowfall has ended, secondary streets are plowed, and deicers are applied mainly to intersections, hills, and curves. A salt brine solution may be applied prior to a snow event to prevent icy conditions. In addition, the city puts additives into the salt to accelerate the melting process and to limit off-pavement scattering.
Best efforts will be made to clear all primary streets during the snowstorm. Secondary streets will be plowed following the end of a snowfall after primary streets are cleared. Depending on variable conditions, some streets may remain snow packed after plowing operations have been completed. Courts and cul-desacs will be plowed after primary and secondary streets are completed if snow accumulation is greater than
Please follow these regulations and guidelines to make your streets safer for travel during the winter season: 1. Street Regulations: Snowplows are designed to unload snow to the side, forming a heap along the curb or edge of the pavement. The city understands that this leaves a heap through driveways, but this process is the most efficient way to remove snow from our streets. Please do your part to help keep our town free of hazardous conditions. It is very important not to shovel, blow, or plow snow/ice onto the street at any time. This could create an unsafe driving surface. Property owners should notify their snow removal contractors that snow is not to be deposited on the public roadway, meaning it cannot be plowed across the street. 2. Parking Prohibited: Residents are advised that parking is not allowed on any street during or after a snowfall in which there is an accumulation of 2 inches or more of snow. This prohibition is in effect until 24 hours after the end of the snowfall or until the street is plowed and all snow is removed, whichever occurs first. 3. Sidewalk/Driveway Snow Removal: Clearing snow and ice from sidewalks and driveways is the responsibility of residents and property owners. The City of Batavia encourages citizens to clear sidewalks, especially for children walking to school. 4. Mailboxes: Best efforts are made to plow as close to the curb as possible; however, it is the homeowner’s responsibility to clear snow
2 inches. Cul-de-sacs can take up to eight times longer to plow than a through-street of a similar size. They are generally done during the day after the snow has stopped.
Crews will make their best efforts to plow aisles of city-owned public parking lots during and after a storm to maintain access to the parking lots during business hours. The major clearing of these lots is performed during the early morning hours. The City of Batavia plows most streets within the city limits; however, there are several roads that are the responsibility of other government agencies. Kane County-maintained roadways include Kirk Road, Randall Road, Fabyan Parkway, and Main Street (west of Randall Road).
away from their mailbox for curbside delivery. The City of Batavia is not responsible for repairing mailboxes damaged by snowplows if the face of the mailbox is less than 6 inches behind the back of curb or road edge and a height less than 42 inches above the road. It is the responsibility of individual homeowners to install and maintain their mailboxes properly. Properly installed mailboxes damaged by City of Batavia snow removal equipment will be repaired or replaced with a standardtype mailbox and post for a cost not to exceed $50 each. 5. Refuse Collection: If accumulating snow occurs on your refuse collection day or the night before, please remember to place garbage cans/carts and recycling carts away from the curbs or edge of road during the snow plowing operation. Garbage cans/carts and recycle carts should never be placed in the roadway. 6. Parkways: Occasionally, parkway damage may occur during the plowing process. It will be repaired in the spring when pulverized dirt is available. Please notify the Street Division to have your address placed on a restoration list. 7. Plowing Equipment: Allow plenty of space when following snow removal vehicles, as they must back up frequently. Do not attempt to pass a snowplow that is engaged in removal activities. If a street has been missed or there is a question or concern relating to the snow removal operations, please call the street division of Batavia Public Works at 630-4542400 between 7 a.m. – 4 p.m. Monday through Friday. Tips to have safe & happy holidays
Batavia Fire Department shares Thanksgiving tips
STAY ALERT IN YOUR KITCHEN. According to the National Fire Protection Association Thanksgiving has more home cooking fires than any other day of the year. Don’t leave anything unattended for too long, and make sure to keep any flammable objects for away from heat sources. If you are using candles to decorate your home, make sure to space them out so they don’t cause a fire. Finally, make sure you know how to put out small kitchen fires.
1
DEEP FRYING YOUR TURKEY OUTSIDE. If you are deep-frying your turkey, do it outside away from anything that may catch on fire. Make sure the turkey is thawed prior to frying it. Remember to dry it off with paper towels prior to frying. Excess moisture can cause oil to splatter. Make sure to
2
have a fire extinguisher next to you. Contact the fire department if you have any questions regarding fire extinguishers. AVOID FOOD POISONING. Make sure to wash your hands before and after handling food. Use a meat thermometer to ensure the turkey and all other dishes are properly cooked.
3
PRACTICE KNIFE SAFETY. Make sure to handle all cutting utensils with care. Also, do not let children cut or slice anything without proper supervision. Remember to clean the kitchen as you go, and don’t leave any sharp objects out if you’re not using them.
4
KEEP YOUR HOUSE CLEAN. Avoid slips and falls by making sure your house is clear of clutter to avoid any trips and
5
falls. Immediately clean up any spills to avoid any slips. HAVE PARKING FIGURED OUT BEFORE YOUR EVENT. Let your guests know where to park prior to the holiday. It may be necessary to have someone outside to assist with parking. Finally, its best to have everyone park on the same side of the street so traffic and emergency vehicles can get down your street.
6
SECURE YOUR HOME. Burglaries happen a lot during the holiday season. One of the best ways to secure your home is by installing a home security system. It also helps to make it appear like someone is at your home. Leave some lights or set them to a timer. You can also ask a neighbor to park a car in your driveway.

Batavia Police share holiday safety advice The holidays bring hope, love, and holiday cheer for many. However, for some, the holidays are full of opportunities to prey on the willingness to give and general distractions many of us experience during this time. The Batavia Police Department has provided a few tips and tricks to keep the holiday cheer going and deter crimes that are commonly seen around the holiday season. n Always lock your doors and windows to your home and car. n Whether in the car or in your home, keep holiday gifts and valuables concealed/out of sight. n If you are traveling: • Ask a trusted friend, neighbor, or family member to watch your home. • Stop or make arrangements for mail and newspaper delivery services. • Use timers for interior/exterior lights while you are away. n Use caution if a stranger is at your door: • Be suspicious of unexpected sales calls or deliveries. • Educate yourself on common scams in which criminals take advantage of peoples’ generosity during the holiday season. Be sure you are giving gifts to legitimate charities.
8 n November/December 2023
n PACKAGE DELIVERIES • Make sure you remove delivered packages as soon as possible from your doorstep. • Consider a lockbox or locker with a code that can be provided to delivery services to secure your packages inside if you are not home for the delivery. Consider asking a neighbor to pick packages up for you. n SHOPPING SAFETY • Shop in pairs or groups if possible. • Walk in groups to your vehicle in the parking lot. Make sure to park under well-lit areas and be aware of your surroundings. • Always keep your wallet, purse, and cell phone in a safe place on your person. Don’t place your purse or cell phone in a shopping cart where it could be easily grabbed without being noticed. No crime is completely preventable, but citizens should take steps to make it less likely they will become a target. Criminals look for opportunities and if you don’t give them the opportunity you can often prevent yourself from becoming a victim. As always, be aware of your surroundings and report anything suspicious to security or police. Happy holidays to all!
Prepping your home for winter weather
A
s we head into winter many homeowners face the expense and inconvenience of frozen water pipes, or high energy bills. Below are a few reminders on how you can prep this winter to help protect your home and your pocketbook. Disconnect and drain outdoor hoses. Detaching the hose allows water to drain from the pipe so an overnight freeze doesn't burst the faucet or the pipe it’s connected to. Insulate pipes or faucets in unheated areas. It's best to wrap water pipes in unheated areas (such as the garage or crawl space) before temperatures plummet. You can find pipe wrapping materials at any hardware or building supply store. Proper insulation can help reduce energy bills by up to 30%.
Consider installing "heat tape" or "heat cable." Install "heat tape" or similar materials on all exposed water pipe (i.e. exterior pipe, or pipe located where the temperature might drop below freezing). It is relatively easy to install and can be found at your local hardware or building supply store. Be sure that you use only UL-listed products and follow the manufacturer's instructions carefully. Seal off access doors, air vents, and cracks. Winter winds whistling through overlooked openings can quickly freeze exposed water pipes. DO NOT plug air vents used by your furnace or water heater. Use caulking to fill cracks and stop leaks around fixtures, pipes and between walls and windows – doing so will prevent freezing and help lower your energy bills.
HELPFUL TIPS
What to do during a sewer backup If your residence experiences a sewer back-up, please call the City first at 630-454-2000. The problem might be in the City’s main line. By calling the City first, it could save you the price of hiring a private plumber. If the problem is in your own service line, the City can provide guidance in hiring a plumber. The City has emergency response personnel 24 hours a day. Check your insurance policy to determine if you are covered for sanitary sewer back-up and/or sump pump failure. Many homeowners’ policies do not cover sewer back-ups or water damage unless you have purchased a special provision for this purpose.
If you experience a sewer back-up, follow these guidelines for repairs and clean-up. 1. Always call your insurance company first to report any damage to your property or possessions. 2. The City of Batavia’s insurance company will make a determination if the City is responsible for damages caused by a sewer backup. 3. Contact numbers for the City of Batavia: • Water/Sewer Division: 630-454-2450 • Finance Dept., Insurance Claim Questions: 630-454-2000
As a precaution: Be safe when working in flooded areas which might be contaminated. Visit www.bataviail.gov, “Cleaning Up After Flood and Sewer Overflows” from the Illinois Department of Public Health website, for proper precautions. You will also find a copy of the City’s sewer back-up and cleaning policy on the website.
Check on the water heater. Water heating is a major part of the utility bill. If you have problems, have a technician come by the house to make sure it’s functioning in peak condition. Also consider using less hot water, and insulating the water heater tank and hot water lines. If your water heater is on its last legs, consider buying a new, more efficient version. Find the master water shutoff valve. Usually located where the water line enters your house (or near the water heater or washing machine), the master shutoff valve turns off the water to the entire house. Paint it a bright color and make sure everyone in the household knows where it is.
Wipes clog pipes Please place the following items in the trash, not in the toilet. • Disinfecting wipes, baby wipes and personal wipes • Paper towels • Feminine hygiene products (pads and tampons) • Plastic or latex items Wipes can snag on any imperfection in the sewer pipes, catch passing debris and create a ball that will plug the sewer line. They can also get drawn into wastewater treatment plants and lift station pumps, causing clogs and severe, expensive damages. The Batavian n

Visitors will see the original oil painting, “Fox River Ice Skating” by John Falter, which put Batavia in the mailboxes of a national audience in 1958. The painting was featured on the cover of the Jan. 11 Saturday Evening Post with the caption, "Mrs. Nature, smiling with frosty affection on her children young and old, has solidified the water of the Fox River
at Batavia, Ill.; and on this glorious rink a person can skate for many miles, if he can skate. Pity the poor denizens of great, highly civilized metropolises who can only skate round and round in small circles on frapped ammonia pipes." Other items in the exhibit include old-fashioned holiday decorations, winter clothes and popular toys of the past, as well as photos of past holiday celebrations and traditions. Visitors may see photos featuring their friends and family or even themselves. The exhibit runs though Dec. 17.

Holiday History In December, lit trees decorate our Wilson Street and Batavia Avenue light poles. It’s a holiday hallmark we all enjoy, but did you know the history behind these festive trees? “The tradition goes back almost a hundred years to 1928, when Herman Schielke and L. A. Parre stood on the Wilson Street bridge and looked south to Clark Island,” said Kate Garrett, Depot Museum director. “They suggested building a wire tree out of lights on the island that would reflect on the water of the river.” The idea grew to include wire trees on Wilson Street light poles “The superintendent of public works suggested adding real trees in a
wire hoop so the displays would be festive both during the day and after dark and Batavia took to calling the display, Christmas Tree Lane,” Garrett said. You can still see the original wire tree at the north end of Clark Island, a simple reminder of Batavia's community traditions.

TIPS & TRICKS
Feed and amend your soil. Clean up your garden first by weeding, deadheading and pruning back your perennials if you have them. Next, add fertilizer, compost or mulch. If you're really feeling up to it, get your soil tested; call your local extension office for details. Getting your soil sent in and properly tested is a surefire way to make sure you are adding the necessary nutrients to optimize growth and keep your plants and vegetables looking and feeling healthy. Adding compost, mulch and fertilizer during the fall gives all three time to break down into the soil before the springtime. — Alex Macias Superintendent of Parks, Certified Arborist

A stress-free guide to holiday decorating
O

nce the kids are back to school, before you know it it’s time to set out a cornucopia on the coffee table for Thanksgiving, and transform the house and yard into a winter wonderland for Christmas. While it’s fun putting up seasonal décor, it doesn’t have to necessarily be stressful decorating in back-toback months.
“Each holiday deserves its time to be celebrated. Rushing decorating for the next holiday before we observe the first can only cause anxiety,” says Bridget Johnson, owner of Red Hive Market in Batavia. During the fall decorating season, Johnson says the outdoors can be a great place to “shop.” A cool branch can be used as a building block for a table centerpiece or a mantel. Or gather up pinecones or gourds to put in a beautiful bowl. Wreaths are easy to change up for all seasons. For the fall, Johnson suggests adding faux pumpkins and leaves to a wreath. Another classic fall decoration is placing a stack of uniquely colored pumpkins outside the front door. “It’s not just about decorating the inside of your home but building anticipation on the outside to give a hint of what they’ll find inside,” Johnson says. Other ways to add fall touches to your home include buying a simple blanket or getting orange, yellow and browns glassware for a nice table setting. “With fall, you want to create a feeling of coziness when guests come visit,” Johnson says. When it’s time to pack away the fall décor, winter-themed decorations like
frosted pine cones and wooden snowflakes can last you from December through January/February. “Even after you put away the Christmas tree, we’ve still got wintery weather for months so you can still keep up snowflake and icicle decorations,” Johnson says. Inflatables are a popular choice for outdoor decorating in December. Johnson’s husband would assemble those during a nice weekend in fall but wait until after Thanksgiving to inflate. “It really helped my husband a lot to put up the decorations on what might be the last nice weekend in November,” Johnson adds. If you’re blessed with an abundance of holidays decorations, Johnson suggests freshening up your holiday décor by investing in an heirloom quality piece like a platter you can incorporate into the treasures you already own. “Recently I sold a vintage papiermâché turkey. It added something the customer didn’t already have with the pieces she already owned,” Johnson says. Another idea to freshen up your holiday décor: find three unique items at a small business that you can use to build on your existing pieces. If you’ve accumulated too many holiday decorations, consider passing along things you own to friends and family for their holiday decorating. “At the end of the day, it’s about who we’re with and not what we have up for decorations that counts,” Johnson says. Longtime Batavia Public Library manager receives
Library Leader award for dedicated service
W
hen we think of individuals who are devoted to the children, parents, library patrons and community members in Batavia, one woman stands apart. Joanne Zillman, the Library’s deputy director and Youth Services manager, is the no-nonsense leader who always puts children and their families first. That’s why the Board of Trustees of the Batavia Public Library has awarded Zillman the Library Leader honor. Library Leader is an award bestowed biennially on individuals whose instrumental work benefits the Library District, its services and our community. Zillman, who has worked for the Library for 26 years, is known for overseeing the Youth Services Department’s fantastic Summer Reading Club programs. She is an inspiring example of the energy and enthusiasm it takes to plan and run engaging programs and develop partnerships between agencies and community organizations such as Batavia Public School District 101, Batavia Mother’s Club Foundation, Batavia Park District, Batavia United Way and Batavia MainStreet — to name a few. She is a champion of Born to Read, an early literacy program in which eligible families with new babies

Zillman helped to steer the Library through the challenges and changes from the COVID-19 pandemic — during part of which she served as co-chair of Batavia Counts 2020 amid the massive U.S. Census endeavor. And all while handling the everyday demands on her time that comes with managing a staff, answering patrons’ questions, and helping to foster a love of reading and learning in the next generation. Zillman, who plans to retire on Nov. 10, is the ninth recipient.
