Message from the Mayor

reetings,

As we roll into the fall season of 2024, I've enjoyed some recent conversations with fellow longtime Batavians, recalling memorable moments from this time of year back in the 1950s.

First and foremost, we remember what became "the end of an era" for the large number of industrial buildings built along both sides of the Fox River through downtown. Most notably, the second channel of the river, where McDonald's and Walgreens, among others, are now located. At the north end of Houston Street, situated between the main channel of the Fox River and the second channel, was the Appleton Manufacturing Center. Its main building still stands and now houses our city hall and police department.

After the windmill industry departed, this complex became home to Dunbar Kapple, a firm that produced many high-profile products worldwide. One of Dunbar's classic creations was their "Flexible Fuel Lines," which were partially designed and made in what is now our City Council Chambers. This device is credited as being a key component in the first U.S. Space Capsule that landed on the Moon in 1969. It is mentioned in the book "First On The Moon" by the three U.S. astronauts who were on board. Another riverfront factory, located at Wilson Street and Island Avenue, was the Batavia Body Company, maker of truck bodies. Additionally, Shumway Foundry, along what is today Shumway Avenue, produced the molds for the Academy Award statues for 30 years. The Shumway family operated this highly praised business for over 100 years.

There were many other types of businesses and stores in our downtown, which I will recall in future columns, that produced numerous memorable moments to the delight of our residents.

In talking with the old-timers who fondly recalled downtown Batavia of the past, one true highlight was the January 11, 1958, front cover of The Saturday Evening Post Magazine. It featured a full-color painting of ice skaters showcasing their talents on what we now refer to as the Depot Pond. The ice pond depicted was the remaining area of the old second river channel north of Houston Street, where skating and boating were favorite activities from the 1940s through the early 1960s. The artist of this memorable scene from Batavia's past was John Falter, a recognized national artist who produced numerous paintings for the front cover of the weekly published Saturday Evening Post Magazine. Our much-beloved community historian, Bill Wood, was a proud owner of an original copy of the 1958 magazine featuring the Batavia skating scene. Upon his death, he directed me to retain his cherished magazine and make color copies available at no charge to anyone who stops by the Mayor's Office at the Government Center at Houston and Island Avenue.

The last few Christmas seasons, I've received numerous requests to take advantage of Bill Wood's desire to "spread the legacy of our town's history because it holds so much for us all to be proud about."

Looking forward to sharing more fascinating history in this column in the months ahead.

DEADLINE APPROACHING

Add your sidewalk to the 2025 Sidewalk Removal and Replacement Program

Each year the City of Batavia performs maintenance to repair its sidewalks. These repairs ensure pedestrian safety as well as reduce liability for property owners and the City.

The timeline for those repairs begins in the fall. Residents and businesses are asked to report sidewalk issues by Oct. 31. City staff then reviews these requests to determine if they qualify for repair and if so, repairs are typically scheduled for the following construction season.

Sidewalk repairs and replacement are completed by the city at no additional cost to residents and/or businesses.

To be considered for repair, sidewalks

must have one or more of the following conditions:

• Walks must be sunken or risen to a height difference of one inch or more between two sidewalk panels.

• The sidewalk panel is broken or separated into three or more pieces.

• 50 percent or more of the surface has deteriorated.

To report a sidewalk you believe is in

need of repair and meets one of the above criteria, call the Engineering Department at 630-454-2750. A city staff member will evaluate that sidewalk to determine if it qualifies for repair and leave a doorhanger letting you know if your concern qualifies for this program.

Household hazardous waste front door collection service available

The City of Batavia offers a household hazardous waste collection service to its residents. The city’s third-party provider, Clean Harbors Environmental Services, Inc. will provide front door collection of many items that should not be placed in the regular weekly refuse collection. Residents can schedule a front door pickup by calling Clean Harbors at 866466-5060 Monday through Friday from 8 a.m. to 4 p.m. If there is no answer, please leave a voicemail and your call will be returned. For details about the program, or to submit an online request, please visit bataviail.gov/hazardouswaste.

Each household will be allowed to use the program once each calendar year. The eligible areas include residences within the corporate boundaries of the City. Each collection is limited to 70 pounds or less. Residents are encouraged to combine items with neighbors to come as close to the maximum weight, as possible, because the City must pay a set fee whether the collection is one pound or 70 pounds.

Materials accepted include the following:

• Antifreeze and other automotive fluids

• Ballasts (non-PCB & PCB)

• Blacktop sealer - oil based

• Cleaning products

• Cooking Oil

• Fluorescent bulbs (tubes and CFLs)

• Gasoline & oil/gas mixtures

• HID (headlight bulbs)

• Hobby & photo chemicals

• Lawn chemicals

• Mercury containing devices (thermostats, etc.)

• Paint (Oil-based paints, stains, varnishes)

• Pool chemicals

• Pesticides, poisons, herbicides, insecticides

• Propane tanks

• Resins and adhesives, excluding aerosol products

• Solvents

Materials not accepted include the following:

• Household batteries (alkaline, lead acid and button cell)

• Motor oil

• Pharmaceuticals and medications

• Latex paint

• Tires

• Appliances

• All gas cylinders other than propane

• Biological or medical waste, including sharps

• Radioactive materials, including smoke detectors and carbon monoxide detectors

• Fireworks, explosives and ammunition

• Highly reactive materials requiring stabilization for transport

• DEA regulated chemicals

• Unknown and unlabeled materials

• Oxygen tanks and helium tanks

• Any materials generated by a business, including home businesses and farms

• Containers of any liquid waste over 5 gallons in volume

Do you have a fire sprinkler system?

Annual testing required

Fire sprinklers are complex systems designed to protect life and property from a fire. But the complexity of their mechanisms, as well as the fact that they are connected to the municipal water supply poses the risk of blackflow and thus the need for a properly functioning backflow prevention assembly system.

Backflow prevention includes the use of a valve to prevent contaminated water flowing into the municipal water supply in the event of dropped or failed water pressure. The backflow prevention valve can be installed in the fire sprinkler piping where there is risk of contaminated water in the sprinkler system flowing back into the municipal water supply should water pressure drop.

If the municipal drinking water supply were to be contaminated by backflow from a fire sprinkler system, it could endanger the health of those drinking from the water supply. For this reason, the City of Batavia requires the backflow be inspected and tested annually by a qualified professional who is certified in testing backflow devices.

Leaf collection begins in October

There are two leaf collection programs available to qualifying residents who pay the monthly leaf/brush fee on their utility bills:

CURBSIDE VACUUM COLLECTION

Curbside vacuum collection provides every resident with up to three collection opportunities, weather permitting.

Updates showing daily progress will be posted at bataviail.gov once the program is underway.

Dates may change due to the weather and volume of leaves put out for collection, although best efforts will be made to remain on schedule. Snow or freezing weather may significantly delay or permanently halt curbside leaf collection, since some of the equipment used to remove leaves is also used to handle deicing/snowplowing operations.

How the curbside vacuum collection program works:

Rake leaves to the parkway by 6 a.m. on the Monday of your scheduled week. Leaves will be collected rain or shine.

Crews will make one pass by every qualifying residence during each collection period. Leaves that are placed out after the collection crew has passed by may not be picked up for another two weeks until the next scheduled pickup date.

Leaves should be raked into piles no farther than 6 feet back from the curb. Raking leaves into a long windrow will expedite the process. Leaf piles should be in the parkway, as equipment cannot be used in alleys.

Leaves should not be raked into the street. This will obstruct the flow of storm water runoff during rain events and cause street flooding, as well as slippery streets.

Avoid placing leaves near obstacles such as parked vehicles, mailboxes, utility poles/ boxes, hydrants, trees, or signposts.

Avoid placing debris like sticks, bags, and plastic bottles in leaf piles, as this can cause injury to personnel, damage equipment, and cause delays. Foreign objects also contaminate the leaf material, which is taken to an agricultural site.

The program is intended to collect most leaves residents may have during the curbside vacuum collection program time frame. Residents are encouraged to use other options for leaves that drop after the

curbside vacuum collection program has finished for the season.

Various crews are working simultaneously during the program period. Trucks with large vacuum trailers are used for through streets, and a truck with a small trailer vacuum goes into areas where the larger equipment cannot navigate such as cul-desacs and dead ends.

Limbs/brush should be placed in a separate pile for collection and may not be combined with leaf piles. Limbs/brush should only be placed at the curb if there is a scheduled collection. The final citywide brush collection will be done the week of Nov. 27 for both sides of town.

Ornamental grasses, plants, and corn stalks should be disposed of as yard waste.

LEAF BAG COLLECTION PROGRAM

From Dec. 2-31, residents may place leaves in brown Kraft yard waste bags and put them out for collection on their scheduled refuse collection day without a sticker. The refuse collection company will collect yard waste bags (no cans) weekly until Dec. 31.

Only leaves may be placed in the yard waste bags. No grass or other yard waste can be mixed with the leaves. Please try to keep the yard waste bags as dry as possible.

ALTERNATE OPTIONS

• Use a mulching lawnmower and mulch leaves back into the lawn. This provides nutrients for the soil.

• Place leaves around plant beds and under trees and shrubs. This enhances the soil and provides insulation for the plants.

• Stickered yard waste bags/cans will be collected weekly on your scheduled refuse collection day through Nov.30.

Brush collection continues

Curbside residential brush collection is available to residents who pay the monthly leaf/brush fee on their utility bill. Please note that your collection week doesn’t occur the same week each month; there are seven collections per season. Brush/limbs are to be at the curb for collection no later than 7 a.m. the Monday of your scheduled week, but no sooner than the weekend before that. Crews will make only one pass by each residence. Brush placed out after crews have passed will not be collected until the next scheduled pickup date.

The amount of brush that has been placed out citywide in any given month dictates how quickly your area will be reached, but each side of town is typically completed by Friday of the scheduled week. The collections are for homeowner trimming and meant to handle most minor storm damage limbs that fall during the season; special collections are done very rarely. Major storms may affect the schedule, and a notice of any special brush collection will be posted on bataviail.gov. Brush/trimmings generated by a private service must be removed by that service and may not be put out for brush collection. If your brush was out at 7 a.m. on Monday of your scheduled collection week and not collected by the end of the workday on Friday, please notify the Public Properties & Services Division at 630-454-2400 no later than the following Monday.

The following procedures must be followed to ensure the collection of your brush:

• Maximum diameter is 6-inches, logs cannot be split; maximum length of limbs is 12-feet.

• Brush should be stacked into one large pile in the front/side parkway with cut ends facing the curb, and placed away from parkway trees, mailboxes, utility poles/boxes, hydrants, and parked vehicles. Brush will not be collected from alleys or vacant lots.

• Brush/limbs must not be tied, bundled, in containers, bagged, or put on the street.

• Brush pile should contain only brush. Foreign objects will not be collected.

• Program is for residentially generated brush only, not contractor tree removals or trimming.

• Brush left out on the parkway between collection dates is subject to a code violation citation.

For materials that do not meet the above specifications:

• Groot Industries will collect yard waste bags/32-gallon cans, not to exceed 50 pounds per bag/32-gallon can, consisting of twigs, evergreen clippings, roots, stumps, and plants on your regular trash collection day through Nov. 30. A refuse sticker should be attached to the yard waste bag or 32-gallon can. If a can is used, it should be clearly marked “Yard Waste” on the side facing the street.

• Residents with limbs/brush exceeding the requirements for the program can contact a private service to have it removed at the resident’s expense.

• Residents in unincorporated areas should contact their township offices regarding brush collection services that may be available to them.

REMINDER

What to do when your home has a sewer backup

If your residence experiences a sewer backup, please call the City of Batavia first at 630-454-2000. The problem might be in the city’s main line. By calling the city first, it could save you the price of hiring a private plumber. If the problem is in your own service line, the city can provide guidance in hiring a plumber. The city has emergency response personnel 24 hours a day.

Check your insurance policy to determine if you are covered for sanitary sewer backup and/or sump pump failure. Many homeowners’ policies do not cover sewer back-ups or water damage unless you have purchased a special provision for this purpose.

If you experience a sewer back-up, follow these guidelines for repairs and clean-up.

• Call your insurance company first to report any damage to your property or possessions.

• The City of Batavia’s insurance company will make a determination if the city is responsible for damages caused by a sewer backup.

Family favorite fall event has new date

Hop on a wagon ride through the park, decorate a pumpkin and fest on hot dogs and s’mores. The park district’s beloved S’mores & More event returns to West Main Community Park, this year on a Saturday to share the fun fall-themed event with more families.

Wagon rides through the park’s fall foliage start at noon and will run throughout the event. Families will also enjoy a creative fall craft, pumpkin decorating, bounce house and a make-your-ownscarecrow craft. A hot dog lunch and popcorn snack will be provided in addition to everyone’s favorite s’mores making for dessert.

“S’mores & More has grown so popular over the years that we wanted

to support its popularity by hosting the event on a Saturday,” said Elisha Sharp, Batavia Park District recreation supervisor.

“We’ve added a decorateyour-own-scarecrow craft, and are excited to see everyone’s creations. Each family is able to create one scarecrow by using old clothing and hats they bring from home.”

Each year, families continue to enjoy doing these fun fall activities with each other and look forward to the following year’s S’mores & More. “It’s a highly anticipated event that sells out fast, so be sure to get your tickets ASAP!” said Sharp.

Get your paddles ready! Pickleball players will have a new outdoor option when eight new pickleball courts open at West Main Community Park. A grand opening celebration on Oct. 5 will start with a ribbon cutting followed by the first official tournament on the new courts. Register for the tournament at bataviaparks.org.

CLARK ISLAND RECREATION AREA

Work is underway at Clark Island to offer the community more outdoor fitness options. New amenities for all ages include an outdoor fitness court and yoga studio, the Blackard Skate -n- Bike Park, pollinator garden and fishing outcrop. Follow along with construction at bataviaparks.org/clarkisland-recreation. The project is funded in part by an Open Space Acquisition and Development Grant and a National Fitness Campaign Grant.

The new Fitness Court provides a full body workout in only seven minutes with seven stations that work all parts of the body. It’s designed for adults of all ages, abilities and fitness levels. It will be free

Try a new workout with pop up fitness classes

September/October is a great time to give your shrubs a makeover. If it is too tall, too wide or shaggy, you can use some pruning techniques to improve the health of the shrubs. Remove up to one-third of the oldest, thickest stems down to ground level. This will help it to continue blooming year after year.

Shake up your fitness routine by trying a new workout with the park district’s energetic Adult Fitness pop-up classes. Choose your difficulty, from low impact to high intensity workouts. No matter your level of fitness, modifications are available in all classes to ensure the perfect workout for you. Participants must be 16 years of age or older. Tone Up and Move and Low Impact Fusion will be free to patrons enrolled in fall fitness or yoga classes. Cost of each class is $7 per person.

with Batavia After Dark Tours

This fall, when there’s a chill in the air that inspires ghostly tales, Batavia Depot Museum will get you in the mood with tales, tours and travel to historic sites.

Kids of all ages will love Night at the Museum as they explore the old depot by flashlight. They will check out nooks and crannies and find out whether the former station agent haunts the building. Do you dare explore the museum after dark?

Batavia’s previous residents helped build the city, and Cemetery Walks will pay homage to them with a respectful tour of West Side Cemetery. The stories of former Batavians will inspire, and the backdrop will add a somber seasonal setting for them.

The secrets of the city will be uncovered during the Mysterious Batavia tour. Learn who struck oil in downtown Batavia, the fate of Mayor Snow and the identity of Gopher Bird during this entertaining walking tour of the downtown. Who knew Batavia’ history was so spicy? This tour’s content is rated PG-13.

HOMECOMING 2024

Batavia High School’s Homecoming Week starts on Monday, Sept. 9, with community-oriented activities planned, including:

HOMECOMING PARADE: On Wednesday, Sept. 11, starting at 5 p.m., the annual Homecoming Parade will begin at the Wilson Street Entrance of Batavia High School, head east on Wilson to Lincoln, then head south on Lincoln to Main Street, then head west on Main Street to the Main Street Entrance to Batavia High School. (Please note that Wilson Street and Main Street, from Lincoln to BHS, will close at 4:40 p.m.)

The entire community is invited! If inclement weather occurs, the cancellation will be made one hour before the scheduled parade starts and posted on the BHS and district websites as well as social media accounts: X (formerly know as Twitter) and Facebook. Unfortunately, due to police regulations and logistics, the parade will not be rescheduled if weather cancellation occurs.

HOMECOMING GAME: On Friday, Sept. 13, the Batavia Bulldogs will take on the Lake Park Lancers at Bulldog Stadium. The varsity game will kick off at 7 p.m.

Free early childhood screenings are open to families in BPS101 boundaries

Early childhood screenings for children ages 33 months to 5 years are free to families living in Batavia Public School District 101.

Screenings will be 9 a.m. to 3 p.m. on the following dates during the 2024-25 academic year:

• Oct. 23

• Nov. 13

• Dec. 18

• Jan. 15

• Feb. 14

Developmental screenings are designed to aassess a child's development compared to typical peers of the same age and to help parents learn more about their child's skills. Screenings are completed in two phases. The first is a paper-based screening completed by a caregiver. The district uses a screening tool called Ages and Stages that examines the following areas:

• Communication

• Gross motor skills

• Fine motor skills

• Problem-solving

• Personal-social

The information is reviewed by the early childhood screening team. Following team review, an in-person screening is a follow-up for children whose screening information indicates an area of concern. In-person screenings are conducted by a team of BPS101 educators and specialists.

Appointments are required by calling 630-937-8002. Screenings will be conducted at Alice Gustafson Elementary School, 905 Carlisle Rd., Batavia.

Batavia Public School District 101

Each year a gift is awarded in loving memory of Mrs. Gertrude Petit, the mother of former students of the Batavia Music Program. This $1,000 scholarship has been designed in her honor to help a worthy graduating senior in the pursuit of higher education in the area of music education or music performance.

For 2024, the Gertrude Petit Scholarship has been awarded to Braden Foy, a graduating senior from Batavia High School who will attend Augustana College to study music education. An accomplished classical and jazz saxophonist, Braden has been a pillar of success in the Batavia Music Department. He shares, "The Batavia bands I took part in made me fall in love with music and with being part of a group that creates it." Since eighth grade, Braden has participated in various bands, including marching band, jazz band, jazz combos, wind symphony and pep band, even arranging some songs for the pep band. His leadership has been unparalleled in marching band, serving as drum major for two years and leading his own jazz combo. The Batavia High School music faculty and Batavia Music Buffs wish him the best as he continues his dream and passion of becoming a music educator.

Heart By Heart

Please join us for the second annual Eye on Aging event 4 to 7 p.m. on Tuesday, Sept. 10, at Lincoln Inn Banquets, 1345 Sw. Batavia Ave. The event focuses on planning a successful retirement and creating an intentional, healthy aging strategy. By visiting vendor booths, you can discover local resources, interact with experts, and gain valuable information to help you and your family age well.
