State honors area schools for academic success Locust Elementary in Marengo earns big accolade By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com MARENGO – District 165’s Locust Elementary School was the only school in McHenry County recently honored by the state for having its high-poverty student population achieve high academic success. The Marengo school was
one of only 105 schools across Illinois named to the Illinois State Board of Education’s Spotlight Schools list for 2012. The list is part of the state’s annual Honor Roll, which recognizes schools for various achievements. The Spotlight Schools needed to make adequate yearly progress and have at least 50 percent of the student population in poverty. “We really get it done in this district,” District 165 Superintendent Lea Damisch said. “I really have dedicated teachers, support staff and educational leaders in both
our schools that really focus on student learning.” The yearly progress metric is a federal benchmark that requires 85 percent of students to meet or exceed standards in core subjects such as math and reading. Damisch commended her staff and teachers for maintaining the school’s tradition of high academic achievement in the face of changing demographics around Marengo. The school qualified this year as a Spotlight School because it went over the 50 percent poverty threshold for the
first time. Locust Elementary has made adequately yearly progress for four consecutive years. The Illinois State Board of Education called the Spotlight School’s criteria rigorous, especially because schools have been facing more stringent federal achievement standards during the past five years. In 2008, the state honored 499 schools as Spotlight Schools. The 105 schools recently bestowed with the honor are the fewest since 2004. The state also recognized eight area schools for
academic excellence. More than 450 schools across the state received the honor for sustaining high academic achievement for at least three consecutive years. Glacier Ridge, Indian Prairie and South Elementary in Crystal Lake School District 47; Prairie Grove Elementary and Junior High in District 46; Fox River Grove Middle School in District 3; Lincoln Prairie Elementary in Carpentersville District 300; and Landmark Elementary in McHenry School District 15 all were Academic Excellence schools in McHenry County.

Huntley hospital plans accelerate Centegra wants to move $233 million project off Haligus and Reed roads By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com HUNTLEY – Village officials are eager to hear from Centegra Health System executives about why they want to move their $233 million hospital off the original location of Haligus and Reed roads in Huntley. The two sides meet later this week for the first planning meeting since a state board gave Centegra the green light last summer to build the five-story, 128-bed hospital in the growing area of Huntley. Centegra’s relocation decision is a minor one, since the hospital still will be built in the area of Haligus and Reed roads. The move would locate the hospital toward the middle of Centegra’s Health Bridge and ambulatory care mall, near Algonquin Road,
“It creates a stronger campus-type setting, sets the building farther away from existing residents, and it is intended to create a better experience for Centegra patients.” Dave Johnson, Huntley village manager a half mile south of the original intersection. But the village still has a stake in the planning for the new hospital, and officials want a clear understanding of any changes to designs, as Centegra accelerates planning in the coming months for a potential October groundbreaking. “This is the largest, single building project in the history of the village,” Village Manager Dave Johnson said. “So it’s important that the
lines of communication are clear from the beginning.” Village staff, trustees and Plan Commission members are looking forward to hearing the “rationale” behind the relocation of the hospital toward Centegra’s existing facilities in Huntley, Johnson said. Officials also want to discuss traffic patterns and parking inside what now is being called Huntley’s Centegra Health Campus. The village meets with Centegra inside Village Hall on Thurs-
day, after the heavy snowfall last week postponed the original meeting. Mike Eesley, Centegra’s chief executive officer; Susan Milford, senior vice president for strategy and development; and other executives are scheduled to address both the Village Board and Plan Commission. The $233 million project should create 1,100 permanent and 800 construction jobs. Centegra’s third hospital should be fully operational by winter 2016. The decision to move the facility away from Haligus and Reed roads also has created an opportunity for the Huntley Park District. The village and Centegra are in initial talks to have that space turned into soccer fields for the park district, district Executive Director
Thom Palmer said. Palmer said the district’s soccer field space around Tomaso Park and other areas have seen more demand in recent years, increasing the need for more space. As for the early design changes, Huntley’s top village administrator is fine with the hospital moving closer to Centegra’s existing buildings. “It creates a stronger campus-type setting, sets the building farther away from existing residents, and it is intended to create a better experience for Centegra patients,” Johnson said. Residents also will have a chance to give their opinions on the new hospital. Centegra and the village have planned informational meetings Feb. 19 and March 6 for residents interested in learning more about the project.
Design next for long-sought parkway Longmeadow to be east-west corridor in congested northern Kane County By JOSEPH BUSTOS jbustos@shawmedia.com A dream of a new eastwest corridor in northern Kane County is at least 18 months to two years away from being ready for bids on the work. This year, Kane County plans to spend $3.4 million for engineering and design of the proposed Longmeadow Parkway. Carl Schoedel, director of Kane County Division of Transportation, said he expects the design work to take 18 to 24 months. It’s then that the county would be able to
seek bids for the project. But bids won’t go out until 100 percent of funding for the project is identified, Schoedel said. The county wants to pay for part of the parkway with a toll bridge over the Fox River. Through tolls, both residents and nonresidents of the county would help pay for the road. Kane County also wants to look into federal funding for the project. “It’s a huge undertaking for a local government,” Schoedel said. “A project of this size is more typical for a state government undertaking.” About $9 million in federal money has been used for land acquisition for the project, according to an update fact sheet put out by the county. The county has about 60 percent of the land required for the $117 million

parkway, Schoedel said. Planners hope to build the road initially as two lanes, with hopes of widening it to four lanes as use of the parkway grows. The bridge would built so it could easily be widened to four lanes. “The important thing is to make the connection ... from west of Randall Road to Route 62,” Schoedel said. The project – about 5.6 miles of new road in the Algonquin-Lake in the HillsCarpentersville area from Route 62 to Huntley Road – is needed to relieve traffic congestion in northern Kane and
southern McHenry counties, where during rush hour it can take 50 minutes to travel a few miles on Routes 62, 72 and 31, according to the Kane transportation officials. The division of transportation estimates that more than 200,000 vehicles a day cross bridges over the Fox River from Elgin to Algonquin, according to its fact sheet. The parkway also would improve accessibility to businesses in Algonquin, Carpentersville, East Dundee and West Dundee and increase desirability to shop in the
downtown districts, officials said. Kane County estimates there would be $100 million growth in equalized assessed property values along the Longmeadow Parkway corridor and that the corridor could create 12,800 permanent jobs. Village boards of 10 area municipalities, including Algonquin, Carpentersville, East Dundee, West Dundee, Huntley, Hampshire, Lake in the Hills and Gilberts, have adopted resolutions supporting the bridge project. Relieving traffic congestion in the area has been a priority in recent years. The widening of Rakow Road was completed last year and work began on the Algonquin Western Bypass, along with the widening of Route 31 from the Virginia and Klasen roads intersection to Rakow Road.

Huntley HS grad Kelley adds X Games gold to growing resume By JEFF ARNOLD jarnold@shawmedia.com Kyle Kelley will look at an average railing that runs along a set of stairs and see nothing but possibilities. He envisions tricks like the Cab 270 frontboard tail grab that earned the 18-year-old Lake In The Hills resident a gold medal for the top trick in a team competition in late January’s Winter X Games in Aspen, Colo. For Kelley, an accomplishment he describes as “not super crazy, but along the lines of a big deal” is the latest step toward what the former Huntley High School student hopes leads to a professional snowboarding career. Kelley found acclaim at previous X Games competitions, when he finished second and third, and at last year’s Snowboard National Cham-
pionships, where he finished second in the Rail Jam event and 10th in the half pipe. “You can never stop being creative and once you throw that into a contest perspective, it makes it that much better because you’re not doing what everyone else is doing,” Kelley said in a phone interview Wednesday from Colorado. “You’re doing something that no one else did. It’s that creative aspect in my mind that deserves higher respect than the moves everyone else is doing.” Much of Kelley’s inspiration for tricks comes from watching snowboarding videos. He’ll see what other rail riders are doing and combine that with his skill set, resulting in tricks like his gold medal performance in Aspen, when he pulled off the feat the first time he ever attempted it. Kelley is comfortable in
more traditional snowboarding competitions, but gains more enjoyment on the rails, perfecting tricks he first picked up at Raging Buffalo Snowboard and Ski Park off Route 31 in Algonquin. While his trick repertoire may be a conglomeration of things he’s seen others do, rail riding allows Kelley to put his own spin on what he loves to do. Despite the extreme nature of her son’s chosen path, Sherri Kelley doesn’t worry about what could happen in a competitive environment in which 25-year-old Caleb Moore died after crashing his snowmobile following a backflip during a freestyle event at the X Games. “Kyle has always been very passionate about his snowboarding and so we’ve always wanted to support him any way we could,” she said Wednesday. “He’s been doing it since he was 5 and he’s al-
ways put 120 percent into it – it’s just what he loves to do.” That support carried over to Kelley’s decision to leave high school last year after his competition and training schedule in Colorado kept him away for up to a month at a time. Kelley now takes classes through the American School of Correspondence. On Saturday, Kelley will compete in the TransWorld Trans Am at Keystone, an event that sends the winner onto the finals next month in Park City, Utah. Later in the day, he’ll take part in a local Rail Jam competition in Evergreen, which pays the top finisher $500. In addition to competing, Kelley will spent much of his time this year on filming projects, working in more urban settings rather than limiting himself to Colorado’s park systems. Pulling off tricks
on big-city rails is an avenue many of his fellow snowboarders haven’t yet tapped into – again allowing the creative side to flourish. But it also allows Kelley to enjoy a snowboarding life he characterizes as freeing – one he doesn’t see changing anytime soon. “I’m away from everything — I’m surrounded by mountains and snow and a lot of good friends,” Kelley said. “I do have a lot of good friends back at home, but they’re all still in school – but when I come out here, I’ve got my group of friends and it’s basically waking up every morning, knowing we’re going to go snowboarding and knowing it’s going to be a fun day. “There’s really no stress involved with it. You go through your daily routine, you go snowboarding and then you do it all over the next day.”
