I want to be able to help this year’s freshmen and watch them grow into more mature young adults. I already have started building relationships with my group of freshmen and I am really excited for the rest of the school year. I have an amazing group of kids and they’ve already started to branch out and grow as high schoolers. One of my kids has become one of my best friends and without this role, I don’t know if that would have happened. Becoming a B.L.I.N.D. leader has not only improved my leadership skills, but has brought me many friendships and lasting memories and I am so excited for what this year has to bring.

What type of music do you listen to? I listen to all kinds of music, but I mostly listen to country. I love listening to artists like Zach Bryan and Noah Kahan.

What do you do in your free time?

In my free time, I like to spend time with my friends and family. I spend a lot of my time outside of school working, but when I’m not working, I’m almost always with my friends, whether it’s shopping or just driving around.

Ogle County Board quadruples application fee for solar and wind developers amid recent legal disputes

Cost previously varied from project to project with a maximum of $25,000; fixed cost now is $100,000

OREGON – The Ogle County Board on Jan. 21 unanimously approved an ordinance to increase the application fee for commercial solar and wind projects from a maximum of $25,000 to a fixed cost of $100,000.

The fee, which project developers pay to the county, is reviewed by the Ogle County Planning and Zoning Committee on a yearly basis. Its increase in 2025 is directed at the rising number of solar projects being brought to the county, which clashes with the board’s commitment to protect agriculture and landowner rights.

To get approval for a solar or wind project, developers check off two steps: the application for a special-use permit and a public hearing, Ogle County Planning and Zoning Administrator Mark Miller said in an interview with Shaw Local News Network.

The application fee is paid by developers as part of that process. Previously, the cost varied from project to project and was calculated as “equal to 2% of proposed commercial value, up to a maximum fee of $25,000,” according to the ordinance.

The fee now is fixed at $100,000 for all commercial solar and wind developers coming to Ogle County, according to the ordinance.

The money is put into an escrow account by the county and is used to “cover any costs that would take a hearing from start to finish” by the county, Miller said.

“This is very costly,” he said, in part because the county typically hires outside counsel because “the state’s attorney just doesn’t have time to dedicate to solar projects.”

The increased fee was recommended to the board by the Planning and Zoning Committee’s 8-1 vote at its Jan. 14 meeting.

“Due to the number of potential applications out there, we need to

increase our fees to be prepared for further litigation,” board member Dan Janes said, according to the Jan. 14 Planning and Zoning Committee meeting minutes. “It’s fine if you want to go to war, but make sure you’re armed with some ammunition.”

He referenced a recent lawsuit that was filed against the county by a commercial solar developer, Cenergy Power, after the board unanimously denied a special-use permit in April 2024 for its solar project in Haldane. The board voted against the project based on the property’s quality farmland.

In the lawsuit, the developer based its argument off an Illinois law, enacted in January 2023, that requires counties and municipalities to adopt statewide standards for utility-scale solar and wind facilities.

The developer also decreased the size of its site plan to avoid the higher-quality soils in the southeast corner of the property and resubmitted its plan.

The board approved the project at its Dec. 17, 2024, meeting by a 13-11 vote to avoid fighting the lawsuit, which could cost anywhere from $300,000 to $500,000, Ogle County State’s Attorney Mike Rock said at that meeting.

At the Jan. 14 committee meeting,

board member Ryan Reeverts said the increased fee needs to be justified because an Illinois public act requires that a county’s application fee must be “reasonable.”

According to the law, “a county may not require permit application fees for a commercial wind-energy facility or commercial solar-energy facility that are unreasonable. All application fees imposed by the county shall be consistent with fees for projects in the county with similar capital value and cost,” according to ilga.gov.

The Lee County Board updated its fee ordinance in January 2023 shortly after the new Illinois law was enacted, Lee County Zoning Administrator Alice Henkel said in an interview with Shaw Local. The application fee for commercial solar and wind projects in Lee County is $5,000 per megawatt up to a maximum of $100,000, which is used to cover the costs of a public hearing, according to the ordinance.

If those expenses are less than the charged fee, the remaining amount is refunded to developers, or if they exceed the charged fee, the developer is responsible for paying that amount to the county, according to the ordinance.

In Whiteside County, the application

fee for solar and wind developers, which went into effect Jan. 1, 2022, is $1,000 plus $10 for every adjacent property included in the site plan, Whiteside County Building and Zoning Administrator Suzan Stickle said in an interview with Shaw Local.

That fee covers any costs that would take the county through a hearing for the project, she said.

At the Ogle County committee meeting, Chairperson Pat Nordman said she felt the increase was needed and listed several examples of recent unexpected costs to the county related to solar projects.

Looking ahead, the county has a special-use permit for a solar project in Polo coming to the Zoning Board of Appeals for a public hearing at 6 p.m. Jan. 30 at the Old Ogle County Courthouse, 106 S. Fifth St. in Oregon.

Miller said he expects there to be another one coming in February and to have petitions for “four potential solar projects in the not-so-far future.”

The board approved three solar projects in 2023, all of which are not yet under construction. As of this month, there are five solar projects in some phase of the construction process in Ogle County, Miller said.

Rural Sterling fire victim identified, sheriff says

STERLING – A 32-year-old woman has been identified as the victim of a Jan. 19 fire in Harmon.

Christina M. Haugen died in the fire at 5500 Mill St. in Emerson, Whiteside County Sheriff John F. Booker announced Jan. 21 after an autopsy conducted earlier that day.

The two-story house caught fire about 3:15 p.m. Sunday, Jan. 19. Haugen, the home’s resident, was discovered about 2:30 p.m. Monday, Jan. 20, during a recovery mission conducted by the Sterling Fire Department, Illinois State Fire Marshal and Whiteside County Sheriff’s Office.

The cause of death and cause of the fire are still under investigation, Booker said.

“Our thoughts and prayers go to the family of Christina Haugen,” a Jan. 21 news release said.

On Jan. 19, Sterling and Rock Falls firefighters and CGH EMS were called to the scene of a reported structure fire with flames and smoke visible.

Mutual aid from surrounding departments including Morrison, Chadwick, Dixon Rural Fire and Polo was requested while units were en route, according to a news release from

the Sterling Fire Department.

Sterling firefighters arrived on scene within 10 minutes and found heavy smoke and fire conditions throughout the first floor of the structure. A second alarm was requested later, bringing a total of 16 departments to the scene, according to the release.

Fire crews made multiple attempts to search the interior of the structure but were forced to evacuate because of heavy fire conditions and a partial collapse of the ceiling on the first floor,

according to the release.

“This was one of the worst house fires I’ve seen in a long time,” Booker said. “A huge thank you to all the fire departments that responded to this. ... They did a fantastic job.”

Booker said weather played a role in the fire because of the extreme cold.

Firefighters ran into some problems “with a little bit of issues with the equipment, but nothing that hindered or caused any problems with them fighting the fire,” he said.

This was one of the worst house fires I’ve seen in a long time. ... The [fire departments] did a fantastic job.”

John F. Booker, Whiteside County sheriff

The 16 fire departments fought the blaze in freezing temperatures Jan. 19. Because Emerson does not have a municipal water supply, tankers from surrounding fire districts continually shuttled water to the scene where it then was emptied into portable pools that engines could draw from to battle the flames.

Because of the subzero windchill, a salt truck from Hopkins Township was called to the scene to spread salt after ice formed on Mill Street.

“Sterling Fire Department would like to say thank you to the responding fire departments who assisted with this fire,” a Jan. 21 news release said.

The investigation is being conducted by the Sterling Fire Department, Illinois State Fire Marshal, Whiteside County Sheriff’s Office and Whiteside County Coroner’s Office.

Such a letter legally allows the RBEA to strike five days after the letter has been received by the Labor Relations Board in Springfield. The sending of such a letter also stipulates that the disputing parties will continue to meet at reasonable times and confer in good faith so that an agreement may be reached without a strike.

State law prohibits area sheriffs from assisting ICE with mass deportations

DIXON – Sheriffs from across the Sauk Valley said state law forbids them from assisting with newly sworn-in President Donald Trump’s promise to “launch the largest deportation program in American history.”

In the months leading up to his inauguration Jan. 20, Trump said he would declare a national emergency and use military assets to make good on his campaign promise of the mass deportation of undocumented immigrants living in the U.S.

Ogle County Sheriff Brian VanVickle said state laws such as the Illinois Trust Act prohibit his office from assisting federal Immigration and Customs Enforcement with detainers or acting on immigration status without a judicial warrant.

“The Attorney General can charge a law enforcement officer with official misconduct and potentially decertify them for cooperating,” Van Vickle said. “As a law enforcement officer in Illinois, we can’t even ask individuals about

to foster trust between law enforcement and immigrant communities by limiting local and state law enforcements’ involvement in federal immigration enforcement. However, many law enforcement agencies feel the Trust Act leaves them in an impossible position by forcing them to choose between obeying federal immigration detainers or complying with state statute.

“I’m not going to do anything to get into trouble,” Whiteside County Sheriff John Booker said. “Illinois has in the past filed lawsuits against two Illinois sheriffs. I do not want to be number three.”

The Trust Act was amended in 2021 with the New Way Forward Act, which prohibits ICE from contracting with Illinois correctional facilities to hold detained immigrants.

money to supplement the sheriff’s office, which is no longer available to us, and is being taken out of state.”

Trump’s border czar Tom Homan has promised that Chicago will be “ground zero” for the mass deportations. But Gov. JB Pritzker has said that while “convicted violent criminals” should not be allowed in the state, he also “has an obligation to protect” migrants and asylum-seekers who come to his city.

In a news release issued Jan. 20, state Rep. Tony McCombie, R-Savanna, accused Pritzker of fearmongering.

their immigration status. That’s something that’s prohibited underneath the Trust Act.”

“We’ve housed inmates for the federal government in Ogle County since the mid-90s,” Van Vickle said. “However, upon implementation of that amendment, we had to stop housing all of our ICE inmates. Those people are still being housed. They’re just being housed in Wisconsin. Unfortunately, we used that

“Gov. Pritzker is once again misleading Illinoisans,” McCombie said in the release. “Current deportation efforts already prioritize removing illegal immigrants who have committed crimes. It’s disappointing to see Gov. Pritzker distort the truth to try to score political points. We all want to live in safe communities, free of crime, and enforcing the law against those who break it is common sense. Instead of fearmongering, let’s focus on solutions that protect law-abiding citizens and ensure justice is served.”

Type 2 diabetes and hypothyroidism, low thyroid conditions

Doctors and many laypeople are familiar with the term type 2 diabetes. What is not emphasized enough is the majority of type 2 diabetics produce enough insulin for their needs. However, their body is resistant to that need and therefore treatments are given in order to deal with the syndrome. Sometimes even more insulin is given while at other times medicine is given to overcome the insulin resistance the body has built up.

By the same token, Dr. Al Sears has addressed the term he calls type 2 hypothyroidism. In this condition, he proposed instead of the standard thyroid test, known as TSH or thyroid, stimulating hormone, that another test know as T#, or even reverse T3, be used. He feels that analogous to the diabetic situation, many people have

Changing

type 2 low thyroid. The symptoms vary for each sex, and, of course, overlap with other conditions.

For women, the most common symptoms are constipation, breast discharge, slowing to the heart rate, a hoarse voice, possibly irritability, infertility and a change in the menstrual cycle.

For men, it is common to have loss of muscle strength and reduced sex drive or erectile dysfunction with low testosterone, hair loss, osteoporosis and change in testicle size.

Other universal symptoms include fatigue, heart palpitations, depression, excess cold or sweating, itchy joints, brain fog and weight gain for no apparent reason.

Sears maintains the only blood test that gives a clue to this type of hypothyroidism is the elevated T3 levels in the bloodstream. This occurs because the problem with type 2 thyroid is that T3 hormones are unable to bind any of the receptors at the cell level.

Most of the time, though, a high T3 might be interpreted as a sign of the opposite condition called hyperthyroidism or overactive thyroid. The reality is the thyroid is fine. Rather, it is the receptors in the cells that can’t receive the thyroid hormone.

Sears proposes natural supplements for this condition rather than prescrip-

While Changing Lives

tion thyroid medication. He believes Korean ginseng reduces the level of the inactive T3 or reverse T3. He recommends 200 mg to 500 mg of Korean ginseng and notes specifically that it needs to be Korean ginseng and not any other.

Irish moss is another natural supplement that is high in the trace element iodine. This is essential to make the thyroid hormone. There are more than 98 minerals in Irish moss. Sears notes it can be bought online and if it already is dried needs to be soaked in water for a few hours. Otherwise, supplements of 1,200 mg two to three times a day is his recommendation.

To be clear, these ideas are not yet mainstream medicine. Nonetheless, like some of Sears’ other ideas, there may be some application.

SHAW LOCAL NEWS NETWORK contact@shawmedia.com

FULTON – The Windmill Volunteer Educators at the Windmill Cultural Center in Fulton invite the public to attend the next morning program of Wild Winter Wednesday on Feb. 5.

Dana Starkell grew up in Winnipeg, Manitoba, a city in Canada known for warm summers and long, cold winters. From an early age, his life was filled with adventures. Summer holidays included canoe trips, hiking, sand dune treks, rock climbing and lake swimming.

A year after completing high school, he undertook the two-year canoe trip his father had been planning since Starkell was 9 years old. They paddled through 13 countries from Winnipeg to Belem, Brazil. The story about their adventures became an international bestselling book, “Paddle to the Amazon,” and won them a Guinness World Record for longest canoe paddle.

Starkell now lives in the Quad Cities

with his wife, Stacey, and son David.

Doors open at 8:30 a.m. for coffee, hot cider and Mill treats. The free

program begins about 9:20 a.m. The building is disability accessible and open to the public.

If River Bend schools are delayed or canceled because of weather, Wild Winter Wednesday will be canceled.

BASKETBALL: MORRISON 54, MILLEDGEVILLE 24

Camryn Veltrop’s return helps Morrison win first game

Senior standout scores 24 points in return from injury

MORRISON – Morrison feels like it just got a fresh start.

After playing most of the season without its all-time leading scorer Camryn Veltrop, the Fillies’ standout made a triumphant return in a 54-24 NUIC South win over Milledgeville on Jan. 22.

Veltrop, last season’s Sauk Valley Media Girls Basketball Player of the Year, shattered the pinkie finger on her shooting hand during a game in the first week of the season in late November.

lies (1-21, 1-5 NUIC South) new hope.

“Just bringing a new energy. It’s like a new season now,” she said. “It just starts off something new and I think as a whole team we contributed.

“It was altogether a great game.”

Kaylee Pruis added 15 points for Morrison in the win.

Veltrop’s excitement to return to the court dulled any nerves she may have had. Her pinkie and ring finger were taped up for the game as a precaution.

The 6-foot-3 Veltrop had 12 points in the first quarter. She also affected the game on the glass and racked up a number of blocked shots through the three quarters she played.

Making her way back to the court after a successful recovery, she scored 20 of her 24 points in the first half en

route to Morrison earning its first win of the season.

Veltrop’s return helped give the Fil-

Morrison coach Todd Veltrop, Camryn’s dad, said it’s been a long season with some bumps in the road. Todd Veltrop, who is 6-9, is a 1991 Rock Falls graduate who was an All-American basketball player at Sauk Valley Community College in 1993 after playing two years at Northern Iowa.

Continued from page 14

Todd Veltrop swapped roles to start the season with assistant coach Kevin Kilker, who still is assisting the team and will take over the varsity next season, Todd Veltrop said.

“Our girls still play hard and it kind of all came together tonight,” Todd Veltrop said. “We put some things together that we kind of envisioned trying to play that way the whole year.”

The coach said Camryn’s presence on the court helps other players get open at times.

“A lot of times they’re double-teaming her, sometimes it’s triple-teaming her, so other people are going to have to step up,” Todd Veltrop said. “Tonight is what we’ve been looking for, and people stepped up.”

Camryn Veltrop said her injury happened when diving for the ball as she got her hand stuck underneath her. She did not think it was that bad when it happened.

“It didn’t look bad until the X-rays and then you could see all the different shattered pieces and it was sideways a little bit,” she said. “There were about 10 pieces shattered in there.”

Initially, it seemed as if she might miss the rest of her senior season. But the six-week recovery went smoothly.

She had surgery with two pins inserted in her pinkie and also had to wear a cast as she was recovering. She was fully cleared for practice Jan. 17 after two weeks of physical therapy.

During her recovery process, she

still tried to help the team as much as she could as a senior captain.

“As a team captain you still want to be a leader, always keep supporting your team no matter what. [And] be just as energetic on the bench as you are on the court,” she said. “Just keep supporting, keep the energy up even with the amount of losses that we had.

I’m proud of my team for still playing and pushing and keeping the energy up.”

Todd Veltrop said she also took on a bit of an assistant coach role while sidelined.

“We don’t have to say as much. She can kind of talk to them a little bit,” he said. “Now she sees it from a player perspective and kind of a coaching perspective.”

With their top scorer and leader back on the court, the Fillies have a new sense of optimism.

Last year, Camryn Veltrop broke her older sister Shelby’s scoring record and reached 1,443 points through three seasons. She averaged 21.8 points, 11.6 rebounds and 2.9 blocks last season as an Illinois Media Class 2A and IBCA All-State first-team selection.

With a healthy season, Veltrop was on pace to eclipse 2,000 points and 1,000 rebounds for her career. She entered the season 65 rebounds away from her sister’s career rebounding record.

Individual stats aside, she’s just grateful to be back on the court again with her team.

“It’s just great to be able to really play the sport that I have loved my whole life,” she said. “Especially my senior year, it’s a great feeling.”
