Woodhaven Lakes is a private, gated recreational camping resort located in the heart of North Central Illinois, just two hours west of Chicago. Our 1,756 acres of woodlands, lakes, and prairies offer a spectacular natural setting for relaxing with family and friends. Woodhaven boasts seven lakes for fishing; 15 miles of natural trails for hiking, cross-country skiing, and snowmobiling; and two pools and a beach for swimming. Our year-round recreation staff provides structured programs and services throughout the year. Wildlife is abundant at Woodhaven; it is very common to see deer frolicking throughout the seasons.

GOVERNING OF WOODHAVEN

The constitution as to the government of the Woodhaven Association is set forth in the Declaration of Covenants. The Association is governed by a Board of Directors elected from the membership and by the membership according to the corporate By-Laws

Rules and Regulations

Woodhaven Association has established a set of Rules and Regulations to protect all Property Owners’, their families’ and guest’s leisure time while on property at Woodhaven. The Policy Manual helps to provide clarification, interpretation, and direction to the Board, committees, and employees on the Rules and Regulations and By-Laws. Please see pages 34-35 for a list of highlighted rules.

The Woodhaven Association is an Illinois not-for-profit corporation established in 1971. Membership is comprised of owners of campsites at Woodhaven Lakes. Members pay annual dues to maintain common ground and facilities and to provide services, programs and events for Property Owners and their guests.

Because Woodhaven is a private facility, to become a member of the Association, a lot must be purchased within the camping resort. Fee simple title to Woodhaven property can be given by warranty deed or a similar instrument of property transfer. All members of the Association are Property Owners. We do not offer seasonal, weekly, or monthly rentals.

COST OF OWNERSHIP

Woodhaven Association Members pay an annual membership assessment to cover yearly operating costs including maintenance and upkeep of common grounds and facilities, and to provide services, programs and events. Annual assessments also help fund the Association’s reserve fund to provide for future amenities and capital projects. Membership assessments are billed annually for a fiscal year beginning April 1 and ending March 31 of the following year. Property Owners who choose to pay their assessments in full by March 31 of each year receive a discount. Assessments can also be paid in three installments: the first half is due by March 31 of each year, and the second half is split into two payments due May 31 and July 31. All membership assessments include water and sewer fees (if applicable).

Lot Costs

Prices of campsites at Woodhaven vary greatly based on location within the property, utilities, the extent of improvements, and amount of personal property included on the lot.

Electric Service & Costs

All Woodhaven properties have electric service provided, billed, and serviced by ComEd. Electric service is metered and costs are based on monthly usage.

Property Taxes

Individual properties at Woodhaven are taxed by Lee County. The tax amount on each property is based on several factors, including location within Woodhaven and the extent of improvements. For questions pertaining to your taxes, call the Lee County Treasurer’s Office at 815-288-4477. The county will mail tax bills to the provided address on the deed (which cannot be Woodhaven’s address); be sure to contact Lee County, in addition to the Association, in the event of an address change. Taxes must be paid to Lee County; the Association does not accept property tax payments.

PROPERTY USAGE & PASSES

Property Usage

Woodhaven property is limited to recreational use only as dictated by Woodhaven’s Declaration of Covenants, and therefore cannot be used as a primary residence.

Woodhaven is open 7 days per week, 365 days per year. Property Owners and their guests can access and enjoy their property year-round, every day of the year. However, because we are zoned as “special use,” there is a limit to the number of overnight stays per calendar year. This restriction is set at 200 overnight stays, regardless of number of lots owned, per our Covenants and Restrictions.

Access to Woodhaven is through a 24-hour staffed security gate. Each property is allotted four membership passes. One pass is needed per vehicle to access the property. Passes are scanned at the access reader at the gate to enter property – no access is allowed without a pass.

Woodhaven does not offer seasonal, weekly or monthly rentals. In order to use the numerous amenities and services of Woodhaven you must be a Property Owner, guest of a Property Owner, or a Coast-to-Coast member.

GUEST PASSES

Passes

Each individual property is allotted 4 passes, lettered A, B, C, D; no property may have more than 4 active passes. Passes are not datedefined and are used season to season; do not discard your passes. Passes are the responsibility of the Owner; when needing a pass replaced, the Owner of Record will need to arrange replacement with the Association Office. A lost pass needing to be replaced on-the-spot is $50; a lost pass to be mailed to the Owner is $10. A damaged/outworn pass may be replaced for $10, if the pass is surrendered at the time of replacement.

A few tips to extend the life of your passes:

• Keep passes in a safe place when not in use

• Do not leave passes in the car, in direct sunlight, or in extreme heat

• Do not cut, bend, or punch holes in your pass

Passes may be left at the main gate for your guests to access.

Owners needing additional passes may purchase date-defined guest passes at the gate. Cost of a guest pass is $40 and is valid for 4 days and 3 nights; once issued, passes are the responsibility of the guest and are non-refundable. Guest pass purchases are limited to 2 on summer holidays and Main Event Weekend. The Owner of Record must purchase or authorize the purchase of a guest pass.

Lakes

We are committed to preserving the ecological health of our lake system. Only rowboats, canoes, paddleboats, and sailboats are allowed on our lakes. We do not allow the use of gasoline-powered motors on any of the lakes. Electric trolling motors may be used on all lakes.

All motorized watercraft used on the lakes must be registered with the State of Illinois Department of Natural Resources. Registration forms may be acquired from any boat dealer or online at the Department of Natural Resources website. Pontoon boats used on the lakes are not allowed to exceed 16 feet total length. All watercraft are required to display the owner’s section/lot numbers on the outside. Use of gas powered motors by Property Owners and guests is prohibited on the lakes.

Fishing

The main species of fish caught are largemouth bass, bluegill, and channel catfish. In addition, populations of walleye, redear sunfish, black crappie, green sunfish, bullhead, and carp exist. Each fall, rainbow trout are stocked in Pine, Bluegill, and Hidden

Lakes for fall, winter, and spring fishing. Please adhere to current catch limits, which are posted at each lake. During the spring, summer, and early fall, the Bait Shop on property is open with live bait, tackle, gear, and licenses available. Outside of the typical season, a 24-hour bait machine is available.

• A valid Illinois fishing license is required

• The use of minnows as bait is prohibited

• Harvesting of turtles is prohibited

• Fishermen are restricted to 2 poles and lines in the water at a time only

• No unattended fishing devices allowed at any time on any of the lakes

• No trotline or jug fishing on any of the lakes

Woodhaven has numerous facilities for use by Property Owners of all ages. Most of these facilities and services are provided at no charge. They are covered by your annual assessment fees. These facilities include:

Programs

In addition to Woodhaven’s recreational facilities, numerous specialty programs are provided year-round by the Recreation Department.

• Day Camp – Structured for children ages 6-12, with games, crafts, and swimming. Offered three days a week for 8 weeks between June and August.

• Theme Weekends - Throughout the summer most weekends are given themes with activities programmed to follow that theme. Appropriate activities are also programmed around special holiday weekends with a yearly theme and accompanying “main event” weekend.

• Sports Tournaments – Tournaments are typically scheduled on holiday weekends and may include bean bags, shuffleboard, horseshoes, fishing, disc golf, and more!

• Water Fitness – Water Fitness involves exercising in the water using various devices for buoyancy and resistance. Water Fitness is available 6 days a week at Pool 1. Water Fitness may be self-guided or led by volunteers.

• Arts & Crafts – All arts and crafts sessions involve a small fee and take place seven days a week throughout the summer months.

• Open Air Markets – Various vendors show their wares during Woodhaven’s Open Air Markets. The Open Air Markets are scheduled on special weekends throughout the summer months and offer a variety of both craft market and flea market items.

• Movies – Family oriented movies are scheduled on weekends at dusk at the Amphitheater.

• Golf Discounts – Golf discounts are available at Shady Oaks Country Club (located offsite, adjacent to Woodhaven) for Property Owners. Discounts can be used on either 9 holes or 18 holes; your Property Owner pass must be presented to receive the discount.

Depts & Subsidiaries

Woodhaven Lakes has nearly 75 year-round full-time employees and approximately 125 seasonal employees to meet the needs of Property Owners. Below is a list of Association departments and their functions.

Administration

The administrative staff are responsible for Property Owner customer service at the Association Office. Services provided for Owners include: taking payments, collecting/changing Owner information, pass replacement, guest lot reservations, copies/faxing, package pick up, mail drop off, maintenance/utility requests, and facility

reservations. The Administration Office is also the information hub; you can find all Association publications (Woodhaven News, Leisure Times, etc), forms, maps, contractor lists, local pamphlets, governing documents, and departmental information. The Administration staff also includes the Collections, Finance, Marketing, and IT Departments.

ESAC (Environmental Standards & Controls)

The ESAC Department is charged with enforcing the Rules and Regulations governing campsite improvements. The ESAC staff is housed in the Association Office and their main services include construction permits, lot inspections, and maintaining contractor and vendor lists.

Maintenance, Resources, Janitorial

The Maintenance, Resource, and Janitorial Departments provide general maintenance and cleaning duties for Woodhaven’s common grounds, lakes, facilities, comfort stations, and roads. The Resource Department also provides brush and leaf pickup for Property Owners on a scheduled basis.

Nature Center

The staff at the Nature Center can answer questions concerning the trail systems, landscaping, and forestry. The Nature Center features many displays and dioramas reflecting the natural flora and fauna of the areas both inside and near Woodhaven Lakes. Many activities and programs are planned and run by Nature Center staff through the summer months

Public Safety

The Public Safety Department is available 24 hours a day, seven days a week. Public Safety operates and monitors Woodhaven’s main gate entrance, enforces the Rules and Regulations, does routine patrol of the property, first aid, and all other general safety services. Public Safety Officers may issue citations to Property Owners, their families, and guests in accordance with Woodhaven’s Rules and Regulations.

Recreation

The full-time Recreation staff provides a yearround schedule of programmed activities, events, tournaments, live music, and crafts, complimented by many amenities offered to Property Owners. The Recreation Department plans a yearly theme with many of the events and weekends planned around that theme.

Subsidiaries

The Woodhaven Association is comprised of two wholly-owned, for-profit subsidiary corporations – Woody, Inc. and Woodhaven Lakes Realty, Inc.

Woody Inc

Woody, Inc. provides various goods and services for the convenience of Woodhaven Property Owners while also helping to reduce the operating costs for the Association. Woody’s Service Center and Woody’s General Store compose Woody, Inc. Woody’s Service Center is a year-round hardware store/gas station with LP services with public access. Woody’s General Store is a grocery store including restaurant, deli, and catering services, with a laundromat attached.

Realty

Woodhaven Lakes Realty, Inc. provides full service real estate services for Property Owners while promoting the sale of campsites and preserving the Woodhaven Association’s source of assessment income by attracting prospective campsite owners to Woodhaven Lakes. These services include brokerage, listing, and sales of Woodhaven properties, as well as residential properties.

Committees & Clubs

Standing Committees

The Association has several standing committees who make recommendations to the Board of Directors for consideration. Each committee has a designated purpose and responsibilities to the Membership. All standing committees are comprised of Property Owners, a staff liaison, and a Board liaison or chairperson. Ad Hoc Committees may also be established in accordance to the Policy Manual, when deemed necessary.

COMMUNICATIONS COMMITTEE

The focus of the Communications Committee is to keep lines of communication between the Board of Directors and the Membership, as well as general communications to the Membership. The principal areas of interest are membership publications (Woodhaven News and Leisure Times), the Speak-Up Sheet program, the Association’s social media sites, reports from section meetings, and other means of direct communication with members.

FACILITIES PLANNING COMMITTEE

The mission of the Facilities Planning Committee is to develop and recommend projects that pertain to the preservation of the physical facilities and amenities of the Association and its natural resources. The principal areas of interest are buildings, grounds, roads, lakes, trees, recreation facilities, and common areas.

FINANCE COMMITTEE

The mission of the Finance Committee is to keep the Board of Directors informed of the financial condition of the Association and its subsidiaries; and make policy and procedural recommendations that pertain to financial matters. The principal areas of interest are financial reporting, budgeting, cash management, collections, insurance, investments, and sources of funds.

ESAC BOARD OF REVIEW & PUBLIC SAFETY BOARD OF REVIEW

The ESAC Board of Review and Public

Safety Board of Review receive authority from Woodhaven’s Rules and Regulations. The purpose of the Board of Review is to conduct hearings for any person who wishes to contest the issuance of a citation under Article VI, Rules and Regulations.

Additional Committees

• Environmental Committee – a Board appointed, decision-making committee receiving authority from the Declaration of Covenants

• Audit Committee – members consist of executive management, Board President, and Board Treasurer; meets annually following completion of the Association’s (including subsidiaries) audit by a thirdparty accounting firm

• Section Representative Committee – this committee is not of the Association or Board, but a Property Owner committee providing communications between section members and the Board, with its own set of By-Laws

Clubs

GOODTIMERS CLUB

The GoodTimers Club meets from June to August on Mondays at the Rec Plex MultiPurpose Room. Anyone 21 years or older may join. The GoodTimers Club is for adults who enjoy “Good Times” such as games, dinners, plays, and short trips. Feel free to join them any Monday!

PHOTOGRAPHY CLUB

The Woodhaven Photography Club is for any and all Owners interested in photography. This club utilizes Facebook for sharing photos and taking part in monthly challenges. Find them on Facebook by searching “Woodhaven Lakes Photography Club.”

COOKING WITH WOODHAVEN LAKES

Cooking with Woodhaven Lakes is a group for Owners who enjoy cooking and sharing recipes and meals. This club utilizes Facebook and holds in-person events on property. Check out their Facebook page for more information by searching “Cooking with Woodhaven Lakes” on Facebook.

GENERAL RULE HIGHLIGHTS

A full set of rules is available on our website (About> Membership) or at the Association Office. These are a few highlights of the rules for quick reference for you and your guests.

• Quiet Hours are midnight-7 a.m. daily

• Speed limit is 20mph and strictly enforced

• Pets must be on a leash at all times, even on your lot

• Campfires must be attended at all times; keep a water source readily available

• When walking on the roads, walk against traffic (left side); when biking on the roads, ride with traffic (right side)

• When considering a project on your lot be sure to contact ESAC first, you likely need a permit

The bait shop has a small-town atmosphere with a big city selection. We are a one stop shop. While you’re here grabbing supplies to fish don’t forget your fishing license as we offer that right at the checkout counter. The bait shop offers a variety of products including:

LIVE BAIT: nightcrawlers, red worms, wax worms, etc.

FISHING POLES: Zebco, Quantum, Berkley, etc.

TACKLE: hooks, bobbers, spinners, sinkers, plus a plethora of other options, you’re bound to find what you’re looking for.

Other items the bait shop offers as well is tackle boxes, fish measuring rulers, filet knives and don’t forget some snacks while fishing as well.

• Fireworks are not allowed

• Owners/guests cannot receive regular mail to the Association address.

• Packages CAN be received but must adhere to the PACKAGE POLICY

• Many items are not allowed in our dumpsters. Some restricted items can be disposed of at the Maintenance compound. See following pages for details.

• There is a structured schedule for leaf/ brush pick up. Leaves may be burned only if within a fire pit. See following pages for details.

• Motorized vehicles allowed on the roadways are restricted to those licensable in the State of Illinois and Class I E-bikes only.

The Rec Plex

Create a float with any combination of ice cream and Coke products you can dream of. Eighteen different flavors of Ashbury’s hard dip ice cream, plus chocolate and vanilla soft serve and non-dairy Dole Whip favorites.

Equipment Check-Out – Exchange your Property Owner pass for your choice of equipment for all kinds of fun including shuffleboard, horseshoes, pickleball, basketball, and so much more!

We have many arcade games, an Art and Craft Center, and even an entire 18 hole Adventure Mini Golf course!

Refuse Disposal

The Association has several locations for refuse disposal: garbage dumpsters at each Comfort Station, recycling containers at the Nature Center, Section 17 Comfort Station, and the Maintenance Shop, as well as a Restricted Materials Compound at the Maintenance Shop. Please make sure to note the details regarding what is or is not accepted at the regular dumpsters, what is allowed to be placed at the Restricted Materials Compound only, and the limits and costs of those materials. Restricted Materials items with an associated cost must be paid at the Association Office prior to being dropped at the Restricted Materials Compound.

Restricted Materials Compound:

The Restricted Materials Compound is located at the Maintenance Building in Section 9. Property Owners will need to use their Property Owner Pass to access the compound, following the instructional signage. Any items noted with a cost below should be paid at the Association Office before they are taken to the compound.

MATERIALS ACCEPTED:

Appliances (white goods): Refrigerators, freezers, ranges, water heaters, air conditioners, and humidifiers; 1 per lot

Electronics: laptops/monitors/keyboards; 3 per lot, $5 per item

TVs: 1 per lot, $25

Microwaves: 1 per lot, $5

Propane Tanks: 20 pound cylinders only; 1 per lot

Concrete: We will accept a wheelbarrowsized load or smaller

Furniture: We will accept all furniture unless it is determined to be a health hazard; 3 per lot

Metals: Large; 1 per lot | Small; 5 per lot

Large – lawn mowers, grills, swing sets, patio sets

Small – lawn chairs, lawn ornaments, bird feeders

Construction/Demolition Debris: we will only accept small amounts, for example, a wheelbarrow-sized load; limit 1 load per lot, or bring extra loads at a cost of $5.00 per wheelbarrow load. The material must be clean, no nails, spikes, staples, etc. Property Owners are required to obtain their own container from a waste hauler for construction or demolition projects generating larger amounts of debris.

Pools and the Beach open for the season on Saturday of Memorial Day Weekend. End of Season hours begin mid-August and full closure of facilities takes place in September, depending on weather.

Facility Hours vary by day, weekend, holidays, and special events. To find the most accurate and up-to-date hours for each facility, access the Facility Hours Calendar on the app or on the website under the “About” tab.

Our Outdoor Weather Siren is tested at 10 a.m. on the first Tuesday of every month throughout the season.

As part of our mosquito control program, pelleted larvicide is dropped in low-lying areas on property 2-3 times per year via helicopter.

The Association has a Memorial Tree Program where Owners can purchase a tree and plaque to memorialize a loved one at Woodhaven. Call the Association Office for details.

Got a question, comment, concern, or suggestion? Submit a Speak Up Sheet! Owners can access the form digitally on the app, or in print at all facilities. Speak Up Sheets are filtered to the correct department and the Board for review and response (if requested).

The Resource Department uses spray paint to mark trees that are to be removed. A white “O” indicates an approved tree permit; orange markings indicate a hazard tree; blue markings indicate oak wilt. Call the Association Office with any questions.

Owners are allowed 2 yard sale permits per year, on non-holiday/event weekends.

Mini golf cost is $4 for kids, and $5 for adults. The mini golf course is located at the Rec Plex.

Watercraft rentals are $5 for ½ hour and $8 for a full hour. Watercraft rentals are available at the Family Center/Beach.

Open Air Markets are held every holiday/ event weekend:

• Spring Fling Weekend

• Memorial Day Weekend

• Independence Day Weekend

• Main Event Weekend (Sunday)

• Labor Day Weekend

• Fall Fest Weekend.

Registration for vendor booth spaces begins in February and fills up very quickly.

SNOW AND ICE CONTROL PROCEDURES

• The decision to plow snow and/or apply ice control materials to Woodhaven’s roads will be made by Maintenance Department personnel and will be based on a variety of factors including: forecasted depth of snow and temperatures, time of day, and scheduled activities and events.

• When blinding conditions exist, all equipment will be pulled off the roads until it is safe to operate.

• Woodhaven Drive East and West, Greenbriar Trail, Mayfair Trail and Cranhurst Trail are priority roads. These roads are plowed and/or spread with chips in their entirety first. Secondary roads and cul-de-sacs are plowed only after the priority roads are tended.

• Specific problem areas will be handled as soon as possible after the Maintenance Department has been notified. Emergencies should be directed to the Main Gate by calling 815-849-5915.

• Property Owners are required to remove vehicles completely from the road at all times during the snow removal process. Citations will be issued to violators.

• Plows may make several passes in order to widen the roads. “Windrows” are unavoidable.

• Plows will not be lifted at the entrance to individual driveways.

• Maintenance personnel are prohibited from plowing private driveways; clearance of driveway entrances is the responsibility of the Campsite owner.

• Association personnel are prohibited from using Woodhaven vehicles for the purpose of pulling or towing owners or guest’s vehicles.
