Public denounces proposed Glen Ellyn single-use bag fee By EVAN SHIELDS eshields@shawmedia.com GLEN ELLYN – Members of the public expressed displeasure Tuesday regarding a proposed ordinance that would place a 5-cent fee on single-use bags used by retailers. The draft of the ordinance was created by the village’s Environmental Commission and approved at its Jan. 20 meeting. The fee could only be used by a business or charitable organization and would not be available to restaurants or market vendors. It would not be allowed for bags for fruit, vegetables, nuts, frozen food, meat, flowers or unwrapped bakery goods, among other items. Commission Chairman Adam Kreuzer said the idea was brought to the group by Village President Alex Demos after elementary school students asked if there was anything the village could do about the use of plastic bags. “We’re going to try to address the most important issue, which is how do we decrease the indiscriminate use of single-use bags,” Kreuzer said. Commissioner David Short said

That decision would have been “heavy handed,” he said. “It’s actually just a subtle reminder to the consumer to whether or not they need this bag,” Short said. Kreuzer, Short and Commissioner John Zelasco hosted a public information session Tuesday to gain feedback on the proposed ordinance. The response from the 25 attendees was generally negative. Several said the proposal is essentially a new tax for anyone who uses a bag. Kreuzer disagreed. “This is not a tax,” he said. “The vil-

She said she would rather not charge customers the extra fee. “We’re working really hard to make Glen Ellyn a destination point,” she said. “So if a customer comes in from Naperville or Downers Grove … and we throw this nickel at them, they’re not coming back.” Moore added that getting rid of her bags, which bear her logo and store information, would be devastating for business. “This is my marketing,” she said. “This is huge.” Glen Ellyn Chamber of Commerce Executive Director Mike Formento said it is “ludicrous” to charge consumers a fee. “This is not something retailers are going to try and pass on to consumers,” he said. Formento and several other residents said it would not be right for the government to impose a fee on businesses. Glen Ellyn resident Colleen Foley echoed those statements, adding rather than being penalized for using single-use bags, people should be rewarded for bringing their own. “I have difficulty with this coming from the government,” she said. “I think maybe incentives are a better approach.” Heming-Littwin also said an affluent town like Glen Ellyn may not be phased by a 5-cent fee, which could result in the fine being raised in the future. Resident Andrea Katzenstein said she disagreed with the fee and that this program would take up government resources that could be used elsewhere – such as plowing her street.

GLEN ELLYN – Crews and residents dug out this week after one of the largest snowstorms Glen Ellyn has seen. Snow began falling Saturday evening and continued through late Sunday night. Ricky Castro, a meteorologist with the National Weather Service in Chicago, said the snowfall totals for DuPage County surpassed 1 foot. “Some of the high amounts we’re seeing over the two days is 15 to 19 inches,” he said. Winfield had the highest recorded snow in the county at 19.2 inches. Castro said the snow is a result of an “unseasonably high amount of moisture” being carried from the tropics of the Pacific Ocean. That, combined with the fact the system was slow moving and the weather was cold enough, resulted in the large snowfall. According to the weather service, Chicago O’Hare International Airport had 19.3 inches of snow, which set the record for the snowiest day in February. That ranks as the fifth-largest snowstorm in Chicago’s history. Julius Hansen, public works director for the village of Glen El-
lyn, said as of Wednesday morning, crews had put down about 175 tons of salt since Saturday night. Initially, the village laid out 100 tons to deal with the immediate impact of Sunday’s large snowfall. Crews worked on the main roads first and followed up on side streets Monday. “It took 100 tons just to do the areas we felt were priorities,” he said. For a typical storm, Hansen said the village could use 50 tons of salt and cover every road. From Saturday night to Monday night, crews moved 375 semitrailers full of snow from downtown to Ackerman Park. That equates to about 10,000 cubic yards of snow being taken from the village’s parking lots, streets and sidewalks. The biggest issue for crews was the heavy snow and high winds, and Hansen said it was “definitely a difficult storm.” Glen Ellyn Police Department Deputy Chief Bill Holmer said Monday there were no significant incidents or major accidents that occurred as a result of the storm. eshields@shawmedia.com GLEN ELLYN – The College of DuPage Board of Trustees’ recent decision to grant school President Robert Breuder $762,000 in severance has caused public outcry and legislative action in DuPage County and across Illinois. An estimated 400 members of the public attended a special board meeting Jan. 28 to air their grievances about the buyout. The board voted – for the second time – to approve the severance for Breuder’s retirement. Trustees voted 6-1 in favor of the buyout, with Vice Chairwoman Kathy Hamilton as the lone dissenter. The Jan. 28 meeting was the board’s second in less than a week to discuss the retirement package and was called to clarify a procedural motion regarding whether the board should have formally closed debate before voting on the severance during the first meeting Jan. 22. In the end, the vote remained the same, with trustees approving an addendum to Breuder’s contract allowing him to retire March 31, 2016 – three years earlier than anticipated.

About 400 people attend the College of DuPage Board of Trustees special meeting Jan. 28 to discuss President Robert Breuder’s $762,000 retirement buyout. In addition, Breuder will receive a $762,867.77 lump-sum payment, according to the board-approved contract provisions. The college also will name its new Homeland Security Education Center after him. Trustees indicated their hands were tied on the buyout because of how pre-
vious boards had structured Breuder’s contract. “In an ideal world, we wouldn’t have severance packages,” Trustee Kim Savage said. “But we do have a contract that, if we end the contract, we owe him the balance of the contract.”

GW alumni create company featuring healthy protein bars By EVAN SHIELDS eshields@shawmedia.com GLEN ELLYN – Four Glenbard West High School alumni are doing their part to provide healthy options after founding RxBar, a company that produces protein bars. Sam McBride, Jared Smith, Peter Rahal and Jessie Stewart, all grew up in Glen Ellyn, work for the company. The product began as the brainchild of Rahal and Smith in April 2013. The idea was to create a healthy snack that wasn’t made in the same manner as typical snacks. McBride said RxBars are made with 100 percent real food, including egg white protein, nuts and figs. Other protein bars that are mass produced contain gluten, added sugars, artificial sweeteners, artificial ingredients and preservatives. He likened it to going to the grocery store to get a steak: Buyers don’t want to pick out a bad steak. They want the one that tastes the best and has the highest quality. “Just because something has a wrapper on it, doesn’t mean you shouldn’t treat it like a steak,” McBride said.

Two Glen Ellyn men have been charged in a Carol Stream armed robbery after admitting involvement in the crime, along with other incidents, according to a news release from the Carol Stream Police Department. Johnny L. Holmes, 23, and Quincy J. Skanes, 21, are charged with Johnny L. one count of armed rob- Holmes bery each, the release stated. The pair are being held at DuPage County Jail. Bail has been set at $500,000 for Holmes and $750,000 for Skanes. Carol Stream officers responded the evening of Jan. 26 to a store in the 800 block of East Geneva Road after a man with a pistol took money and fled on foot, according to the release. The
name of the store is not being disclosed because of an ongoing investigation, said Cmdr. Tom Miller. A description of the man provided by the store’s clerk was given to area law enforcement, leading Glen Ellyn officers to contact Carol Stream police when they stopped Holmes, whom matched the description, in the 300 block of Alder Lane. The clerk then identified Quincy J. Holmes as the man who Skanes held him up. Skanes was determined Jan. 27 to be the alleged getaway driver, the release stated. Both men confessed to the robbery and said they were involved in similar incidents in recent months in other jurisdictions, according to the release. Investigation into those cases will continue.
SUBURBAN LIFE MEDIA Police believe a college student from Glen Ellyn who was seriously injured after a fall while studying abroad in Rome could have been the victim of a robbery, campus officials stated in an email. University of Iowa officials disclosed last month that 20-year-old Andrew Mogni had been injured in a fall Jan. 14. According to an email from an associate director of the University of Iowa study abroad program, police in Rome believe Mogni may have been robbed either before or after the fall. The incident is under investigation,

Winter weather in Glen Ellyn is often variable and this season has been no different. On colder days, it often seems like the only option is to curl up indoors and read a good book. While that’s definitely a worthwhile pursuit, there are still plenty of things to do outdoors as long as you know what to wear to keep warm and how to protect yourself and your family from the relativeCOMMUNITY ly harsh conditions. We’re lucky to have plenty of snow during the winter, turning our parks into beautiful snowy landscapes, with plenty of places for children to run and jump and leap. It’s important to keep warm, so make sure you have a base layer (for moisture management), an insulating layer (to retain heat), and a breathable, waterproof outer layer to protect you from the elements. Hats, boots and gloves are especially important, as is bringing along water to keep hydrated and avoid hypothermia. Consider wearing two pairs of socks, a thin sock next to your skin and a thicker sock to go over it. Two key winter accessories we often forget are sunscreen and sunglasses. It’s just as essential to protect yourself from UV rays in the winter as in the summer. Your eyes can be especially vulnerable to the reflections of the sun off of snow. Are you ready to explore? Consider joining the Park District for a free guided nature walk, Winter Family Night Hike, Preschool Nature Outing or Winter Trek for Tracks. Don’t forget to head to Lake Ellyn Park for an afternoon of frosty family fun at Arctic Blast on Feb. 22 (free to attend). There’s also ice skating and sledding to enjoy (weather-permitting) or head to the Spring Avenue Dog Park with your furry friend. Research shows participation in outdoor activities has many benefits including increased happiness and improved health. Grab a lunch or snack at one of our many area restaurants, your binoculars or camera and pick a park or playground to explore! Cold temperatures shouldn’t mean you’re stuck indoors during our beautiful winter season. With the right clothes, you can take part in all of the great winter activities in our parks.

In a state with budgets in disarray, with the biggest pension crisis in the nation, with one governor in prison for corruption and another just recently released, it’s pretty tough to stomach Robert Breuder’s $760,000 payoff to retire early as College of DuPage president. At $142 per credit hour, a full-time student at College of DuPage taking 15 credit hours of classes can expect to pay $6,390 in tuition and fees alone. So Breuder’s windfall could pay for 118 students to go to school for a year, tuition free. Beyond the money itself, there’s the problem of what it represents. With this deal, which the College of DuPage trustees have approved twice now, Breuder gets to walk away from this job proud of all his achievements, convinced his tenure was a magnificent success, marred only by some meaningless unpleasantness at the very end. Oh, and he gets a building named after him. But what we don’t know is how many of those achievements and grand successes are empty. Breuder’s surprise retirement has come on the heels of the release of an email that showed the kind of dirty politics he’s capable of. He’s been exposed as just another Illinois charlatan, the kind of leader who has no qualms about pointing one way and then running the other. Breuder’s email to the board, which leaked in July, shows him proposing to deceive the state by making a planned project more politically attractive in order to wrangle $20 million in funding that the college was owed. In the email, Breuder expressed frustration over dealing with the governor’s office to free up the $20 million and said he wanted the board to convey the need for a teaching and learning facility as a means to obtain the money. “I have no problem with [board members

commenting on the need for a facility]; however, not being able to say how we would use the state’s money (perhaps no real need) could lessen our chances to break the money loose at this time (the political moon is rising),” Breuder said in the email. “A building that focuses on teaching and learning is politically attractive; more so than let’s say a student center, PE facility, etc.” Breuder also suggested getting the funding from the state and coming up with a plan of how to spend it at a later date. “There is also the option of telling the Governor we want the money, will bank it until we figure out how to use it and then building something,” Breuder said in the email. “Bottom line: I need some room to breathe on this matter so I can enhance the likelihood we get the $20 million soon.” The Chicago suburbs have seen something like this play out before. It was only in 2009 that McHenry County College up in Crystal Lake told their president, Walt Packard, his services were no longer needed. They decided they couldn’t fire him, though, and gave him another $200,000, plus benefits, for his trouble. Looking further downstate, when University of Illinois President Michael Hogan was fired in 2012 after just 20 months on the job – after succeeding another fired president – he was awarded a one-year, $285,100 “sabbatical” before he then returned as a history professor. Then these “leaders” go on to collect exorbitant pensions on top of the one-time piles of cash. As Illinois residents, as taxpayers in DuPage County, we can have no tolerance for these kinds of shenanigans anymore. We don’t want to hear that this is how things get done. Somehow, other states manage to get things accomplished without constantly resorting to dirty dealing. These payouts for failure have to stop.

In regards to the College of DuPage’s buyout of the president, I worked at a community college for more than 20 years and I’ve lived in the College of DuPage district for more than 38 years. I think where the big problem is, is the lawyers for the College of DuPage should have been more astute and could have prevented a problem with the Open Meetings Act. What needs to be done is that the college needs to get a new lawyer.

Consider this: Dr. Taub, director of the Columbia University Mesothelioma Center, has been passionate in raising money for research and patient care of those inflicted by this awful form of cancer. This month, N.Y. Assembly Speaker Sheldon Silver was found guilty of various charges including engaging in a sweetheart deal with Taub. Dr. Taub referred patients to Silver’s private law firm and in turn, Silver allotted public money in form of grants to the Mesothelioma Center. I suppose, though, this is where Illinois and New York diverge. The university immediately fired Dr. Taub and Silver resigned. In Illinois, you get a building named after you and you walk away with $762,000. Where is Lisa Madigan?

Rents are too high I read about Mindy’s, that antique store that used to be on Vallette Street, and wanted to mention the exorbitant rents. Remember the TCBY that was off Vallette on York Road. It was there for many, many years. We had fun memories of the going there, going across the street with the small kids by the fountain. They had to close down. College of DuPage board is only economical with the truth To the editor: The president of our public two-year junior college and trade school, the College of DuPage, is paid more than the president of the United States. He has a dozen minions who are paid more than
the governor of Illinois. The only thing COD’s board is economical with is the truth. Contrary to what the COD board has been telling the public, official documents show that Robert L. Breuder’s contract as president does not expire in 2019. They are using that lie as an excuse to “buy out the remainder of his contract” for over $750,000. The last change to his contract extended it to merely June 30, 2016. It is the controversial new “fourth addendum” introduced and approved by the COD board twice in [recent weeks] that first asserts a theory that his employment extends beyond that. Because the actual (“third addendum”) contract automatically renews one year at a time each spring unless the board gives notice otherwise, this present board could have given that notice now and just put up with him until June 2016 without costing the taxpayers an extra dime. Consolidation, heroin top county’s legislative priorities By NATHAN LURZ nlurz@shawmedia.com Legislators in Springfield have a long to-do list during the next several months, including working on a new budget and the ever-increasing pension costs. On Jan. 27, the DuPage County Board approved its 2015 state legislative agenda in hopes of having a voice in those conversations. The list of 10 items features some of the biggest issues the county has faced in the last year – and a few that many residents probably haven’t heard much about. “I don’t think it’s the most aggressive set of agenda items,” said county board member John Curran, chairman of the legislative committee. “The reality is that there is a new governor and there are going to be a lot of issues in Springfield that are going to take a lot of time.” Although the board sometimes weighs in on the bigger issues, Curran said the committee decided it would sport a “realistic agenda” that wouldn’t waste the time of the lobbyists the county hires and taxpayer dollars on issues that may not get addressed or

The county formally began its efforts to streamline government with the 2012 Accountability, Consolidation, and Transparency Initiative. In August 2013, then-Gov. Pat Quinn signed a law allowing DuPage County to dissolve outdated or defunct county-appointed agencies. Since then, the county board has approved the dissolution of the Fairview Fire District and worked to identify other bodies that could be taken out. Another hot topic revolves around providing noise relief for the communities around O’Hare International Airport. There also was a plea for contin-
ued support of programs that battle prescription pain pill and heroin abuse and for additional resources to assist families affected by heroin addiction. The board also asked the legislature to remove the sunset of a wireless surcharge funding 911 response operations, expand opportunities for electronics recycling, increase capital funding and address the rising costs of court operations. Curran said he believed several items on the list, including heroin legislation, the 911 surcharge and electronics recycling, will likely get addressed in short order. “The sense is that the General Assembly is going to be looking to build some momentum as parties feel themselves out,” he said. “These are all things people can agree on.”

The DuPage Mayors and Managers Conference is hoping 2015 is the year when Illinois finally reforms its public safety pension system and protects local government funding, according to a news release from the organization. The 33-member council of government announced its legislative priorities late last month. The conference warned lawmakers the cost of police and firefighter pensions is becoming an increasingly unsustainable burden on governments around the state and county. At the same time, many members worry the state’s financial crisis will cost municipalities money from the Local Government Distributive Fund, which consists of locally generated revenue legally owed to local communities for local services. “This is a critical time for cities and villages throughout the state,” said conference Executive Director Mark Baloga in the release. “The decisions made by the State Legislature and Governor Rauner this session will have a profound impact not only on the future of local government but the local property taxes that residents pay, the essential services that municipalities provide for their citizens and the future retirement benefits of municipal employees.” He added he hoped all sides could work together to find common ground and long-term solutions. The conference also supports the amendment of the state’s Public Safety Employee Benefits Act, Illinois Labor Relations Act and Workers’ Compensation Act; a true western entrance to the Chicago O’Hare International Airport and a better way to measure sound in the surrounding area; and the removal of the distinction between home rule and non-home rule communities. Georgene and her husband Phil were avid bridge players even in their early married life in Pasadena and they continued this passion with their many friends in Glen Ellyn and Punta Gorda. Georgene and Phil were also often seen golfing at the Village Links in Glen Ellyn, the Twin Isles Country Club in Punta Gorda, and virtually anywhere they could take their clubs. Georgene and Phil travelled extensively, and Georgene, in particular, thoroughly thrived exploring new surroundings. To the delight of their children and grandchildren, they often included family members on their journeys. Later in her life, Georgene became an integral part of Visual Awareness Research Group, Inc. as its Corporate Secretary and Treasurer. She could always be counted on to come through for her family and friends with compassion, thoughts, and support. Georgene lived and loved what she believed in with great passion and she will be missed by all. Family and friends will honor her life at a Memorial Service at 11:00

Raiders honor seniors, coach before victory By SCOTT SCHMID sschmid@shawmedia.com GLEN ELLYN – Saturday turned out to be a quite a celebratory occasion for the Glenbard South girls basketball program. Not only were seven seniors taking part in their final game on the Raiders’ home court, but a group of former players also were in the stands to pay homage to coach Julie Fonda, who is stepping down at the end of the season after a decade on the sidelines. And everyone was all smiles afterward as Glenbard South upended Wheaton Academy 57-38 in the Metro Suburban conference affair. “I didn’t really want it to be about

But to look across the court and see all those former players that I coached in the past, that was pretty sweet. It’s awesome. I love each and ever one of them like they are my own.” Those feelings go both ways. “She is the best coach I’ve ever

three points in the fourth as they pulled away. “They do have some nice players and they are a good team,” Fonda said. “We did not look past them. They’ve competed with the rest of the conference and had some very tight games, and we’ve had some close games, too. We knew it would be a battle.” With just a couple of weeks left in the regular season, Glenbard South seems to be hitting its stride at just the right time. “I’m a coach, so I’m always looking to improve,” Fonda said. “There are some little things that we need to get on the same page with. But we are definitely in a good spot. This team is relentless and they never give up.”

Hilltoppers come up short against Wheaton North By SCOTT SCHMID sschmid@shawmedia.com GLEN ELLYN – The Glenbard West boys basketball team had been knocking on the door of a signature win throughout this 2014-15 campaign. On Jan. 31, in front of a large crowd on Pack the Place night, the Hilltoppers busted the door down, knocking off two-time defending West Suburban Silver champion Hinsdale Central 6149. “It was a great night,” Glenbard West coach Tim Hoder said. “The kids played very well and we played a really good team. We had a fantastic turnout and we had a ton of students here. It was just a great night against a really good team.” On Tuesday, Glenbard West squared off against another strong squad in Wheaton North, and the result was a 65-52 loss in the nonconference affair. The Falcons are 15-4 on the winter. “We didn’t do a very good job defensively and they are good,” Hoder said. Justin Pierce did all he could do to keep the Hilltoppers in the game, finishing with a game-high 27 points, including 17 in the second half. “Justin has gotten going a little bit,” the coach said. “And he’s getting to the basket as well.” Wheaton North coach Dave Brackmann was impressed with Glenbard West. “They are a good team,” Brackmann said. “They’ve got shooters, they’ve got a couple of guys who can get to the rim and they’ve got a post who is a good

Glenbard North took the top spot with a 140.0. Individually, Amber Broucek took the all-around title with a total of 36.025 and Sarah DeStefano was third with a 35.425. Broucek was first on both the vault and balance beam while finishing second on the floor. DeStefano was third on the uneven bars and fourth on the vault and beam. Alison Oakes came in third on the beam, and Amanda Rosch placed fifth on the uneven bars. The squad also posted a nearly identical score of 139.50 at the Jan. 31 West Suburban Silver conference meet to come in as the runner-up. DeStefano was sixth in the all-around competition with a total of 34.90. She also was third on the floor after tallying a score of 9.10.
