outlines the anticipated effect of the bonds and projects on the village’s overall capital plan, according to village documents. The bonds will be paid back over 20 years using revenue from property, utility and real estate transfer taxes, Coyle said. The village estimates starting the payments in 2017. Property taxes will not increase because of the issuance, according to Coyle. Trustee Pete Ladesic said he is happy with the bond issuance, and that the police station it will pay for will improve space and security – two elements that have proved problematic at the department’s current facility. He also said it is important to issue

the bonds for stormwater management, since the board has been trying to address the topic for at least a decade. The bond money will allow the village to purchase property along Riford Road for stormwater improvements. One of the properties will house a depression to mitigate water flow and another will have grading done. Ladesic said one of the reasons the board was able to issue the bonds without raising taxes is because it deferred other capital projects. “We’re targeting those projects that are most in need,” he said. Neither trustees nor members of the public offered comment on the bond issuance before the vote. The village plans to close on the bonds in the coming weeks.

About $12 million of the funds will go to the construction of a new police station, with the rest paying for stormwater improvements related to Lake Ellyn and property acquisitions along Riford Road, according to Finance Director Christina Coyle. The interest rate for the bonds will not exceed 7 percent, according to village documents. “Rates are at an all-time low, so it’s a less costly time to borrow,” Coyle said. Giesche proposal in Glen Ellyn spurs community concern, petition By MATT LA LUZ mlaluz@shawmedia.com GLEN ELLYN – More fuel was added July 13 to the fiery resistance mounting among residents concerned about the construction of a five-story mixed-use complex in downtown Glen Ellyn. The Village Board continued to hear feedback on the potential development, which would occupy the former site of the Giesche Shoe Store. During the public comment portion of the meeting, three attendees took issue with the proposal from Rosemont developer The Opus Group, and one presented a petition. The project would include a building with 9,040 square feet of retail space on the ground floor and 110 upper floor one-to-three-bedroom apartments. Also in the proposal is a three-level parking deck on Hillside Avenue and Main Street with 557 spaces. Glen Ellyn resident Lisa Mojica presented a petition with almost 300 signatures from community members opposed to the plan. Mojica discussed various concerns, including increased traffic and safety issues. She also took issue with the placement of the parking deck on St.

Petronille Parish property, across the street from the church. “We do not want our parish to be a part of the Opus plan,” she said. “We completely oppose the parking garage.” Resident Nicole Janninck echoed Mojica’s sentiment, and said the large building and parking deck deviated from the character of the community. She also said the proposal could hurt small local businesses that could lose out to larger stores in the new development. Resident Anne Gould opposed the scale of the project and was concerned about the loss of the current Main Street parking lot. “The footprint feels like they are plunking a Merchandise Mart into our district,” she said. The approval process for the development will not begin until Opus submits a formal request for approval, which it has not yet provided, according to Planning and Development Director Staci Hulseberg. The project has been discussed at several village meetings, but is still in the conceptual stage. “We want everybody to share their thoughts and concerns,” she said. “Once we actually receive a proposal, we will listen to those who want to share their thoughts and work with those developers to provide responses.”

Katy’s Boutique to close after 50 years By MATT LA LUZ mlaluz@shawmedia.com GLEN ELLYN – Katy’s Boutique on Main Street has served three generations of families. Owner Katy Balabinis said it is that close connection to her customers that has made the store special for shoppers. “I loved what I was doing. I love people. I love to dress people,” Balabinis said of her reason for opening the Glen Ellyn shop. But after 50 years in business, Balabinis will close her doors in four to six weeks, with going-out-of-business sales continuing until then. She was diagnosed with cancer for the third time in March and is undergoing chemotherapy. Balabinis, originally from Tripolis, Greece, learned dress design in Athens at the Kelan Design School and under the tutelage of designer Harry Tsouxos. The impetus for her move to Glen Ellyn presented itself after she traveled to the U.S. to attend her nephew’s christening in the village. She came to make clothes for her sister and partic-

tail space was available in Glen Ellyn, Balabinis opened her store in 1965 at 427 N. Main St., selling her own designs and later adding other labels.

that came with my cell phone and iPod, they keep falling out of my ears and hurt. Why is this?

A: Everyone’s ear canals are different in respect to size, shape, curvature, and length. One size really doesn’t fit all.

The outer ear canal is at times shaped like the letter “s”. As you enter the ear opening, the canal quickly starts to bend towards the back of the head and slightly upward. Some ear canals have a sharp bend (close to a 90 degree angle) while others have a smaller bend (45 degree). The challenge to fitting a straight earbud into a curved ear canal is getting the earbud to stay in position. Placing a straight earbud into a curvy canal is like putting a round block into a square hole. Without getting the earbud to lock inside the ear canal, it is near impossible to keep the earbud in the ear. Plus, to enjoy the superior sound isolation and sound quality of your earphone, it is very important to get a proper fit. We have many patients who come into our office with this same problem. They

are searching for a solution to their poor fitting earplugs/earbuds. They may need a better fitting ear piece for their job or for leisure activities. At this appointment, a thorough examination of the person’s ears and ear canals is completed to look for abnormalities and the shape and size of the ear anatomy. A silicone impression material is then put safely into the ear canal to take an accurate impression of the ears. This takes about 10 minutes. The ear impression is then sent into an ear mold lab to create the custom ear piece. Custom fit ear molds account for the curve of the ear canal and allow the earbud to be locked into the ear. Custom ear buds are more comfortable and can be worn for longer periods of time and ensure optimal sound listening. Report: Watchdog says records may show ‘pay-to-play’ politics at COD SUBURBAN LIFE MEDIA A local watchdog group is questioning whether College of DuPage engaged in “pay-to-play” politics in relation to projects funded by the school’s $168 million referendum, according to a report from the Daily Herald. Sixteen vendors who gave money to Supporters of College of DuPage – the political committee that supported the 2010 referendum for multiple renovation and construction projects – later billed the school for tens of millions of dollars, the report stated, citing Adam Andrzejewski of DuPage County-based OpenTheBooks.com. “COD erased the institutional lines between government and political action,” Andrzejewski said in the report. Kathy Hamilton, chairwoman of the college’s Board of Trustees, said in a statement that Andrzejewski’s concerns “raise deeply troubling questions,” according to the report, while school spokesman Randall Samborn declined to comment because of ongoing investigations. The college has been the subject of federal, state and internal investigations in recent months. Between Oct. 14 and Oct. 30, 2010, Supporters of College of DuPage received $64,537 in campaign donations, most of which came from companies and employees of companies that had business relationships with the school, the report stated. Among the committee’s contributors, according to the report, was Mortenson Construction, which donated $5,000 and later made $1.6 million after receiving contracts, for which it didn’t compete, to be construction manager on two projects stemming from the referendum. In a statement in the report, Mortenson said there have been other instances where it has not received contracts for work sought with the college.

The Glen Ellyn Chamber of Commerce will partner with the Alliance of Downtown Glen Ellyn to present the annual Sidewalk Sale Celebration from July 23 to 25 on Main Street. This marks the second year the Chamber and alliance will come together for the event, which began more than 45 years ago, according to Chamber Executive Director Mike Formento. Alliance Executive Director Carol White said the sale provides an opportunity for customers to have fun shopping outside. “It’s just a great time to come out and get awesome merchandise at great prices,” she said. “The stores are excited to welcome people.” The event’s formal hours will be 9 a.m. to 8 p.m. July 23, 9 a.m. to 6 p.m. July 24 and 9 a.m. to 4 p.m. July 25, although some shops will continue the sale July 26. Main Street will be closed July 23 and 24 to traffic between Crescent Boulevard and Pennsylvania Avenue. The sale will include savings of up to 75 percent and feature adult and children’s apparel, accessories, books, cookware and more, according to White. contracting West Nile virus It seems the buzz surrounding the West Nile virus in Illinois quiets more every summer. That’s not a reason, however, to not take precautions to reduce your risk to exposure. The DuPage County Health Department, according to its website, has made four positive tests of mosquitoes infected with the West Nile virus so far this year, and Cook County has discovered 15 positive pools this year. The Will County Health Department last week in Bolingbrook collected its first batch of mosquitoes that tested positive for the virus. In 2014, there were 44 human cases of West Nile in Illinois, according to the Illinois Department of Health. There were three deaths, including one in DuPage County. Those figures are down from the 117 human cases and 11 deaths in 2013 and 290 human cases and 12 deaths in 2012. Human cases started to spike after only five were reported in 2009. In 2010, there were 61 human cases of West Nile virus, including four deaths. There were 34 human cases and three deaths in 2011. West Nile virus is most commonly spread by infected mosquitoes. It can cause fever, encephalitis (inflammation of the brain) or meningitis (inflammation of the lining of the brain and spinal cord). There are steps you can take to protect yourself from being bitten by a West Nile-infected mosquito. Follow these tips from the health department: • Wear shoes, socks, long-sleeved shirts and pants when outdoors for long periods of time or when mosquitoes are most active – usually dawn and dusk. • When possible, avoid the outdoors during peak biting times – dawn and dusk. • Spray clothing with insect repellent. • Apply insect repellent sparingly to exposed skin by following label directions. Follow these health department tips: • Turn over children’s wading pools and toys when not in use. • Drill holes in the bottom of recycling and trash containers that are left outdoors. • Change water in birdbaths twice a week. • Fix leaky faucets. They provide water where mosquitoes can breed. • Drill holes in window boxes and flower planters to prevent water from pooling. • Aerate ornamental ponds or stock with mosquito-eating fish. • Keep pools clean and chlorinated. • Eliminate standing water in your property. Red Stars Reclaim First Place with 2-1 Road Win at Houston Houston, TX. – The Chicago Red Stars earned yet another away win on Sunday night and reclaimed the top spot in the National Women’s Soccer League (NWSL) standings, defeating hosts Houston Dash 2-1 behind goals by Vanessa DiBernardo before the break and Jen Hoy after the break. Houston’s Tiffany McCarty temporarily leveled the score early in the second period. While the Red Stars had several half-chances in the opening stages of the match, the Dash nearly took the lead at the other end, as Ohai’s low centering ball from the right found a wide open McCarty and the attacker’s mishit shot made for a comfortable save by goalkeeper Michele Dalton. Houston had another close look just after the quarter-hour mark, Rachael Axon creating havoc with a cross from the left and Jessica McDonald failing to make contact with the ball at the doorstep. Chicago would grab the lead in the 19th minute. Alyssa Mautz’s excellent service from the right picked out Vanessa DiBernardo in the center of the area and the midfielder found the net with a clinical finish. The visitors could have doubled their advantage seven minutes later, Arin Gilliland’s outstanding work on the left begging for the centering pass to be tapped home from close range, only for the well-positioned Mautz to go down under a Camila challenge that was judged to have been fair by referee Chris Spivey. The Dash nearly punished their opponents for the missed opportunity late in the half, as Melissa Henderson came close to reaching Ella Masar’s low cross from the right before a deflection on the subsequent redirect by McDonald’s made for a comfortable save by goalkeeper Michele Dalton. Well inside first-half stoppage time, Sofia Huerta had a chance to add a second for the Red Stars on a one-on-one with McLeod, but she failed to take

It would be the day’s final noteworthy action, as the Red Stars put on a clinic in managing a late lead and held on for all three points. Balabinis cherishes the relationships she has with her customers, including children who come in for cookies. The store is known as the “cookie store” for kids looking to satisfy their sweet tooth. She said her strong ties to families, paired with her goal to make every shopper look and feel great, is what has kept the boutique thriving for 50 years. Balabinis said her store operates under the motto “If you don’t look good, we don’t look good.” Wheaton resident Rosemary Severino, a longtime Katy’s customer, worked at the shop about 25 years ago and has continued to help out at the boutique for the last six years. Severino said she has become close friends with Balabinis and that her daughter, daughter-in-law and granddaughters all have either been to the store or shopped there throughout the years. “The focus in my heart is that we pray that Katy does well with her recent diagnosis,” Severino said. “She has

a lot of friends out there.” She said that though the store will close, she and all the other longtime customers and employees plan to stay in touch with Balabinis. Balabinis hopes for the same thing. When asked what has been the most memorable aspect of owning her store through the years, she was quick to answer. “The friendship with my customers,” she said. “We do not advertise. It’s all word of mouth.” Shoppers also are attracted to the prices, which range from $30 to $800, with imported clothing from Canada, New York and California. Balabinis said she continually receives letters and pictures from customers at events where they wore clothes from her store. As she transitions to retirement, Balabinis hopes to travel and to make clothes for underprivileged children. But the shop will always hold a special place for her. “I always love my store and I still love my store,” she said. “It’s really a celebration of 50 years and a retirement.” Balabinis’ nephew, Chris Kouros, said she has been like a second mother to him. “Most people don’t work 50 years in the same kind of job,” he said. “This is really all about Katy’s life. Nobody is going to do it like her.”

The chocolate cake, filled with layers of chocolate mousse and ganache, was outstanding – a decadent treat without the heaviness some full-size desserts impart. The crumbled apple pie was not a slice, but rather a whole personal pie, capped with a flourish of crust and drizzled caramel sauce. Both dishes were served with vanilla ice cream, and definitely sized to share. All in all, this was a wonderful lunch filled with deliciously satisfying food and great wine. I noticed an extensive children’s menu that offered classic kid fare, but also some alternatives to the typical chicken fingers and pizza that were clever, but no less approachable for the young ones – chicken pot stickers, pasta with homemade meatballs,

BURR RIDGE – Lunch at Cooper’s Hawk? As a wine lover, it wasn’t hard to convince me. Cooper’s Hawk Winery and Restaurant has become known for its wide selection of wines and its carefully paired menu of modern American comfort food. On a particularly lovely afternoon, I set out with a friend to the location in the Burr Ridge Village Center, and opted for a table on the patio. I ordered a glass of the housemade sangria, a delicious wine punch loaded with fresh fruit and served chilled, perfect for the sunny summer day. My companion chose an equally summery peach wine, which she described as fresh and light – sweet, but not syrupy. It is one of a variety of fruit wines produced by Cooper’s Hawk. We whet our appetites with a starter of Mexican Drunken Shrimp, which were wrapped in bacon and served with fresh guacamole and a butter sauce laced with lime and tequila. The guacamole took center stage, fresh and delicious, pairing well with the saltiness of the crisp bacon. We shared two entrees, opting for beef and chicken. The Chicken Giardiniera was lightly breaded with panko crumbs and Parmesan, and its crispiness held up well to the vinegars and oils of the fresh giardiniera that topped it. The flavors were lovely, not too spicy, and the thought occurred that this combination would make a delightful sandwich. The Short Rib Risotto was a satisfying combination of creamy carnaroli rice, tender boneless short ribs and a rich and flavorful wine sauce melding mushrooms, sweet onions, shaved Parmesan and white truffle oil. I’m a sucker for any roast meat with the perfect sauce, and this certainly fit the bill. A sublime comfort food, it almost made me hope for fall weather. I should mention that every single item on the Coo-

a lot of these things we will fix. “The thing we got was good experience. I’ve told the kids several times, in my 30 years of being a varsity coach, I can’t tell you any year the record we had in the summer. I can tell you we made it to the final eight three times, but I can’t tell you what our record was in those years.” The offense will be a strength next spring, headlined by middle of the order hitters Carli and Michael Ashe. Tim Marks, a three-year varsity contributor, batted leadoff against Benet and was followed by Kyle Zygadto. Cooke also had a strong summer at the plate. The pitching staff has a few more questions with the loss of Brian Ashe and Dylan Brambora to graduation. Fabian Garcia will see a lot of innings, as will Zygadto and Robbie McGimpsey. Next spring, which will be Riley’s 17th at Glenbard South, also will be his last. He spent the previous 13 years as a head coach in Rockford and has engineered a lot of success during his coaching career. He will look to keep it up in his swan song. “We are usually good for 20plus wins per year,” Riley said, “and usually have a pretty good shot at getting a good seed and winning a regional title.”

GLEN ELLYN – In its summer league playoff game July 13, the Glenbard South baseball team showed hitting shouldn’t be an issue come next year. But some shoddy fielding early in the contest turned out to be the difference in an 11-6 loss against Benet. “That’s been our M.O. this summer,” Glenbard South coach Mike Riley said. “We struggled to find the right infield combination. But we know what we have to do. We are just inexperienced in a few positions. “We were pretty fortunate to be strong up the middle last spring, with [Andrew] Wrona at shortstop, Brian Ashe at second, Kyle Carli at catcher and Alex McGimpsey in center. We have to work to get that strong again up the middle.” The Redwings also knocked the Raiders out of the postseason in the spring. This time around, Glenbard South faced an early 6-0 deficit before scoring four runs in the second inning, highlighted by a two-run home run from Sean Cooke. “We have to find a way to beat these guys,” Riley said. “They are in our sectional. Nazareth moved up to 4A, so looking at the sectional we have to get through these guys. Starting all 48 games, she batted .318 with nine doubles, 11 home runs, 26 runs scored and a teamhigh 54 RBIs. She also led the team in appearances in the pitching circle and finished with a 13-10 record and ERA of 3.66 in 124 1/3 innings. Trzaska struck out 78.

Chitkowski sisters continue collegiate careers on the diamond

Danielle Chitkowski started all 46 contests for the Syracuse softball team and the junior batted .243 with six doubles, six home runs, 13 runs and 19 RBIs. Younger sister Stephanie Chitkowski tied for the staff lead in innings at the University of Colorado at Colorado Springs, tossing 77 2/3 frames. The sophomore struck out 76 batters and won six games.

GLEN ELLYN – The Glenbard West baseball team saved its best hitting performance of the summer for the perfect time, knocking out 17 hits in a 13-3, five-inning playoff victory against Leyden on July 13. “We put together nice at-bats and swung the bats really well,” Glenbard West coach Andy Schultz said. “We’ve struggled a little bit against lefties, so to swing the bats well against their lefty starter was a nice thing for us.” Because of plenty of rain and Schultz’s choice to practice instead of play on Mondays, the Hilltoppers didn’t get in a ton of games over the six weeks of the summer season. The squad improved to 9-5 with the postseason win. “A lot of the guys are also playing on the weekends [with their traveling teams],” Schultz said. “I think we’ve got some guys who have gotten opportunities, not only the juniors but some seniors who didn’t play a lot last year. They’ve done a very good job.” Even with the limited game action, the coach saw some positives the Hilltoppers can carry over to next spring. “We’ve got some guys who can run,” Schultz said. “And we’ve done a better job defensively. Overall, we have done a better job defensively than we did in the spring, and that was a big focus. We struggled to catch the ball consistently in the spring.” At this point a year ago, Glenbard West had major questions with its pitching staff as the Hilltoppers were set to return virtually no varsity innings. This time around, it’s the complete opposite, with the squad welcoming back top pitchers Justin O’Neal, Sam Kaske and Arno Curtis in 2016. “This past year it was all new guys and they did a really nice job,” the coach said. “Having them all back, we’re really excited. “ Position-player wise, Glenbard West returns Curtis, Zack Lutz and Matt Shoub, among others. “We have a few spots which are still open,” Schultz said, “but will have some flexibility based on who is pitching. Overall, it’s a good group of kids.”
