construct the Glen Oak memory care facility at its meeting July 27. The facility will be at 2S678 Park Blvd., on the west side of Park Boulevard between Abuzzo Lane and Butterfield Road, according to board documents. It will be 33,900 square feet, with 46 units and 65 beds. Glen Oak will join Autumn Leaves and Arden Courts as the third memory

care facility in the village, according to Planning and Development Director Staci Hulseberg. The board also unanimously approved the annexation of a 350-foot strip of land along Park Boulevard at Glenbard South High School. The space will be part of the facility property, Hulseberg said. She said market studies and research indicate there is demand for another facility. Hulseberg also said the facility will be part of a burgeoning area that includes office buildings, the high school and townhomes, and that the surrounding neighborhood is a “nice transitional area.” The facility received unanimous approval from the village’s Plan and Architectural Review commissions, according to board documents. Village Board Trustee Mark Senak asked what the village would be responsible for financially in regard to the annexation of the property. Hulseberg said the property will be within village limits and will be served by the Glen Ellyn Police Department and Volunteer Fire Company. To pay for expected increased activity associated with the fire company, the facility will adopt a $500 per unit fee that will be a donation to the company. The developer still must apply for a building permit, Hulseberg said. Construction on the project is expected to begin in October, according to the developer’s website.

GLEN ELLYN – Wine and cheese lovers soon will be able to come together at a shop opening in downtown Glen Ellyn. Jill Foucré, owner of Marcel’s Culinary Experience cooking school and retailer, is starting a sister shop called Marché this fall at 496 N. Main St. Marché will sell cheese, charcuterie and other specialty foods, as well as wine, craft beer and small batch liquor, according to Village Board documents. Marché also will offer classes both publicly and for private events. The board discussed which type of liquor license the business needs at a workshop meeting July 20, according to Economic Development Coordinator Meredith Hannah. Village staff, along with Foucrè, have outlined a Class P liquor license for the board to consider that would allow the shop to sell alcohol for carryout and on-site consumption. “We look at each business uniquely,” Hannah said. “We’re very excited – it will be a great addition to our downtown.” Hannah anticipates the board will approve the license at its Aug. 10 meeting. Foucrè said she added a wine and cheese section at Marcel’s in June 2014 to test if there was a market for those gourmet items in Glen Ellyn. “It’s been great. People have really responded to it,” she said. “We have to do it right, which we’re trying really hard to do.” Marché will take over the 950-square-foot location at

A nonbinding opinion written by Assistant Attorney General Matt Hartman and dated July 24, 2015, stated the board did not adequately inform the public before extending Breuder’s contract during its meeting July 12, 2011. The meeting’s agenda listed only “personnel actions,” according to the opinion and college archives. It did not address Breuder’s contract or any other details about actions being taken. “Because the board did not state that it was extending the contract of the president or discuss any specifics of the contract extension before taking final action, the board did not adequately inform the public of the business being conducted,” Hartman said

The 1990 amendments to the Clean Air Act require potentially major sources of air emissions to obtain federally enforceable operating permits. A FESOP permit allows a source that is potentially major to take operational limits in the permit so that it is a non-major source. The permit will contain federally enforceable limitations that restrict the facility’s emissions to non-major levels. The permit will be enforceable by the USEPA, as well as the Illinois EPA. Honey Hill construction to proceed By MATT LA LUZ mlaluz@shawmedia.com GLEN ELLYN – Plans for a controversial science addition at Glenbard West High School remain intact, but the Glenbard Township High School District 87 Board of Education considered the interests of its conservationist opponents by approving a plant rescue before construction at its July 20 meeting. The rescue took place July 24 to 26 and was conducted by members of the Illinois chapter of the Sierra Club. The Save Honey Hill Citizens, a group of petitioners against the construction of the 28,000-square-foot science wing, have voiced concern about the preservation of the George Zahrobsky Botanical Garden at the east end of the school. The garden is home to 74 native plant species and 280 trees, according to the group’s petition, which states the addition could lead to the destruction of about 200 trees that are more than 200 years old.

The planned Glenbard West science addition was used in a public forum hosted by School District 87 this spring. Although petitioners expressed interest in meeting with board members before the board’s July 20 meeting to discuss details regarding the construction, no meeting between the two groups took place, according to District 87 Community Relations Coordinator Peg Mannion. However, Mannion said the district has taken community concerns into consideration. In addition to the plant rescue, the district redefined a patio space east of the science wing to save two large white
oak trees and intends to work with architects to minimize noise caused by construction. In June, the board authorized Legat Architects to prepare bid specifications and related drawings for the addition. The district plans to seek board approval of a general contractor Aug. 10 and begin construction shortly thereafter. The estimated cost for the project is $12.5 million to $13.4 million, which will be funded through referendum bonds and the district’s operating budget.
GLEN ELLYN – The Community Consolidated School District 89 Board of Education is accepting letters of interest to fill the vacancy created by the resignation of President Frank Zak, effective Aug. 1, Frank Zak according to a district news release. Zak, who has served on the board since 2005, cited personal and professional factors as his reason for leaving. “This was a hard decision for me. Serving on the Board of Education has been my passion for the past 10 years,” Zak said in the release. “Looking back at our accomplishments, I am happy with the legacy I am leaving and I know the district is in good hands.” The chosen appointee will serve until Zak’s term expires in April 2017.

GLEN ELLYN – Glen Ellyn School District 41’s tentative budget for 201516, which puts the district in a deficit for the fiscal year, is available for public view before a scheduled board vote in the coming weeks. The budget sees the district about $2 million in the red as a result of ongoing construction, according to Assistant Superintendent of Finance Bob Ciserella. The district will obtain about $53 million in revenue from local, state and federal sources, but is expected to spend about $55 million, according to district documents. “It was a planned and expected deficit,” Ciserella said. “We have made a deliberate decision to put ourselves in a deficit situation that will eventually lead to the elimination of all the portables of the elementary schools.” The deficit will be the result of about $4.9 million in capital projects
that include completion of Franklin, Forest Glen and Churchill elementary school building additions, according to Ciserella, as well as library and media center renovations at Lincoln Elementary School. Ciserella said those projects should be complete by March 2016. The deficit was larger for the 201415 school year, at about $12.9 million, because of $15 million in construction, according to Ciserella. Other than this year’s proposed deficit and the deficit of 2014-15, he said the district has not seen a deficit since 2007. About 92 percent of 2015-16 budget revenue will come from local sources, with 6.3 percent from state funding and 1.6 percent from federal funding, according to board documents. Ciserella said one of his main concerns with the budget is state funding, which consistently has remained at about $3.3 million annually even though the need for more funds continues to grow.

Time to have a debate on future of Illinois “I’ve never seen anything like this. It’s two different worldviews.” – State Sen. Toi Hutchinson, D-Olympia Fields
… and it’s about time! For decades, there’s been only one worldview in Springfield: that of House Speaker Mike Madigan. Madigan has been COMMUNITY Speaker of the House since I VOICE was 6 years old. (I’m now 38.) Peter The visible results of that Breen worldview are easily seen. One recent study, by George Mason University, ranked the fiscal condition of the 50 states. From not having a balanced budget to not having enough cash to meet either short-term or long-term commitments, Illinois came in dead last, 50 out of 50. One example of this was laid out in a symposium in January on public pensions, where professor Robert Inman of the University of Pennsylvania’s Wharton Business School observed “Chicago’s unfunded [pension] liabilities are 10 times its revenues. Just assume that they’re going to have to pay 5 percent of that [annually]. That means you’re looking at 50 percent of their cash that will have to go to pensions.” As we trudge through these long hot days of summer, these “two worldviews” are why the government of Illinois is in shutdown mode, and the General Assembly deadlocked with Gov. Bruce Rauner. This new “worldview” of the governor isn’t radical by any stretch. He’s proposing measures to reduce the costs of doing business in Illinois, and to streamline and reform all levels of state and local government. He’s also put forward term limits and ending the partisan process of drawing political districts, in hopes of finally and permanently breaking the power of career politicians to control state government. You don’t have to agree with the governor and each of his policy prescriptions in order to appreciate that we finally have competing visions of government in Illinois. It’s time for a robust debate on the critical issues facing us as a state – and may the best ideas and solutions win. The sad reality is that the governor’s reform measures are drafted, filed, and pending in the House Rules Committee, waiting to be released. However, Speaker Madigan and his majority caucus won’t allow these measures to be debated. And so, we’re shut down. And mired in crisis. Let’s have the debate, and out of that debate will come compromise. If not, then let the people vote out those who refuse to work for their best interests. There’s no Greece-style bailout on the horizon. There are no easy solutions. Just hard work – if we’re allowed to do it.

Bland family shouldn’t have to wait forever for the truth When a tragic death is compounded by a sense that it was a result of rank injustice, combined with a long history of similar injustices committed against the black community, the grieving that follows is understandably tinged with anger. And there’s no doubt that the family, friends and neighbors of Sandra Bland have every right to be angry. Even if it’s proven conclusively that the Naperville resident did commit suicide in a Texas jail cell, the video of her traffic stop and arrest show an interaction with a police officer going terribly wrong, and seemingly through no fault of her own. Remember, too, that this video is the last footage her family will ever see of her. In her last moments of freedom she was being intimidated, treated like a criminal – all, supposedly, over an improper signal for a lane change. But while everyone who knew and loved Sandra Bland is undoubtedly angry now, and will be for some time to come, the focus of her funeral services July 25 at DuPage African Methodist Episcopal Church in Lisle

was on who she was, and what a loss that is for that community. It would have been easy to play to the assembled cameras, to make inflammatory remarks, to make the gathering about the speakers instead of the departed and her loved ones. Any such urge was for the most part resisted, and that’s more than admirable. It’s astonishing. Sandra Bland’s family has shown remarkable patience, even as they’ve firmly demanded real answers from the Waller County, Texas, officials about what happened. Their respectful determination gives great weight to their point of view. We should not expect them to be patient or even respectful forever, however. The black community in this country is accustomed to dirty dealing and mistruths from officials, and they’ll be watching out for that, as well they should be. Hoping for justice is probably too much to expect in a case like this. It’s already an injustice, no matter what happens next. But we do hope that the full, complete and unaltered truth will come out of Waller County, whatever that truth may be.

Teachers work more and harder than you think
Teachers work far more hours than their contracted 180 days: Meetings before and after school, planning time, required professional development, grading, administrative paper work and before/after school activities, which sometimes include tutoring. Yes, we do “technically” have about two months off during the summer. But are we really off? During the summer many teachers are seeking additional resources, working in their classrooms to prep for the upcoming school year, taking courses to further perfect their craft and enrich their students’ learning experience or working a summer job to supplement their teachers’ salary. Mind you, teachers are 10-month salary employees. Let’s put a teacher’s average salary into perspective: The average teacher’s salary nationwide is $50,000. I would say that’s a super deal!

To the caller complaining about Gov. Rauner’s so-called austerity. I’m sorry, but the producers owe the parasites nothing. The welfare state creates grateful recipients and resentful donors. It’s time to eliminate entitlements and subsidies and promote charity instead.

Michael Madigan and John Cullerton are to blame
Rep. [Michael] Zalewski’s concern for safety, crime prevention, disabled people and other services provided to various people as he stated in his news release is commendable. It follows the talking points that are dictated by Michael Madigan and used in his news statements. Madigan is trying to press the issue to justify a tax increase on the middle class, as usual, and try to deflect blame onto Gov. [Bruce] Rauner. The governor did not create the financial problems that exist in Illinois. They are the product of 30 years of Madigan and John Cullerton controlling the state legislative houses. It may behoove Zalewski, who is a member of the finance committee, to read the state’s constitution regarding appropriations of public funds not exceeding estimated available funds. If we keep going in the same direction under Madigan, Illinois will be financially destitute.
In defense of teacher salaries
I don’t understand why there’s so much griping about teachers. I’m not a teacher, but my daughter has a third-year teacher in the Chicago suburbs whose starting salary was about $34,000. That’s a rather meager salary for someone who invested a lot of money to get a bachelor’s degree. If we as a society are not willing to offer new teachers (more than) a meager salaTrump and veterans Donald Trump, you’re totally wrong on your ry, that will only discourage our brightest students from becoming teachers. Our thinking of what makes a hero. Every one young people know that more money of our men and women who serve in U.S. Armed Forces is a hero. Every time some nut case shoots people, whether for weird religious reasons or for other reasons, politicians scream for more gun control. When they do this, they are covering up the fact that federal laws are already in place to address such crimes. We have the laws we need; what we don’t seem to have is federal prosecutors to apply the laws and keep the monsters off the street. Another Press Stunner Earns Chicago 1-1 Tie at Washington Dunn scores late to prevent Spirit’s first home defeat of 2015 Germantown, Md. – The NWSL-leading Chicago Red Stars nearly handed third-place Washington Spirit its first home defeat of the season on Saturday night, with forward Christen Press giving Chicago the lead in the first half with a stunning long-range shot. League leading goal scorer Crystal Dunn tied the match in the final ten minutes of an entertaining game that saw Chicago deliver another strong showing to remain undefeated in four straight matches. The Red Stars, had the first promising look of the matchup in just the sixth minute of play: goalkeeper Ashlyn Harris did well to palm away a powerful shot from Canucks striker Adriana Leon. Washington created a chance of its own four minutes later, but Laura del Rio’s driven shot from inside the box was kept out by Canada international, Karina LeBlanc, who cleared the ball from her area. Press would give the Red Stars the lead in the 30th minute courtesy of her second goal in as many matches since winning the World Cup with the U.S. The 26-year-old found herself with time and space inside the Spirit’s half, she took a few touches from well outside the box before unleashing a rocket past an outstretched Harris and inside the left upright. Taryn Hemmings’ excellent work on the right could have given Press another goal in stoppage time of the first half, but the forward’s near post flick was deflected wide. Forward Jen Hoy had one last look for Chicago before the break: World Cup Golden Ball nominee Julie Johnston dribbled into the box on the right and delivered the ball to the former Princeton standout, whose attempt from close range was blocked by a Washington defender. In the second half, Red Stars center back Johnston had a pair of excellent clearances on both sides of a dangerous 56th-minute shot by the Spirit’s Dunn, who unleashed a left footed shot from just outside the area, only to see the ball whistle over

Private interment of ashes will take place at a later date. In lieu of flowers, anyone who wishes to honor Doc's life may make a donation in his name to the Salvation Army or to the Glen Ellyn Food Pantry.

Rauner doesn’t care about the working poor
I agree with whomever spoke up about Gov. Rauner. He’s not for the working poor, as we already are finding out. So we know it wasn’t us who voted for him. Probably all the wealthy people that are getting the tax breaks.
School taxes are high because of funding
The reason the tax levies for the various school districts are so high compared to other organizations that you paid taxes to is that the state of Illinois does not fund schools the way they’re supposed to. The state is supposed to provide 51 percent of funds for school districts, according to our state constitution. I believe the state only provides about 13 or 14 percent of the cost of education, so complain to your state legislators.
The ignorance about teacher pay
This goes out to all the people speaking in ignorance about the work ethic of teachers and how much they are being paid. What they don’t realize is that teachers work many hours beyond the time spent in the classroom. They have to constantly jump through hoops to satisfy state and federal mandates. What is worse is that they have to deal with ungrateful politicians and ignorant members of the community who believe they make too much money. These people need to either get informed or keep their mouths shut.

HINSDALE – It didn’t take long for the newly opened Fuller House to distinguish itself from other restaurants in downtown Hinsdale. A large and lively outdoor patio set the scene before my date and I entered an equally vibrant pub atmosphere. Greeted just inside the front door by the hostess, we first noticed the expansive bar centered on the ground floor of the two-story establishment. With the restaurant just a stone’s throw from the train station, it simply screams to be a gathering spot for the after-work crowd. Fuller House offers a variety of specialty cocktails, plus a solid craft beer selection we enjoyed sampling. Hungrily taking up our menus, we scanned the wide array of salads, pizzas, burgers and other hand-held items, opting for an appetizer to start. We considered the woodfired pretzel sticks with honey mustard and pimento cheese sauces, as well as a cheese and charcuterie plate, before settling on Wisconsin cheese curds with a zesty Southwest ranch dipping sauce. Lightly breaded and fried to a perfect crispiness outside, the curds had a wonderful texture. Several main courses tickled our fancies. My date contemplated the fried buffalo chicken sandwich with blue cheese crumbles, along with several of the wood-fired pizzas prepared in the blazing oven in plain sight on the edge of the dining area. She ultimately decided on the 10inch arugula and prosciutto pizza with lemon, garlic and an olive oil drizzle. None of the flavors were hidden – the earthy taste of the arugula, the saltiness of the prosciutto and the creaminess of fresh mozzarella – all intertwined in a delightful combination. Nearly every entree sounded appetizing to me, including the fish and chips, brisket tacos and pulled pork sandwich, but the burgers were

Sports Performance is one of the elite volleyball clubs in the country. Its 18U red team that features Daniele Messa (St. Francis), Natalie Schilling (Glenbard West) and Erica Walker (Wheaton North) won an AAU national title in June. It used to be that elite high school athletes had three jerseys in their closets – one for a fall sport, one for a winter sport, and one for a spring sport. Many high school athletes today still have three jerseys in the closet, but increasingly those jerseys are home and away high school jerseys for one sport and a uniform for a club team. More and more high school athletes are choosing to specialize in one sport with year-round competition aided by a plethora of AAU and club programs. The downside is fewer well-rounded athletes representing their high schools and a possibility of burnout and injury, but there are plenty of benefits for high school athletes willing to specialize in one sport and play for clubs and on AAU teams in the offseason.
AAU basketball is busy in the summer with players competing in tournaments across the country for area teams such as Chicago Lockdown, Illinois Wolves and Mercury Elite for boys and Illinois Lady Lightning for girls. The Lady Lightning have teams for grade school players plus a slew of squads for high school players. Mercury Elite has several boys teams at multiple age levels plus three girls teams at the 14U level, a far cry from when the program first started nine years ago. “In the last three years, it’s gone from probably three to four teams to where it is now with 19 teams,” said founder Dave Ruggles, whose program has players from across the suburbs. “We started with one team and we grew it from there.” Traveling teams also are huge for baseball, softball and soccer players, and the competition just as fierce. Some soccer players choose to forgo their high school teams altogether and focus solely on club ball, getting high-level instruction and college exposure with clubs such as Eclipse Select and Chicago Fire Juniors. Top Tier Baseball draws heavily from Chicago and the suburbs but also includes players from downstate Illinois and northwest Indiana. Similarly, Longshots baseball is based in Downers Grove and DuPage Training Academy is in Carol Stream, but both draw from wide areas. SUBURBAN LIFE MEDIA Athletes who decide to specialize in one sport have plenty of options to choose from. Club and AAU teams not only offer top-notch competition, but also the chance to get noticed by coaches at the college level. Here are just some of the several organizations in the area that provide playing opportunities outside of high school and junior high.
Baseball
Longshots Baseball, based in Downers Grove, has sent hundreds of players to college programs in 22 years of operation. Based out of Acceleration Sports Performance in Naperville, 29ers Baseball has a local flair, and DuPage Training Academy in Carol Stream draws from across the western suburbs, including several players from Glen Ellyn and Wheaton.
Basketball
The AAU basketball scene has grown significantly in relevance in the past 20 years and a number of locally based teams are part of that growth. On the girls side, Lady Lightning is one of the premier programs. It starts with programs beginning in third grade and goes all the way through high school. The team typically has a number of Montini players, but draws players from all around the Chicago area. Lady Lightning had 11 players make college commitments in the Class of 2015.

No,” said Glenbard South softball coach Julie Fonda, who added that the increased number of traveling teams has impacted in-house leagues. “But if you want to be a college softball player, you have to do it. You don’t have a choice. That’s where the recruiting happens. It doesn’t happen during the high school season.” In the short term, a strong showing in a tournament in front of college coaches is a

club and high school, although not all do both.

Bandits softball, which includes the Beverly Bandits locally, has invite-only teams across the country. Illinois Chill is more local but plays in tournaments throughout the country. The Lemont Rockers and Downers Grove Rebels feature several local players.
Recent changes in the soccer club landscape have had a major effect on high school teams. On the boys side, U.S. Soccer moved its Development Academy league, a nationwide collection of elite clubs in the under-18 and under-16 age levels, to a 10-month season starting in 2012. That meant players had to choose between playing for their club or their high school, and a number of top players have gone the club route. On July 18 the Chicago Fire’s U-18 team won the national championship. The team played the bulk of its schedule in the Midwest-based Mid-America Division along with other Chicago area teams, Sockers FC and Chicago Magic. The invite-only Beverly Bandits team is an extreme example of a travel team. In addition to players from south suburban Chicago and northwest Indiana, the Bandits have players that hail from Indianapolis, northern Wisconsin, Virginia and West Virginia. With so many far-flung players, practice during the summer is nearly nonexistent. Not all high-level teams

There are plenty of options available for high school athletes looking to stay competitive in their sports in between high school seasons, each one offering a little something different. Some programs focus on playing in highly-competitive tournaments with the thought being the competition will make players better, while other programs balance skill development and live competition. There is something to be gained from staying sharp in the offseason and playing outside of high school, and there are some tangible benefits in
High school tennis teams typically boast some solid talent, but the level of competition at United States Tennis Association events gives athletes another outlet to test themselves. Kolie Allen from Glenbard East, Martin Joyce from Hinsdale Central, and Meg Kowalski and Gianni Ross from Lyons Township have found success on the USTA circuit this summer after starring for their high school teams during the most recent school year.
Volleyball
Illinois is a hotbed for volleyball (Loyola University won the last two NCAA men’s titles, besting Lewis University this year), and club programs such as Sports Performance in Aurora and 1st Alliance, which practices at The Max in McCook, stoke the fire with nationally competitive teams. Both have double-digit Division I players go through the programs in each graduating class and attract talent from all over Chicago.

Thunder’s Graham gets CCIW Woman of the Year American Legion SUBURBAN LIFE MEDIA WHEATON – Kelsey Graham was named the 2015 College Conference of Illinois & Wisconsin Woman of the Year on July 23 and will represent the conference as a nominee for the 2015 NCAA Woman of the Year award. Graham, a goalkeeper on the Wheaton College soccer team and a Wheaton Warrenville South graduate, was chosen through a process conducted by the CCIW Senior Woman Administrators and Faculty Athletic Representatives. She was chosen among a group of six other nominees. On the field, Graham was a 2014 D3soccer.com First Team All-American and a 2014 National Soccer Coaches Association of America First Team All-Central Region honoree, as well as a CCIW First Team All-Conference goalkeeper. She led NCAA Division III goalkeepers in save percentage (.944) and ranked fifth nationally in goals against average (.283) in 2014. Graham is fourth in school history with 24 career shutouts and fifth in school history with a 0.57 career goals-against average. A May graduate, Graham was involved in a number of community service projects in college, and was an assistant coach for the Chicago Eagles Soccer Ministry, a missions department intern at James River Church, and a Sunday School teacher at Wheaton Bible Church. Graham also volunteered at a mobile food pantry and

Post 76 hosting state tournament SUBURBAN LIFE MEDIA The Wheaton-Carol Stream American Legion Post 76 is playing host to the 2015 Illinois American Legion Baseball State Tournament. The tournament runs through Aug. 1 with the championship game scheduled for 11 a.m. All games take place on the field at American Legion Post 76 on Gary Avenue in Carol Stream. Entry fees are $7 per day for adults with an $18 tournament pass available. Children 12 years and under are $3 per day or an $8 tournament pass. Children 2 years and under are admitted free, and Legion members also will be admitted free. Concessions will be available throughout the tournament. The tournament will feature some of the best 19-year-old and under baseball players in the state. As the host, the Post 76 Thunder, which boasts a strong team, earned an automatic berth in the tournament. Five other league champions from around the state, including American Legion posts from Elgin and Palatine, will compete, bringing hundreds of participants. GLEN ELLYN — Max St. George of the B.R. Ryall YMCA Swim Team has qualified for the U.S. Olympic Trials. The 18-year-old Wheaton native and recent graduate of Wheaton North High School swam the 100-meter backstroke in 57.16 seconds at the Illinois YMCA State Championships on July 19. Finishing first, he beat the qualifying time of 57.19 and earned a coveted spot in the 2016 USA Swimming Olympic Team Trials. The USA Swimming Olympic Team Trials are scheduled for June 26 to July 3, 2016, in Omaha, Neb. The largest swimming event in the country, it will determine the 2016 U.S. Olympic Swim Team that will represent Team USA at the 2016 Olympics in Rio de Janeiro.
