The Chamber was established in 1956 to advocate for Genoa area businesses. 2014 was a very successful year not only for our chamber but for our city and community. We have welcomed 8 new businesses to Genoa and have seen the expansion of several as well. The Chamber partners with local government and other organizations to improve quality of life for the city, county and region. We owe our success in part to a collaborative effort from the Chamber Board of Directors, Chamber Ambassadors, City of Genoa, Chamber members and other area professionals. Successful events that allow businesses to gain visibility include the Home and Business Expo, annual Golf Outing, summer’s Great Genoa Duck Race and winter’s Celebrate the Season. This year the Genoa Chamber will also be adding to its events the Farmer’s Market, Movies on Main and the Cruisin’ to Genoa Car show. Genoa’s City Officials By Stephen Haberkorn Contributing Writer An important partner to the Chamber of Commerce during the recent economic revitalization has been the City Government of Genoa. Mayor Mark Vicary, the Aldermen, and the Economic Development Commission have made it a priority to help recruit and support businesses in Genoa, and to improve the quality of life for residents in general. The Genoa City Government is led by ten elected officials. The Mayor, who is the chief executive officer, assists in the management and coordination of the administration through the department heads. Eight aldermen (two from each ward) make up the nine-member City Council. They vote on legislation proposed during City Council meetings, ordinances involving things like traffic controls, zoning regulations, building codes, legal fines, liquor license categories and fees. The City Clerk calls roll at the meeting, does the minutes, and adheres to ordinances and certain other documents.
Mayor Of Genoa Mayor Vicary was elected to his first and current term as the Chief Executive Officer of Genoa in 2013, after serving five years as an Alderman for the 4th Ward. He lives in Genoa with his wife and three children. Vicary is a native of England, who immigrated to the United States when he was twenty-one and became a naturalized citizen. He has a Bachelor of Science Degree in Management from National-Louis University and a Masters in Human Resources/ Employee Relations from Penn State University. Mayor Vicary has worked for United Airlines for twenty years. As a Human Resource Manager, he negotiated the current collective bargaining agreement between United Airlines and the International Association of Machinists (IAM). He used those skills to later negotiate the agreement between the City of Genoa and the Metropolitan Alliance of Police (MAP). “I’m from the private sector. Before taking over as an alderman and the mayor, I had no public sector experience,” said Mayor Vicary. “I’m very pro-business. I’ll do whatever it takes to make the businesses work and the town tick.”
Joe Misurelli • Administrative Consultant
Joe Misurelli, administrative consultant for the City of Genoa, is not an elected official but helps direct the planning and economic development for Genoa. He has a Masters of Public Administration Degree in Urban Management and Development from Northern Illinois University and served as the City Manager of Crystal Lake for over twentythree years (1979-2003). He has been working as a government consultant since then. Misurelli is a huge asset to the City of Genoa. As City manager for Crystal Lake for over two decades, he was one of the most-respected public administrators in McHenry County.

Glennis Carroll Ward One
Glennis Carroll is in her fifth term as Alderman. She has lived in Genoa since 1955. She attended Kishwaukee College and worked at Northern Illinois University until she retired. Carroll has four children and seventeen grandchildren who all graduated from Genoa High School. Her husband was the Director of Public Works in Genoa until 1984 when he died on the job in a tractor accident. She enjoys being an alderman and loves the people in her ward. She likes walking with and visiting constituents. She says that people feel comfortable with her and she likes being the middle person to help people get their problems solved. “We have a very good city government. We have people in place who will move Genoa forward and work together for the betterment of the City,” said Carroll.
Pam Wesner • Ward One
Pam Wesner is in her 5th term as Alderman in the First Ward. She works as a beautician and is a graduate of Genoa-Kingston High School. She will be seeking re-election in April of 2015.
James Stevenson Ward Two
James Stevenson grew up in Genoa and enlisted in the Air Force in 1996 after graduating from high school. After returning to Illinois in 2001, he and his wife moved around Northern Illinois a bit before deciding to move back to Genoa in 2006. They had started a family and we were attracted to the small town atmosphere as well as the excellent school district. Having served his country, he decided to pursue serving on a more local level, and ran for Ward Two Alderman in 2011.
Laurie Curley • Ward Two
Laurie Curley has lived in Genoa since 1987 and served as an Alderman since 2001 (four terms). She has driven buses for the Sycamore School District for eighteen years. She said she has seen the City Council evolve over the years to become a lot more business-like. Despite being from all different age groups and demographics, they are able to do what they have to do to keep the city working properly. “Staff has been really wonderful since 2008. They are great about making do with very little, and they don’t complain too much,” said Curley. “We’ve got some excellent people working for us, all down the line. I can’t say enough about the people who work for the

city – the police department, city hall, public works.” Curley also said that when they evaluate new businesses looking to establish themselves in Genoa, they prefer ones that are going to hire and train local people. “We really want the people of this town to have jobs, to be able to support their families, to be able to stay here, live here, and work here. It’s a nice little town,” said Curley.
JoAnn Watson Ward Three
JoAnn Watson has served as Alderman since 2001 (four terms). She used to be President of the Historical Society, but is retired now. She and her husband started the Pioneer Day event, which is going on its thirtieth years. She was also on the Board of Directors for the Genoa Main Street Organization. “I like being involved in the city,” said Watson. “I’m not quite as active as I used to be, because I’ve had so many health problems. Sometimes, you just have to give up things. I will miss this very much when my term is done [in 2017], but we need to keep getting new people in here with new thoughts and ideas.” Watson has a lot of Senior Citizens in her ward. She’s known many of them for 35-40 years. She also does her best to reach out to new residents. “When new people are moving into town, I try to go visit them and let them know I’m their alderman and see if there is anything I can do to help them or if they have any questions about the town – where’s the dry cleaners, where’s shoe repair, anything like that,” said Watson.

The outgoing Third Ward Alderman has served one full term and a partial term by appointment. She has enjoyed her time on the Council representing her ward and encourages everyone to come to one or more city council meetings to see what your local government and ward representatives do to support Genoa. “As a community, we continue to work together to keep our small town progressive and future thinking,” said Seisser.

Jay Hansen has been an alderman for almost twelve years. He will be finishing his third and final term in April. He ran for Mayor in 2013, losing a close race to fellow Third-Ward Alderman, Mark Vicary. In 1998, Hanson moved with his family to Genoa, the town where his wife was born and raised. He has a Bachelor of Science Degree in Psychology from Western Illinois University and works as a Sales Executive for Fox Valley Fire & Safety in Elgin. “After living in the suburbs out east, we moved here to raise our family,” said Hansen. “I just got involved in public service opportunities – Lion’s Club, Education Foundation. In 2003, when I ran [for Alderman], it was
just another extension of serving the public.” Hansen’s ward includes the River Bend and Oak Creek Neighborhoods.

She views being an alderman as “embracing and filling the arm’s-length gap between government and the constituents to make a difference and provide a voice on a local level.” She said her (economic) goal for Genoa is “to support incentives that aid in the growth and development of our downtown businesses, as well as encourage tax incentives to broaden our commercial industrial base.”

The DeKalb County Economic Development Corporation (DCEDC) is a public/private partnership established in 1987 to expand and diversify the DeKalb County economy. Membership includes DeKalb County; the Cities of DeKalb, Sycamore, Genoa, Sandwich, Northern Illinois University, Kishwaukee College, and other municipalities and governmental bodies together with nearly 200 private businesses. DCEDC works with site selectors, realtors and industry executives to promote the county to attract jobs and investment. DCEDC promotes and facilitates economic growth by conducting marketing and business development activities guided by its Strategic Economic Development Plan and Industrial Growth Initiative. The organization also works to strengthen and promote the local business climate by coordinating development incentives, business assistance programs and collaborative partnerships with industry to increase economic activity. DCEDC’s activities have proven to be productive with more than $1.6 billion in private investment and assessed valuation, resulting in over 11,000 new jobs in DeKalb County since DCEDC’s creation in 1987. During this period of time, employment in DeKalb County has increased by over 20,000. Despite these accomplishments, the composition of DeKalb County’s industrial tax base still lags many counties throughout the state. Industrial EAV accounts for only 4% of the equalized assessed value (EAV). To address this need, DCEDC created its Industrial Growth Initiative to target accelerated industrial attraction and expansion to boost prosperity by creating jobs, increasing average incomes and expanding and diversifying the tax base. A critical element of the Industrial Growth Initiative is to Enhance DeKalb County’s Business Climate to be more competitive in attracting business development. During recent years, DeKalb County made the shortlist for more than

ten competitive site selection projects, but lost out to other Enterprise Zone communities or other states.

This past year, DCEDC coordinated the preparation of an application for an Illinois Enterprise Zone in in partnership with the DeKalb County. This detailed application addresses State requirements including areas of need including unemployment, poverty, presence of brownfield sites or disaster areas, large scale business closings, vacant or demolished structures and decreased equalized assessed valuation. The application also demonstrated the County’s ability to perform by projecting investment, job creation and tax revenue generation over the next 15 years. Public infrastructure plans were assembled and career skill development programs were defined to further address application criteria. DCEDC appreciates the leadership of DeKalb County and six municipalities that approved Designating Ordinances and signed the Intergovernmental Agreement: the Cities of DeKalb, Genoa, Sandwich and Sycamore as well as the Town of Cortland and Village of Waterman. DCEDC also appreciates the support of the governmental units that approved Participation Resolutions: DeKalb School District #428, DeKalb Public Library, DeKalb Sanitary District, DeKalb Township, Genoa-Kingston School District #424, Indian Creek School District #425, Kishwaukee College, and the Sycamore Library District.

New Genoa Businesses Thrive and expand
By Stephen Haberkorn Contributing Writer This past year, 2014, brought an explosion of growth and optimism back to Main Street in Genoa. Highlighting this growth was the opening of a brand new microbrewery, a landscaping and garden center and a new bakery, as well as significant expansions to the Corner Grill Restaurant and Crumpet’s Tea Room, and the beginning of ongoing expansions to Prairie State Winery and the Genoa Public Library.
Prairie State Winery “Last January, I was sitting in a wine garden out in Napa Valley, California with a friend,” narrated Rick Mamoser, owner of Prairie State Winery. “I jokingly said, ‘This is really what the winery needs in Genoa, a nice outside wine garden.’ And then it dawned on me that across the street from us, Victoria’s Crossing was selling and I remembered that they had some kind of garden in the back.” So Mamoser called his wife to schedule an appointment to check out the property across the street. “We were happy where we were, but we really thought this new location would provide us a lot more opportunity for some of the entertaining we want to do,” said Mamoser. They ended up buying the building and renovating one half of it before moving across the street in July, 2014. This first phase of their plan was completed with the opening of their beautiful wine garden. They will soon begin construction on the other half, with estimated completion in late spring of 2015. “Another thing we wanted to do was provide a food component – not open a restaurant, but have a kitchen where we could provide food options for our customers during our Wine Downs and our entertainment events,” said Mamoser.

The new building that they’re working on now is going to supply that. “Those two things combined made the move across the street very attractive,” said Mamoser.
Cademon Brewing Company A major concern that Prairie State Winery had about moving to their larger location across the street was leaving an empty building behind. “The last thing that we wanted to do to downtown Genoa was create another vacant building,” said Mamoser. They thought about what business would fit well in Downtown Genoa that would help the whole downtown atmosphere. “Immediately, I thought of a brewery,” Mamoser said, “I used to make wine right in that very building. The back is a perfect production area.” So they set out to find people who wanted to start a microbrewery and were still looking for a location. They interviewed a few potential breweries and then remembered the guys from Cademon (Pronounced “Cadda - mun”) Brewing who had stopped by their taste room in Sycamore to talk about doing some crossmarketing. They contacted them, and as it turned out their building location in Sycamore had just fallen through. “The timing was perfect,” said Mamoser. Owners Andrew Nordman and Brian Matejka opened DeKalb County’s first commercial brewery on December 3, 2014 to huge crowds. About four hundred people came through their doors at 217 W. Main Street on opening day and they served another 275 patrons their first weekend. Their biggest challenge since opening has been keeping enough beer on tap to meet the demand.

Nordman said that things have been going “fantastic” since they opened. They were in the middle of brewing seven days straight, because they had run out of the beers they had put on tap for their opening and were halfway through their second batch of beers. “The theory is that we have four beers that will be on tap year-round,” said Nordman. “And then we have anywhere from 3-5 that are seasonal, limited-release, one-time beers.” Right now, they are working with a small system that only allows them to make sixty-two gallons per batch, which is extremely small for commercial brewing. Next month, they will be getting a new system that will allow them to do five hundred gallons per brew day. Once the larger system shows up, they’re planning to distribute to not only the DeKalb County area, but they’re also going to be partnering with a distributor in order to handle the Chicagoland area as well. They will begin bottling after that.

beef, gyros, ribs, and salads have all won Daily Chronicle voters’ choice awards over the last five years. “Business had gotten so busy to the point where people were standing in line for a seat,” said Ted Aretos, Corner Grill owner. Especially on Friday and Saturday nights, Corner Grill could not provide many of their customers the kind of relaxed dining experience they wanted. That all changed in October of this year when Corner Grill expanded into the neighboring storefront, adding 78 seats inside and over 50 more outside between the sidewalk and their new outdoor patio. In addition to adding the larger dining area, they also expanded the kitchen dramatically. They bought a gigantic pizza oven and doubled everything on their line to increase their production capabilities significantly. Corner Grill is also now licensed to serve beer and wine, while they still maintain their familyfriendly atmosphere. “It’s been fun and it’s also allowed us to start doing some events,” said Katie Aretos, Ted’s wife and business partner. “We had karaoke here. We had a live band. We’re going to do a Super Bowl party. So, it’s really opened us up for some options.”
Bill Lloyd Landscaping and Old Barn Salvage Bill Lloyd began doing landscaping professionally after completing the horticulture program at Kishwaukee Community College around 1983. In 1994, he started his own business, Bill Lloyd Landscaping, which he ran out of his parents’ farm in Sycamore for many years. Lloyd discovered the new home for his business at 662 Park Avenue in Genoa on his way to a job in Kirkland. It was previously an auto salvage yard. Even though it needed lots of work, he could see the potential in the building and the four-acre property. Lloyd and his wife, Mary, put in new floors, painted, re-wired the building, and cleared trees before opening their garden center in April, 2014. Lloyd specializes in brick paver work for patios, fireplaces, seat walls, and retaining walls. He uses only quality materials like Unilock Pavers for his projects, and gets all his plants from local nurseries that he has been working with for a long time. Two years ago, his friends bought a farmette

and Lloyd agreed to take down their barn for wood. That led him and his wife to a lucrative side-business – salvaging materials from old barns and creating rustic furniture and other items with the beams, siding, doors, windows, feed troughs, and anything else they can use. The Barn Salvage business has tied in nicely with the landscaping and garden center. Mary Lloyd provides the creative inspiration behind many of their projects. The Lloyds hope to expand the garden center in the near future, and they’d like to have a large greenhouse so they can grow poinsettias and bulbs. They also plan to beautify the grounds by adding an event barn, gardens, fountains and a picturesque winding trail in the back of their property so they can host parties and weddings.
Crumpet’s Luncheonette and Tea Room Crumpet’s has been a fixture on Main Street in Genoa for seventeen years. Debi Kottmeier took over the restaurant in May in order to continue the tradition. She had been working at Crumpet’s for three years and wanted to see it flourish and grow. “My vision is to continue adding services,” said Kottmeier. “I’d like to do some more catering, more baked goods. I want to bring in some more retail items [like candles and scarves], and just be able to service the community more.” They are now a coffee house with breakfast items from 7:30am.-11:00am when they start serving lunch. “When I took over, the front half of the restaurant wasn’t being utilized and my vision was to have an early morning coffee house, where people could come in, relax, have a cup of coffee, a baked good, quiches, or some other breakfast items,” said Kottmeier. Crumpet’s encourages people to come in with their friends, hang out, and stay for several hours if they’d like. They provide free Wi-Fi service as well. Kottmeier is making sure to continue Crumpet’s popular specialties, such as their Italian coconut cake, their signature Victoria’s Masterpiece soup, and homemade chicken, tuna, egg, and ham salad. Guests can get a good meal that’s something a little out of the ordinary and not fried food. “I’ve had positive response from people who have been coming in for years and see the difference,” Kottmeier said. “I’m hoping that
people see the passion that I have to bring back the traditions that Barb and George [the original owners] started, because they did great things.”
Latsis Bakery Latsis Bakery is family owned and operated, offering premium baked goods and custom cakes. They also serve premium soups, salads, sandwiches and a variety of drinks, including coffee and homemade flavored waters. Only two employees currently work at the bakery – John Latsis and his wife, Nicole, who helps out on weekends. John Latsis has worked in the restaurant business since 2007. He was running the bakery out of his home in Sycamore until opening their storefront at 401 W. Main Street in Genoa in June, 2014. “I was looking at Genoa because it’s a nice little town and there was no bakery out this way,” said John Latsis. He hoped to build his customer base by opening up a storefront, and so far it is paying off. “The Chamber helped a lot by putting the word out that we’re here and sending customers our way,” said Latsis. “And the city has been welcoming.”

Soaring in
Genoa
By Stephen Haberkorn Contributing Writer This year, a group of volunteers, led by the Genoa Economic Development Commission, started a project called “Genoa SOARing” that they hope will propel the Genoa business community to new heights. Ken McArtor, a Commercial Advisor at Resource Bank in Genoa and Chairman of the Economic Development Commission, was one of the driving forces behind the initiative. “Our group decided that we would like to take a more proactive approach at attracting some businesses and economic development for the city,” said McArtor. They went to the Center for Governmental Studies at Northern Illinois University to get some guidance about ways they could support the work the City of Genoa was already doing and maybe come up with some new ideas as well. Norman Walzer, Senior Research Scholar at the Center, and Melissa Henriksen, Research Associate, helped them come up with the SOAR acronym for their group. It stands for Strengths, Opportunities, Aspirations, Responses, Resources, and Results. (They combined these last three into one “R.”) This acronym guided the strategic planning process by

focusing on what could possibly be done, rather than looking at the obstacles the small community faced. Next, the group met with the DeKalb County Economic Development Corporation (DCEDC), who helped them get a three thousand dollar grant from the DeKalb County Community Foundation (DCCF) to help pay for their activities. They did a comprehensive survey of all the businesses, as well as a countertop survey of customers who were shopping in town. They also put together a couple specific focus groups, one comprised of young adults and another made up of senior citizens. Eventually, a group of thirty volunteers representing a cross section of people from businesses and organizations in the community was formed and met five times to discuss the findings of their research propose projects that could be done based upon that information. “When the SOAR group initially got together,” said Walzer, “they had a lot of good information about what was going on in Genoa. It wasn’t just making a wish list. They really had thought it through.”
Strengths
Using the SOAR approach, the main strengths the group identified for Genoa were: • Location near major hubs like Rockford and access to major highways, rail, and airports • Access to the Kishwaukee River and other recreational areas • Historic Downtown and Main Street Events • Available land and infrastructure necessary to attract industry • Diversified Housing
Opportunities
The group ended up forming four smaller groups, each focusing on one area of opportunity for investment and growth: Downtown, Events, River Access & other Recreational Opportunities, and Industry/Infrastructure. For the Downtown group, they focused on improving parking, beautifying the streetscape, fixing up building facades, and filling vacant buildings. The Events group narrowed their ideas down to having an improved web presence and coordinating marketing efforts to increase tourism. The River and Recreation Group wanted to pursue increasing the use of a park along the river and putting in a canoe launch. They also wanted to build a bike path between Genoa and Kingston. The last group wanted to focus on bringing in new industry to the city by promoting the infrastructure that is available like open land, access to major transportation, and fiber optics.
Aspirations
The next step taken by the SOAR group was working on a unified vision statement that could communicate their vision to the community and to prospective residents and businesses. A suggested Vision Statement they developed was: “Genoa is known for being creative in developing a vibrant and attractive community with prosperous and growing downtown, manufacturing, service sectors, and recreational activities supporting a living environment that attracts new residents and businesses.” Subsequently, one visionary buzzword that has seemed to resonate with members of the business community is “destination.” There has been lots of talk about making Genoa a place that people are willing to travel long distances to get to because of their many unique shops, restaurants, and recreational activities.

Responses + Resources = Results At this point, the Genoa SOARing team is in the Response stage, with the ultimate goal of finding and using resources to implement their plans in order to get visible results. They will work with City Council on their ideas and get feedback from them on what they can accept, what they have money for, and what they are willing to pursue. “[We’re] looking for a project that is that low-hanging fruit that we can actually accomplish,” said Cortney Strohacker, Director of the Genoa Chamber of Commerce “The whole reason that we started this was to be an action committee. There have already been so many groups that have gotten together and sat and talked … but until you really start to do something, nobody’s going to get behind it. The community wants to see things happening. We have such momentum right now.” One of the things the SOAR committee volunteers learned during this process was that the city was already doing several things that they were not aware of. For example, they had begun working on a downtown streetscape beautification plan and they were close to completing a walking path. This pointed out the need for better communication among all of the stakeholders in the Genoa Community. The SOARing project, therefore, worked as a catalyst in stimulating increased collaboration among Genoa businesses, residents, and City Government. Many of the hopes of the Downtown team can be expressed by McArtor as he looked forward to seeing the city implement some of the things the SOARing group discussed. “I do believe that the Mayor’s downtown development project is going to have a huge impact on our downtown if it’s successful,” said McArtor. “Ten years from now, some of the funds that are generated could completely redesign our streetscape, would possibly solve some of the parking issues that we have … [and] will encourage a lot of businesses to come in and have it be a destination to spend weekends or evenings.” In fact, many of the new and expanding businesses in the downtown are already catching that vision and investing significant amounts of money in the area, which is a great sign, according to Walzer’s study of successful communities. “We’re very bullish on continuing to invest in Genoa,” said Rick Mamoser, owner of Prairie State Winery on Genoa’s Main Street, which recently completed the first phase of a two-part expansion project. “Our success has a lot to do with where we’re located. We’re happy to continue to grow and watch more businesses come to Genoa.”
