McCOOK – For its location in a town with only 231 residents, the McCook Athletic & Exposition Center, or the MAX, at 4750 S Vernon Ave., in McCook, is massive. Not only is it the site of many indoor soccer games and even baseball practices, but the MAX is also the home of the newly formed Max-PRC Electric Flying Club. “This was an amazing find,” said Dave Printz, a Burr Ridge resident and organizer of the PRC Electric Flying Club, of the MAX. Gov. Rauner unveils broad agenda By KEVIN P. CRAVER kcraver@shawmedia.com Republican Gov. Bruce Rauner in his first State of the State address laid out a broad agenda to revitalize Illinois’ economy that focuses significantly on stripping the power and influence of labor unions. Rauner, in his 40-minute speech to state lawmakers Wednesday afternoon, called his proposals “bold” and “aggressive” but “necessary and very doable” to repair the state’s deep financial troubles and make Illinois more competitive with other states. “The time is now for all of us, Republicans and Democrats, to do big things – the right things – for the people of our great state,” Rauner said. “Now is the time for bold and decisive action. It is make or break time for the Land of Lincoln.” But while Rauner preached the need for bipartisan cooperation to stop what he repeatedly called on the campaign trail the state’s downward spiral, he almost certainly will find a number of his proposals, especially those blunting organized labor, a very hard sell to Democratic lawmakers who hold House and Senate supermajorities.

He outlined some of his proposals in his address and others in an accompanying list of priorities he called “The Illinois Turnaround.” He told lawmakers they should consider the plan as a whole rather than a list of separate initiatives and that while they would find things they don’t like, they will find a number of things they do. Among his top priorities for economic growth are implementing more significant workers’ compensation reform, tort reform, implementing true competitive bidding for public works projects while limiting prevailing wage requirements and allowing local voters to decide by referendum whether or not local government employees should be forced to join a union or pay dues as a condition of employment – Rauner dubbed the localized right-to-work areas “employee empowerment zones.” “Employee empowerment zones will increase jobs for residents, increase economic activity for local businesses and generate more tax dollars for local governments,” Rauner said. “It’s a win-win-win proposal.” Rauner also seeks to limit organized labor’s influence by extending the existing ban on political contributions

for businesses with state contracts to all organization with a collective bargaining agreement with state government and organizations funded by entities receiving state Medicaid funds. In exchange for the business reforms, Rauner said he supports a plan to increase the state’s minimum wage from $8.25 to $10 an hour but phased in over seven years. While Rauner did not address the state’s $111 billion unfunded pension liability in his speech– a 2013 reform bill is awaiting an Illinois Supreme Court ruling regarding its constitutionality – his priorities list included a proposal to move state employees into a new tier of benefits or into 401(k)s while protecting the pension benefits they have accumulated to date. Another proposal seeks to give state government employees merit-based raises. A number of Rauner’s proposals are aimed at the local level, such as lowering the property tax burden on Illinois homeowners. Besides the right-towork and prevailing wage reforms he said will decrease local government’s costs, he wants a two-year freeze on property taxes and an increased emphasis on consolidating local units of

government – Illinois at almost 7,000 has far more than any other state. “Our property taxes are out of control and are crushing middle-class families,” Rauner said. “Illinois’ high property taxes have skyrocketed because state and local governments have been unable or unwilling to control their own spending. We must empower taxpayers to take control of their property tax bills by giving them greater ability to control local government spending.” Rauner also echoed previous calls for constitutional amendments for term limits and merging the offices of treasurer and comptroller. Lawmakers will meet again in two weeks when Rauner delivers his proposed 2016 budget, which will give a more complete picture as to how he plans to pay for initiatives such as increased funding for K-12 education and at the same time what needs to be cut. Besides a multibillion-dollar backlog of unpaid bills, the state faces a $6 billion budget shortfall for the next fiscal year beginning July 1. A much-criticized 2011 increase in the state income tax was allowed to expire Jan. 1 as promised.

During an investigation, police learned that at some point before midnight Baltrimaviciene and her boyfriend, Huseynli, left her apartment to walk her dog. While the couple was walking, Spitalli confronted them and started an argument with Huseynli. Spitalli then grabbed Huseynli from behind and slit his throat, according to prosecutors. Spitalli then forced Baltrimaviciene into his car at knife-point and fled the scene, eventually ending up at his parent’s home.

According to prosecutors, Spitalli and Baltrimaviciene then called police to report that Baltrimaviciene was the victim of a battery. According to police, he threatened Baltrimaviciene’s life and the life of her daughter if she did not go along with the plan. Police took both to the police department for questioning and an investigation by Darien police and the DuPage County Sheriff’s Department determined Spitalli had fabricated the battery and had committed murder and kidnapping.

The Affordable Care Act is a big part of your taxes for 2014. You will need to indicate on your 1040 if you (and your dependents) had health insurance all year - or with less than a 3 month gap.Taxpayers with Medicare, Medicaid or employer health insurance all year are considered covered. If your answer is NO, then you may have to pay a penalty computed on a new Form 8965. The penalty is based on your adjusted gross income and gets added to the tax you pay. If your answer is YES and you bought your insurance through a health exchange, you will receive a Form 1095-A. This form wills how when you were covered, who was covered, and whether you got an advance credit to help you pay the premiums. With this form, you will have to reconcile your coverage, payments and advance payments on another new form 8962 to see if you are eligible for a credit or have to pay some of the credit received back to the IRS. If you do not answer this question, your return will be rejected by the IRS. Truly not simple. STRAUSS TAX SERVICE can correctly prepare your 2014 Federal and IL taxes and your ACA new forms. Share memories with younger generations As we age, many of us like to look back at events that occurred during our younger years. We like to reminisce, make connections with past experiences and reflect upon friendships and relationships. Reminiscing allows us to sort out and pull together events and achieve a sense of purpose and continuity. It is important to share our life story with family. It enCOMMUNITY ables us to connect with them VOICE on a uniquely personal level. Hanna By talking about our parents Benioff and grandparents or recalling experiences from throughout our lifetime, we make family history come alive for our children, grandchildren and future generations. Revealing our inner lives, sharing painful and humorous moments, discussing family patterns and roots, we help create an intimate sense of unity and pride in the family’s heritage. Our family also may find an interesting perspective about changes in the world we have witnessed over time. There are numerous ways for sharing memories and creating a family legacy: • Discussing the idea of memory sharing with family members and inviting them to join you for several family history sessions. This can be done as a group or on a one-on-one basis. • Compiling a book of reminiscences that include letters, photos, recipes, poems, stories and diaries. Review them with family members and put them in an album for future generations. • Sharing special memories with a grandchild by recording them in an album and presenting it to him or her on a special occasion. • Assembling a photo album by collecting old pictures you have saved over the years. Together with family members, identify and write captions for each of the photos and assemble them in an album. • Emphasizing family traditions transmits a cultural heritage and creates a sense of continuity. Does your family celebrate holidays with traditional foods or costumes? Are there specific heirlooms such as antique silverware, dishes or tablecloths used for special occasions? Does your family enjoy particular games, songs or dances on certain holidays? Pass your special and unique cultural heritage on by recording them for your family. Taking time to create your family legacy with such activities can bring families closer together and assure that these memories live with future generations.

Evan Floersch earned national Player of the Year honors after leading Hinsdale Central to the 2014 state title in November.

There’s a lot to cheer about as high-profile honors pour in for Hinsdale Central athletes, both past and present. Hinsdale Central senior Evan Floersch was named Player of the Year by a National Soccer Coaches Association of America after leading the Red Devils to the state title in November. At the college level, Jack Allen was named to an all-bowl team, and his brother and teammate, Brian, earned freshman all-American honors for the Cotton Bowl-winning Michigan State football team. It’s not just lots of trees and flowers that make area parks looks so inviting – you need a really good landscaper, too. Clarendon Hills Park District landscape specialist Keith Woodke was just named Park Professional of the Year by the Midwest Institute of Park Executives. The 64-year-old’s work can be seen at any of the village’s eight park sites. David Good, managing editor dgood@shawmedia.com 630-427-6270

Signs at college too gaudy College of DuPage should not erect a sign in honor of the much reviled Robert Breuder. COD already has way too many gaudy white building signs that look like advertising for fast food joints, not an institution of higher learning. But those were [Robert] Breuder’s idea, too.

COD needs a new lawyer In regards to the College of DuPage’s buyout of the president, I worked at a community college for more than 20 years and I’ve lived in the College of DuPage district for more than 38 years. I think where the big problem is, is the lawyers for the College of DuPage should have been more astute and could have prevented a problem with the Open Meetings Act. What needs to be done is that the college needs to get a new lawyer.

COD trustees listed accomplishments by [Robert] Breuder and claimed the payout is justified. Consider this: Dr. Taub, director of the Columbia University Mesothelioma Center, has been passionate in raising money for research and patient care of those inflicted by this awful form of cancer. This month, N.Y. Assembly Speaker Sheldon Silver was found guilty of various charges including engaging in a sweetheart deal with Taub. Dr. Taub referred patients to Silver’s private law firm and in turn, Silver allotted public money in form of grants to the Mesothelioma Center. I suppose, though, this is where Illinois and New York diverge. The university immediately fired Dr. Taub and Silver resigned. In Illinois, you get a building named after you and you walk away with $762,000. Where is Lisa Madigan?

Change color of squad cars Lately, I have become aware of Downers Grove and DuPage County Sheriff cars in black. This color is intimidating. As a taxpayer, I would appreciate it if this black color was replaced by a more optimistic color: like green, orange, white. Anything but black with dark tinted windows and excessive lighting. The lights are definitely way over the line. I am referring to the lights they turn on when they are pulling someone over. There are dangerous criminals out there, but come on police, most of us are law-abiding. Isn’t a gun intimidating enough?

Don’t use church for speed trap Again the Lemont Police Department is using church property, the St. Pat’s parking lot, to catch speeders in Lemont. In the mid 1990s, the same practice was being done, and the village told the police department not to use church property to do surveillance on State Street. Why is it happening again? Do police officers have no idea what church property means to the community? We’re a community of churches, and we shouldn’t have police cars in our parking lots.

The southbound drivers on Madison approaching 55th Street who are going to make a left turn are becoming a growing problem in Hinsdale. Seems like more and more of these drivers are jumping the double white lines and intruding into the only lane available for northbound drivers. Can’t you just wait 15 to 30 seconds rather than chance a head-on collision where there are no shoulders on the road to avoid an accident in the making?

WHEATON – A drug used to counteract the effects of an opiate overdose could find itself in the halls of schools across Illinois if a bill put forward by a local legislator gets passed. State Sen. Michael Connelly, R-Wheaton, recently introduced Senate Bill 73, which would specifically allow school nursing personnel to administer the nasal spray Narcan. “When I first ran for state office, I never thought heroin would be at the forefront,” he said. Connelly said he worked closely with local officials to craft the county and state’s next step in combating the

• RAUNER While Rauner said he wants to keep income taxes “low and competitive with other states” and keep the state’s flat tax over a progressive one based on income, he wants to extend the state sales tax to include a number of services. He likely will find pushback from members of his own Republican caucus, some of whom oppose any attempt to find more revenue over cutting spending.

Local lawmaker react Rauner’s speech earned high praise from local Republican legislators and even received positive words from the other side of the aisle.

• CLUB Continued from page 4 to accommodate indoor flying. Not until this past July, that is. While most people may be familiar with model airplanes flown outdoors, electric airplanes are a subset all their own, Printz said. Electric planes operate how you

said there had been instances of overdoses in area high schools, including one in Wheaton. “To be able to save somebody who is 17 years old is so important that why wouldn’t you want that nurse to have the ability to save that life?” he said. “It has tremendous potential and could save many years of someone’s life.” Robert Rammer, assistant superintendent for administrative services at Community Unit School District 200, said the school district had already started training staff and nurses earlier this school year through the county. “We have former students who have passed away from overdose, ...” he said. “We understand that we are only moments away from that po-

tentially happening before, after or during school.” Rammer compared the push to having someone trained in Narcan use to having defibrillators in the hallways, saying it is better to be safe than sorry. And the drug has no effect on those not experiencing an overdose, according to Jorgensen. So far, Narcan in the schools had not cost the district any additional funds, as the training and drug came through grants. Connelly said he hoped the bill would have a hearing sometime in the next two weeks and hoped to bring someone from the coroner’s and state’s attorney’s offices to Springfield to testify.

Illinois Senate Republican Leader Christine Radogno, R-Lemont, said she’s encouraged by Rauner’s early signs of bipartisan leadership. “It’s exciting to have a governor who wants to work with lawmakers on long-term solutions to the state’s problems,” she said. Radogno is particularly intrigued by the governor’s plan to freeze property taxes. “As a suburban resident, I know many property owners will share my interest in his plan to provide property tax relief,” Radogno said. “Gov. Rauner cited property tax rates as ‘one of the biggest impediments to growth,’ explaining the average property tax rate has increased nearly 33 percent over the past decade.” State Sen. Michael Connel-

ly, R-Lisle, believes Illinois is now on a path to reemerging as the “economic engine of the Midwest.” “Clearly Gov. Rauner was elected to make bold moves and take swift action to put Illinois back on the path to fiscal solvency and get our state’s economy going again,” Connelly said. Rauner’s commitment to government consolidation tapped into a major talking point for many local officials. State Rep. Ron Sandack, R-Downers Grove, hopes the state can mirror the success witnessed in DuPage County. “The DuPage County model has achieved an estimated $100 million in taxpayer savings,” Sandack said, “and I hope to see that effort extended statewide so that taxpay-

ers everywhere can experience tax relief.” State Rep. Deb Conroy, D-Villa Park, said she was “especially encouraged” by the governor’s pledge to consolidate units of government after she was part of the bipartisan effort in DuPage County. Conroy also agreed with Rauner’s focus on the state’s fiscal crisis. She said she’s committed to working with Republicans to pass a “fiscally responsible budget while preserving funding for education and other vital services.” “I look forward to hearing the specifics of Gov. Rauner’s plan and will continue to work with my colleagues in the House and Gov. Rauner to find balanced solutions to our state’s fiscal problems,” Conroy said.

Because of their smaller size and advances in technology, electric airplanes aren’t difficult to fly indoors; they just need a good amount of space. The MAX-PRC Electric Flying Club meets from 11

The club also meets on the first Monday of the month for “Nite-Flites” from 9 p.m. to midnight, so that people busy during the day can get a chance to soar as well. Printz said a great opportunity for newcomers to get a sense of the fun is at their open flight events. The club will hold their next open

flight at the MAX March 2. Newcomers without planes of their own will have the opportunity to test-fly planes at the open flight event. Two trainer airplanes will be available with assistance from club members. For information, see the group’s website at www. palosrc.com, or email Dave Printz at dprintz@dprintz. com.

He compared it to a bill several years ago that protected and encouraged trained civilians to administer the drug. For the past year, police officers and other first responders in DuPage County also have been trained in the administration of the drug, saving more than 30 lives since January 2014. Consolidation, heroin top county’s legislative priorities By NATHAN LURZ nlurz@shawmedia.com Legislators in Springfield have a long to-do list during the next several months, including working on a new budget and the ever-increasing pension costs. On Jan. 27, the DuPage County Board approved its 2015 state legislative agenda in hopes of having a voice in those conversations. The list of 10 items features some of the biggest issues the county has faced in the past year – and a few that many residents probably haven’t heard much about. “I don’t think it’s the most aggressive set of agenda items,” said county board member John Curran, chairman of the legislative committee. “The reality is that there is a new governor and there are going to be a lot of issues in Springfield that are going to take a lot of time.” Although the board sometimes weighs in on the bigger issues, Curran said the committee decided it would sport a “realistic agenda” that wouldn’t waste the time of the lobbyists the county hires and taxpayer dollars on issues that may not get addressed or

didn’t represent top priorities. Topping the list is a desire for more county powers in its effort for consolidation. The county formally began its efforts to streamline government with the 2012 Accountability, Consolidation, and Transparency Initiative. In August 2013, then-Gov. Pat Quinn signed a law allowing DuPage County to dissolve outdated or defunct county-appointed agencies. Since then, the county board has approved the dissolution of the Fairview Fire District and worked to identify other bodies that could be taken out. Another hot topic revolves around providing noise relief for the communities around O’Hare International Airport. There also was a plea for contin-

ued support of programs that battle prescription pain pill and heroin abuse and for additional resources to assist families affected by heroin addiction. The board also asked the legislature to remove the sunset of a wireless surcharge funding 911 response operations, expand opportunities for electronics recycling, increase capital funding and address the rising costs of court operations. Curran said he believed several items on the list, including heroin legislation, the 911 surcharge and electronics recycling, will likely get addressed in short order. “The sense is that the General Assembly is going to be looking to build some momentum as parties feel themselves out,” he said. “These are all things people can agree on.”

Obviously he’s our star, but we’re still confident in what we can do as a team and we know we can still get some wins without him.” Grant Hutcherson Hinsdale Central senior saw Hutcherson (12 points), Thomas Ives (13 points) and Jordan Bradshaw (11 points) lead a balanced scoring effort. Hutcherson scored nine points in the first half, Bradshaw put up seven in the third quarter and Ives tallied eight in the final frame. Bradshaw and David Northey hit back-to-back 3-pointers to give the Red Devils a 27-26 third-quarter lead, but the Huskies pulled away down the stretch. No matter who is on the floor, the Red Devils won’t lack for work ethic. “This week … we’re going to bust our butts even harder, learn our roles even better and try to get more comfortable with where we’re at and try to get more wins,” Hutcherson said. “We’re a family and we’re gonna keep going hard and try to do something special this season.”

HINSDALE – For much of the past four years, Hinsdale Central’s boys basketball program hasn’t known life without Matt Rafferty. Now Grant Hutcherson and his Red Devil teammates are learning how to play without Rafferty, a standout senior forward who broke his right hand in a Jan. 23 game against York and could miss most of the rest of the season. “We’ve been trying to keep our heads up for sure,” Hutcherson said. “It’s definitely a blow seeing Raff go. Obviously he’s our star, but we’re still confident in what we can do as a team and we know we can still get some wins without him, so we’ve practiced hard and focused on some different roles because we had to switch around some people’s roles.” Hutcherson’s role is one that has changed. The Red Devils’ sixth man at the start of the season, he saw more action in the post during a 51-47 loss against Oak Park-River Forest on Jan. 30 since George Kiernan missed the game to attend his grandmother’s wake. The Red Devils lost 61-49 against Glenbard West on Saturday to fall to 1-2 without Rafferty. They are 17-4 overall and 6-2 in the West Suburban Silver heading into today’s 6 p.m. game at Proviso West. Two-time defending WSS champs, the Red Devils now sit one game behind Lyons Township for the Silver lead, but their conference standing is not altering their overall goals. “Our goal is always just to play as well as we can and play at our full potential, so we never talk about number of wins or going undefeated or anything like that,” Hinsdale Central head coach Nick Latorre said. “We just say, ‘Let’s go out and play, improve and Bill Ackerman - backerman@shawmedia.com play as well as we’re capable of Hinsdale Central’s Thomas Ives shoots underneath the basket Jan. 17 in a game against Glenbard North. Hornets hoops hits rough patch against Morton, Willowbrook Hinsdale South drops back-to-back games, snaps winning streak By DAN SANTAROMITA dsantaromita@shawmedia.com CICERO – Hinsdale South’s boys basketball team went to Morton with a four-game winning streak and arguably playing its best basketball of the season. The Hornets met a rude awakening against the Mustangs on Jan. 30 in a 76-41 loss. A day later, Willowbrook’s Alonzo Verge Jr. hit a go-ahead 3-pointer in the final minute to give the Warriors a 64-63 win in Darien. The tough 0-2 weekend for Hinsdale South has taken them out of the running in the West Suburban Gold. The Hornets are now 4-4 in the conference, three games back in the loss column behind Morton. “We’re young, we played in a hostile environment for really the first time all season, and we lost track of some things that we do,” coach Brett Moore said after the Morton game. “We’re trying to move the ball a lot and we didn’t execute on the offensive end. We had some guys do some good things tonight. We just didn’t jell really and do what we’ve been doing, which is working the ball.” Morton led 27-19 at halftime, but the Mustangs opened the third quarter on a 13-2 run. Morton forward Weisner Perez, a Harvard recruit, scored 32 points and grabbed 10 rebounds in addition to scoring the Mustangs’ first 10 points of the second half. Hinsdale South’s Barret Benson, who Purdue coach Matt Painter was in attendance to recruit, had eight points and five rebounds. Karol Lipiszko and Sean McCormack also scored eight points

New faces stepping up for Central, South boys hoops “He just is a guy that does everything and is so unselfish,” Central head coach Nick Latorre said. “He was completely on board with being our sixth man and he handled that admirably. ... He’s extremely team oriented and a very unselfish player. He’s been that way since he came into the program.”

By JASON ROSSI jrossi@shawmedia.com each for Hinsdale South. “I didn’t think they could shoot any better than they did last time when they shot 73 percent from the field against us, but they might have,” Moore said of Morton. Against Willowbrook, Benson was dominant with 29 points and 18 rebounds. Brian Kern added 17 points. The weekend marked consecutive losses for Hinsdale South (11-11) for the first time since the last two games of York’s Jack Tosh Holiday Classic. Despite playing with just one senior on the roster, Moore hasn’t doubted his team’s leadership. “We’ve had great leadership,” Moore said. “The last month, month and a half, guys have really stepped up to the varsity level. Everybody was new minus Barret. Brian played a little bit for us [last season]. Barret has always done a nice job of leadership and he’s, I think, helped these guys get to another level. We’re doing great as a team.”

Each basketball season provides a chance for fresh faces to impact the teams they play for. From sophomores and juniors getting their first taste of varsity ball to seniors stepping into larger roles, here are this season’s breakout players from Downers Grove South, Hinsdale Central and Hinsdale South:

McCormack has held his own alongside Division I recruit Benson to the tune of 5.3 points and 4.6 rebounds per game, the latter number ranking second on the team, and has shown continued improvement as the season has gone on. He scored 12 points and grabbed eight rebounds in a win against Proviso East earlier this season. “Sean has really stepped up,” South head coach Brett Moore said. “I knew what he had in him, and he’s the kid I’ve coached harder than anybody this year because I know he can handle it.”
