Message from the City here is a surging sense of new energy and excitement moving in our town this summer. Many parties are working toward returning a wide array of traditional events and new businesses to our summer community schedule. A lot of hands are taking up actions to return our town to a place of special summer events and lifelong memories.

JEFFERY SCHIELKE Mayor of Batavia

The Batavia 4th of July Fireworks Committee hosted a meeting and planned many fun moments at Batavia's celebration of our nation's birthday, the 4th day of July. The ever-popular Citywide Garage Sale will be advertised and hosted on May 6 and May 7. Each year this event continues to grow with more and more residents participating. Many out-of-town buyers are known to visit Batavia in search of bargains including antiques, sports equipment and just about everything else. Profits from the garage sale all go toward funding Batavia's now 72-yearold fireworks show tradition. The Farmers Market will return Saturday mornings to North River Street beginning May 28. Farmers with their home-grown produce and farm goods will be here to welcome hungry buyers looking to take home quality farm products grown in northern Illinois and the Midwest. The 4th of July show will be fired off at Engstrom Park and the farm fields of Mooseheart, located directly south of the Main Street entrance into Batavia High School. The show will be starting around 9 p.m. on the July 4. Music again will be broadcast as a backdrop to this year's show. The Batavia Community Band, under the directorship of John Heath, will present a pre-fireworks show concert and it is anticipated that there will be a number of food vendors with booths set up along Millview Drive just south of Main Street. Thus, I would like to encourage all Batavia residents to plan ahead to be in attendance at this year's show with family and friends taking part in what

is truly one very special time of civic togetherness. Where new restaurants are being located in our town is an interesting question to consider when you look around at what is happening in Batavia these days. In our neighboring towns of Naperville, Downers Grove and Warrenville restaurants seem to cluster near tollway exit intersections, but Batavia-favored locations appear to be Randall Road and downtown along Wilson Street. I was invited recently to participate in a food taste testing exercise. Featured were items from the menu of the soon-to-be-opened Mirus small plate restaurant on the northwest corner of River and Wilson streets. They offer favorite foods with a wide variety of sauces, toppings, gravies, and flavors that can be added. My prediction is that this will quickly become a favorite with downtowners. Also, now fully approved for new construction is a Culver's Restaurant to be built on the south parking lot of the former TGI Friday's restaurant at Mill Street and Randall Roads. According to the restaurant's owners, the popularity of their daily variety of hot soups and salads is predicted to be a big hit with the evergrowing senior citizen population in Batavia. The city has six senior citizen residences with interest in constructing more of this housing style from area home developers. As I shared in my first column in this new Batavian magazine, I am going to feature short reports about other places, both far and wide, where Batavia, Illinois has some unique feature on display. This month I'd like to call your attention to Lena, Illinois, located just north of Route 20 about 6 miles northwest of Freeport, Illinois near the Wisconsin/Illinois border.

PARKWAY

TREE Here is Lena's newly painted city limits signs that features a drawing depicting that community's 1896 water tower that has been placed by the National Park Service on the National Register of Historic Places. The Batavia story in this city limits sign comes from the history with the water tower itself. In 1895 the first attempt to build a city water tower ended in a structural collapse during its construction. Subsequently, in the spring of 1896 the tower was rebuilt by employees from the U.S. Wind Engine. They came up from our town and built a new tower out of limestone and red brick with a redwood reservoir on the top. No longer in active use, the tower remains the pride and historical focus of the town and served the nice folks of Lena for over 125 years.

PROGRAM

The City of Batavia provides residents with an opportunity to purchase a parkway tree, as part of its commitment to reforestation in Batavia. The available species are locally grown, quality trees that do well in city parkways. A variety of species is offered each year to provide a diversified parkway tree population for our community. Details for the trees available this summer/fall can be found on the City’s website (see link below). Residents pay half of the tree cost, which covers the tree, planting, and mulch. Invoices will be sent to program participants for their share of the tree cost after planting has been completed. To apply for a tree: Please note that quantities are limited. Complete and submit the online request form at www.cityofbatavia.net/ parkwaytree. Summer container trees are approximately three-quarters of an inch to one inch caliper size and are available while supplies last; they will be planted throughout the spring/summer months. Fall trees are approximately two inches caliper size and are usually planted in September/October. If you need a paper form, call us at the number below and one will be sent to you. Please call the Public Properties & Services Division at 630-454-2400 with any questions. The Batavian n

EVERYTHING YOU NEED TO KNOW ABOUT

BRUSH COLLECTION

C

urbside residential brush collection is available to residents who pay the monthly leaf/brush fee on their utility bill. Please note that your collection week doesn’t occur the same week each month; there are seven collections per season. Brush/ limbs are to be at the curb for collection no later than 7 a.m. on Monday of your scheduled week, but no sooner than the weekend before that. Crews will make only one pass by each residence. Brush placed out after our crews have passed will not be collected until the next scheduled pickup date. The amount of brush that has been placed out citywide in any given month dictates how quickly your area will be reached, but each side of town is typically completed by Friday of the scheduled week. The collections are for homeowner trimmings and also meant to handle most minor storm damage limbs that fall during the season; special collections are done very rarely. Brush/trimmings that are

Nov. 28 – Citywide generated by a private service must be removed by that service and may not be put out for brush collection. Major storms may affect the schedule, and a notice of any special brush collection will be posted on the City’s website. If your brush was out at 7 a.m. on Monday of your scheduled collection week and not collected by the end of the workday on Friday, please notify the Public Properties & Services Division at 630-454-2400 no later than the following Monday.

If you have any questions, please call the Public Properties & Services Division at 630-454-2400 weekdays from 7 a.m. – 4 p.m. or visit our website at www.cityofbatavia.net/brushcollection.

The following procedures must be followed to ensure the collection of your brush: • Maximum diameter is 6 inches (logs cannot be split); maximum length of limbs is 12 feet. • Brush should be stacked into one large pile in the front/side parkway with cut ends facing the curb, and placed away from parkway trees, mailboxes, utility poles/boxes, hydrants, and parked vehicles. Brush will not be collected from alleys or vacant lots. • Brush/limbs must not be tied, bundled, in containers, bagged, or put on the street. • Brush pile should contain only brush. Foreign objects will not be collected. • Program is for residentially generated brush only, not contractor tree removals or trimming. • Brush left out on the parkway between collection dates is subject to a code violation citation. For materials that do not meet the above specifications: • Waste Management will collect yard waste bags/32-gallon cans (not to exceed 50 pounds per bag/32-gallon can) consisting of twigs, evergreen clippings, roots, stumps, and plants on your regular trash collection day through Nov. 30. A refuse sticker should be attached to the yard waste bag or 32-gallon can. If a can is used, it should be clearly marked “Yard Waste” on the side facing the street. • Residents with limbs/brush exceeding the requirements for the program can contact a private service to have it removed at the resident’s expense. • Unincorporated residents should contact their township offices regarding brush collection services that may be available to them. Safety in Places

of Public Assembly

Every day, millions of people wake up, go to work or school, and take part in social events. But every so often the unexpected happens: an earthquake, a fire, a chemical spill, an act of terrorism or some other disaster. Routines change drastically, and people are suddenly aware of how fragile their lives and routines can be. Each disaster can have lasting effects — people may be seriously injured or killed, and devastating and costly property damage can occur. People entering any public assembly building need to be prepared in case of an emergency.

Before You enter •

• •

take a good look. Does the building appear to be in a condition that makes you feel comfortable? Is the main entrance wide and does it open outward to allow easy exit? Is the outside area clear of materials stored against the building or blocking exits? Have a communication plan. Identify a relative or friend to contact in case of emergency and you are separated from family or friends. Plan a meeting place. Pick a meeting place outside to meet family or friends with whom you are attending the function. If there is an emergency, be sure to meet them there.

WHen You enter •

take a good look. Locate exits immediately When you enter a building you should look for all available exits. Some exits may be in front and some in back of you. Be prepared to use your closest exit. You may not be able to use the main exit. Check for clear exit paths. Make sure aisles are wide enough and not obstructed by chairs or furniture. Check to make sure your exit door is not blocked or chained. If there are not at least two exits or exit paths are blocked, report the violation to management and leave the building if it is not immediately addressed. Call the local fire marshal to register a complaint. Do you feel safe? Does the building appear to be overcrowded? Are there fire sources such as candles burning, cigarettes or cigars burning, pyrotechnics, or other heat sources that may make you feel unsafe? Are there safety systems in place such as alternative exits, sprinklers, and smoke alarms? Ask the management for clarification on your concerns. If you do not feel safe in the building, leave immediately.

During an Emergency

React immediately. If an alarm sounds, you see smoke or fire, or some other unusual disturbance immediately exit the building in an orderly fashion and call 911. Get out, stay out! Once you have escaped, stay out. Under no circumstances should you ever go back into a burning building. Let trained firefighters conduct rescue operations.

FACT A fire at The Station nightclub in W. Warwick, RI, on February 20, 2003, claimed 100 lives and is the fourth-deadliest nightclub fire in U.S. history. Since that fire, NFPA has enacted tough new code provisions for fire sprinklers and crowd management in nightclubtype venues. Those provisions mark sweeping changes to the codes and standards governing safety in assembly occupancies.

2021 Water Quality Report

City of Batavia • Jan. 1, 2021 – Dec. 31, 2021

In 2021, your tap water has met all USEPA and state drinking water health standards. Our system vigilantly safeguards its groundwater supply, and we are happy to report that the water department had no violation of a contaminant level or of any other water quality standard in the previous year. This report summarizes the quality of water that we provide, including details about where your water comes from, drinking water facts, contaminants detected in drinking water, and how your tap water compares to standards set by regulatory agencies. The Batavia Water Department is fully committed to providing you with thorough, accurate information because informed customers are our best allies. If you would like to learn more, please feel welcome to attend any of our city council meetings. The city council meeting schedule can be found on the city’s website: cityofbatavia.net. If you need help understanding this report or have questions, please contact Jeremy Barkei at 630454-2450 or jbarkei@cityofbatavia.net. This report is updated each year. Este informe contiene información muy importante sobre el agua que usted bebe. Tradúzcalo ó hable con alguien que lo entienda bien.

SOURCES OF DRINKING WATER The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and groundwater wells. As water travels over the surface of the land or through the ground, it dissolves naturallyoccurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Batavia’s drinking water is a combination of shallow well

water and deep well water. All water is pumped to the city’s water treatment plant where the shallow well water is filtered for the removal of iron, manganese and hydrogen sulfide and is then chlorinated, fluoridated and treated with a corrosion inhibitor before being blended in the ground storage reservoir. The deep well water is processed at the treatment plant utilizing an HMO adsorption process for the removal of radium. All water customers receive the same blended water supply.

Contaminants that may be present in source water include:

n Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. n Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm water runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming. n Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses. n Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff, and septic systems. n Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

12 n May/June 2022

OTHER FACTS ABOUT DRINKING WATER

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA’s Safe Drinking Water Hotline at 800-426-4791. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons with organ transplants, persons with HIV/AIDS or other immune system disorders, some elderly and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline 800-426-4791.

2021 WATER QUALITY REPORT

The City of Batavia Water Department is pleased to announce that no monitoring, reporting, treatment techniques, maximum residual disinfectant level, or maximum contaminant level violations were recorded during 2021.

SOURCE WATER ASSESSMENT Source water protection (SWP) is a proactive approach to protecting our critical sources of public water supply and assuring that the best source of water is being utilized to serve the public. It involves implementation of pollution prevention practices to protect the water quality in a watershed or wellhead protection area serving a public water supply. Along with treatment, it establishes a multi-barrier approach to assuring clean and safe drinking water to the citizens of Illinois. The Illinois EPA has implemented a source water assessment program (SWAP) to assist with wellhead and watershed protection of public drinking water supplies. Batavia’s Source Water Assessment has been completed by the Illinois EPA. A copy is available at the City of Batavia Public Works Building at 200 N. Raddant Rd., Batavia, IL. To view a summary version of the completed Source Water Assessments, including: Importance of Source Water; Susceptibility to Contamination Determination; and documentation/recommendation of Source Water Protection Efforts, you may access the Illinois EPA website at epa.illinois.gov/topics/drinking-water/. Based on information obtained in a Well Site Survey published in 1990 by the Illinois EPA, sixteen potential sources or possible problem sites were identified within the survey area of Batavia’s wells. Furthermore, information provided by the Leaking Underground Storage Tank and Remedial Project

Management Sections of the Illinois EPA indicated several additional sites with ongoing remediations which may be of concern. The Illinois EPA has determined that the Batavia Community Water Supply’s source water is not susceptible to contamination. This determination is based on a number of criteria including: monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and the available hydrogeologic data on the wells. Furthermore, in anticipation of the U.S. EPA’s proposed Ground Water Rule, the Illinois EPA has determined that the Batavia Community Water Supply is not vulnerable to viral contamination. This determination is based upon the completed evaluation of the following criteria during the Vulnerability Waiver Process: the community’s wells are properly constructed with sound integrity and proper site conditions; a hydrogeologic barrier exists which prevents pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the community’s wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this groundwater supply. The following tables summarize contaminants detected in your drinking water supply for the year 2021.

AL—Action Level: The concentration of a contaminant which, if exceeded, triggers treatment or other requirements which a water system must follow. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of Batavia is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at epa. gov/your-drinking-water

2021 WATER QUALITY REPORT

n REGULATED CONTAMINANTS

WATER MAIN BREAKS Water main breaks happen with no warning. The breaks are usually the result of shifting of the earth near the main or the deterioration of the main itself. The City of Batavia Water Division strives to make necessary repairs as quickly and safely as possible, with the least disruption to residents and traffic. The City appreciates the community's patience with any unavoidable disruptions caused by these repairs.

WHAT TO DO IF YOU SUSPECT A WATER MAIN BREAK

Batavia residents play a crucial role in reporting breaks. If you see bubbling water accumulating in the street or the parkway, the first thing you should do is call the Water Division at (630) 454-2450. After normal business hours, weekends or holidays, please call the non-emergency police line at (630) 454-2500. Once the Water Division has been notified, a crew is dispatched to investigate and assess the problem. If a water main break is confirmed, a utility locate request will be submitted to J.U.L.I.E. and a Water Division crew will be dispatched to the area to begin a repair. A J.U.L.I.E. locate is required for all utility companies (i.e. Phone, cable TV, Nicor, etc) to mark the location of any underground structures. Work cannot begin until all potential underground hazards have been located by their respective firms. A J.U.L.I.E locate may take several hours depending upon the utilities involved. The scope of the main repair will vary depending upon the severity of the particular break, but the street or parkway will be dug up to access the pipe. If the exposed leak is minor, it can sometimes be clamped and sealed without the

need for shutdown of water. If the leak does require a water shutdown to repair, the Water Division will go door-to-door to notify affected residents of the water shutdown unless the leak poses a threat to safety of property. Most shutdowns affect a limited number of residents and are isolated to a single street or block. Repairs generally take 2-4 hours to complete. There are isolated cases; however, when a complete shut off of the water main cannot be achieved. This happens when the closest shut-off valve to the break will not close. The crew then goes to the next valve up in the system, which in turn affects a larger number of people. Depending upon the location in town, this could be very minor and affect only a few additional houses or a much greater number of houses. The Batavian n

FREQUENTLY ASKED QUESTIONS

Where does the city’s water come from? The city’s water supply is a blend of deep and shallow well water. The deep wells are drilled approximately 1,300' into the Ironton/Galesville Aquifer. The city’s shallow wells are drilled approximately 150' feet into the St. Charles Aquifer. What is Batavia’s water hardness? Do I need a water softener? Many of Batavia’s residents do have a water softener to improve the water quality. Batavia’s water is considered “hard water.” The average grain per gallon of water in Batavia is 25 grains.

WATER CONSERVATION ORDINANCE

Is it beneficial to get a whole house water filter? A whole house water filter is not necessary. Batavia’s water meets or exceeds all State and Federal EPA drinking water guidelines. Homeowners who do have a whole house filter need to maintain the cartridge according to the manufacturer’s recommendations to avoid creating problems with water quality.

Know your day and time for watering:

How many gallons are in 100 CF of water? 100 CF of water is equal to 748 gallons. Batavia charges for water per 100 Cubic Ft. (CF).

BATAVIA’S CROSS CONNECTION CONTROL PROGRAM

What would cause low water pressure in our home? Low water pressure can be caused by several factors. 1. Someone has closed, or partially closed, the main water valve where the water enters the building. 2. The city has partially or totally shut down the water main for a repair. 3. The water softener may be malfunctioning and causing a reduction in water flow. To check your softener for proper operation, bypass it manually and re-check your pressure. 4. It is possible to have a break or leak on the water service line to your residence causing loss of pressure.

16 n May/June 2022

n Odd number house addresses can water on odd calendar days. n Even number house addresses can water on even calendar days. n Watering is allowed 6 a.m.–9 a.m. and 6 p.m.–9 p.m. on designated days. If you have a newly sodded or seeded lawn, you must obtain a watering permit. Permits are available at Batavia City Hall, 100 N. Island Ave. No permits for sod or seed will be issued during the months of July or August.

WHAT IS CROSS CONNECTION?

Plumbing cross connections are defined as actual or potential connections between a potable and nonpotable water supply. This may cause a backflow or back-siphon condition (when the water in your pipes, after the meter, goes backward). Illinois EPA Regulations and Illinois Plumbing Codes require every water supplier to implement a comprehensive cross connection control program. The program is designated to safeguard public health. Batavia sends out bi-annual surveys to our customers and tracks properties that require backflow devices. We ask for your cooperation with our program. Cross Connection Control devices (backflow preventers) are mandatory for underground lawn sprinkling systems. Each spring when you turn your sprinkler system on you must have the backflow device tested, even if you don't plan to use your system. This is a state mandate. The city’s backflow program administrator, Aqua Backflow, Elgin, IL will send out reminder notices when testing is due.

mental and societal health are intertwined and interrelated, and we are excited to bring our multifaceted health resource fair back to downtown Batavia. The fest includes free fitness seminars, prevention screenings and more. The Artisan Collective provides downtown Batavia with pop-up market experiences featuring local artisans offering a variety of handmade goods and vintage items. The Artisan Collective joins the Batavia Farmer’s Market every third Saturday, June through October, with local talented artisan vendors. The Batavia Farmers’ Market season will continue on N. River Street every Saturday morning from 8 a.m. until noon through Oct. 29.

The shops themselves are 12-by-12foot buildings, constructed by volunteers and Batavia High School Building Trades students. The location was selected to benefit from the Farmers’ Market foot traffic as

well as its being centrally located downtown. Batavia MainStreet worked with media, local partners, and neighboring communities to spread the word.

For the 2022 season, 25 entrepreneurs applied. The applications were reviewed by 15 volunteer community jurors. They were looking for businesses that would fill a need in the retail community or to complement the surrounding shops. Those that were accepted will receive training and support via a Small Business Incubator program also led by Batavia MainStreet. Topics to be covered vary from small business finances to the value of consistent hours. Being the third season, the 2022 shop keeps will have the Boardwalk alumni as a valuable support system.

o help entrepreneurs follow their dreams of business success, Batavia MainStreet created an innovative solution for space and support. The Batavia Boardwalk Shops located at 114 E. Wilson St. is how they did it. These freestanding structures act as seasonal pop-up locations for small businesses and a stepping stone in small business growth. After the first two seasons, 13 of the 18 businesses have or soon will be opening brick and mortar locations, growing the retail options in the community.

DANCE THE NIGHT AWAY

with Daddy Daughter Date Night! t this time of year, little sisters may see their older sisters getting dressed up for proms and graduations and weddings, and wonder when it finally will be their turn to don fancy dresses and corsages for a night on the town. That time has arrived. Daddy Daughter Date Night is set for June 3 and June 4 at Rotolo Middle School. Dads may take their little princesses, who are between the ages of 3 and 12, on a special date that’s sure to let daughters know how special they are to their lucky dads. It’s a magical night that can begin with dinner at 4:30 p.m. at Pal Joey’s before these daddydaughter duos head to the dance. It’s a night filled with entertainment, dessert, dancing, guessing games and a photo booth. Dads may make

Daddy Daughter Date Night June 3 and June 4

the evening even more special by treating their daughters to lovely corsages by Paragon Flowers. For more details and to register, visit bataviaparks.org/special-events. Please register using your daughter’s name. Preregistration is required.

Make your dad’s day a reel catch! Ask most dads what they want for Father’s Day from their children and many will say it doesn’t matter, as long as they’re spending time together. But what if they could celebrate Father’s Day in the great outdoors at a Fishing Derby with their kiddos? Sound a-lure-ing? Father’s Day weekend is prime time for a fun-filled morning of fishing on June 18 at Clark Island Recreation Area. The event is scheduled for 10 a.m. to noon and no registration is required. This event is free, and a limited supply of fishing gear will be available, but please feel free to bring your own.

SUMMER

TIPS & TRICKS

Are you interested in terrariums? One easy mistake is to let the plants touch the sides of the container. This becomes a problem because the sides of the glass often are wet from condensation. If parts of the plants remain wet, the chance of these plants developing a mold infection becomes great. To avoid this problem, make sure you prune your plants to keep them in their own confined spaces and away from the edges. — Kim Hansen, Director of Parks The Batavian n

Community Above Self

Apply for Batavia United Way's SB6 Scholarship Batavia United Way established the Success By 6 Scholarship (SB6) program 7 years ago in response to a need in the community. Since its inception, SB6 has enabled 77 kindergartners and 19 preschool children to have opportunities that otherwise would have been unattainable.

Based on early childhood education research, SB6 intends to help close gaps between peers by first grade

and improve opportunities for lifelong learning. Each child will benefit by building background knowledge, learning and practicing vocabulary, improving fine motor and social readiness skills, and developing patience, self-esteem and coping mechanisms. Applications are now available for the 2022-2023 school year. If you would like more information, please visit us at www.bataviaunitedway.org.
