Peru hospital closing could last less than a year
St. Margaret’s officials may seek obstetrics department reopening in Spring Valley

St. Margaret’s Health told state health officials the Peru hospital could be suspended no more than a year and that returning a maternity unit to the area was a possibility.
Those statements were in a letter signed by Tim Muntz, president and CEO of St. Margaret’s, dated Jan. 25 –three days before the former Illinois Valley Community Hospital closed – and which was obtained under the Illinois Freedom of Information Act.
In it, Muntz told both the Illinois Department of Public Health and the Illinois Health Facilities & Services Review Board it was necessary to close the Peru hospital in light of the severance of emergency room services, but also a shrinking daily census, that “simply will not support the continued operation of the hospital as an inpatient facility.”
The average daily census was 3.4 patients, there were 148 surgical cases scheduled through April 17 and the daily average of emergency patients was 33, Muntz said in the letter.
But Muntz also left some hope the Peru facility wouldn’t necessarily be closed long and obstetrics services could be restored to the area.
“We do not anticipate the suspension of facility operations will exceed one year,” he wrote, “and our goal is to reopen the facility as a Rural Emergency Hospital in the next several months.”
As for an OB unit, Muntz said in the letter St. Margaret’s “will consider filing a certificate of need to establish an obstetrics service. However, St. Margaret’s-Spring Valley will need to assess how it may financially and resource-

On Friday, a hospital spokeswoman issued a statement tempering any such hopes.
With respect to how long Peru would remain closed, Linda Burt, vice president of quality and community services, said converting to a Rural Emergency Hospital “is new to everyone,” including, she said, state agencies. “We do not know how long the process will take.”
“The rule-making for (rural emergency hospitals) has not been completed yet and we were initially told it could take two to six months,” Burt said. “Then the application must be approved by IDPH and CMS (Central Management Services) to allow for licensure to be completed.”

As for obstetrics, Burt said, “SMHPeru had to temporarily suspend OB along with all other inpatient services as of Jan. 28 due to state law requiring a hospital to have Emergency Room Services, including OB which is an inpatient service. SMH board had not made a decision at that time to do so permanently.”
St. Margaret’s officials had said previously running an obstetrics unit resulted in a financial loss of about $3 million a year, with a loss of $5,000 for every baby delivered. St. Margaret’s in Peru had delivered two to three babies per day and had 55 women due in January alone. Those expecting mothers were told to seek obstetrics care in Ottawa, or Morris.

Scholarships range in value from $500 to $4,500. In fiscal 2023, more than $415,000 in scholarships were awarded.
Scholarships are available in specific disciplines ranging from agriculture and automotive to manufacturing and welding. There are about 50 “open” scholarships available to students in any course of study.

Former U.S. Rep. Adam Kinzinger donated physical and digital papers, along with artifacts from his 12 years of service in the U.S. House to the Dirksen Congressional Center in Pekin.
Kinzinger said the Dirksen Congressional Center’s mission is to educate the public on the inner workings of Congress and he believes the United States needs a transparent understanding of Congress “more than ever.”
“Growing up in Illinois, I learned at a young age the legacy of Everett Dirksen,” Kinzinger said in a Wednesday news release. “It’s a legacy that helped guide me during my 12 years in Congress to selflessly serve my constituency and always put the interest of my district before my political interests. I could not think of a better institution to partner with in donating my Congressional papers from my time in Congress.”
Kinzinger did not run to retain his seat in November after Illinois’ congressional redistricting would have put him against fellow Republican Darin LaHood, R-Dunlap, in the primary.
During his time in Congress, Kinzinger garnered national attention with his criticism of former President Donald Trump.
He also was one of two Republicans to sit on the House Jan. 6 committee that investigated the riot at the U.S. Capitol.
The panel issued an 814-page report asserting Trump took part in a “multipart conspiracy” to overturn the 2020 presidential election results and failed to act to stop his supporters from attacking the Capitol.
Before ending its work, the committee also referred its findings to the Justice Department and recommended a criminal investigation against the former president.
Located in Pekin, the center holds the papers of its namesake, 1964 Civil Rights Act architect U.S. Sen. Everett Dirksen, as well as those of House Minority Leader Bob Michel; U.S. Rep. and Transportation Secretary Ray LaHood; U.S. Rep. Cheri Bustos; U.S. Rep. Rodney Davis; and Time magazine congressional correspondent Neil MacNeil.

Kinzinger began his career in public service while a student at Illinois State University, when he won election to the McLean County Board in 1998 at the age of 20.
After serving in the United States Air Force, he won election to Congress in 2010 and served for six terms before deciding to not seek re-election in 2022.
Kinzinger now serves as a senior political commentator at CNN and operates the Country First PAC.

The 104th Annual Convention of the American Farm Bureau Federation was held Jan. 6 to Jan. 11 in San Juan, Puerto Rico, and brought together 338 voting delegates to shape AFBF policy.
Several Illinois Farm Bureau Young Leaders participated in AFBF’s national competitions.
Evan Hultine of Bureau County was named a third-place finalist as the Illinois representative for the AFBF Young Farmers and Ranchers Achievement Award. The award competition features young farmers and ranchers who have excelled in their operations and exhibited leadership abilities.
Competitors are evaluated on a combination of their agricultural operation’s growth and financial progress, Farm Bureau leadership and leader -
ship outside of the organization.
Kaylee Heap of Kendall County placed fourth in the AFBF Excellence in Agriculture competition. The competition features young farmers and ranchers who are actively contributing and growing their involvement in Farm Bureau and the agriculture industry, but whose net income doesn’t come from production agriculture.

Additionally, IFB received Awards of Excellence for outstanding achievements in all four program areas including advocacy, coalitions and partnerships, engagement and outreach and leadership with business development.

Illinois Valley Community College’s Continuing Education Office offers a 10-session Private Pilot Ground Training course Thursday, Feb. 9, through Thursday, April 13.
The main campus course (ID: 7213) prepares students for the Private Pilot Knowledge Exam and provides knowledge of flight controls and instruments, airport and airspace considerations, aircraft weight and balance, aircraft performance tables, basic weather meteorology, federal aviation regulations, flight psychology and emergency preparedness.
Students will tour Illinois Valley Regional Airport in Peru and experience a flight simulator from 1 to 4 p.m. Saturday, Feb. 25. Other than the airport session, class meets 6 to 9 p.m. Thursdays with instructor Joseph Nimee.

Ruth Delores Colby, 102 years young, of Heritage Health Care (formerly of Hennepin) passed away on Saturday, January 28, 2023 at Saint Elizabeth Medical Center, Ottawa. Mass of Christian Burial will be at 11:00 a.m. on Friday, February 3, 2023 at St. Patrick’s Catholic Church Hennepin. Fr. Patrick DeMeulemeester will officiate. Ruth was born on October 26, 1920 in Hennepin to Paul Levi and Mary Eliza (Gleason) Smith. She married John Colby. She graduated from Hennepin High School. She worked at Elwood Ordinance in Wilmington, Green River Ordinance in Amboy, West-
clox, in Peru and Harper Wyman in Princeton for 29 ½ years. Ruth was also a hostess at Econo Foods in Peru, she enjoyed meeting people and they would tell her they just loved seeing and talking to her also.
She was a member of St. Patrick’s Catholic Church and St. Patrick’s Altar & Rosary Society.
Survivors include one daughter, Rita (Gary) Borri of McNabb; one son, Ken Colby of Hennepin; one sister, Helen Henning of Heritage Health Care, in Peru. Also surviving are six grandchildren, Jason (Tanya) Colby, Josh (Dana) Colby, Mike (Kelly) Borri, Joe Colby, Christina (Josh) Eshleman and Aimee Hernandez; 18 great-grandchildren and five great-great-grandchildren.
She was preceded in death by her parents; her husband, John; her sister, Grace Henning and one great granddaughter, Jocelyn Colby. Pallbearers will be Jason Colby, Michael Borri, Joe Colby, Josh Colby, Josh Eshleman and Ron Colby.

Richard Haywood, 85, of Washington, Illinois, passed away January 31, 2023 in the company of family.

He was born in Spring Valley, Illinois, to Elmo and Carlene (Mavity) Haywood May 19, 1937. He grew up in DePue, Illinois with his three brothers and five sisters. He was preceded in death by his sisters Elizabeth (Betty) Wozniak, Sandra Raccuglia, Gayle Revels, and his brothers James and Raymond. He attended DePue Grade School and Hall High School in Spring Valley.
He left high school to join the army infantry division in 1955 and transferred to the 1st Airborn Battle Group where he earned his parachute badge. After his discharge in 1959 he worked for Castagnoli in Granville briefly before going to work for the Illinois Department of Transportation, traveling around the state repairing and rehabilitating some of the numerous covered bridges. This was something he was always very proud of. He
joined Operating Engineers Local 150 in 1964 and had a long career as a heavy equipment operator, retiring in his mid-60s. He joined American Post 180 in Granville late in life and was an active member until 2015.
Rich enjoyed socializing and made friends easily, he could pick up a conversation with just about anyone he met. He was part owner in a bar in the late 70’s called the Four Aces, located in Mark, Illinois. This gave him the opportunity to do what he loved, stand around chatting with people while sipping on a beer.
He moved to Arizona in 2015 to be near his daughter Laurel, where he enjoyed the desert scenery and loved to go to the local bars and listen to the live country music. sudden passing of his wife Vickie (Moyer) in 2018, Rich moved back to Illinois and lived in Washington until the time of his death. Illinois Valley Community College Ottawa Center hosts EMS courses
8 area fire and ambulance members attend Ottawa Center’s program

Illinois Valley Community College is addressing a critical community need by producing Emergency Medical Service professionals through courses at its Ottawa Center at 321 W. Main St. There are eight area fire and ambulance members in Ottawa Center’s program.
“Ottawa Center’s program is an example of the college helping create an EMS workforce for Ottawa and other area departments,” Ottawa Fire Chief Brian Bressner said.
Bressner credited IVCC President Jerry Corcoran for listening to Ottawa’s needs and EMS instructor Nick Fish for partnering with the city and fire department to develop a muchneeded paramedic program.
“IVCC took the initiative to develop the program, brought it to Ottawa Center and accelerated the timeline for getting high-quality paramedics into the field,” Bressner said.
Paramedics are the most highly-trained of all Emergency Medical Technicians. Paramedics take charge in emergencies and perform life-saving procedures while transporting patients to hospitals. IVCC’s paramedic program can be completed in three consecutive semesters: fall, spring and summer. Graduates receive the paramedic certificate and qualify to take the National Registry of EMT’s Paramedic Exam.
Ottawa Center Administrator Jeannette Phalen said only those who are licensed as an EMT basic or intermediate can enroll in the program.

Yednock named chair of House Veterans Affairs Committee

State Rep. Lance Yednock, D-Ot tawa, was named the new chair of the House Veterans’ Affairs Committee.
Yednock said he will fight for legislation that uplifts veterans and serve as a strong voice for residents of the Illinois Veterans Home in La Salle.
“Our state’s veterans put themselves in harm’s way to maintain the safety and security of this great nation,” Yednock said in a press release. “They were responsible for protecting the freedoms we enjoy and too often take for granted, and for that, we owe them our deepest grati -
tude and respect. The House Veterans’ Affairs Committee will continue our essential work to assist veterans and provide them with the proper resources they need to live successful, fulfilling lives.”

Yednock said he will use the knowledge and experience he gained as a member of the Illinois Veterans’ Advisory Council to further state assistance for veterans, improve their lives, and make sure they have the support they deserve. This includes streamlining the many bureaucratic processes

“Advocating for our veterans is an honor and privilege that will never come to an end,” Yednock said. “The wellbeing of these heroes is an ongoing priority for the Illinois General Assembly, and will guide our work to assist them the best we can. As chair of the Veterans’ Affairs Committee, I will use the full weight of my position to make sure Illinois is a supportive home for those who served our country.”

The student who best describes “how IVCC has changed my life” will win $300 and read their essay at the May 13 commencement.
All currently enrolled full- or parttime IVCC students are eligible.
Essays must be 500 words or less and be submitted as an attachment to Community_Relations@ivcc.edu. Deadline is noon Friday, Feb. 24.
The winning essay will be entered into the Illinois Community College
Trustees Association statewide contest. One submission will be chosen for a $500 award.

Bond’s clutch 4th quarter helps Crusaders edge rival Panthers

OTTAWA – Krew Bond had experienced only one game against Putnam County while wearing a Marquette Crusaders uniform, but that was enough for him to realize that taking on the Panthers has special meaning.
On Friday night, he was ready and able to do his share.
Griffin Walker and Tommy Durdan got off to a fast start, leading the Crusaders to a fast-paced 16-point lead in the second quarter of the Tri-County Conference showdown before a Jackson McDonald-led comeback actually put the Panthers in the lead in the fourth quarter.
That’s where Bond stepped up. The 5-foot-8 senior guard, who transferred from Mendota, canned a pair of 3-pointers and chipped in three crucial free throws in the final 30 seconds to help the home team stave off PC for an intense 68-66 victory in Bader Gym.
Walker ended up with 20 points, Bond 19 and Durdan 14 to offset a terrific effort by McDonald, who poured in 12 of his game-high 27 points in the third quarter to bring Putnam County all the way back. However, his attempt to replicate his game-winning shot in the Panthers’ 47-45 win at the Colmone Classic in December failed as his open, potential game-winning 3 from the left wing at the buzzer bounced off.
The verdict keeps the Cru (20-5) undefeated in seven league games, while PC falls to 20-7, 4-2 in the TCC.
“What do you expect with us and them? It’s always going to be a good game,” said Marquette coach Todd Hopkins, a PC alum. “The last one was, and if we see them again, which is a good possibility, that’ll be a good one, too. That’s just how it is with us.
“In the fourth, we did what we needed to do to win the game. It wasn’t pretty. We haven’t taken the air out of the ball much this year … but the kids did a heck of a job down the stretch. Bond was huge for us late, Griffin had a great first half and Tommy was big for us, too. We got the 20th win, stayed perfect in the league with another big game coming up Tuesday (home vs. Serena).”
The most recent meeting had Owen Saepharn’s 3-pointer giving the Panthers a 61-58 edge with 5:16 left in the fourth. Bond tied it with a trey a minute later before Taylor Waldron and McDonald traded deuces to keep it even at 63.
A Durdan drive with 1:51 to go gave Marquette the lead for good and two tosses by Bond with just 29.5 seconds left made the edge four before McDonald cut it to just one with a three-point play.
Bond was fouled again and sank 1 of 2 before McDonald’s last-ditch shot fell off the mark.
“I was just trying to focus to get it to a two-point game so one shot couldn’t win it, but it worked out for us,” Bond said with a smile. “No matter who’s
good, who’s bad, both good or bad, it’s a close game because of who we’re playing. It is new to me, but it didn’t take me long to figure out this is a big rivalry game, and I’m just glad we got the win.”
The Cru set a fantastic pace in the opening half with Walker scoring eight points and Durdan seven
as Marquette penetrated the lane to hit 10 of 16 shots to take a 24-18 lead. The former added six more to help balloon the hosts’ lead to as much as 40-24 on a Bond putback with 1:52 left in the half.
“We’d talked about containing and getting help to the middle, but we didn’t do that in the first half,” Panthers coach Harold Fay said. “We let them into the lane, and they finished, but we did a better job of it in the second half, made the game closer and a little tighter for everyone to shoot … Jackson did a nice job, didn’t force things in the post and we got him outside a little, too.

OTTAWA – After having big leads slip away several times in a very difficult month of the season, the Marquette girls basketball team finally was able to put the shoe on the other foot.
Trailing visiting Putnam County by 14 points with only five minutes left in their Tri-County Conference clash at Bader Gym, the Crusaders excised their recent demons by scoring 18 of the final 22 points of the game – the last on a game-winning 3-pointer by Lilly Craig with just 17.3 seconds left – to claim a roller coaster 44-42 victory over the Panthers.

Avery Durdan’s steal of an inbounds pass with seven seconds to go and the resulting free throw with less than a second showing made it a two-point game.
“It just felt like the right time to shoot. I was in my spot, so I just shot it,” said Craig, who had eight of her 14 points in the fourth quarter. “Shots just weren’t falling in the first half. … But at the time, the adrenaline, it just felt like a good shot and it went in.”
The 20-4 fourth quarter erased what had been a dominant middle two periods for the Panthers, who outscored Marquette 31-10 and held the hosts to only three field goals in that stretch to gain that formidable lead in the closing quarter.
Still, the Panthers fall to 21-9 overall and 8-4 in the TCC, despite 11 points by Ava Hatton and a game-best eight rebounds by Mikenna Boyd.
“We’ve had a few games this sea -
son where we’ve turned games around like this in the fourth, but it’s gone the other way a few times, too,” said Marquette coach Eric Price, his club now 7-5 in the league, 12-14 overall. “A win like this helps the girls believe a little more that we can actually do this.
“The key for us was, after a terrible third quarter when we scored only four points, defensively we played much better. We got after it, raised our energy and sped the game up, then our shots started to fall and that gave us more confidence at both ends of the floor. It got the intensity level more where it needed to be and got us more in the rhythm of the game.
“I’m proud of the girls. They showed a lot of grit tonight.”
The Cru started well behind Larson, who tossed in nine points for a 14-7 lead. But Putnam County crept back in until consecutive deuces by Maggie Richetta tied it at 18. That started a 26-8 burst fueled in part by a trio of 3s by Gabby Doyle and capped by another Richetta bucket at 5:28 of the fourth for a 40-26 Panthers’ edge.
But suddenly, Marquette found its
energy and scored 10 points in a row, starting with a Larson toss and ending with her 3 to knot the game at 40.
Ciucci rebounded a Hatton miss and put the visitors on top again, but the Cru found Craig open for the winner.
With fouls to give, Marquette ate up much of the final 17.3 seconds, and on PC’s final inbound pass with 7 seconds left, Durdan stole the ball.
“We played pretty well for more than 28 minutes, but it was a pretty rough final 3:30,” PC coach Jared Sale said. “They got hot at the right time, got to the foul line a bunch and some of that was poor decision making on our part. You can’t foul when the other team’s in the bonus and they’re 70 feet away from the basket, have them march to the line. Give Marquette credit, they knocked them down.
“We talked about having a 14-point lead, having your foot on someone’s throat and needing to put them away, and we haven’t done it. Playing tight game after tight game, you can’t expect to pull out a W every time. Eventually, someone’s going to get you and they got us tonight.”

RO BERT DIXON as Highway Comm issioner of Granville Township, Putnam County, Illinois, under the provisions of 605 ILCS 5/6- 305 and 605 ILCS 5/6- 311, does give notice that a hearing on this petition of twelve or more persons being legal voters in the Township for the vacating of certain roads shall be held at the Granville Township Office located at 212 S. McCoy Street in Granville, Illinois on February 21, 2023 at 7:00 o'clock p.m ., at which time the Highway Commissioner shall examine the routes and roads to be vacated pursuant to Statute and hear reasons for or against the vacating. A portion of East 1100th Street of Granville Township, a north-south road with a variable width right- of-way existing in Sections 17 and 18, Township 32N, Range 1 West of the Third Principal Meridian, with a starting point 435 feet north of the Southwest Corner of said Section 17, north along the Section Line to the existing right-of-way of N. 945 Avenue which is a distance of approxim at ely 2,011 feet, said point being approximately 220 feet South along the Section line from the Northw est Corner of the Southwest Quarter of Section 17.
