St. Margaret’s hospital is closed: Here’s what you need to know

St. Margaret’s Health-Spring Valley closed at 11:59 p.m. Friday, June 16.

The closure included all operations –hospital, clinics and other facilities – at both St. Margaret’s-Spring Valley and St. Margaret’s-Peru.

The closure – combined with January’s closure of the Peru hospital – left western La Salle and eastern Bureau counties without an emergency room throughout the summer.

OSF HealthCare has filed the paperwork needed to fully and formally acquire St. Margaret’s Health-Peru, but consideration by the Illinois Health Facilities and Services Review Board is not scheduled until Aug. 15.

‘It’s sad. It’s gut-wrenching. It’s horrible’

The parking lot at the Spring Valley hospital filled steadily after dinnertime Friday as workers completed their last day on the job, joined by throngs of supporters unhappy with the hospital closing.

With hours before St. Margaret’s Health-Spring Valley was closed for good, dozens of displaced workers, retirees and supportive residents steadily filled the south parking lot for hugs, tears and thanks. The crowd seemed notably smaller than when the Peru hospital was closed – the Spring Valley closure came less out of the blue – but the emotions were just as raw.

“It’s sad. It’s gut-wrenching. It’s horrible,” said Johnette Beebe of Peru, a retiree who had worked 20 years in various departments and left with many friends.

Beebe said she’s doubly distressed because the closure of a nearby hospital forces her to cast an even wider net for her medical care.

“I have primary care doctor is in Mendota, my ENT is in Morris, my bone doctor is in Ottawa and my back doctor is now up in Arlington Heights,” she said. “I’m all over the board.”

Former workers ranged from bitter to resigned when asked their reactions to the closure.

“Three years ago we were heroes,” said Sarah Anderson of Peru, referring to the pandemic. “Today, we’re zeroes.”

Sabrina Janssen, of Princeton, took a broader view.

“St. Margaret’s was great to us for many years,” Janssen said. “The last six months were rough, but it doesn’t erase the good years.”

Debbie Evelhoch, of Ladd ,has worked seven years at St. Margaret’s Health-Spring Valley and decided to join Beebe in retirement.

“I don’t want to go through this again,” Evelhoch said, hastily adding, “But I didn’t want to (retire). I really like my job.”

Kathi Bly, of Peru, another now-former worker, said she’s applied for five different jobs with OSF and isn’t thrilled with her odds. She said 84 posts were advertised to 500 displaced workers and she isn’t sure if she’ll be among the lucky fifth that finds a lateral post.

“There were a lot of tears last week,” following the announcement

of the closure, Bly said. “We worked through COVID, we worked through the cyberattack, we worked through everything.”

Nevertheless, Bly expressed more concern for the patients. Aside from losing an emergency room, local residents will go at least weeks without nearby medical services, some of which dictate their quality of life.

“I work in the pain clinic with 700 patients and they have nowhere to go,” Bly said.

Their plight drew sympathy from throughout the community. Several taverns hosted block parties and free meals to displaced workers while area residents with no direct ties to St. Margaret’s turned up to show solidarity or, in Rachael Mellen’s case, indignation.

“I came because it’s criminal what’s happened here,” the Peru resident said. “Not only are we losing our

hospital, we’re losing our doctors – at least for a while.”

In the south parking lot at St. Margaret’s, the Spring Valley Fire Department arrived with an aerial truck and hoisted a flag in support of the 500 now out of work.

“We as a department decided to come out with the flag and honor everyone who’s losing their jobs,” said Frank Filippi, a Spring Valley firefighter who said he plans to seek recertification as an EMT.

The certification will be needed because fire and EMS companies now are scrambling to trim response times – ambulance crews will spend twice as much time taking patients to Ottawa and Mendota as they had transporting to Spring Valley – and first-responders are under pressure to keep patients stable before the prolonged rides.

All of which comes with little guidance from the outgoing administration at St. Margaret’s. Communications with the public have steadily shrunk in recent weeks and ground to a halt just hours before the hospital was to close.

Linda Burt, vice president of quality and community services, issued a statement at midday Friday that St. Margaret’s Health “will have no official statement about the rally.”

“We are saddened by this outcome and wish our employees, staff and medical staff nothing but the best in their future endeavors,” Burt said. “We are hopeful that OSF (HealthCare) can re-establish emergency services quickly for our community. We are very appreciative of the outpouring of support from the communities we have served for the last 20 years.”

Marshall-Putnam Fair set July 12-16 in Henry

The Marshall-Putnam “Galaxy-a-Fair” will be held from July 12-16 at the M-P Fairgrounds, located at 915 University Ave. in Henry.

The fair will begin on Wednesday night with a kickoff dinner, followed by harness racing in the grandstand and a wine tasting featuring Windy City Dueling Pianos in the Commercial Building.

Other events will include Family Fun Night on Thursday, demolition derby on Friday, PPL tractor/truck pulls on Saturday and Sunday Funday including the M-P Antique & Stock Tractor Pulls and the Annual Car Show.

This year’s Thursday Night Concert will feature headliner Craig Morgan with opening acts Whiskey Bent and Joe Stamm.

Returning this year will be Stump Carver T.C. Gill, the M-P Fair Antique Tractor Show and special fair-themed contests and events.

Throughout the duration of the fair, visitors can enjoy Friendly Farm’s Petting Zoo and Pony Rides, ImAGination Acres, livestock shows, exhibitors’ displays, vendors and concessionaires.

This year, the fair will host a color run to support the CreatiVets Foundation at 12:30 p.m. Thursday. Creativets introduces veterans to art and music as a way of healing their unseen wounds of war.

The Marshall-Putnam County Fair also will be hosting a “Taste of the M-P Fair Cookoff.” This cookoff is open to all ages and will take place at 10 a.m. Saturday.

Throughout the fair, there also will be 102 colorful rocks hidden on the grounds which can be returned to the fair office to receive a special prize. Prizes are limited to one per person per day.

BPART to provide transport from Bureau, Putnam counties to Ottawa for medical trips

Bus system has seen increase in requests after St. Margaret’s closure

Effective immediately, BPART will expand services to include rides from Bureau or Putnam counties to and from Ottawa every Monday.

“Due to recent changes with St. Margaret’s Health, we have seen an increase in requests to accommodate riders who need trips more frequently than once per month,” said Amber Biddix, director of transportation. “This is just one way we can help those riders during this transition.”

Additionally, BPART added another drop off/pickup time at Illinois Valley Community College. Times are 7:45 a.m., 11 a.m., 1 p.m. and 4:30 p.m. to accommodate a larger number of students.

Same day service may be available for riders but is not guaranteed.

“Typically, rides must be scheduled a minimum of 24 hours in advance and no later than noon the day before a trip,” Biddix said. “We are happy to try to fit in a ride if a driver is available due to a last-minute cancellation, although we cannot make any promises.”

On Aug. 1, riders will see a fare increase for trips to and from Peoria and Ottawa. The cost will be $15 for a one-way trip. This is the first increase in many years and is neces-

sitated by the rising fuel costs in that time. All other fares will remain unchanged.

BPART can coordinate transportation services to get riders to their destination by linking with neighboring providers in La Salle, Lee/ Ogle, Whiteside, Henry and Marshall/Stark counties.

BPART is a Medicaid approved transportation provider, and recipients can contact their Medicaid provider or BPART to learn how to use the system for medical appointments.

BPART is the public transportation system for Bureau and Putnam counties. Services are available Monday through Saturday from 6 a.m. and 9 p.m. For questions or to schedule a ride, call 877-874-8813.

Putnam County library district offers free St. Margaret’s medical transfer papers

With St. Margaret’s closed, the Putnam County Library would like to remind residents the library district offers the St. Margaret’s medical transfer papers at no charge at any library branch in the county.

The library district will continue to accept transfer papers for a while longer, also offering full fax service. The library district will not charge for these faxes either. Residents also can mail it in.

Pierre Alexander named

to Starved Rock Country Community Foundation board

Reed Wilson, of McNabb, chair of the Starved Rock Country Community Foundation Board, recently announced Pierre Alexander, of Putnam County, has joined the board.

Alexander is director of strategy and finance at Heritage Harbor, a resort development east of Ottawa. He formerly was a financial services adviser and business analyst for Halcyon Financial Services in East London, South Africa.

Alexander holds a bachelor of commerce degree in economics and management from University of Fort Hare,

East London. Together with his wife Emily, they nurture and support their three sons, eagerly anticipating the arrival of their fourth child.

Wilson was elected to a two-year term as chairman in January. Previous chairs include Jay McCracken, Tom Justice and Bob Eschbach.

The foundation, founded in 2015 by Pamela and Chuck Beckett of Ottawa, has established 85 funds, administered 132 grants and scholarships totaling more than $1.8 million and has $1.85 million in assets under management.

Master gardeners educate youth in La Salle, Bureau, Marshall, Putnam counties

Master gardeners and naturalists from Bureau, La Salle, Marshall and Putnam County have been educating local youth at nature days at several area locations.

Programs consisted of vegetables, their care and sampling as well as planting pollinator plants to take home for observation. Youth also enjoyed nature/gardening related scavenger hunts outdoors.

Gay Kyle delivered a program on vegetable planting, varieties, seed requirements and care. Students from several Bureau County schools visited the master gardener station and enjoyed learning about other topics during Bureau County Soil and Water Conservation Nature Day at Warneke Woods in Princeton.

Many activities were part of the Earth Day Event at the Hall Conservation Garden. Master gardeners and naturalists assisted with Native planting maintenance and pollinator plant potting and data collection. Participants from the community were encouraged to adopt an island and maintain the native plantings through the warmer months.

Grow More grant to redesign and replant the pollinator meadow at the Toluca Jumbo on Nature Day, May 5. Many master gardeners and naturalists were busy assisting students from the local school district to plant the demonstration garden, seed the meadow and teach the importance of pollinators. All students were able to contribute by seeding and planting a native plant among other activities offered.

Hennepin and Henry area schools also held an outdoor day. Once again, the master gardeners and naturalists were ready to engage students. Students learned about the importance of pollinators, decorated their own pot, potted a plant which was taken home to make observations with. Studying pollinators at their own home is a great opportunity to extend the home/school connection.

Master gardeners and naturalists are active in the community. This wonderful program provides for many educational and service-related activities across the four-county area this summer. Business Office administrative assistant Nikki VanNielen is the winner of Illinois Valley Community College’s 2023 Connie Skerston Memorial Award for Support Staff Distinguished Service.

For 23 years, the award has recognized an individual who demonstrates a high level of achievement in their work, loyalty, respect and commitment to IVCC.

Within months of her start at IVCC in October 2019, the pandemic struck and IVCC was later the target of a data breach.

“With files lost forever, it was especially devastating for the Business Office,” said IVCC Controller Kathy Ross who nominated VanNielen for the award.

“Throughout it all, Nikki worked diligently with those around her to ensure budget books, audit books, ICCB reporting and grant reporting were completed so the college’s business could continue as seamlessly as possible,” Ross said.

Ross lauded VanNielen for her versatility and willingness to pitch in whenever and wherever needed “with a positive attitude. She has filled in for accounts payable, helped with board reports and budget worksheets. She is a team player.”

VanNielen and business office colleagues were recently awarded the Government Finance Officers Association Outstanding Achievement in Popular Annual Financial Reporting for the fiscal year ended June 30, 2021. GFOA said the award “represents a significant achievement by IVCC.”

VanNielen will be among honorees at the college’s Friday, April 28, Employee Recognition Reception at Grand Bear Resort at Starved Rock in Utica.

Royal Auto in Peru prepares to close after 5 decades

When Bill Stewart bought Royal Auto Supply in 1972, he had a 1957 Chevy he planned to work on.

“I saved the car for 50 years,” he said. “I just didn’t have time because, fortunately, I was busy.”

In retirement, though, he hopes to finally work on the classic car as well as another ‘57 Chevy he owns.

He bought the store at 1827 Fourth St., Peru, from his aunt and uncle, Royal and Evelyn Claussen, who opened the store in 1950.

It started as an auto parts store and Schwinn bicycle dealer in the middle of the building. Then they expanded into the next building in 1963 and expanded again in 1979.

Stewart graduated from Bradley University with a degree in automotive technology, so he initially was most interested in the auto parts side of the business. He was 30 when he bought the business, but had not worked there before the purchase. The Claussens stayed on for awhile, but it was their manager, Jerry Cul-

since there weren’t many other options for bicycle purchases.

“We were never closed. We hung up lights here and people were very good,” he said. “The fire department did such a good job they put the fire out with 500 gallons of water and there was no water damage.”

In 1999, he sold both Peru and Ottawa Schwinn dealers and moving forward sold used bicycles and continued repairs in his Peru store.

In the more recent years, Stewart began carrying remote control cars and truck parts. As he prepares to close, he looks to sell his remaining inventory of the remote control items and a small inventory of used bikes.

He also wishes to sell his car part inventory, which includes parts from the mid-1960s to mid-1990s, to a buyer as a lot.

As he reflected on his 50 years, he said he’d most miss the customers and the day-to-day work.

“I enjoyed it. There’s the famous saying, ‘If you enjoy what you do, you’ll never work a day in your life,’” Stewart said. “It was not a boring job. You didn’t do the same thing every day. Somebody always had a different problem, a different

car, a different bicycle. There was always variety and variety of people.”

Funky Vibez opens in Utica

Funky Vibez has items that are colorful, eclectic and, of course, funky. Items that will illicit happiness.

Those good vibes are the goal for Sam Katz and Jacki Ellis, who recently opened the store at 723 S. Clark St., Utica. They sell jewelry, home décor, clothing and accessories, among other items.

Most items in the store are by local artists whose items are handmade and one-of-a-kind. Many of the artists create their art full time and put everything into their craft, Katz said.

“Everybody seems to think it’s really cool. We’ve created a unique environment. We’re not catering to one type of customer. The store is

extremely eclectic,” Katz said. “There’s literally something for everyone here from a 3-year-old to a 93-year-old.”

Katz, of Plano, said he and Ellis, also of Plano, have been coming to Utica for many years and thought the area was a great spot to bring local artists together.

“People are coming out from the cities to get away and [get] that mental health time for them to just recollect and recharge,” Ellis said. “We get really excited when people come in and they open the door and they walk in and they’re like, ‘Oh my God, this is so cool.’ We’re just as excited.”

The store’s façade was painted a bright green color and includes a mural by Tammy Barry, of tamiannisart, who sells bird baths and chip and dip trays, among other items.

“She wanted to donate this to the store and we’re encouraging more artists who want to leave their mark here right across from Starved Rock to leave a piece of art on the front of the building,” Katz said.

Funky Vibez has three storefronts with plans to open the third storefront as an event space for people looking to host private parties in a funky, psychedelic atmosphere, he said.

They also plan to run a festival called Funky Fest.

“We’re looking for more people to collaborate on that and just bring positivity to as many people as possible,” Katz said.

Katz and Ellis also said they’re grateful to the businesses and artists who have welcomed them to the community, including Open Space Art Gallery and Studios and Broke Glass Chick.

South Boat Club’s restaurant closes Nick & Geno’s Italian Beef, 2380 Water St., Peru, has closed.

Last week the restaurant announced a temporary closure, but owner Geno Francione told Shaw Media Monday the restaurant has permanently closed.

The business opened in November by Geno and his son, Nick Francione. The boat club remains open and serving beverages.

Doctor’s office moving to Oglesby

The office of Dr. Calderon and Elizabeth Stuart, FNP, is moving to Oglesby.

The office, currently at the La Salle Medical Clinic, 128 Bucklin St., is moving to 790 West St. Staff will start seeing new patients Monday, June 12.

On May 17, St. Margaret’s Hospital announced the closure of a few clinics on June 9, which includes the La Salle Medical Clinic, as well as the Hygienic Institute in La Salle

and the Henry Clinic. The properties are being sold due to the hospital’s “severe financial distress” and possible closure as early as Friday, June 16.

America’s Best Restaurants is making a stop in Toluca later this month to feature Mona’s Italian Foods.

The national media company focuses on highlighting local restaurants.

The Illinois Valley Pistol Shrimp used a two-out RBI double by Louis Perona in the seventh inning to defeat the Danville Dans 4-3 in a Prospect League game on Friday night at Schweickert Stadium in Peru.

The Pistol Shrimp (6-8) grabbed a 2-0 lead in the first on a RBI groundout by Zach Lane and a run-scoring double off the bat of Justin Rois.

The Dans (5-9) tied the game in the third, but in the bottom half of the inning Jake Ferguson lined a RBI single to make it 3-2. Danville tied the game again with a single tally in the fourth, but Perona’s clutch hit gave IV the lead for good.

Nico Azpilcueta singled and doubled for two of the five hits recorded by IV. Joey Cecola (3 IP, 0 R, 2 K) earned the win in relief of starter Andrew Zemaitis (4 IP, 3 ER, 2 K), while Sebastian Gonzalez (2 IP, 0 R, 5 K) picked up the save.

The Pistol Shrimp will be in Danville on Sunday for a doubleheader with the opener scheduled fort 4 p.m.

Gracie Ciucci, Jackson McDonald named PCHS Athletes of the Year

Seniors Gracie Ciucci and Jackson McDonald were named the 2022-23 Putnam County High School Athletes of the Year.

McDonald was a standout in basketball and baseball for the Panthers, and named First Team Tri-County All-Conference this year. He is PC’s second all-time

leading scorer for basketball behind Carlton Fay. McDonald will play baseball at St. Charles (Missouri) Community College next year.

Ciucci was a standout for the PC girls basketball team, earning Second Team Tri-County All-Conference honots.

She will continue to play basketball for IVCC. Both were National Honors Society members. Ciucci was valedictorian.

The Pistol Shrimp (5-8) scored three runs in both the first and seventh innings, while plating single runs in the third and fifth. Burlington (4-8) also scored three in their half of the first, then rallied for five runs in the fourth and one in the fifth.

Tobey Jackson led IV with three hits, three RBIs and a pair of stolen bases, while Max Handron drove in a pair of tallies.

Logan Delgado (RBI), Tyler Dorsch and Louis Perona each recorded two hits, while Cody Kashimoto (double) and Evan Evola each posted RBIs.

Four Star features new location, same great food

In delivering consistent quality and fast service, the Four Star Family Restaurant in Peru doesn’t have many peers.

It moved about a year ago from 1340 May Road (soon to be QuikTrip service plaza) to 1270 May Road, the former Pine Cone Restaurant.

The environs are pleasing in the eatery’s airy, spacious new home. Barely a year after the old Pine Cone was retrofitted, the Four Star Family Restaurant virtually shines, completely refreshed throughout.

The family-owned establishment has been feeding locals and travelers for decades, according to its website, noting it also has a party room and expansive parking.

Service was prompt, and the servers are necessarily patient, as it takes a bit of time to explore the sprawling menu.

Brimming with tempting choices, the laminated tri-fold features breakfast options all day, plus an array of salads, cold sandwiches and entrees ranging from burgers and hot sandwiches to fried chicken, as well as fish, steaks and chops.

Serving beer and wine, the restaurant recently highlighted everything from fish tacos and its signature beer-battered cod to grilled salmon and shrimp skewers, and crabmeat Alfredo for pasta lovers.

Diners will find panini, as well as clubs and wraps, along with Italian beef and Reuben, Philly, catfish and pork tenderloin sandwiches among the favorites.

Selecting our meal was made a tad easier by the board listing specials. My dining partner sampled one of them, a baked mostaccioli dish with sausage, which was served in a handled, ceramic skillet to maintain its warmth.

On this visit, the Mystery Diner opted for a tried-andtrue classic, the hot, open-faced turkey sandwich.

Entrees come with soup or

salad, and we picked both a chicken and dumpling soup and a cauliflower soup. These were out in a flash, and we barely had finished scraping our spoons against the bottom when the entrees arrived. The timing was perfect.

Bonus point for the server: Rather than repetitively ask how we were doing, she eyeballed our table and judged for herself when we needed refills.

The Mystery Diner, often caught off guard and with a mouth full of food, much appreciated the discreet surveys.

And while Mystery Diner could stand to lose a few pounds, the refrigerated dessert case is cunningly located by the front door, ensuring that hungry diners must at least savor a glimpse of the sweet treats on display. We

NOTICE TO TAXPAYERS

All property in Putnam County, other than farmland and coal, are assessed at 33.33% of the fair market value. Your property is to be assessed at the above listed median level of assessment for the assessment district. You may check the accuracy of your assessment by dividing your assessment by the median level of assessment. (33.33%) The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the estimated fair cash value of your property, you may be over-assessed. If the resulting value is less than the estimated fair cash value of your property, you may be under-assessed. Your assessment, less exemptions will be used to determine your 2021 payable 2022 property tax bill. For example: Take your equalized assessed value, subtract any exemptions to determine your net taxable assessed value. Take that number X(times) the most current tax rate to get an estimated amount of your property tax bill. Taxpayers who consider their property incorrectly assessed need to contact the Supervisor of Assessments at 815-925-7238 to discuss their property. If you are not satisfied with the result, you may file an assessment complaint with the Putnam County Board of Review by July 20, 2023 by 4:00 p.m.

YOU MUST FILE AN ASSESSMENT COMPLAINT WITH THE BOARD OF REVIEW TO PRESERVE YOUR RIGHT TO AN APPEAL.

All assessment complaints filed with the Board of Review must be in writing using the forms provided by the board. Assessment complaint forms and instructions can be acquired from the Putnam County Supervisor of Assessments office in the Putnam County Courthouse at 120 N. 4th Street, Hennepin, IL. or downloaded and printed on line at co.putnam.il.us. If you have questions about filing a complaint, you may contact the Assessor’s office at 815-925-7238.

You may be eligible for one or more of the following homestead exemptions if the property is your primary residence, you are liable for paying the property taxes, and in some instances, meet additional qualifications.

Owner Occupied Exemption: $6000 reduction in EAV.

Senior Citizen Homestead Exemption: this exemption is for people ages 65 and older $5000 reduction in EAV.

Senior Citizen tax Freeze Exemption: is for taxpayers who will be 65 or older during the assessment year and have total household income of less than $65,000 for the prior year. This exemption freezes your assessed value NOT your property taxes!

Home Improvement Exemption: reduces the value by the amount of increase in assessed value due to improvements being added to an existing residential structure or a rebuilding of residential structures following a catastrophic event. This is a four year exemption for improvements up to $25,000 in assessed value.

Disabled Veteranís Standard homestead Exemption: If the veteran has a service connected disability of 30% but less than 50%

the annual exemption is $2500. If the service connected disability of 50% or more but less than 70% then the annual exemption is $5000. If the service connected disability is 70% or more, then the residential property is exempt from taxation under this code.

Disabled Veteran Homestead Exemption: (Specially adapted housing) up to $100,000 reduction in EAV if the federal government has approved payment to construct or modify your home if you are a 100% disabled veteran.

Returning Veteran Exemption- $5000 reduction in EAV the year that you return from an armed conflict and the following year.

Disabled Person: $2000 reduction in EAV if you meet disability requirements.
