The Putnam County Library District announced its October activity schedule for all locations.
District
• Banned book week will be celebrated Oct. 1-7. The libraries will have displays and information for patrons on the importance of the week.
• Putnam County Libraries will be joining season three of the Illinois Libraries Presentations that showcase author talks on Zoom. The latest showcase features Stephen Graham Jones. Zoom link will be available on the library’s website.
• Food, Family and Folktales: A conversation with Grace Lin will be from 7 to 8 p.m. Wednesday, Oct. 17. Register for the event online at https://bit.ly/ILP_ GraceLin.
• Locations will be closed on Monday, Oct. 9 for Columbus Day. They will reopen on Tuesday, Oct. 10.

St. Margaret’s CEO blames $7.3 million bank maneuver for hospital closure: court records

St. Margaret’s Health issued statements to an Illinois review board that an unnamed lender had thwarted its efforts to keep the hospital open after the Spring Valley hospital closed in June.
That lender was Spring Valley City Bank, according to Sept. 5 federal court filings. In a recent pleading filed in U.S. Bankruptcy Court for the Northern District of Illinois, St. Margaret’s President and CEO Tim Muntz said on June 5 the bank “swept nearly $7.3 million” in funds despite a “forbearance agreement” entered about six weeks earlier.
That decision, Muntz told the court, left St. Margaret’s with “no choice” but to announce “the need to cease operations.”
An email requesting comment sent to Matthew E. Merboth, president and CEO of Spring Valley City Bank, and to two junior officers was not immediately returned. Calls to Merboth’s office and to attorneys representing the bank in St.
Margaret’s Chapter 11 proceedings also went unanswered.
As previously reported, St. Margaret’s had warned earlier this year that the Spring Valley hospital was under financial strain and was in danger of being shuttered. However, St. Margaret’s never publicly disclosed any party to its 11th-hour financial discussions, according to the court filing.
Between June 1 and 2, St. Margaret’s Health-Spring Valley deposited net sale proceeds from the closing of the “Stage
One Sale,” totaling more than $2.9 million, into an account at Spring Valley City Bank, according to the filing signed by Muntz. Earlier in the pleading, Muntz identified the bank as the “primary secured lender” for St. Margaret’s.
“This deposit of funds was specifically contemplated and required by that certain forbearance agreement dated as of April 20, 2023, among SVCB, SMH-SV and SMH-Peru,” according to the filing.
“The debtors (St. Margaret’s) had achieved the additional liquidity
requirement of an amount not less than $2 million thereunder as a result of closing the Stage One Sale.”
But on June 5, Spring Valley City Bank “swept nearly $7.3 million” from St. Margaret’s Health-Spring Valley, according to the filing.
“The SVCB Setoff came without warning,” Muntz told the court. “SVCB pulled the funds despite being fully aware of the liquidity needs of the debtors.”
Spring Valley City Bank “had no claim to the monies, as the funds in question were not derived from the SVCB collateral.”
“Moreover, at the time of the SVCB Setoff, the debtors were fully compliant with the terms of the forbearance agreement,” Muntz told the court. “Without access to the swept funds, the debtors had no choice but to abruptly notify employees, inpatients then receiving medical care, and thousands of other patients receiving care at many of the debtors’ clinics of the need to cease operations.”

The Putnam County Sheriff’s Office received a 911 call at 4:52 p.m. Thursday from a residence at 2 Walnut Drive in Lake Thunderbird.
Deputies found a man on the ground at the end of the driveway and attempted lifesaving measures. Jack D. Carpenter, of the same address, died as a result of his injury, police said.
The Putnam County Sheriff’s Office said Carpenter was shot by a family member.
The family member was taken into custody and taken to the Putnam County Jail but was released Friday, police said. A handgun also was recovered at the scene.
Authorities said they consider this an isolated incident and there
is no further threat to the community.
The Putnam County’s State’s Attorney’s Office said the family member was released based on circumstances of the shooting that occurred.
Further results from the autopsy and evidence recovered will be needed to proceed with charges, the sheriff’s office said.
The Putnam County State’s Attorney, the Putnam County Death Investigator and Illinois State Police Crime Scene Services assisted in the investigation.
An autopsy will was conducted Friday and revealed Carpenter received two gunshot wounds to the upper body. Toxicology results still are pending, police said.
Henry Police, Marshall County Sheriff’s Office and Henry Ambulance also assisted at the scene. This investigation still is ongoing by the Putnam County Sheriff’s Office.
North Central Illinois Council of Governments announced that the deadline for applications to the Illinois Safe Routes to School Program is Oct. 2.
This program has three main goals: To enable and encourage children to walk and bicycle to school, to make bicycling and walking to school a safer and more appealing transportation
alternative and to facilitate in the planning, development and implementation of projects and activities that will improve safety and reduce traffic in school areas.
The program requires no local fund match and offers up to $250,000 for infrastructure projects and $25,000 for non-infrastructure projects.
One infrastructure and one non-infrastructure application is allowed per school campus.

The Business Employment Skills Team (BEST) Inc. was recently awarded an apprenticeship expansion grant in the amount of $110,000 from the Illinois Department of Commerce and Economic Opportunity.
These funds will be used to provided business engagement and technical assistance for the development of new and expansion of existing apprenticeship programs.
The grant is for a one-year period, with the possibility of extending for up to four additional years in June of 2024.
This technical assistance and outreach covers the eight counties that BEST services including: Bureau, Carroll, Jo Daviess, La Salle, Lee, Ogle, Putnam and Whiteside.
Best staff will be reaching out to area companies across all industry sectors in the counties they serve in an effort to expand apprenticeships opportunities for area job seekers and provide a skilled workforce for area businesses.

Local towns receive Community Development Block Grants

Gov. JB Pritzker and the Illinois Department of Commerce and Economic Opportunity announced the 54 recipients that received a total of $56.9 million in Community Development Block Grants.
These approved projects will support housing rehabilitation projects and allow communities in non-metropolitan areas to make repairs to water, sewer and drainage infrastructure.
A total of 41 infrastructure projects were approved including amounts of $458,985 to Henry, $425,000 to Streator, $645,000 to Bureau Junction and
$1,500,000 to Dover.
These funds will be used for water main and water system improvements and repairs.
Another 13 grants were approved to invest in housing improvement projects including $650,000 each to Henry, Bureau Junction and Neponset.
Housing rehabilitation grants are designed to assist low-to-moderate income homeowners with improvements to ensure safe and sanitary living conditions.
Eligible uses of funds include structural work, electrical, plumbing, new appliances, flooring, ADA, accessibility accommodations and more.

Putnam County tops St. Bede as teams renew conference rivalry
Panthers control first, third sets to beat Bruins

GRANVILLE – In the first Tri-County Conference match between the Putnam County and St. Bede volleyball teams in more than a decade, the local rivals played before a full house Thursday at R.M. Germano Gymnasium.
“It’s nice to have a bunch of fans show up and come support us,” said Putnam County senior Ava Hatton, who called St. Bede a good addition to the conference. “It definitely helps to have backup when things get down and helps us to keep our heads up and just to keep us moving. It’s good to have that support from our students and parents and everyone.”
With a raucous student section cheering them on, the Panthers took control of the first and third sets to beat the Bruins 25-16, 24-26, 25-15.
“It was a great environment for volleyball,” PC coach Amy Bell said. “The girls came out and really did a nice job hitting shots and changing up some swings. I think we found a ton of holes in the first set. The second set we got a little bit tip happy. In the third set we were ready to hammer again. I thought we played really great defense and stopped St. Bede in that third set in the times they were swinging. We had great serve-receive and were able to truly run an offense. That was really nice in the third set to capitalize, have a nice lead and kind of coast to the end.”
The first set was tight with 11 ties when the Panthers took control when the set was tied at 15-15.
Maggie Richetta pounded down a free ball and Hatton recorded a kill on back-to-back plays to jump-start Putnam County’s 10-1 closing run.
“I thought we swung when we needed to and didn’t have a lot of tips,” Hatton said. “We didn’t let the ball drop a lot. We were fight-
ing. We knew we had to come on strong and just finish it.”
The Panthers had a strong start in the second set as well by taking a 9-3 lead. Putnam County seemed to have the Bruins on the ropes up 13-6 before St. Bede started to rally.
Consecutive kills by Ali Bosnich and a kill by Amanda Wojcik closed St. Bede’s deficit to 14-12, leading to a Putnam County timeout.
After the break, an error and then a kill and block from Bosnich gave St. Bede a lead at 15-14.
The set remained close but the Panthers took a 22-19 lead before the Bruins rallied again. With the set tied at 24-24, PC had an error and Wojcik served an ace to force a third set.
“When our girls are commu -
nicating and connecting, we can play with the best teams,” St. Bede coach Abbi Bosnich said. “When we struggle to communicate and we get in our own way, we often fall short. I think in the second set, we really rallied together and played as a team.”
The Bruins couldn’t carry the momentum to the third set.
Putnam County (11-5, 2-2 TCC) raced out to a 10-3 lead but didn’t let St. Bede back in the set this time, leading start to finish with Hatton slamming down a kill for the final point.
Hatton led a balanced PC attack with nine kills, while Maggie Spratt put down seven, Richetta had six, Sara Breckenridge contributed five and Avery Moutray added four.

The Putnam County Junior High baseball team brought home an IESA Class 2A regional championship.
The Pumas defeated neighbor Spring Valley JFK, 7-3, on Sept. 18 to capture the Fieldcrest Regional.
PC opened regional play with a forfeit win over La Salle Lincoln before beating Fieldcrest, 5-4, on Sept. 16.
The season came to an end for the Pumas with a 7-0 loss to Braidwood Reed-Custer at the Morris Saratoga Sectional on Saturday.
VOLLEYBALL
At Braidwood: Putnam County finished fifth Saturday at the ReedCuster tournament.
In pool play, the Lady Panthers split with Mendota (25-17, 24-25) and lost to Elmwood Park (25-23, 25-13) and Cissna Park (25-23, 25-19).

Maggie Richetta led the Lady Panthers (13-7-1) with 58 digs, 42 kills,
seven blocks and four aces, while Megan Wasilewski had 78 assists and 32 digs.

“We’ve really been working hard on having a balanced offense,” Bell said. “Megan and I have been talking a lot about finding the hot hitter and taking care of business that night. The girls do a great job of supporting each other. Whether Maggie (Richetta) is the kills leader or Ava is the kill leader, just coming to play together is super important for them. Ava swung extremely well. Maggie (Richetta) had some great touches on blocks and she plays incredible defense in the back row. I just can’t compliment enough the individual skills they have. It’s cool to see each of them shine differently each night.”
Ali Bosnich led the Bruins (8-12-1, 2-2) with eight kills and three blocks, while Aubree Acuncius had 15 assists.
“In rally scoring, errors kill you,” Abbi Bosnich said. “I thought Putnam County had some great plays at the net. I thought their hitters did a nice job finding our holes on the court. But I also feel like tonight many of the points the other team scored were due to our errors.”
