It’s that time of year to start planning entries for the 103rd annual Marshall-Putnam Fair.

If you are interested in exhibiting, the online fair book is available at www.marshallputnamfair.org. To find the fair entry information, scroll down on the homepage. The full fair book is located on the homepage, as well as on its own page. Individual departments are located under the picture of the fair book.

Click on the department you are interested in and the information will be there along with the necessary entry form.

Junior exhibitors must be between 8 and 21 as of Sept. 1, 2023, and Peewee exhibitors must be between 4 and 7 as of Sept. 1, 2023. Entry forms must be brought to the office by July 1 or postmarked by this date. Hennepin Park District to sponsor Summer Zen series

The Hennepin Park District will be sponsoring a Summer Zen series at the pool in conjunction with the Illinois Extension. These programs are mindfulness lessons for ages 5 to 18. There is no charge for any of the programs. All programs begin at 1 p.m.

On Wednesday, June 12, the park district will have Growing Gratitude. Participants will learn gratitude practices and plant gratitude flower seeds. On Wednesday, June 27, the park district will have Crafting Calm. Participants will create a “calming” (fidget) starter kit. On Tuesday, July 2, the park district will have Mindful Mandalas. Participants will design, create and paint a mandala. On Wednesday, July 17, the park district will have Tranquil Visions. Participants will create a soothing piece of art. Quakers to host annual meeting at historic Meetinghouse

The Clear Creek Religious Society of Friends (Quakers) will host the 2024 Illinois Yearly Meeting from Wednesday, June 19, to Sunday, June 23, at the historic Meetinghouse south of McNabb.

The annual meeting is a retreat for about 200 Quakers who attend from local meetings throughout Illinois and parts of Iowa, Indiana and Missouri. The meeting offers workshops, featured speakers, recreational programs, business meetings, camping facilities, programs for children and meals prepared on-site.

Workshops and talks by featured speakers are open to the public at no charge. This year’s theme is “Nurturing the Spirit, Carrying it Forward.” All evening programs are from 7:30 to 8:45 p.m.

On Wednesday evening, Joann Neuroth will speak on “Growing the Seed Entrusted to You.” In summary, when

people live authentically from the seed that God sows in each of their hearts, worship, community and witness all align and thrive. They become less available to God when they get distracted and pulled toward self-definition. Neuroth has been a Quaker for 40 years. She has served on the AFSC governance board and is active in Red Cedar’s Monthly Meeting in Lansing, Michigan.

On Thursday, representatives from regional Quaker schools, including Scattergood, Olney and Chicago Friends, will talk about what makes a Quaker school special and address questions submitted by ILYM teens. The panel will describe the distinctive approach used in Quaker primary and secondary education for potential students and their parents. This is an intergenerational event.

On Saturday, Steve Chase will speak on “Seeking Justice in the Holy Land: Quakers, Zionism, and Palestinian Rights.” Many friends do not have a deep historical understanding of Zionism, Palestinian resistance or the impact of British or U.S. policies on Israel/Palestine. Chase is a resident scholar at Pendle Hill. His work has

focused on Israel/Palestine concerns and rights.

On Sunday morning, Grayce Haworth Mesner will present the Plummer Lecture at 10 a.m. Mesner is a member of Clear Creek Meeting in McNabb and Central City Friends in Nebraska. She has been active at Clear Creek for more than 60 years. After graduating from Earlham College, she taught school for four years in Indiana and Iowa, worked with her husband, Dick Haworth, on the family farm, then with Dick in the Haworth & Co. printing. Two decades after Dick’s death, she married Neil Mesner, a union which lasted until Neil’s death in 2022.

Workshops are available to all Friends, and the public is welcome to join in a workshop starting on any date. Workshops are 2:30 to 3:45 p.m. on Thursday to Saturday.

The Clear Creek Monthly Meeting of Friends is the oldest continuous monthly meeting in the Illinois Yearly Meeting. The Meetinghouse at 14365 N. 350th Ave. (“Quaker Lane”) was built in 1875, although Quakers had worshipped at the site of what is now the Friends cemetery (where Quaker abolitionist Benjamin Lundy is buried) since 1843.

The Starved Rock Country Community Foundation recently awarded a grant to the Putnam County Public Library to support the Audio Storytelling for Kids program.

This grant will enable the library to provide children with access to audiobooks in various formats, significantly enhancing their reading experience and educational development.

The program is designed to improve vocabulary, word recognition and overall reading accessibility for children who struggle with traditional reading. By offering audiobooks, the library aims to strengthen children’s imaginations and provide them with diverse options for engaging with books.

This initiative will benefit more than 1,000 children in the Putnam County area, ensuring efficient and effective access to both educational and recreational materials through advanced technologies and varied formats.

“We are thrilled to provide this grant,” Reed Wilson, chairman of the SRCCF board of directors, said in a news release. “The funds will allow the library to reach more children in our community and offer them valuable resources that support learning and growth. Audiobooks are a fantastic tool for children, especially those who face challenges with reading. They open up new worlds and possibilities, fostering a love for stories and learning.”

The long-term goal of the program is to continually provide audiobooks that aid children in overcoming reading difficulties. The benefits of this initiative include notable improvements in vocabulary, better word recognition, increased accessibility for children who struggle with reading and enhanced imaginative capabilities.

The Putnam County Public Library is committed to offering innovative solutions that cater to the needs of its young patrons. The introduction of the storytelling program exemplifies this dedication, ensuring that all children, regardless of their reading abilities, can enjoy and benefit from the magic of stories.

Hope Week brings goodness through community projects

Hope is the feeling something good could happen.

Ax Church Lead Pastor Cameron Graper said those words before explaining the vision behind Hope Week, which is a week full of Christian volunteer projects created to benefit the community.

“We just think there isn’t enough of this in our communities,” he said. “So, the idea was, ‘Well, what if the local church could just bring that to the area?’”

Graper began Hope Week through Ax Church in La Salle in 2015. Since then, volunteers have been enhancing local parks, businesses and nonprofits by completing various projects while hoping to inspire the community.

Graper said the goal of Hope Week is simple – bring goodness to the community.

“I think we have hope sometimes when other people don’t,” Graper said. “So, to be able to take that and give it to people by just going and serving to possibly inspire hope, the feeling of something good going on.”

Hope Week goes through June 8.

The first year, Hope Week completed 700 hours of community service and about $4,000 to $5,000 in projects, Graper said. This year, volunteers are expecting to be closer to 3,000 hours and approximately $30,000 in projects.

Some Hope Week projects this year include park clean ups, landscaping, painting playground equipment and redoing bathrooms in homeless shelters in many towns across multiple counties including Bureau, Putnam and La Salle.

At Peru’s Baker Lake, volunteers replaced the sand along the playground equipment with rubber mulch.

Adam Thorson, director of Parks & Recreation in Peru, thanked the Ax Church Group and said the city looks forward to continuing to work with the group in years to come.

“The project they completed at Baker Lake with resurfacing the playground was much needed,” he said. “The Parks Department and City of Peru would like to say great job to all that assisted with the work,

and we appreciate the time spent and the commitment to improve our local community.”

Volunteer and Project Director Mark Schneider, of Peru, said it’s rewarding to be a part of a project that brings hope to the community.

“You get to see first hand all of the effort and the focus that people give to the project,” he said. “But it’s also a great chance to build new friendships and relationships with people from other churches or people that I just haven’t met in my own church.”

Schneider said seeing the simple smiles, the lift in energy and hope is what the week is all about.

“Whether it’s kids on the project or it’s people who

just happen to be at the park or place we are working to see that it’s taking effect. That’s what we hoped for.”

Next year marks a decade of hope and Graper already has ideas forming on how to make it the best year yet.

“We want to do a big project,” he said. “We are trying to look for an opportunity to maybe invest in a community where we would actually build an entire park.”

Women-owned business, LouConic Kollective, opens in Peru

Illinois Valley residents have a new one-stop shop for self and beauty care at 2200 Marquette St. in Peru.

LouConic Kollective, a group of entrepreneurial women-owned businesses, celebrated its grand opening Friday attended by family and patrons.

Owner Alexa Migliorini, of Granville, said the business began in her nail studio, Polish me Pretty, when a client of hers began doing event makeup in her backroom. It wasn’t long until she had another woman, this time someone from high school, reach out about tattooing.

“And, coincidentally enough, this space was vacant, and I had been kind of tossing back and forth [the idea of] expanding,” she said. “And everything fell into place.”

LouConic Kollective is made up of seven women, offering hypnosis, permanent jewelry, nail services, massages, tattoos, piercings, makeup and spray tanning.

Each business has its own separate space to operate privately within LouConic.

“I just wanted to go with the idea that everybody has their own little small space, and they can create and run their business without having this huge overhead,” Migliorini said.

Job change?

Kaitlyn Mellentine, a massage therapist from Granville, said being part of the collective has been a wonderful experience.

“Everyone has been so supportive,” she said. “And I think that’s the most beautiful thing about it. Even when I was creating my space, they were all popping in just saying how much they love it.”

Mellentine received her massage therapy license in 2019 and moved her business back to Peru. She offers Swedish, deep tissue and cupping massages.

Elizabeth Louise “Betty” (Mitchell) Campbell, formerly of Mt. Palatine, Illinois, died surrounded by her family, Friday, May 31, 2024, in Lady Lake, Florida, where she had resided for the past three years.

Betty was a loving wife, mother, grandmother, great-grandmother, and great-greatgrandmother. She was deeply loved by her many families and will be greatly missed. A funeral mass will be held at 10 am on

Betty was born June 4, 1932, in Bradford, Illinois, to James Edmund and Agnes K. (Hardesty) Mitchell. She married Glen Roy Campbell in Bradford in 1951. They moved to the Mt. Palatine area in 1960 where they raised their nine children.

Betty was a member of the Immaculate Conception Church in Mt. Palatine, where she served as treasurer of the Altar and Rosary Society and took care of the altar linens for many years. She was a former member

Owner Occupied Exemption: $6000 reduction in EAV

Senior Citizen Homestead Exemption- this exemption is for people ages 65 and older $5000 reduction in EAV

Senior Citizen tax Freeze Exemption- is for taxpayers who will be 65 or older during the assessment year and have total household income of less than $65,000 for the prior year. This exemption freezes your assessed value NOT your property taxes!

Home Improvement Exemption- reduces the value by the amount of increase in assessed value due to improvements being added to an existing residential structure or a rebuilding of residential structures following a catastrophic event. This is a four year exemption for improvements up to $25,000 in assessed value.

Disabled Veteran’s Standard homestead Exemption: If the veteran has a service connected disability of 30% but less than 50% the annual exemption is $2500. If the service connected disability of 50% or more but less than 70% then the annual exemption is $5000. If the service connected disability is 70% or more, then the residential property is exempt from taxation under this code.

Disabled Veteran Homestead Exemption- (Specially adapted housing) up to $100,000 reduction in EAV if the federal government has approved payment to construct or modify your home if you are a 100% disabled veteran.

Returning Veteran Exemption- $5000 reduction in EAV the year that you return from an armed conflict and the following year. Disabled Person- $2000 reduction in EAV if you meet disability requirements.

Senior Citizen tax Freeze Exemption- is for taxpayers who will be 65 or older during the assessment year and have total household income of less than $65,000 for the prior year. This exemption freezes your assessed value NOT your property taxes!

Home Improvement Exemption- reduces the value by the amount of increase in assessed value due to improvements being added to an existing residential structure or a rebuilding of residential structures following a catastrophic event. This is a four year exemption for improvements up to $25,000 in assessed value.

Disabled Veteran’s Standard homestead Exemption: If the veteran has a service connected disability of 30% but less than 50% the annual exemption is $2500. If the service connected disability of 50% or more but less than 70% then the annual exemption is $5000. If the service connected disability is 70% or more, then the residential property is exempt from taxation under this code.

Disabled Veteran Homestead Exemption- (Specially adapted housing) up to $100,000 reduction in EAV if the federal government has approved payment to construct or modify your home if you are a 100% disabled veteran.

Returning Veteran Exemption- $5000 reduction in EAV the year that you return from an armed conflict and the following year.

Disabled Person- $2000 reduction in EAV if you meet disability requirements.

The 2024 Class of the Shaw Media Illinois Valley Sports Hall of Fame connected two eras of Mendota basketball with the induction of coaches Bob Beals and Mike Kilmartin.

It also brought together the greatest players to play for the Ottawa High School boys and girls basketball teams, Craig McCormick (Class of 1978) and Amy (Johnson) DeVerteuil (1983).

In all, there were eight individuals, including two former Major League Baseball pitchers in Peru native Russ “Monk” Meyer and Guy Hoffman of Marquette, a longtime NBA radio announcer, five coaches and three championship teams honored Thursday night at the Auditorium Ballroom in downtown La Salle.

It was a special honor for Kilmartin to be inducted along with Beals, who Kilmartin highly regards “as the favorite coach I ever had” because he made it fun.

“Studies show the No. 1 reason people go out for sports is to have fun. He made it fun,” Kilmartin said. “A lot of things we did I learned all from him. There were a lot of people who played for him that became successful coaches.”

Kilmartin, a 1968 Mendota graduate, is one of only a handful of Illinois basketball coaches to take both boys and girls teams to state.

He led the Trojans boys teams to state appearances in 1988-89, 1992-93 and 1995-96, winning seven regionals and three sectionals along the way. He switched over to the MHS girls program, leading the Trojans to a fourthplace finish at state in 1998-99.

Although there were pluses and minuses to coaching in his hometown, Kilmartin said the best part was he got to coach his three children – until he got home, that is, and their mother wanted to know why her son wasn’t playing much.

Beals was the Mendota coach from 1960-75, leading the Trojans to a 233-

140 record with four regional championships, including his 27-win 1970-71 team. He also was the first baseball coach at Mendota, coaching that sport for 14 years.

He left MHS in 1975 to become head basketball coach at Illinois Valley Community College, where he coached until his death in 1979 at age 49.

Pat Beals, who had a short stint as the Mendota coach, accepted the honor on his dad’s behalf.

Although moving to Ottawa from Oakland, California, for his sophomore year was a bit of a culture shock, McCormick said he quickly was embraced by his new teammates at Ottawa. The Pirates’ all-time leading scorer with 1,681 points, the 6-foot-10 McCormick played a key role in the Pirates winning two NCIC titles, two regionals and two sectionals and making an appearance in the 1978 state tournament.

It was a special time in the Illinois Valley, McCormick noted, with two

teams from the same town, Marquette (Class A) and Ottawa (AA), playing in the state tournament in 1978.

He said there was no finer place to play than Ottawa’s Kingman Gymnasium.

three-time All-Ohio Valley Conference selection and Associated Press All-America selection in 1982. Drafted by the LA Lakers in the 1982 NBA Draft, McCormick played professionally in Israel and Spain.

He is a member of the Ottawa High School and WKU Halls of Fame.

The former Amy Johnson is the alltime leader scorer at Ottawa, girls or boys, with 1,781 points, and is the girls all-time leading rebounder.

The decision she made, along with three best friends and classmates, to forgo their senior year of volleyball to concentrate on basketball – which was not a popular one by the rest of her volleyball teammates and coach – paid dividends come winter.

The Pirates went 23-4 with a regional championship, cementing DeVerteuil’s legacy as the greatest player for the Ottawa girls.

“It was magical,” she said.

She went on to play collegiate basketball for the University of Michigan and also competed on the track and field team there.

The theme of basketball greats shifted from Ottawa to La Salle-Peru with the induction of Hollis Vickery, who Slevin called “one of the best players to come from the Illinois Valley.” Nicknamed the “Helicopter,” Vickery was a standout on three L-P regional championships, including the 27-2 Cavs team in 1971-72.

Vickery moved on to Lincoln Junior College but returned home to IVCC after a semester. He joined the Apaches the next season and became the top scorer among Illinois junior colleges, averaging 28.4 points.

He later played two seasons at the University of Hawaii.

Vickery’s love for the game brought him back to his alma mater to coach the L-P girls team for 12 seasons.

Rhonda Morel was a four-sport athlete at L-P, graduating in 1978, and went on to compete in four sports at IVCC. She was a two-sports scholarship athlete (volleyball, basketball) at Eastern Illinois University and later got into body-building and played AAU beach volleyball, indoor volleyball and professional women’s football from 2000-03.

Morel was a staunch advocate of Title IX, forcing IVCC’s hand to start a volleyball team her sophomore year after she ran cross country as a freshman.

“We had to fight for it. I have a lot to say about women’s sports, and I’m so proud to say how it’s grown and continued to grow,” Morel said. “I didn’t look at it as struggles. I just wanted to play. I didn’t want to play on the boys teams. I wanted to play.”

Ted Schmitz, a 1962 Streator graduate, played college football and baseball at Eastern Illinois. He was a legendary football coach, spanning more than four decades across college, the CFL and Indoor Football League.

Schmitz served as assistant football coach at EIU, Augustana, Illinois State and Illinois Wesleyan before becoming radio color commentator for ISU football. He spent eight seasons as a defen-

sive assistant for CFL’s Hamilton TigerCats and served as the interim head coach for six games during the 1987 season.

The Streator High School Hall of Famer still is broadcasting today, which he said “beats coaching because you can’t get in trouble.”

Dale Pienta was a three-sport standout at Hall, graduating in 1953, named as all-conference and honorable mention all-state as a senior in football and basketball. He went on to be a three-year letterman in both football and baseball at Northwestern, a member of the Wildcats’ Big Ten champions in baseball.

He coached one year at Tiskilwa, spent 31 years at Hall involved in coaching three sports, and served as athletic director for three years.

Pienta, 88, praised his older brother, Joe, for making him the athlete he became.

“He beat the heck out of me and helped me to get to what I became,” he said.

Ken Jenkins had a legendary career as the Putnam County baseball coach from 1979 to 2008, leading the Panthers to state in 1982, 1998 (fourth) and 2008 (third). He posted 517 wins with seven regional titles and three sectionals.

“PC was a baseball community. Joe Massino put PC on the map for baseball, and I just tried to keep us there,” said Jenkins, who was accompanied by players from each of his three state teams.

Guy Hoffman was a standout football and baseball player for Marquette. He had a 0.55 ERA his senior year in 1974 with two no-hitters and was the team MVP and leading hitter.

Although he had an opportunity to play Big Ten football, he opted to pitch for Bradley University by virtue of a coin flip. He was signed as an amateur free agent July 17, 1978, by the White Sox and, less than a year later, he was called up to the big leagues, which he called “mind-boggling.”

The southpaw spent part of six sea-

sons playing for four MLB teams, including the Cubs, mostly as a reliever. He finished his MLB career with a 17-17 record and a 4.25 ERA before playing three seasons in Japan.

He is a member of the Marquette and Greater Peoria Area Sports Halls of Fame, and his baseball jersey was retired by Marquette in 1987.

The 2005 Bureau Valley football team was truly the Perfect Storm, defeating Tolono Unity 34-7 in the 3A title game to finish 14-0 and remains the only undefeated football state champion in Illinois Valley history.

It was a remarkable run to the 3A state championship, with the Storm making a near complete turnover after graduating most of the starting lineup from its 2004 state runner-up team.

Storm coach Dave Moore said it was all about “heart and grit.”

He joked that they need a lot of that, overcoming a 21-0 second-half deficit in his very first game to defeat Amboy 22-21.

Reid Nodine, a senior running back/ defensive back, said the Storm exceeded their expectations.

“It was remarkable. I don’t think any of us had those expectations. I think every day we went in trying to be the best version of ourselves and worked hard to get better,” he said. “We had our shoes to fill, not wanting to take anything away from that ’04 team. We had a great run that year. A lot of great athletes. New season, new team.”

Dean Riley, a 2020-21 IV Sports Hall of

Famer, produced talented basketball teams during his run as IVCC men’s basketball coach. The finest of them all was the 1987-88 edition.

The Apaches (27-9), as the IVCC teams were known then, placed third in the Division 2 NJCAA Tournament, the best finish in school history.

It was a diversified team with a mixture of local talent with players from Peoria and the Quad Cities.

“We didn’t see color on the team. It was a brotherhood,” said Corey Akers, a player from Rock Island Alleman.

Team member Mark Cooper of Mendota, now the boys coach at Ottawa, said, “Coach Riley taught us to care and sacrifice” for the good of the team.

Tony Causa, 88, who dedicated his life to the sport of tumbling and gymnastics, received the Lanny Slevin Lifetime Achievement Award from the award’s namesake. He bought a tumbling and gymnastics center in Peru, later moving to La Salle in the very building where the Hall of Fame event was being held, where he coached until 2002.

“This is where it all started, and I couldn’t be prouder,” Causa said.

St. Bede alumnus Tom McGinnis, who has been the radio broadcaster for the NBA’s Philadelphia 76ers for 30 years, received the Distinguished Media Award. He was unable to attend Thursday’s ceremonies because of family responsibilities, but he made a video presentation expressing his best wishes to everyone back home.

The Spring Valley native said he wouldn’t trade growing up in the Illinois Valley for anything.

Legacy awards

The 1954-55 Princeton boys basketball state team and the late Meyer received the Legacy Awards.

Don Sheffer’s Tigers went 32-3, finishing fourth in the state in a one-class system. No Tiger team has made it back to state in the 69 years since. They were the talk of the town, forever known as the “Famous Five” – Joe Ruklick, Lew Flynn, Dick Hult, Gary Mulally and Forrie Finn.

John Smith of Princeton, who was a member of the PHS sophomore team in 1955, and athletic director Jeff Ohlson accepted the team’s award.

The Tigers were charter members of the Bureau County Sports Hall of Fame in 1995.

Meyer was born in Peru on Oct. 25, 1923, and rose to major league fame. He pitched for six different teams over the span of 13 big league seasons, posting a 94-73 record. He broke in with the Cubs in 1946 and last pitched in the big leagues on June 8, 1959, for the then-Kansas City Athletics.

He pitched in three World Series, a member of the Brooklyn Dodgers’ first World Series champions in 1955.

Meyer, who was head baseball coach at IVCC from 1980-82, died Nov. 16, 1998, in Oglesby at the age of 74.

To all the residents of Putnam County, Hello. My name is Tamara Mehalic, and I am your Supervisor of Assessments. We need to talk. Property values are rising. This year, you will see the assessed value of your home go up between 20 and 25 percent. This is not particular to one town or one person. This is across the entire county.

And it’s not just Putnam County. This is across the counties throughout the state. I know right now you are saying to yourself, and to me, “Tammy, I’ve done nothing to my house, it’s not worth what you say it is, and nobody is paying me what you say they are going to pay me.”

Are you sure? Current trends across the nation and definitely across the county are seeing homes going up in value more than ever before.

But why? It falls back on supply and demand. To many dollars chasing to few goods. There are more people wanting houses than houses for people. Especially in Putnam County. So, people moving in to the area are paying a lot of money, which makes all of our houses worth more. What does this mean for your property taxes? Well, nothing yet. Each of the taxing bodies of the county - your town, park district, fire district, school, county, ambulance, etc - will set their rate and those will all add together to make up your total tax rate. If the taxing bodies decide to raise rates, taxes go up, if they decide to hold rates taxes will unfortunately go up, if they decide to lower rates, taxes will stay the same or go down slightly. No matter what, taxes are decided by the taxing bodies, and most important taxes paid to Putnam County fund Putnam county citizens.

Your property taxes pay for your ambulance and fire trucks. Your property taxes pay to educate your children and for your conservation districts. Your towns, roads and bridges. To be fair as I could, I brought everyone up as equally as possible. No one was singled out so no one is forced to pay more than their fair share. If you fell like your assessment is out of line, or there are exemptions you might be entitled to, we can take a look. You can also file with the board of review.

We are living in an interesting time. This is beyond anything I have seen in my 20 years of experience. We will get through this together as a community, and I am hoping fora correction in the market sooner rather than later.

2024 Rules of the Putnam County Board of Review

The Putnam County Board of Review (Board) consists of three members, together with additional alternate members, appointed by the Chairman of the Putnam County Board (35 ILCS 200/6-5 & 6-25). Any Member or Alternate Member of the Board may conduct a hearing. The Board has the authority to confirm, reduce or increase any assessment as appears just. The Board determines the correct assessment, prior to state equalization, of any parcel of real property which is the subject of an appeal, according to the law, based on standards of uniformity, market value, correctness of facts, evidence, exhibits and briefs submitted to or elicited by the Board from an appellant, assessor and/or other interested parties.

F. Freedom of Information Act. The Board is a public body and is subject to the Freedom of Information Act as defined in Illinois Law (35 ILCS 140/2). The following information is provided in accordance with the Act.

1. The Board is responsible for hearing appeals, corrections and requests for Certificates of Error on property assessments from the County’s four townships, acting on these applications, reviewing and making recommendations on exempt property applications and representing the interest of Putnam County before the Illinois Property Tax Appeal Board.

2. The Board’s office is located in the Supervisor of Assessment’s Office, Putnam County Courthouse, P.O. Box 242, 120 N. Fourth Street, Hennepin, Il. 61327.

G. Open Meetings Act. Hearings held by the Board are open to the public, subject to the exceptions cited by the Open Meetings Act (35 ILCS 120/1.02).

1. Audio or video recording is permitted by any person. However, recording cannot disrupt a hearing nor are participants required to identify themselves to facilitate a recording. The Clerk of the Board must be informed in advance that an audio or video recording of a hearing will be made. The audio or video recorder must provide a copy of the video or audiotape to the Board within fifteen (15) days after the hearing and bear the cost of that copy.

2. The Board does not provide transcripts of a hearing. If any party desires a transcript of a hearing, a court reporter must be retained at the expense of that party. That party must provide a certified copy of the transcript to the Board within fifteen (15) days of the hearing and bear the cost of that transcript.

3. The Board’s assigned hearing room has a limited capacity. If any party anticipates the attendance of more than five witnesses or other persons at a hearing, that party must immediately contact the Clerk of the Board, who will attempt to make arrangements for a more suitable venue. If no one has informed the Clerk that a large group is expected and more persons come to a hearing than can be safely permitted in the room, the Board may restrict the number of people in the room to those who can be safely admitted.

4. Public comment may be accepted at the Board’s discretion.

H Clerk of the Board of Review. The administrative functions of the Board are discharged by the Putnam County Chief County Assessment Officer, who shall act as the Clerk of the Board.

II. Appeal Hearings

The purpose of an appeal hearing is to evaluate a property assessment based upon evidence presented by all concerned parties: typically, appellant and assessor and, where applicable, intervener.

A. Standing. Only a taxpayer or owner of property (or attorney thereof) dissatisfied with a property’s assessment or a taxing body that has a tax revenue interest in the decision of the Board on an assessment made by any local assessment officer may file an appeal with the Board. Appeals must be filed on the forms provided by the Board of Review and available in the Supervisor of Assessment’s office. All applicable items on the form must be completed. Any non-owner (such as an attorney) filing an appeal on behalf of an owner must have authorization by the owner of record.

B. Date of Filing. All appeals must be filed with the Board of Review on or before 30 days after the date of publication of the current year assessments (35 ILCS 200/16-55).

Appeals are deemed filed on the date

1. officially postmarked by the U. S. Postal Service or by a private mail/delivery service, or 2. hand delivered to the Board of Review office and stamped received.

Prior to filing an appeal with the Board, it is strongly recommended that a taxpayer discuss his/her assessment with the Township Assessor and/or the Supervisor of Assessments. Many times the reason for the assessment can be made clear and the need for filing an appeal eliminated. If, after talking with the Township Assessor and/or the Supervisor of Assessments, a taxpayer still wishes to pursue an appeal, he/she should familiarize him/herself with the 2013 Rules of the Board. Note: The time period for filing an appeal is not extended to accommodate discussions between taxpayers and assessors. The Board is required to make and publish reasonable rules “for the guidance of persons doing business with the Board and for the orderly dispatch of business.” (35 ILCS 200/9-5) These rules, for the 2024 session (taxes payable in 2025) are as follows.

I. Administrative Rules

A. Convening the Board. The Board convenes on or before the Third Monday of June and recesses from day to day as may be necessary.

B. Severability. In the event any section, provision or term of this policy is determined by a court or other authority of competent jurisdiction to be invalid, that determination shall not affect the remaining sections nor provisions, which shall continue in full force and effect. For this purpose, the provisions of this policy are severable.

C. Amendments. The rules may be amended from time to time; said amendments are effective upon their being conspicuously posted and prominently displayed.

D. Failure to Follow Board Rules Failure to follow any rules, in and of itself, may be grounds for the denial of any change in assessment.

E. Authority of the Board. In connection with any hearing before the Board, the Board has full authority to:

1. Conduct and control the procedure of the hearing.

2. Admit or exclude testimony or other evidence into the record.

3. Administer oaths and affirmations and examine all persons appearing at the hearing to testify or to offer evidence.

4. Require the production of any book, record, paper or document at any stage of the appeal process or at the hearing which is the foundation for any evidence or testimony presented in the appeal. The Board also may request a property inspection to clarify parcel characteristics and/or condition of a subject property. Failure to produce a requested book, record, paper or document or failure to allow a property inspection within the prescribed time frame set by the Board may result in the confirmation of the assessment.

5. Terminate a hearing and require an appellant, appellant’s representative or witness to leave the proceeding, when an appellant or appellant’s agent, attorney or witness engages in threatening, disruptive, vulgar, abusive or obscene conduct or language that delays or protracts a proceeding or refuses to leave a hearing room after a decision has

Filing deadlines may fall on a postal holiday or a Board of Review holiday. In these cases, appeals must be post marked or hand delivered before the final deadline. The Board of Review office is closed on Saturdays and Sundays and the following holidays:

Good Friday

Memorial Day

Juneteenth Day

Independence Day

Labor Day

Columbus Day

Election Day

Thanksgiving Day and the following Friday Christmas Day.

The Board accepts only official postmarks (not metered-mail dates) and hand deliveries on or before deadlines. It does not accept appeal forms nor case-related materials by fax. Late filings are not scheduled for hearings.

C. Appeal Forms and Information The Board requests that all parties to an appeal utilize the prescribed forms and comparison grids of the Putnam County Board of Review. These forms are available in the Chief County Assessment Office. Neither the Board nor its Clerk will send appeal forms or information by any method other than first class mail.

1. Incomplete Forms. Incomplete appeal forms may not be set for hearing.

2. Contiguous Parcels. When filing an appeal, all contiguous parcels included in that property must be filed on, even if a reduction is sought on only one parcel. For purposes of this rule, contiguous parcels include all parcels that are physically contiguous, have a unity of use and are owned by the same owner(s) of record, including beneficial ownership.

D. Reductions of $100,000 or more. Pursuant to 35 ILCS 200/16-55, if an appellant is requesting a reduction in assessed valuation of $100,000 or more, the Board must notify each respective taxing district. It is therefore required that appellants supply their requested assessment total in the appropriate space on the appeal form. If this information is not provided, the Board will assume the requested assessment is $100,000 or more and thus notify all potentially impacted taxing districts.

E. Submission of Evidence. The Board requires that the original appeal form and evidence, plus three (3) copies of the form and evidence, be submitted at the time of Continued on next page

Continued from previous page application, except for a documented appraisal report, which must be received in the Board office (irrespective of postmark) no more than ten (10) calendar days after the filing deadline. The Board forwards a copy of each appeal and accompanying evidence to the appropriate township assessor. Any appellant or agent/attorney filing additional evidence with the Board of Review after the initial case submission must forward the additional evidence to the Supervisor of Assessment’s Office. Evidence submitted at the hearing by any party (appellant, assessor or intervener) may be accepted by the Board; however, it may be given less weight than evidence submitted in accordance with Board rules.

F. Hearing Notification. An appellant will be notified by U.S. Mail of the hearing date, time and place of the hearing. If an appellant fails to appear for the hearing, or fails to telephone the Board on the scheduled date and time, the case will be decided on the evidence submitted with the appeal form along with any evidence submitted or presented by other parties to the appeal. If an appellant has requested a hearing by letter, no notice will be sent and the case will be decided upon the evidence submitted by the appellant with the appeal form plus any evidence submitted by other parties to the case: typically the township assessor and/or the Supervisor of Assessments where applicable, an intervener.

G. Scheduled Hearings. Scheduled hearings are not rescheduled due to time constraints of the property tax cycle.

H. Location of Hearings. Hearings of the Board are held at the Putnam County Courthouse, 120 N. Fourth Street, Hennepin, Il. 61327. Meetings may be held at other locations in the County at the discretion of the Board.

I. Hearing Format. Appeal hearings are conducted in the following manner: The appellant or his/ her representative may present testimony regarding the assessment and are required to answer any questions from the Board. The Township Assessor or the Supervisor of Assessments is expected to be present to give evidence and testimony concerning the property and its assessment. Each party may then present closing or rebuttal remarks. This concludes the evidentiary portion of the hearing. Board Members then deliberate between or among themselves, considering the evidence, testimony and rebuttal, and generally announce their decision at the close of the hearing.

J. Hearing Length. Because of the volume of appeals before the Board, most hearings are scheduled at fifteen-minute intervals. All presentations by an appellant and an assessor, along with questions and the deliberation of the Board, must be completed within this time frame.

K. Decisions After all hearings are completed for a township, official findings for each case are mailed to all appellants or their representatives. No written decisions are released prior to this time.

L. Evidence Submitted by the Township Assessor and/or Supervisor of Assessment’s Office. All evidence to support a township assessor’s and/or the Supervisor of Assessment’s opinion of assessed value, including complete Property Record Cards for subject properties and any comparables, must be submitted to the Board no less than five (5) calendar days prior to a hearing. For each appeal, a total of three (3) copies of the evidence must be submitted to the Board. The Board also strongly encourages township assessors to forward township evidence to appellants five (5) days prior to their respective scheduled hearing dates

M. Evidence Submitted by Interveners. A taxing body wishing to intervene in a matter before the Board must file a Request to Intervene with the Board of Review at least five (5) days in advance of the scheduled hearing. This form is available in the Supervisor of Assessment’s office. Any evidence being presented by a taxing district needs to be supplied to the Assessor, appellant and Board of Review prior to the hearing.

III. Bases for Assessment Appeals

A. Appeals Based upon Incorrect Assessor Data.

1. Definition.Incorrect data includes, but is not limited to, size of the site, size of the improvements, physical features and location attributes.

2. Evidence. Appeals based on the application of incorrect subject-property data by a township assessor must include a copy of the property record card for the subject, a statement highlighting the incorrect data and evidence of the correct data, such as a plat of survey, photograph or construction documents.

3. Assessor Access to Property. Appellants are urged to schedule a property inspection with their Assessor’s office for appeals related to the description, physical characteristics and/or condition of the subject property.

B. Appeals Based on the Recent Sale of a Subject Property.

The Board considers the sale of a subject property, which occurred within twelve months of the assessment date, as possible evidence of market value. The Board requires the following information in such an appeal:

1. Documents that disclose the purchase price of the property and the date of purchase including the Settlement Statement, or RESPA, and the State of Illinois PTAX form.

2.Testimony and or documentation revealing the identity of seller(s) and buyer(s) and any relationship between or among them (other than seller and buyer) including, but not limited to, those existing by blood, marriage, corporate parent-subsidiary companies or by virtue of ownership of non-publicly held stock, and whether or not the transaction was arms length.

3. An itemized Bill of Sale, signed by seller(s) and buyer(s), and supporting documentation of the fair cash value of any personal property included in the sale of the subject property.

C. Appeals Based on Fair Cash Value.

1. Definition. Fair cash value is defined as “the amount for which a property can be sold in the due course of business and trade, not under duress, between a willing buyer and a willing seller.” (35 ILCS 200/1-50) Fair cash value is often used interchangeably with market value.

2. Burden of Proof. When fair cash value is the basis of an appeal, the value of the subject property must be proved by a preponderance of the evidence.

3. Appraisal Evidence. The best evidence of fair cash value is a professional appraisal done for ad valorem purposes, valuing a subject property as of the lien date, January 1st of the current assessment year. Appraisals obtained for the purpose of an appeal this assessment year must state the subject’s value as of January 1, 2024.

a. To be considered, an appraisal must be:

i. Prepared in conformance to the Uniform Standards of Professional Appraisal Practice

as currently adopted by the Appraisal Standards Board.

ii. Signed by the appraiser(s).

iii.Presented in entirety, including all exhibits, with no missing pages.

b. Appraisal testimony offered to prove the valuation asserted by any party shall not be accepted at the hearing unless a documented appraisal report has been timely submitted.

c. Except for homestead property, appraisal testimony offered to prove the valuation asserted may be given only by a preparer of the appraisal whose signature appears thereon.

An appraisal which does not accompany an initial Appeal Form is acceptable to the Board, if it is received by the Board (irrespective of post mark) within ten (10) calendar days of the filing deadline and if it is distributed by the appellant in the following manner: one (1) original and two (2) copies to the Board of Review and one (1) copy to the appropriate assessor’s office. Appraisals which are not filed in a timely manner nor appropriately distributed to the Board of Review and appropriate assessor may not be considered by the Board.

4.Recent Usable Sales of Comparable Properties. In lieu of a professional appraisal, recent usable sales of comparable properties may be submitted as evidence for a fair cash value appeal. A usable sale is an arms length transaction of a property between or among unrelated parties, who are not under any duress to buy or sell the property which has been offered on the open market and advertised for sale.

If recent usable sales of comparable properties are submitted as evidence for a fair cash value appeal, it is preferable to select the best three (3) comparables which have closed as close to the lien date, January 1, 2010, as possible. Comparables should be located near the subject and/or in the same neighborhood. They should be similar in style (e.g., ranch, 2-story, split-level, etc.), construction (e.g., brick, frame, with or without a basement, etc.), age, size (e.g., square footage of lot and building), quality and condition to the subject. If comparables are not located in the subject’s neighborhood, additional explanation may be needed to confirm their similarity.

Characteristics of the subject and three (3) comparables must be displayed on the Residential Comparison Grid, and submitted with the original appeal, together with pictures of the subject and comparables. These forms are available in the Supervisor of Assessment’s office. An appellant or agent/attorney is reminded to view comparable properties to confirm their similarity to the subject.

Comparable properties offered in testimony but not submitted with the original appeal may not be considered by the Board, unless provided to all parties prior to a hearing.

5. Other Evidence Other evidence of fair cash value may consist of, but is not limited to, the following:

a. Listing contract and Multiple Listing Service history of a subject property for 2012 and 2013.

b. A complete (final) sworn contactor’s affidavit of costs, if the improvement is new construction, together with a Settlement Statement (or RESPA).

6. Income Producing Property. When an assessment appeal for an income-producing property is based on fair cash value, the income and expense data of the property must be submitted as evidence.

a. Where the entire property is covered under a single lease, the entire lease must be submitted as evidence.

b. Where multiple leases are in place, the Board will consider lease summaries, audited financial statements, rent rolls with totals and representative samples of leases submitted by the taxpayer and any such documents requested by the Board.

i. If the property is fully residential with six or fewer units, the appellant must provide to the Board at the time of filing the operating statements, audits and all other pertinent information.

ii. If the property has seven or more units or has a non-residential use, the appellant must submit, at the time of filing, income and expense statements for 2021, 2022 and 2023.

c. Vacancy. If an appeal for reduced assessment is based upon vacancy, the appellant must provide an affidavit of occupancy.

D. Appeals Based on Equity.

1. Definition. Real property assessments shall be valued uniformly as the General Assembly provides by law (Art.9, Sec 2, Illinois Constitution of 1970). An inequitable assessment is one that values one property at a higher level of assessment (relative to fair cash value) than assessments of comparable properties. (Note: Courts in Illinois have found that mathematical exactitude is not an absolute requirement in estimating property assessments.)

2. Burden of Proof. When unequal treatment in the assessment process is the basis of an appeal, inequity must be proved by clear and convincing evidence.

3. Evidence Considered. Comparable properties usually are submitted as evidence for equity appeals, arguing that the assessed value per square foot of a subject is higher than that of comparables.

It is preferable to select the best three (3) comparables. Comparables should be located near the subject and/or in the same neighborhood. They should be similar in style (e.g., ranch, 2-story, split-level, etc.), construction (e.g., brick, frame, with or without a basement, etc.), age, size (e.g., square footage of above ground living area), quality and condition to the subject. If comparables are not located in the subject’s neighborhood, additional explanation may be needed to confirm their similarity.

Characteristics of the subject and three (3) comparables must be displayed on the Residential Comparison Grid and submitted with the original appeal, together with pictures of the subject and comparables.

An appellant or agent/attorney is reminded to view potential comparables to confirm their similarity to the subject.

Comparable properties, offered in testimony but not submitted with the original appeal, may not be considered by the Board, unless provided to all parties prior to a hearing.

4. Income-producing Properties. When an assessment appeal for an income-producing property is based on equity, the income and expense data of the property must be submitted as evidence, including all leases and/or rent rolls for the three (3) years previous to the lien date.

E. Appeals Based upon Matters of Law.

1. Definition. Matters of law include such factors as carrying forward prior year residential appeal results, preferential assessment and farmland valuation.

2. Evidence. Appeals alleging an incorrect application of law must include a brief, citing the law in question, as well as copies of any legal opinions and/or judicial rulings regarding the law in question.

3. Prior Board of Review Decisions. Owner occupied residential property assessment appeals based upon prior year Board of Review decisions should contain the Notice of Finding from the Board of Review from the general assessment year or from the subsequent year where applicable. Aside from substantial cause, prior year decisions on owner-occupied residential properties should be carried forward until the next general assessment year, subject to the Chief County Assessment Officer’s equalization. Cases based solely on this reason will be set for review only after a review by the Board or its staff.

4. Additional Copy Required. In addition to the customary one (1) original and three (3) copies of the appeal form and accompanying documentary evidence, an additional one (1) copy must be provided to the Board. The Board will forward the additional copy to the Board’s legal counsel.

IV. Omitted Property

A. Authority. The Board has the authority to place an assessment on omitted property (35 ILCS 200/9-160, et seq.).

B. Notice. If the Board initiates proceedings designed to place omitted property on the tax rolls, the Board gives at least ten (10) working days written notice to the concerned parties, advising them of the Board’s proposed action.

V. Non-Homestead Exemptions

A. Applications. Applications for Non-Homestead exemptions must be filed on forms of the Illinois Department of Revenue: PTAX-300, PTAX-300-FS (for federal and state agencies) and PTAX300-R (for religious entities). These forms, along with the general and specific instructions for their completion, are available at the Supervisor of Assessment’s office. If an exemption

for multiple parcels is being sought, separate applications may be required. See the Illinois Department of Revenue general instructions to determine the required number of separate applications. The petition and supporting documentation must be submitted in duplicate. According to the Illinois Department of Revenue, failure to answer all questions and provide all evidence will result in the return of the petition and delay a final decision.

B. Documents. The following documents must be attached to the application forms:

1. Proof of ownership (deed, contract for deed, title insurance policy, copy of the condemnation order and proof of payment, etc.)

2. Picture of the property

3. Notarized affidavit of use

4. Copies of any contracts or leases on the property

5. Parsonage form, where applicable.

C. Notification of Units of Government. If the request for an exemption would reduce the assessment by $100,000 or more, the applicant or agent for the applicant must notify the units of government in their jurisdiction. A copy of the letters showing the notification of each Unit of Government must be submitted with the application at time of filing.

D.The Board of Review makes a recommendation to the Illinois Department of Revenue as to whether or not a non-homestead exemption is allowed. The Illinois Department of Revenue reviews the evidence and renders the final decision.
