The purpose of this document is to inform you ofproposed changes to theIllinois Constitution and to provide you with a briefexplanation anda summary of the argumentsinfavor of and in opposition to the proposed amendment.
(a)Employees shall have the fundamental right to organize and to bargaincollectively through representatives of their own choosing for the purpose of negotiatingwages, hours, and workingconditions, and to protect their economic welfare and safety at work No law shall be passedthat interferes with, negates, or diminishes the right of employees to organize and bargaincollectively over theirwages, hours, and other terms andconditions of employment and work place safety,including any law orordinance that prohibits theexecution or application of agreements betweenemployers and labor organizations that representemployees requiring membership in an organization as a condition of employment.
A fundamental right provided to all citizensunder theFirst Amendment of the United States Constitution is the right to free speech and freedom of association This amend ment prohibits any law orordinance that allowsunion workers tochoosewhether they wish to be a member of theunion or not. Under the2018 United States Supreme Court decision Janus v. IllinoisAFSCME, non-union government workers cannot be required to payunion dues as acondition of workingin the public sector Approval of this constitutional amendment will deny that protection to private sector workers. The amendment also states that lawmakerscould never “interfere with, negate, or diminish” certain rights. These terms are broad andundefined andleave lawmakers without the ability toclarify throughlegislation. OurIllinois Constitution provides such protection to publicemployees. The result of that protection has been to squashefforts by state lawmakers and votersto addressIllinois’ pension fund deficits.

Onanygivenday,volunteersare cominginforshiftstohelpfeedthe animals,cleantheircages,andtake careofthenonprofits’ needs,suchas laundry,dishesandpreppingfood. Lastweek,thereweremorethan50 raccoonsofvariousages,amother opossumandtwo babiesandacouple ofbabysquirrelsandbunnies.The rescuerscare fortheorphanedand injuredwildlifewiththesolepurpose ofreturningthembacktothewild, wheretheybelong.

Fireandlargemammals helpedshapeoriginalprairieecosys tems.
