Six schoolsintheSaukValley regionwere categorized asExemplary bythe2022IllinoisReportCardthatthe IllinoisStateBoardofEducation releasedThursdaymorning.

Anotherfourschoolscarriedthe Targetedtag,requiringthemtodevelop afour-yearactionplantoaddress a specificneed;intheircases,howthey canimproveeducationforchildren withdisabilities.

Allotherpublic schoolsinLee, Whiteside,OgleandCarrollcounties weredesignatedasCommendable.

NonewerelabeledComprehensive, however,whichisreservedforthelowest-performingschoolsandrequire an overhauloverafour-yearperiod.

Lastly,thereportnotedthatmany areagradeschoolsmadedramatic turnaroundsinmathandEnglishlanguageartsintheirfirstfullyearback aftertheCOVID-19periodoflockdowns andremotelearning.

“Ican’tbemoreproud ofhowour educatorsworked,”saidChrisTennyson,regionalsuperintendentforthe RegionalOfficeofEducation47,which servesdistrictsinLee,Whitesideand Oglecounties.

Heemphasized theutilityofmeasuringstudentgrowthinmathand Englishduringthefall,winterand springassessments,evenoverthe year-over-yearresults.

“Theseinterimassessments…area bigbenefit,”hesaid.“Itgivesyouan immediatescore.It’sreallyeasytosee ifthosestudentsaremakinggains.”

Tennysonalsodrewadistinctionin studentgrowthoverthepastyearversustheirproficiencyagainststatestandardsatagivengradelevel.

“Kidslearndifferentlyandatdifferentlevels,”Tennysonsaid.“Didthat studentmakeprogress?Didtheyshow growth?That’swhatweneedtowork with.”

Targeted schools

SchoolsintheregionratedasTargetedwereJeffersonandWashington elementaryschoolsinDixon,West CarrollPrimaryinSavannaandLincolnElementaryinRochelle.

English and math turnaround

Noonewasimmunefromlearning lagduringthe pandemic, including areagradeschoolsinEnglishLanguageArtsandmath.Buttherebounds in2021-22weredramatic.

SomegradeschoolsinRockFalls, SterlingandDixonhadexperienced double-digitdeclinesinthescalingratingemployedbyISBEtomeasurestudentgrowthbetween2019and2021. Thedeclinesregisteredforareaschools wereashighas17pointsinmathand 29pointsinEnglishduringthatperiod.

Afewschoolsmitigatedthatsomewhat:Montmorencysawonlya2-point dropinmathanda4.1-pointdropin English.Meanwhile,Sterling’smath performancehadjusta5.7-point decline.

Butstudentgrowthinalltheschools returnedtoformoncetheywereinsessionfulltimein2021-22.

Dixonwasup16.3pointsinmath and17.6pointsinEnglish;Sterlingwas

up14.1pointsinmathand11.8pointsin English;RockFallsElementarySchool District13wasup10.5pointsinmath and15.7pointsinEnglish;East-Coloma Nelsonwasup16.6pointsinmathand 29.2pointsinEnglish;andMontmorencywasup9.7pointsinmathand 20.8pointsinEnglish.

Graduation rates

Statewide,improvedgraduation ratesweretoutedbyISBE,calling themthehighestin12years.

Inthefour-countyarea,11schools hada90%orbetterfour-yeargraduationrate.EastlandHighSchool achievedarare100%.

Othernotablyhighgraduationrates wereOregonHighSchoolat97.8%, Chadwick-Milledgevilleat97.1%and RockFallsHighSchoolat96.1%.

Thebaselineforgraduationinthe four-countyareawasRochelleatastill respectable85.3%.Alltheotherschools werehigherthanthat.

Regionalgraduationratesforchildrenwithdisabilitiesvariedwildly; somesmallerhigh schoolsdon’toffer suchprograms.Buttherewerenotable achievementsinthatcategory:Byron hada96.3%rate,Oregona92.9%rate, WestCarrolla92.3%rate,whileProphetstownandRockFallswereboth above90%.

Teacher retention

Thestatesaiditwasaddressingthe teachershortagebyretainingteachers andadding newonestotheemploymentrolls.

SterlingPublicSchoolsreported that10.6%ofitscertifiedstaffwere first-yearteachersandRockFallsHigh Schoolwasat9.3%.Theotherdistricts inthethreecitieswerebetween2.8% and5.6%.

Asforteacherretention,RockFalls HighSchoolbroughtback94.3%ofits teachingstaff,Montmorency91.1%and EastColoma-Nelson90.9%.Thebase lineforretentionwasSterlingat75.7%.

SterlingPublicSchoolsisthelargest employer ofthecoredistricts at 198 teachers.Dixonhas154teachers.Rock FallsElementaryDistrict13has70.

Proficiency inEnglish, math, science

Proficiencyreflectsthepercentage ofstudentswhometorexceededgrade levels,regardlessofwheretheystarted. ISBEcontendsithassomeofthemost rigorousstandardsinthenation, reflectedinitsseeminglylowproficiencyrates.

Theschoolsinthethree-cityarea withthehighestEnglishlanguagearts proficiencyareRockFallsMiddle Schoolat38.3%,MadisonElementary inDixonat30.9%andMontmorencyin RockFallsat26.1%.

Thosewiththehighestmath profi ciencywereMontmorencyat31.2%, RockFallsMiddleat23.7%andMerrill inRockFallsat23.1%.

Asasubject, scienceismorediffi culttogainareadingonfor2022,as ISBEsubstitutedparticipationrates forproficiencyin2022.Schoolswith thehighestscienceclassparticipation were Montmorencyat55.6%,Madison at54.6%andEast Coloma-Nelsonat 54%.

Morrison man gets almost 22 years in 2019 double shooting

Ontheeveofhistrialforattempted murder,aMorrisonmanwhoshottwo peoplein2019pleadedguiltyFridayto alesserchargeand was sentencedto 21years,9monthsinprison.

JeramieM.House,27,wassentencedoneachoftwocountsofaggravatedbatterywithafirearm,which willbeservedconcurrently.Hemust serve85%ofthesentence–morethan 18years–beforebeingeligiblefor parole.

Afterthattermisup,hemustserve threemoreyearsonanOct.19charge ofaggravatedbatteryofapeaceofficer forpunchingajailworkerinthehead, CircuitCourtJudgeTrishSenneff ruled.

Twocountsofattemptedmurder, twoofaggravatedbatterywithafire-

arm, two of aggravated discharge of a firearm andone count of possession of a gun while his FOID card was revoked, as well as two more counts of aggravated battery of a peace officer onefrom Oct.19 and one from a 2020 case were dismissed as part of his pleaagreement.

House also was given credit for the three years he’s servedin Whiteside County jail since his arrest on Oct. 23, 2019.

His trial was set to begin Monday in WhitesideCountycourt.

According to investigators, front seat passenger Jodie M. Knight called an 18-year-old man to let him know shewasthere.

The man came out of the house and walked toward the car. As he approached,House shot him in the head, abdomen and leg, critically injuringhim.

A then-24-year-old woman who was behind him wasstruck twicein the leg.

The 18-year-old told police that he and Knight had agreed to hang out thatnight.

Another woman, Courtney Queck borner, was driving the car, investiga torssaid.

Both women cooperated by going to police, reporting what had happened, andleadinginvestigatorstothegun thatwasused,whilealsotellingthem

House had fled to his parents’ home in rural Morrison. He was arrested there withoutincident.

Still, Knight, 21, a Chadwick native now of Clinton, Iowa, and, Queck borner, 22, of Milledgeville, are by law considered to be “legally accountable” for House’s actions. They were charged Oct. 7 with the samecharges ashewas,minustheFOIDviolation.

Each faces six to 30 years in prison, with a possible 20-year enhancement, for attempted murder, and if convicted of any ofthe charges, must serve 85% ofthesentence.

Each is free on a $100,000 recognizance bond. Queckbornerhas a pre liminary hearing on Nov. 14and KnightonNov.21.

FultonrefusedtolettheEagles’long touchdownpassonthefinalplayofthe firsthalfslowitsroll,andthedefense pitchedashutoutinthesecondhalfin a 38-13victory.

“Wealwaystalkabouthowthese footballgamesaretwo-and-a-half hoursofarollercoasterofemotions–goodplays,badplays,crazyplays, whatever–andyoujusthavetostay even-keelthroughitandjustkeepplaying,”FultoncoachPatrickLowersaid “Andthatadversitythereattheendof thefirsthalf,Ithoughtwehandledit well,andthat’sthesignofamaturing teamandateamplayingprettygood football.”

The night didn’t start great for the Comets. Bren nan held serve for the Steamers for the first seven points of the match, including two aces Strongserving and a few timely hits helped Fulton build a lead as large as eight points at 17-9 after a blockbyAvaBowen.

Newman fought back, pulling as close as two points at 19-17 andthenagain at 20-18, 22-20 and 23-21. An official’s call reversed a Newman point at 23-21, setting Fulton up with game point. Reese Dyskstra did the rest with a kill for Fulton to end thefirstgame.

Brennan did a little bit of everythingforFulton with six kills, a block,11 assists, 13 digs and 13 service points. Miraya Pessmanadded seven kills, eight assists, 12 digs and a block.Annaka Hackett had five kills and eight digs, Bowen finished with two kills, two blocks and two assists, Dykstra addedfour kills, four digs and a blocks, and Resse Ger mann chipped in 10 digs for theSteamers.
