MORRISON – Almost 300 mini masterpieces await visitors at the Odell Public Library’s Tiny Art Show this month.

Cats, people, rural scenes, flowers and other subjects grace the 4-by-4-inch canvases displayed at the library, 307 S. Madison St.

The inaugural Tiny Art Show was held in spring 2022 and featured about 350 works of art.

Anyone in the community – with or without artistic ability – was encouraged to paint or use any other artistic medium to create their tiny masterpiece.

The library supplied each participant with a free tiny art kit that included the 4-by-4 canvas, acrylic paints and a brush.

“Feel free to use other mediums or materials, but make sure to keep your art tiny. Any theme or subject can be explored. We just ask that all submissions are family-friendly. This activity is open to everyone,” according to the library’s pre-event instructions. “No matter the skill level, creating art is great for the mind and soul. Art is for everyone.”

The Tiny Art Show opened March 3 and will be displayed at the library until March 29. A selection of this year’s mini artwork then will be moved uptown for display at the Loft on Main, 112 E Main St., for the month of April.

Volunteer millers to present free program about railways March 31 FULTON – The influence of railways on American history will be the topic at the March 31 program of the Volunteer Millers of de Immigrant Windmill. Historian Mike Matejka will outline the influence the railways had as they shaped Illinois’ economy and communities while creating an industry with a cultural allure. The speeding locomotives became icons of population growth and corporate America.

The 6 p.m. program, supported by the Illinois Humanities Road Scholar program,

will be at the Windmill Cultural Center, 111 10th Ave., in downtown Fulton across from de Immigrant Windmill. Light refreshments will be served after the presentation. The event is free and open to the public.

Millers are people who have the knowledge and skills necessary to operate the windmill, grind grain into flour and keep all working parts of the windmill in good repair. The Windmill Cultural Center is accessible to people with disabilities.

Natural plant dyes the topic at Wild Wednesday on March 19

FULTON – Sheri Wood will present “Dying Fabric with Natural Plant Dyes” at the

March 19 Wild Winter Wednesday at the Windmill Cultural Center in Fulton.

Wood has been interested in needle art for as long as she can remember and seriously began quilting in the 1970s. She began dying fabrics for quilting by the end of the ’70s.

For the past decade or so, she has been exploring natural colors, especially blue, from homegrown Japanese Indigo. Wood especially enjoys making different designs and colors from the plant.

Doors open at 8:30 a.m. for coffee, hot cider and Mill treats. The program begins about 9:20 a.m. The building is disability accessible. The program is free and open to the public.

Fulton City Council agrees to make Fourth Street a one-way road

FULTON – After weeks of deliberation and asking community members for input, the Fulton City Council unanimously passed a motion March 10 to make Fourth Street a one-way through the city’s business district.

The ongoing debate between a one-way or two-way road had been a prominent

topic of discussion in previous council meetings. With the motion, the city agreed to begin construction on the street’s sidewalks this year.

Officials presented a video simulation of both traffic flow options on the city’s Facebook page, noting the goal in determining traffic flow was to enhance downtown accessibility and safety.

“Keeping Fourth Street a two-way street has its limitations,” City Adminis-

trator Eric Sikkema said in a letter outlining the project. “Parking will remain limited and to accommodate larger vehicles, we would need to adjust the angle of each parking stall resulting in the loss of additional parking spots. This means that maintaining the current traffic flow would not fully address the parking challenges downtown.

Born: February 6, 1937 in Morrison, IL

Died: March 7, 2025 in Blue Eye, IL

Jean A. Swan of Blue Eye, Missouri passed away at her home on March 7, 2025. She was born on February 6, 1937 to Lloyd and Etta (Bielema) Oostenryk. Jean was the oldest of her siblings: Elmer (deceased), Janice (Bill) Gengenbach, and Alice (Forrest) Steele. She is also survived by a sister-in-law, Shirley Gibbons, many nieces and nephews, great nieces and nephews, and great-great nieces and nephews. She was preceded in death by her first husband, I.E. Shel, and a second husband, Clifton Swan.

Jean’s education began at Lincoln School, a rural one-room school in Whiteside County, Illinois. She graduated from Morrison Community High School and then attended Northern Illinois University where she earned a Bachelor of Science in Education. Her teaching career included schools in Indiana, Idaho, and Iowa.

JANET (HAWTHORNE) MCMAHON

Born: March 23, 1942 in Morrison, IL

Died: March 6, 2025 in Lombard, IL

Janet Kay (Hawthorne) McMahon, born on March 23, 1942, in Morrison, Illinois, passed away on March 6, 2025, in Lombard, Illinois. She is survived by her sister, Lawrene “Sam” Hawthorne of Lombard, Illinois, as well as her three children, their spouses and four grandchildren: TJ and Joyce McMahon of Glen Ellyn, Illinois, Kara McMahon of Glenwood Springs, Colorado, and Erin McMahon and Dusty Bender of Durango, Colorado. Her dear grandchildren are McKinley Mueller (26), John McMahon (24), Kendall Mueller (23) and

She was a member of several educational organizations, including the Clinton, Iowa Education Association where she had held the office of president.

She was a member of the Blue Eye United Methodist Church and had served on the staff-parish committee. She enjoyed quilting with the MO-ARK Hook and Thimble Club. Traveling was a passion of Jean’s. She traveled extensively in the western states and accomplished her goal of visiting all seven continents.

Jean was happiest when she was surrounded by family and friends. Her favorite holiday was Thanksgiving when family and friends gathered at her home the evening before and enjoyed a meal and conversation. The next day everyone gathered at her sister’s house for Thanksgiving dinner. Her love of animals, especially dogs, was well known. She requested that any memorial donations be given to the Animal Humane Society or Dogs for the Deaf.

Jan graduated from Morrison High School in 1960 and from Northern Illinois University in 1964. She was always a star student and loved spending time with friends. Her high school and college friends remained her very dear friends to her for the rest of her life. After college, Jan taught 5th grade at Nancy Hill Elementary in Aurora, Illinois and at Lisle Elementary in Lisle, Illinois. After TJ was born, the family moved to LaGrange Park, Illinois, where she raised her three kids. She was very involved with the LaGrange Junior Women’s Club and was an avid volunteer for her kids’ school and extracurricular activities, such as “Room Mom” at Brook Park Elementary and Girl Scout leader.

She joined a group of ladies who played bunco once a month and these women became her lifelong friends, affectionately known as the “Bunco Babes.” She also loved gardening,

Visibility at intersections is a concern, particularly when large vehicles are parked along the street. Backing out of parking spaces can also be difficult when sight lines are obstructed by SUVs or pickup trucks.”

Sikkema said converting Fourth Street to a one-way street would create 16 additional parking spots without having to acquire property to construct a parking lot and “ensuring fiscal responsibility to taxpayers.”

“Sidewalk width and accessibility are also important,” Sikkema said. “ADA [Americans with Disabilities Act] compliance requires sidewalks to be at least five feet wide and with existing streetlight bases, the minimum clear passage space is already at this limit. While narrowing sidewalks was considered, the consensus is to maintain at least a 7-foot width to balance pedestrian accessibility and downtown aesthetics.”

Work will begin on the street in 2026 after the new sidewalks are in place.

“Safety and parking are key issues to consider,” Jackie Wilkin of the Fourth Ward said. “Downtown is supposed to be

sewing and was always busy with some kind of craft project. When her kids were older, Janet returned to her passion for education and became a part time library aide at Seventh Avenue School in LaGrange Park, a job she loved for 21 years (1990-2011). As always, Jan made friends at 7th Ave School that have been dear to her ever since. She loved spending time with her grandsons, who grew up in nearby Glen Ellyn, getting together, along with her sister, for regular weekly dinners and games of Skip-Bo, dominoes and Rack-O. In the summers, she enjoyed traveling to Colorado to spend time with her daughters and granddaughters.

In other action, the council:

• Passed a motion to approve the fiscal 2025-26 budget for the city. The city also voted to approve the Illinois CY25-26 Rock Salt Joint Participation Agreement Contract in order to order salt.

• Passed a motion to approve updated liquor license classifications and fees. The council’s decision to approve a B1 liquor license for Dan Dolan’s new business was tabled as the council still needs to vote to approve the creation of an additional B1 liquor license.

At the Committee of the Whole meeting, Ryan Eissens of Eissens Construction spoke about his previous request for the city to build roads for his construction between 10th and 11th avenues for a housing project. Eissens brought in a quote for $55,000 to $60,000 for the construction of the roads, but if Eissens’ company was to put the road in, the cost would come to $30,000 if reimbursed by the city.

The general consensus of the zoning board is in favor of the construction, but the area would have to be rezoned as multi-family. The council decided to begin drafting an ordinance for the project and to continue discussing the details of the agreement at future meetings.

The council also discussed the ordinance for Special Event Insurance, which has a 90-day application requirement. The insurance covers events such as Dutch Days, Fall Fest and the Christmas Walk in Fulton. The council is considering lowering the time to respond to the application to 45 days and plans on voting on the amendment at the next meeting.

Whiteside County doctor sued; patient claims sexual harassment, abuse, assault

MORRISON – A lawsuit has been filed against a Fulton doctor and his employers that accuses him of sexually harassing, sexually abusing and sexually assaulting a female patient three years ago during a physical examination.

The lawsuit filed March 3 in Whiteside County Circuit Court names Dr. Stephen D. Harrison of Fulton, MercyOne, MercyOne Fulton Family Medicine, Mercy Health Network Inc., Trinity; Trinity Health, Trinity Health ACO Inc., and Trinity Health Corp. as defendants in the case.

According to the lawsuit, the female patient was at Harrison’s office for a medical visit on Aug. 4, 2022, when he sexually harassed, abused and assaulted her.

The plaintiff also alleges in the lawsuit that Harrison “had a history of

inappropriate sexual behavior with female patients” and that MercyOne and Trinity knew or should have known about that history, which she learned about subsequent to her Aug. 4, 2022, office visit.

MercyOne officials have declined to comment on the lawsuit as the company does not comment on pending litigation, MercyOne spokesman Todd Mizener told Shaw Local.

The lawsuit lists three counts: battery/lack of informed consent, naming Harrison, negligence – institutional negligence on the part of MercyOne and Trinity, and negligent supervision and retention on the part of MercyOne and Trinity. The plaintiff says she has suffered personal and pecuniary damages, including, but not limited to, pain and suffering and loss of normal life, according to the lawsuit.

Count 1 alleges that as a physician, Harrison owed the plaintiff a duty not to perform inappropriate acts upon

her and that he breached that duty and battered and failed to obtain the plaintiff’s informed consent when he sexually harassed, sexually assaulted and sexually abused her on Aug. 4, 2022.

In Count 2, which names MercyOne and Trinity, the plaintiff states that the two companies had the duty to implement policies and procedures, screen physicians and supervise physicians so as to prevent sexual harassment, sexual abuse, sexual assault and battery by physicians.

She alleges that prior to Aug. 4, 2022, other female patients of MercyOne and Trinity had told the defendants that Harrison had sexually abused and sexually assaulted them. She claims she believes those reports were not adequately investigated.

The plaintiff claims that if those reports had been adequately investigated, Harrison would have been fired, and that law enforcement and the Illi-

nois Department of Professional Regulation would have been notified.

Count 3 alleges that MercyOne and Trinity did not properly supervise Harrison in light of other reports of inappropriate examinations of patients and that they had negligently retained him when they knew or should have known “he had engaged in inappropriate examinations of patients prior to his assault of plaintiff” and “he had been reported as engaging in sexually inappropriate examinations of patients.”

The plaintiff is demanding a jury trial and is seeking a sum in excess of $50,000 in damages on each of the three counts, the costs of the lawsuit and all other relief permitted by law.

The defendants have not filed a response to the lawsuit and its allegations.

A case management conference is set for 9 a.m. June 4 at the Whiteside County Courthouse.

March 17, 1965

Trudy Kopf has been chosen to be a sophomore honor resident at Cornell College in Mount Vernon, Iowa, for the academic year 1965-66. Serving a function similar to that of “big sisters” in some universities, honor residents are selected on the basis of scholarship, leadership and service during freshman year, as well as evidence of potential for undertaking the personal responsibilities of an honor resident.

The Northwestern College 50-voice A Cappella Choir will present a concert of sacred music at the Second Reformed Church. The public is invited. The choir is beginning its 37th annual sacred concert tour, which includes concerts in Iowa, Illinois and Michigan.

March 19, 1975

An open house to present the new Bosma Funeral Home at 1500 10th Ave. is scheduled for Saturday. Jim and Ange Bosma invite everyone to visit the new establishment and inspect the facilities. The Bosmas are announcing a new service, providing transportation for those who wish to attend visitations.

No action has been taken on the Main Street improvement project that was discussed last fall. Plans were made for resurfacing the street, changing it to parallel parking and making other changes and improvements. Plans were sent to the state for approval and now are back in the hands of the City Council and have been tabled. The state said that along with parallel parking, Fourth Street must have two-way traffic.

March 20, 1985

After winning the regional championship, the Fulton High School girls basketball team will play on the local court in the sectional. Team members are Dawn Sterenberg, Sherri Slater, Lori Beswick, Lisa Wiersema, Susan Smith, Michelle Hook, Deb Petersen, manager Shannon Flannery, Michelle Faber, Rhonda Bultema, Heidi Kolk, Barb Woods and Chris Sikkema. The girls are coached by Al Schuitema.

Louise Drury presented a “Red Meat Connection” place mat to Gene Field of Gene’s Restaurant. Drury and her associates distributed several thousand place mats to call attention to National Farm Week, which honors the nation’s farmers.

March 15, 1995

Shirley Wierenga, owner/operator of Fulton’s

newest beauty salon, has been a hair stylist for 25 years and recently moved from her one operator salon in her home for the past 16 years to the new six operator salon. Other services include tanning beds, massage therapist and acrylic nails. Shear Class Salon is located at 1703 10th Ave.

Area mayors believe the expansion of U.S. 30 would facilitate economic growth, attract more travelers and provide a route for truck drivers. One Illinois transportation official said traffic volume on U.S. 30 doesn’t justify the expansion. Local officials said they will continue to talk to the governor, legislators and anyone who might help get plans started in upgrading the highway.

Mayor Howard VanZuiden received a $7,500 grant from Commonwealth Edison for a study of an area adjacent to Fulton’s windmill de Immigrant. The study will cost $15,000 and is being funded by the city of Fulton, an anonymous individual and Friends of the Windmill and Miller’s groups.

The Fulton Scholastic Bowl team traveled to Savanna to participate in the annual WCCI Scholastic Bowl Tournament. The Steamers’ first match was against Mt. Carroll. The Steamers led all the way and won 135-30. The next match was close till the end when captain Britni Huizenga answered a tossup to tie the match and then another tossup to lead the Steamers to an 80-55 victory. The Steamers dominated the championship match against Stockton, winning 170-65. Huizenga, Tonya Dornbush, Matt Appuhn, James Keiller, Matt Paul, Chad Clark and Sarah Juist took home the first-place medals.

The Fulton Kiwanis Club presented awards for Community Volunteer of the Year and Kiwanian Volunteer of the Year. Barbara Mask was recognized as this year’s Community Volunteer of the Year. Chris Meyers was recognized as the Kiwanian of the Year.

Congratulations to the Fulton High School Envirothon Team for winning the 2015 Envirothon competition for Northwest Illinois Land Use Council 1 held at Highland Community College. The Land Use Council 1 Envirothon is an annual natural resources education program. Fulton advances to the state competition at Allerton Park at the end of April. Team members are Aaron Field, Lyndsey Tegeler, Kaylie Huizenga, Betsy Leonard and Christian Hutchison.

MORRISON – Ed Britton, U.S. Fish and Wildlife Service Refuge manager in the Savanna District, will speak about the “100th Anniversary of the Upper Mississippi River Fish and Wildlife Refuge” at 2 p.m. Sunday, March 23. The event is hosted by The Whiteside Forum.

Eastland takes home state runner-up trophy

CHAMPAIGN – Eastland simply did not have an answer for Chicago Hope Academy junior Tyjuan Hunter.

The shortest player on the court had the biggest game Saturday, March 15, for the private school Eagles, scoring 26 points and delivering a Class 1A state title game record 11 assists in a 71-38 win for the state championship at State Farm Center.

Despite the loss, Eastland (34-5) had its best finish at state in program history.

Eastland got off to a slow start but trailed only 27-21 at halftime. The Eagles (28-7), however, led wire-to-wire and quickly pulled away when Hunter caught fire after the break.

It was a glaring difference compared with Eastland’s home shootout win over the Eagles in early December.

“You’ve got to give all the credit to Chicago Hope,” Eastland coach Tyler Zumdahl said. “They came out absolutely ready to go. We’ve been so good defensively all year. We didn’t do a good job controlling [Hunter], which is obviously hard to do. But we let him do kind of whatever he wanted to do.”

That included Hunter going 10 of 15 from the field and 3 of 4 from deep in between dishing assists and lobs for dunks. Malik Meridy, who did not play in the last matchup, had 11 points. Jaiden Simmons (5 of 6 on field goals) added 12 points as the Eagles shot 28 of 50 from the field and 8 of 19 from 3-point range. The Eagles also had 18 assists and eight fast breaks.

Hunter scored 14 of his points during Hope’s 19-9 third-quarter advantage. A 25-8 fourth-quarter run clinched coach Ronnie Fields and Hope’s first state trophy.

“The game’s too close,” Hunter said of his third-quarter outburst. “I felt like we needed a bigger lead than six and I changed my mode.”

Eastland was outrebounded 34-18 in the loss. The Cougars shot 12 of 42, including 5 of 20 from beyond the 3-point arc.

Parker Krogman (17 points) and Adam Awender (15) helped keep Eastland in it for stretches, but things snowballed in Hope’s favor once Eastland struggled to make stops or hit shots.

Awender hit three straight 3s to help give Eastland some early momentum.

“I don’t think we’re ever out of the game,” Awender said. “We’ve proven in the past that we can come back. It just didn’t happen tonight.”

Eastland tried different looks against Hunter defensively, but he dictated the game in multiple ways after scoring only four points in the first half.

“That was just kind of the disappointing part. We’ve done such a good job at guarding a lot of different guys and a lot of different styles throughout the year,” Zumdahl said. “We just could never get settled in and really make it hard on him.

“A lot of things that we’ve done really well all year, we didn’t today. And again, you’ve got to give credit to Hunter and Chicago Hope for that.”

Fields said he watched the previous game against Eastland for the first time Friday night. He said it was frustrating to see how many mistakes his team made.

Saturday was different. Hope never gave up its lead and won the turnover battle with seven to Eastland’s 12.

“We didn’t need to change much,” Fields said. “But we wanted to key in on certain things.”

where he was an All-American. Fields, a Chicago native, and teammate Kevin Garnett, who went on to have a long NBA career and win a championship with the Boston Celtics, fell short in the state semifinals.

Now, as a coach, Fields finished the job.

“These games can change in the blink of an eye,” he said. “To be able to get this win and bring it back to Hope means a lot.”

“It’s been an amazing journey with these guys and they’ve been amazing kids off the court,” said Zumdahl, a 2009 Eastland graduate. “They’ve represented the community to the highest level. They’ve been a dream to coach in terms of basketball, their effort and buy-in and commitment ever since the season ended last year.

“I couldn’t ask for any more out of these guys.”

Convincing win for Eastland in state semifinal

CHAMPAIGN – Efficient on offense and smothering on defense, Eastland’s winning formula came through once again in a 55-35 victory over Peoria Christian in a Class 1A state semifinal matchup March 13 at State Farm Center.

Parker Krogman went 9 of 10 from the field to score a game-high 21 points, Adam Awender had 17 points and Peyton Spears had eight points and eight assists for Eastland.

Eastland (34-4) held the 3-point-happy Chargers (28-10) to 4 of 29 from long range. Peoria Christian led for only 16 seconds in the first quarter before Eastland took control.

It was only the fourth time this season Peoria Christian scored fewer than 50 points.

“Our defense really set the tone in that first half,” Eastland coach Tyler Zumdahl said. “Coming in, we knew how potent they were at the 3-point line.

I thought guys were completely locked into their assignments in the scouting report and made it really tough on them. We knew they were going to get 3-point shots up. We just had to make them difficult.”

At the perimeter, Eastland was ready for closeouts. Inside, the Cougars had nine blocks, including seven from Zy Haverland.

At the offensive end, the Cougars continued to be efficient. Eastland shot 24 of 38 from the field for 63%. The Chargers were 14 of 53 (26%).

With multiple Cougars capable of getting hot, it was Krogman’s night as the 6-foot-3 junior forward hit his first seven shots.

“That’s kind of the way the matchups went today,” Zumdahl said. “It’s just a credit to these guys’ mindsets that they don’t care who gets the points. Wherever the advantage is, that’s where they’re looking to get the ball to.”

Eastland led 30-16 at halftime after a 17-4 advantage in the second quarter.

Peoria Christian’s leading scorer Malachi Persinger was held scoreless in the first half before finishing with 10 points on 4 of 16 shooting. Gavin Walder (4 of 11 on field goals) also had 10 points for Peoria Christian.

Eastland outscored the Chargers 40-20 in the paint and kept them from scoring in transition.

Complementing one another on offense has been a strength for the Cougars and Thursday was no different. Eastland was able to push the pace for fast breaks after a more methodical approach its past two games.

“We can play a lot of ways,” Awender said. “We can slow the game down, but if we need to, we can speed it up. We don’t have any trouble doing that, adapting to the other team.”

The Cougars were guaranteed their best finish at state as a program after placing fourth in 2010 and 2013 under Tony Dunlap. Eastland was 0-4 at state in two trips before Thursday’s win.

“It feels amazing,” Krogman said. “It means a lot, especially to give back to the community that’s given so much to us.”

Eastland’s student section appropriately was dressed in orange at the Illini’s arena.

Eastland was the only small-town school at state.

The proposed Mississippi River Lock and Dam 13 Hydroelectric Project would consist of the following: (1) a proposed 300-foot by 200-foot masonry powerhouse located in alignment with the existing Corps' dam, containing three proposed Kaplan bulb or Kaplan pit turbines with a total capacity of 19.05 megawatts; (2) a proposed intake channel of unlined earthen excavation approximately 500 feet long and 200 feet wide, located upstream of the turbine bays and including a 200-footlong guide wall along the western side of the channel; (3) a proposed 850-foot-long and 500-foot-wide tailrace area of unlined earthen excavation, including a 1,850foot-long guide wall along the western side of the channel and 520-foot-long guide wall along the eastern side of the channel; (4) a proposed 85-foot-long by 60-footwide low profile project substation located downstream from the powerhouse containing a single pad mounted three-phase step-up transformer with a rating between 15 to 25 megawatt-ampere and ancillary equipment; (5) a proposed 4,700foot-long access road adjacent; (6) an existing dam bridge improved and extended to provide access to the powerhouse along with a proposed public park and parking area adjacent to the new access road; and (7) a proposed 3,400-foot-long, 13.9 to 69-kilovolt (kv) underground transmission line to the project substation and a proposed 4.6 mile, 69-kv transmission line from the substation to the existing 161-kv ITC Midwest Beaver Island substation. The proposed project would have an estimated annual generation of 94,500 megawatt-hours.
