Colleen Marie Anglese (née O’Donnell), affectionately known as the “keeper of the fairies” of Albany, IL, passed away on Saturday, March 22, 2025, at the age of 77, surrounded by her family at Resthave in Morrison, Illinois.

DOROTHY ANN KAUFMAN, 97, of Moline, IL, formerly of Lyndon and Lanark, IL, died Saturday, January 11, 2025, at Allure of the Quad Cities in Moline. A memorial service will be held at 1:30 p.m. on Saturday, March 29, 2025 at St. Peter Lutheran Church in Morrison. Rev. Mark Peters, interim pastor of St. Peter Lutheran Church in Morrison, is officiating. Interment was at Grove Hill Cemetery in Morrison. The Morrison Chapel of the Bosma-Renkes Funeral Home is in charge of arrangements. In lieu of flowers, memorial contributions may be made to St. Peter Lutheran Church in Morrison, Trinity Lutheran Church in Lanark, or Iowa PBS.

Colleen was born on January 4, 1948, in Leon, IA, to Lorin Anderson O’Donnell, 32, and Marion Elizabeth (née Rose), 30. She grew up on the family farm in Decatur alongside her four siblings: Sheryl Rae, who is married to Virgil Paul Benoit; James Alan (deceased); Karen Lorene, who was married to Richard Paul Vogel (deceased); and Michael Kevin, who is married to Angela Antonietta (née Buccieri). In 1959, the family moved to DeWitt, IA, and then settled in Albany, IL, in 1964.

Colleen met Gary Brent Anglese, the son of

She married Earl Kaufman on September 27, 1953 at St. Peter Lutheran Church in Morrison. They were married 54 years until Earl died in March 2008. Dorothy and Earl farmed in rural Lanark where they raised their three daughters. She enjoyed sewing and gardening. Her family enjoyed her wonderful cooking, baking and canning. She was very active in Trinity Lutheran Church in Lanark, her daughters’ schools and Home Extension. After moving to Lyndon in 1998, Dorothy became an active member of St. Peter Lutheran Church in Morrison.

Survivors include two daughters, Pam Kaufman of Bettendorf, IA and Lisa (Scott) Mizeur of Moline, IL; two grandsons, Matt Mizeur of Lyndon, IL and Nic (Brooke) Mizeur of Lincoln, NE; great-grandson, Josiah; one sister, Elaine Hapke.

She was preceded in death by her parents; her husband, Earl; middle daughter, Sara Kaufman.

Clarence Raymond Anglese and Mary Eleanor (née Burns) while attending Fulton High School. They were married on April 15, 1967, in Fulton, IL, at the age of 19. Throughout their nine-year marriage, Colleen and Gary had two children, Christopher and Jennifer, before divorcing in 1977.

After her divorce, Colleen lived and worked in Clinton, Iowa. As a cosmetologist, she attended night school and became a registered psychiatric nurse while raising her children as a single mother. Colleen enjoyed dancing, attending musical theater, and singing in a jazz band, often performing with her brother Mike and notable jazz musicians in the area. Later in life, she returned to Albany, where she

Colleen is also survived by her daughter, Jennifer Marie, who is married to Jason John Robbins. They have two children as well: Liam Anderson Robbins and Kathleen Marie Robbins.

Following high school, he pursued welding school in Tulsa, OK. On December 23, 2024, Jeff married Melinda Schlesener in Iowa City, IA. He built a career as a Union Millwright and Pipefitter with Local 2158 in East Moline, IL. Outside of work, Jeff was an avid car and truck enthusiast and also loved playing darts.

Survivors include his wife, Melinda; one stepson, Jon Schlesener of Clinton, IA; step-mother, Donna Groenewold of Morrison, IL; two brothers, Jerry Ammon of Dekalb, IL and Justin Groenewold of Clinton, IA; step-brother, Randall (Tonya) Stricker of Thomson, IL; sister-in-law, Roxanne Groenewold of Morrison, IL; his loving companion, Gizmo; nephew, Alex Groenewold and many other nieces and nephews. Cost for a dozen roses is $20. The club cannot guarantee a certain color, but requests will be honored as closely as possible. Colors are vivid – from reds, pinks, mauves and yellows as well as other combinations.

Two firefighters hurt while battling Carroll County grassfire; one in serious condition

LANARK – Two firefighters were injured Saturday afternoon while battling a grassfire near Chadwick.

Tyler Weber suffered injuries while fighting a grassfire at 21468 Shibley Road, Chadwick, according to a news release.

Lanark firefighters were called to that address shortly before 2:30 p.m. as part of a mutual-aid request.

Geerts was airlifted from the scene by OSF Life Flight and taken to OSF St. Anthony Medical Center in Rockford. As of 2 p.m. Sunday, Geerts had undergone several surgeries and was listed in serious condition, according to the release.

Weber was transported to Freeport Memorial Hospital and later airlifted to OSF St. Anthony Medical Center in Rockford. He was scheduled to be released from the hospital Sunday afternoon.

1975: Fulton girls basketball team finishes first season undefeated

Two firemen for the Fulton Fire Protection District spent five days attending a training course for rural fire inspectors. The course was near Monticello. Fire Chief Howard Swanson and fireman Paul Haan attended the training. Robert Lockhart, secretary of the Garden Plain Mutual Fire Insurance company, accompanied the two firemen. The course is intended to further the training of firemen and insurance field underwriters in the causes of fire and in loss prevention.

In the Bud’s IGA Foodliner ad, specials were a two-pound can of Folger’s coffee for $1.39, four jumbo cans of grape drink for $1, Oscar Mayer hot dogs for 49 cents, a two-pound package of bacon for 99 cents, two pounds of ground beef for 89 cents, two heads of lettuce for 29 cents, a half gallon of ice cream for 59 cents, five loaves of bread for 69 cents and six potpies for $1.

March 26, 1975

The Fulton High School girls basketball team finished its first season undefeated by beating Morrison 46-32 on the local floor.

Lyle Barnhart received a presidential citation from C.R. Leininger, president of the Illinois Association of School Administrators. The framed citation states it is awarded “for conspicuous service in the field of education and school administration in the state of Illinois.” Barnhart served for several years as a member of the school board of the former Fulton Community High School District. He was a leader in the effort that resulted in the consolidation of that district and several others into the River Bend Unit District.

March 27, 1985

W. Gordon Maddy, a prominent civic leader and president of Agri-King, died Friday evening from injuries suffered

in a one-car accident on Penrose Road. Maddy served as the president of the board of the Jane Lamb Health Center and on the board of YWCA Mount St. Clare College and was an active member of the Illinois Forage and Grassland Council. An avid horseman, he owned Maddy Quarter horses in Morrison. He was a member of the United Church of Christ. Active in the formation of AgriKing, Maddy joined the business in 1970 and served as its president since 1983.

Dave VanderVinne has opened Dave’s TV and Stereo Repair Service. VanderVinne is a recent graduate of the Hamilton Technical School and is trained to repair the many new innovations introduced in the electronics field.

Not knowing what funds will be available for the next fiscal year, the River Bend School Board dismissed 14 educational support personnel. Most of those dismissed were teacher’s aides,

coordinators and lunchroom supervisors. Some probably will be rehired.

Mayor Kenneth Ven Huizen announced progress to entice Chewton Glen Energy to come to Fulton and build a multi-million dollar electricity-producing facility. Among the newest negotiations is the possibility Chewton Glen Energy will buy the former Fulton State Bank building on 11th Avenue.

The Dutch Days Festival Committee announced there will be a special guest at the 31st annual Dutch Days Festival. The guest from Chicago will be the consulate general of the Netherlands. The committee has invited the consulate to attend for many years, but there always have been conflicts in the schedule.

ROCK FALLS – United Way of Whiteside County’s Let’s Feed Our Children program is calling on businesses, churches and community organizations to participate in a pasta drive to help address childhood food insecurity this summer.

Let’s Feed Our Children has seen a dramatic 178% increase in demand over the past three years, serving more than 42,000 free meals to children throughout Whiteside County during the summer of 2024 alone.

“We are reaching out early this year because we anticipate another significant increase in demand for

Whiteside County judge rejects plea deal in 2021 Rock Falls shooting case

MORRISON – A Whiteside County judge March 19 rejected the terms of a plea deal that had been reached in a 2021 Rock Falls shooting case.

Alexander Vinson-Ishmon, 24, was ready to plead guilty March 19 to one count of aggravated battery with a firearm, which would have sent him to prison for up to six years and would be served concurrently with his sentence for a Lee County weapons case filed just days after the March 21, 2021, shooting.

However, Whiteside County Circuit Court Judge James Heuerman refused to accept the terms of the plea agreement in the Rock Falls case based on the danger the fired shots posed to others in the area at the time.

According to the charging document, the events began to unfold shortly before 6:30 a.m. March 21, 2021, when a Rock Falls police officer was driving in the 600 block of West Second Street and saw a man who appeared to be trying to break into a home.

The officer went to the house and,

while the man was gone, she noted damage to two windows and a door. She also found a phone lying on the ground nearby, according to the document.

Vinson-Ishmon lived at the residence, according to the document.

About 7:30 a.m. the same day, Rock Falls police officers responded to the 300 block of Sixth Avenue, where they found evidence of a shooting in the alley between Sixth and Seventh avenues and a home struck by at least one bullet, according to the document.

About that same time, a 21-year-old man who lived in the area and had been shot – and whose phone was the one found by the Rock Falls officer next to the home with the broken windows and door – walked into the police department to report the incident. He was taken to CGH Medical Center for treatment of superficial gunshot wounds, according to the document.

Rock Falls police then issued an arrest warrant for Vinson-Ishmon for aggravated discharge of a firearm in connection with the man’s wounds. Vinson-Ishmon was taken into custody in Dixon three days after the shooting.

According to a Dixon Police Department news release issued at the time, Dixon police received information from the Rock Falls Police Department that Vinson-Ishmon was wanted on a valid arrest warrant regarding the Rock Falls shooting.

Dixon officers checked numerous locations in Dixon and subsequently found Vinson-Ishmon’s vehicle at a residence in the 800 block of East Graham Street, police said. They conducted surveillance of the residence.

About 4:40 p.m. March 24, 2021, surveillance officers observed Vinson-Ishmon exit a residence in the 800 block of East Graham Street and enter a vehicle parked at that location. Police conducted a traffic stop on the vehicle in the 800 block of East Graham Street, and Vinson-Ishmon was taken into custody without incident.

During a search of the vehicle, officers found a loaded handgun, a large

amount of U.S. currency and cannabis, according to the release, and a check of the firearm’s serial number revealed the firearm was reported stolen from a residence in Lee County in early 2020.

Vinson-Ishmon was turned over to the Lee County Jail and charged with armed violence, possession of a stolen firearm, unlawful possession with intent to deliver 30 to 500 grams of cannabis, possession of a firearm without a requisite firearm owner’s identification card, possession of ammunition without a requisite FOID card, and unlawful possession of cannabis, according to the release.

He pleaded guilty to possession of a stolen firearm in the Lee County case in November 2023 and was sentenced in January 2024 to up to seven years in prison, according to court records.

The plea agreement on the table March 19 in Whiteside County would have led to immediate sentencing for the March 21, 2021, shooting. That sixyear prison term would have run concurrently with the Lee County sentencing.

Free program about railways set for March 31 in Fulton

FULTON – The influence of railways on American history will be the topic at the March 31 program of the Volunteer Millers of de Immigrant Windmill.

Historian Mike Matejka will outline the influence the railways had as they shaped Illinois’ economy and communities while creating an industry with a cultural allure.

The speeding locomotives became icons of population growth and corporate America.

The 6 p.m. event, supported by the Illinois Humanities Road Scholar program, will be at the Windmill Cultural Center, 111 10th Ave., in downtown Fulton across from de Immigrant Windmill.

The lights are at the edge of the plant’s property and are turned as far away from the houses as possible. The women feel the poles should be moved closer to the edge of the parking lot or the plant should use weaker bulbs.

Exploratory Committee. Four public meetings were held. Observations from the meetings include that residents overwhelmingly wanted the building preserved for community use; suggestions are a music/art center, dinner/ playhouse, “Focus on the River” displays, Dutch Days activities, cafe and other shops, nice restaurant, conference center and catering site for weddings; there is a high level of enthusiasm for using the building in the best interest of the community; and some people are willing to donate money so that there will be no cost to the city.

But Heuerman said he would not accept the Whiteside County plea agreement because although the victim’s wounds were superficial, gunfire that damaged the door of a nearby house indicated others had faced danger and a risk of injury.

“People should be able to feel safe in their own homes,” Heuerman said.

The case will head toward a 402 conference set for April 29 in Whiteside County. Sterling 2, Erie-Prophetstown 0: Eli Penne pitched a complete game win with 13 strikeouts and Wyatt Cassens was 3 for 4 with a run scored as the leadoff hitter. Penne held E-P to only three hits in the home win.

Fulton 4, Morrison 3: The Steamers scored three runs in the bottom of the sixth and held on for the home win. Dan Van Zuiden had two RBIs for Fulton.

Marley Sechest added two hits and two RBIs and Lily Cantu doubled for Sterling, which had only four hits to Morrison’s 10 in the win. Morrison’s Bella Duncan struck out 17 among the 18 outs the Fillies recorded and Allie Anderson had two RBIs. The Warriors scored three unearned runs.

IHSA changes much-maligned multiplier waiver process

Success formula also changed

When the first four champions at the 2024 IHSA state football finals all were utilizing the enrollment multiplier waiver granted to those schools, it was clear that something had to change with that policy.

The waiver process, by design, was to prevent private and nonboundaried teams that were struggling to compete for playoff spots from facing the 1.65 multiplier more successful programs were hit with.

But because of a number of factors, the multiplier waiver had begun to become too easy to get and was used by multiple programs that didn’t really need it to be competitive.

Flaws in the formula always had been apparent, but they became glaringly obvious on the opening day of the state finals in 2024. Belleville Althoff (Class 1A), Chicago Christian (Class 2A), Montini (Class 3A) and DePaul Prep (Class 4A) all won state championships by an average margin of 41 points.

The former multiplier waiver process involved accounting the results of the 2021 and 2022 seasons to control

how teams would be assigned for the 2023 and 2024 campaigns. If teams had not won a combined three playoff games over the 2021 and 2022 seasons, they were eligible for a multiplier waiver.

Since those four teams had not won the requisite playoff games during

those periods, their counting enrollment number would be their natural number and not one that would be calculated by multiplying the enrollment number by 1.65.

If multiplied off 2024 enrollments, Althoff would have jumped from 1A to 3A, Chicago Christian from 2A to 3A, Montini from 3A to 5A and DePaul Prep from 4A to the 7A/8A bubble. Had the new policy been in place for the 2024 postseason, only DePaul Prep among state champions would have been eligible for a multiplier waiver.

Under the new multiplier process approved by the IHSA’s board of directors over the weekend, private and nonboundaried teams that win one playoff game in the previous three seasons are ineligible to apply for a waiver.

“The multiplier waiver was initially implemented in hopes of trying to provide greater competitive equity to teams who were being embarrassed in their multiplied class in certain sports,” IHSA Executive Director Craig Anderson said.

“Our member schools have been nearly unanimous in expressing their concerns that the current waiver system was not working as intended. The formula used to determine the automatic waivers wasn’t encompassing enough data, which created too many

holes in the process. The result was often teams who were already highly competitive in higher classifications being granted waivers to play in lower classifications. This new two-tier process to determine waivers will encompass more data that we believe will improve competitive equity overall.”

Teams that do not win a playoff game are allowed to apply for a waiver but are not guaranteed to receive it.

The IHSA will consider each team’s individual status on a case-by-case basis considering factors such as enrollment, strength of schedule and how well teams are competing inside their current schedules.

For the last enrollment cycle, only 14 programs faced the multiplier waiver: Brother Rice, Marist, Mt. Carmel, St. Ignatius, St. Rita, St. Teresa, IC Catholic Prep, Joliet Catholic, Nazareth, Providence, Fenwick, Sacred Heart Griffin, St. Francis and Loyola.

Had the current policy been continued, Brother Rice, St. Ignatius, Providence and St. Teresa would have had the option of taking a multiplier waiver. Under the new policy, all 14 of the teams previous multiplied will keep the multiplier attachment.

The success formula also undertook an overhaul.

The previous success formula required that if a team trophied [champion or runner-up] in each of the two years in a set enrollment period, it would be moved up one classification from the class it achieved the success in for the next two seasons.

But the fact that the success had to be achieved inside of the two-year enrollment window instead of just two consecutive years led to some confusion in its application. For example, if a team won trophies in 2022 and 2023, it would not be subjected to a success formula, but a team that won trophies in 2023 and 2024 [the two years of the enrollment period] would.

Now teams that have achieved trophies twice in the past three seasons

will be subjected to the success formula regardless of the sequence of when the trophies were won. When the success formula is applied, it will be for a twoyear period after its implementation.

It was a loophole that allowed Nazareth and Mt. Carmel to win three consecutive state championships without facing the success formula for any of those marches. Loyola also won three consecutive titles but can’t face the success formula because no class is larger than 8A.

The new rolling success formula eliminates that as a possibility.

Under the new protocols, three teams will face the success factor in 2025 – Mt. Carmel [moves from 7A to 8A], Nazareth [moves from 5A to 6A] and Joliet Catholic [moves from 5A to 6A]. Loyola already is in the largest class, so it cannot be moved up.

The new protocols do not need membership approval since they do not involve the IHSA’s bylaws. The new protocols will go into effect for the 2025 football season.

The true impact of all of these changes will not register until the IHSA releases its enrollment numbers for the 2025-2026 competition year. The IHSA expects to release that information by May 1.

On February 10, 2025, Low Head Hydro M 13, LLC. filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of a hydropowe r project proposed to be located at the U.S. Army Corps of Engineers' (Corps) Mississippi River Lock and Dam 13 in Clinton County, IA, and Whiteside County, IL. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' expre ss permission

The proposed Mississippi River Lock and Dam 13 Hydroelectric Project would consist of the following: (1) a proposed 300-foot by 200-foot masonry powerhouse located in alignment with the existing Corps' dam, containing three proposed Kaplan bulb or Kaplan pit turbines with a total capacity of 19.05 megawatts; (2) a proposed intake channel of unlined earthen excavat ion approximately 500 feet long and 200 feet wide, located upstream of the turbine bays and including a 200-footlong guide wall along the western side of the cha nnel; (3) a proposed 850-foot-long and 500-foot-wide tailrace area of unlined earthen excavation, including a 1,850foot-long guide wall along the western side of the channel and 520-foot-long guide wall along the eastern side of the channel; (4) a proposed 85-foot-long by 60-footwide low profile project substation located downstream from the powerhouse containing a single pad mounted three-phase step-up transformer with a rating between 15 to 25 megawatt-ampere and ancillary equipment; (5) a proposed 4,700foot-long access road adjacent; (6) an existing dam bridge improved and extended to provide access to the powerhouse along with a proposed public park and parking area adjacent to the new access road; and (7) a proposed 3,400-foot-long, 13.9 to 69-kilovolt (kv) underground transmission line to the project substation and a proposed 4.6 mile, 69-kv transmission line from the substation to the existing 161-kv ITC Midwest Beaver Island substation. The proposed project would have an estimated annual generation of 94,500 megawatt-hours.
