From tragedy, Tampico woman finds a life of political advocacy

“Taking a tragedy and turning it into a point of advocacy is something that we are all incredibly proud of.”

So said Rep. Ryan Spain, R-Peoria, on the House floor March 12, a tribute to Chasity Dorathy, her husband, Doug, and daughter, Morgan.

It’s a somber anniversary for the Tampico family, who lost 16-year-old DJ Dorathy in a two-vehicle crash March 28, 2024, at the intersection of Luther and Hahnaman roads. Two other teens died in the incident, all three passengers in a pickup with another teen behind the wheel.

“I went like six or seven months heartbroken, out of my mind, crying all the time,” Chasity told me Wednesday. Although grief never leaves, in October Dorathy added a new emotion: determination.

“She is here in advocacy,” Spain said March 12, “to raise awareness

EYE ON ILLINOIS

about the dangers of young people having too many other young passengers in their cars, which is something that is a violation of state law, but it is a point of murkiness in our statutes.”

That day, Chasity testified before the House Transportation: Vehicles and Safety Committee in support of Spain’s House Bill 2942, which would increase from two months to six the suspension period for holders of graduated driver licenses convicted of driving with more than one nonsibling passenger younger than 20.

Dorathy launched an online petition (tinyurl.com/DorathyPetition).

She researched the current law, then started emailing and calling elected officials. Whiteside County folks passed along contact information for state leaders.

Although we discussed the legislation and limits of suspending anyone’s driving privileges, my main focus was her introduction to the political process. When I asked if she found it difficult, I told Chasity I understood that every step was laden with loss. People upset about parking rules or a mailbox location don’t have a comparable emotional investment.

As such, where others might feel a bureaucratic overload, Chasity found motivation. It didn’t hurt to encounter receptive ears.

“With every one that I did, it just encouraged me more to continue on to the next, and on to the next,” she said.

Chasity’s committee appearance was her first trip to Springfield. She was very nervous but got through her prepared remarks. The proposal advanced 12-0 and now has four Democratic co-sponsors. Even if the bill stalls or is drastically amended, she is looking into how driver’s ed programs emphasize rules on graduated license limitations and considering a classroom speaking tour.

It’s our government. We all have a voice.

“Just don’t give up,” Chasity said. “Just keep letting it be heard. If you have to, call newspapers. … If you really care about something and you want to be heard, there’s going to be someone who’ll listen to you.”

Former Carroll County deputy charged in 2024 death of Mount Carroll teenager

MOUNT CARROLL – A former Carroll County sheriff’s deputy has been charged with reckless homicide and destroying evidence in connection with the July 2024 death of 18-year-old Jackson Kradle of Mount Carroll.

Kradle’s death was reported about 3:30 a.m. July 28, 2024, when the Carroll County dispatch center received a nonemergency call from an off-duty employee reporting a body in the road on Route 78, less than one mile north of Mount Carroll’s city limits.

Former deputy Matthew Herpstreith, 44, was charged Monday, March 24, with reckless homicide, reckless conduct and obstructing justice – all felonies – and one misdemeanor count of attempted obstruction of justice and destruction of evidence. Herpstreith also was charged with failure to reduce speed to avoid an accident.

Carroll County Sheriff Ryan Kloepping issued a news release Monday announcing the charges, which come as the result of an investigation by the Illinois State Police and a review by the Illinois State Appellate Prosecutor’s Office.

Carroll County court records verify that Herpstreith has been charged and is scheduled to appear in court at 1:30 p.m. April 17.

“This case has weighed heavily on our community, our office, and, most importantly, on Mr. Kradle’s family and loved ones,” Kloepping said in the release. “From the moment this heartbreaking event occurred, our priority has been ensuring a thorough and impartial investigation. That is why, within hours of the incident, we requested the Illinois State Police to take over the investigation, ensuring an independent review.”

Kloepping broke his silence about the case in a Nov. 7, 2024, social media post on the Carroll County Sheriff’s Office Facebook page, using it to explain how his office handled the case after two sheriff’s office employees – who were publicly identified during an inquest as Herpstreith and Amy Hubble, a former 911 dispatcher – found Kradle’s body and reported it via a nonemergency call to the sheriff’s office. In that post, Kloepping

confirmed that the two employees, who were placed on administrative leave and represented by the police union, had turned in their resignations three days after they discovered the body and just before the time they knew they were going to be interrogated.

Matthew

Herpstreith

“At that time, an off-duty deputy sheriff and off-duty dispatcher, who is also a paramedic, were on scene,” Kloepping said of the events that unfolded after the discovery of the teen’s body. “Dispatch personnel then dispatched the on-duty deputy sheriff as well as a local city officer, as that officer was closer to the reported location.”

At 3:45 a.m., Illinois State Police said two troopers were responding to the scene. At 3:50 a.m., the Illinois State Police Crime Scene Services unit was contacted to respond to the scene, Kloepping said.

“It is common practice for Crime Scene Services to respond to all unattended or suspicious deaths within Carroll County,” Kloepping said. “Their staff has proper training, knowledge and equipment to handle these types of cases.”

The sheriff said that when the on-duty deputy arrived at the scene, they were told the reporting party had been released from the scene.

“Our department command staff was also contacted to respond to the scene,” Kloepping said. That team includes the sheriff, chief deputy and detective. The Carroll County coroner was contacted at 5:14 a.m. to respond to the scene. At that time, Crime Scene Services was still processing the scene, which is a lengthy process, to ensure the scene is properly documented and any possible evidence can be recovered.”

Kloepping said there was no identification on the body and staff members at the scene were not aware of the teen’s identity. On-scene personnel suggested a possible identity, Kloepping said, adding that the sheriff’s office followed up on the lead and determined it was inaccurate. At that time, the victim was removed from the scene by the coroner’s office and Crime Scene Services completed its duties.

Kloepping said he contacted the Mount

Carroll fire chief, who responded to the scene to wash down the road. At that time, the road was opened to traffic. Sheriff’s office staff members went to the funeral home to meet with the coroner. The main focus was to determine who the victim was so proper notification could be made to the family, Kloepping said.

Additional law enforcement resources responded from Rockford with equipment that could assist with identifying the victim. While at the funeral home, a call was received reporting a motor vehicle accident, Kloepping said. He said sheriff’s office staff members responded to the incident to determine whether it had any possible connection to the Kradle investigation. It was determined the new incident was not related, Kloepping said.

“Shortly thereafter, our office was able to make a positive identification of Jackson,” Kloepping said. “At that time, | personally went to the residence of his father and the residence of his mother and made notification. My staff did ask questions of others present to hopefully assist with the investigation. After departing the families’ residences, our command staff met back at the initial scene on Illinois Route 78 to discuss how we would proceed with this investigation.”

He said the next steps involved interviewing the two sheriff’s office staff members who had reported the body’s discovery.

“Due to the possible conflict of interest, I then made a call to the Illinois State Police and requested that their investigation unit handle this case,” Kloepping said. “Within one hour, they had multiple investigators at our office. We provided them with the details of the case and asked for them to handle this incident

throughout the remainder of the investigation.”

On July 29, the sheriff’s office command staff met with the two employees. They were placed on administrative leave and given their notice of an internal investigation, Kloepping said, further explaining that as members of the Fraternal Order of Police Labor Council, they “are afforded certain rights” and were given a meeting time in 48 hours for interrogation.

“This procedure follows the guidelines by the Fraternal Order of Police Labor Council and allows them proper time to have representation if so desired,” he said. “On July 31, just prior to the interrogation, both employees resigned from their positions with our agency.”

In November, a forensic pathologist ruled that Kradle died from blunt force trauma as the result of a motor vehicle-pedestrian crash. A coroner’s inquest was held, and on Jan. 14, Kradle’s death was ruled a homicide caused by blunt trauma to the head from a motor vehicle-pedestrian crash.

“As a law enforcement agency, we strive to hold ourselves to the highest standards of accountability,” Kloepping said when announcing the charges Monday. “This situation has deeply impacted the men and women of the Carroll County Sheriff’s Office, but our focus has remained steadfast on seeking justice for the Kradle family.

“We understand the community’s desire for more information throughout this process. However, it was critical to allow the independent investigation and subsequent legal proceedings to unfold without interference. Our office remains committed to openness and upholding the trust placed in us by the people we serve.”

Trial date set for man accused of fatal stabbing

Kyle M. Cooper of Rock Falls charged in Feb. 14 death of Daniel Gordon

MORRISON – The trial date of a Rock Falls man charged with stabbing another man to death in February has been set for early April.

During a pretrial conference March 19, Whiteside County Circuit Court Judge James Heuerman said that because neither the defense nor the prosecuting attorneys were asking for more continuances, he was setting Kyle M. Cooper’s trial date for April 8. Cooper, 36, is charged with first-degree murder and two counts of aggravated battery in connection with the Feb. 14 death of Daniel Gordon. Gordon, 27, was found unresponsive with multiple abdominal stab wounds about 2 a.m. Feb. 14 in the 600 block of

West 20th Street in Rock Falls after Cooper and Gordon fought in a driveway, police said. Gordon died later that day at CGH Medical Center in Sterling, officials said.

Cooper has pleaded not guilty to the charges and has demanded a speedy trial.

In laying out details of the state’s case in late February, Whiteside County Assistant State’s Attorney Ryan Simon said Cooper was taken into custody on an aggravated battery charge in the hours after Gordon was stabbed in the driveway of a Rock Falls residence.

In detailing the state’s case, Simon said the events leading up to the stabbing included a verbal altercation at a bar just hours before between Cooper and Gordon, who was dating a woman who previously had dated Cooper.

Gordon and the woman left the bar and later went to a home in the 600 block of West 20th Street in Rock Falls. Simon said the couple were at the house when a vehicle Cooper was in pulled up to the house, and Cooper got

out of the vehicle while holding something shiny in his hand.

The woman was fearful Cooper was going to use a knife to vandalize her vehicle and approached Cooper, who began pushing the woman, Simon said. Simon said Gordon got involved to protect the woman, that Cooper jumped on top of Gordon and stabbed Gordon in the abdomen several times before others were able to pull Cooper off Gordon. Cooper then left the scene, Simon said.

Rock Falls police were called to the scene about 1:50 a.m. When officers arrived, they found Gordon in the driveway, unresponsive and suffering from severe injuries, Simon said.

Cooper, wearing blood-stained clothes, turned himself in at the Whiteside County Sheriff’s Office later that morning and was charged with aggravated battery, police said. He was formally charged four days later with murder and an additional count of aggravated battery. He has been detained in the Whiteside County Jail since his Feb. 14 arrest.

Alex T. Paschal Kyle Cooper of Rock Falls appears in Whiteside County Circuit Court on March 19.

USGS deploys equipment to measure waves in Pool 13 locations in Upper Mississippi River

Research will inform conservation planning for aquatic plants and mussel

SHAW LOCAL NEWS NETWORK contact@shawmedia.com

CLINTON, Iowa – The U.S. Geological Survey, in collaboration with the Iowa Department of Natural Resources and U.S. Army Corps of Engineers, will place monitoring equipment this week at several locations in Pool 13 of the Upper Mississippi River between Bulger’s Hollow Recreation Area and Lock and Dam 13 in Clinton, Iowa, near Fulton.

The equipment will be placed below the water surface to monitor waves and water clarity from early April through mid-September, officials said in a news release.

“Orange buoys will mark locations where monitoring instruments have been placed. The equipment is sensitive and the public is asked to avoid these locations so as not to disturb the

research project. Hunting, fishing and recreational activities are not restricted near monitoring locations, but the public should not tamper with or disturb monitoring equipment and should be careful navigating around buoys. Public assistance to report unexpected events, damaged property or suspicious activity around the monitoring equipment is greatly appreciated. Local, state and federal officials have been informed about the placement of this equipment,” according to the release. Scientists will use the data collected in Pool 13 to better understand how waves affect water clarity and the river’s ecosystem, including native freshwater mussels and aquatic plants such as wild celery. The results can inform rehabilitation efforts in Pool 13 and elsewhere on the Mississippi River.

Whiteside County sheriff’s deputies were dispatched about 1:25 a.m. Saturday, March 29, to the 6000 block of Cordova Road for a report of a single-vehicle rollover crash.

Deputies found the driver, who was the sole occupant of the vehicle. The driver was pronounced dead at the scene, according to a news release.

The identity of the driver was being withheld pending notification of next of kin.

He went through about 12 hours of surgery in a period of just more than 24 hours. He still is paralyzed from about the chest down.

Dylan’s aunt, Kim Kilday, helped organize a GoFundMe page called “Dylan’s Journey at Shirley Ryan AbilityLab in Chicago“ that has so far raised more than $11,000. Updates on Dylan’s recovery can be followed in a Facebook group called Dylan’s Journey, which provides additional ways to support his recovery, including a Venmo account. Donations also can be made in person at Sauk Valley Bank in Rock Falls under a “Dylan’s Journey” account.

Kilday said Dylan is a fighter. Being young, healthy and strong is in his favor, according to the doctors.

After limited movement the past couple of weeks, Dylan was able to sit in a wheelchair Thursday and receive assistance from a Hoyer lift.

“For his first day there, that’s already tremendous progression,” Kilday said.

Dylan is on the 21st floor at the Shirley Ryan AbilityLab, which is one of two floors dedicated to treating hands.

“Their main focus right now is to try to get his fingers working,” Kilday said. “He can raise his arms, he can move his wrists, but his fingers, that fine motor skill is gone.”

Being at the Shirley Ryan AbilityLab, considered a leading rehabilitation hospital in the nation, hopefully will lead to more good news, but it is a one-step-at-a-time process.

“We would love to have a full recovery,” Kilday said. “But like I said right now, we’re focusing on his hands. … We’re just asking for prayers and miracles, that’s what we’re doing.”

Doctors are doing all their preliminary work and planning what comes next for Dylan. He has physical therapy, occupational therapy, a respiratory support team and other rehab ahead.

The injury happened when he was doing his practice run-throughs as a triple jumper competing at his first meet of the season at the Westwood Sports Complex, an indoor facility located in Sterling. He was just coming off basketball season with the Rockets, who finished their state run to the Elite Eight five days before the track and field meet. Dylan also plays golf and has been a three-sport athlete throughout high school.

During the run-through, Dylan tripped on some sand toward the end of the pit, losing his balance and tumbling forward headfirst into a padded brick wall, which is just a few feet after the sand pit.

Dylan was briefly unconscious after the collision. When he came to, he had no feeling in his legs.

Kilday said Dylan knew almost immediately what had happened when he regained consciousness. His mom, Nicol, was there during the meet.

“He’s like, mom, I broke my neck. I can’t move,” Kilday said. “He knew immediately that it was bad.”

Kilday said Dylan is dealing with the “ICU blues,” but everything is OK otherwise mentally.

“He’s totally my same old nephew,” Kilday said. “Quick, witty, one-liners. He’s been awake and coherent.”

His family and some friends have been able to visit and Dylan’s dad, Brian, has been by his side the whole time outside of a visit to his hotel. Brian works at the Candlelight Group and Dylan’s mom, Nicol, is a teacher at Southside Elementary School in Morrison. Dylan’s sister Madison is a senior at Northern Illinois University and is close to graduating in May.

The community support and mes -

It’s going to be a long road, but he’s a fighter and he won’t quit. He’ll work his tail off, just like he always does.”

Kim Kilday, aunt of Dylan Wescott, who broke his neck in a track and field accident

sages have helped lift Dylan’s spirits and make him smile. Local sports teams, businesses, friends and even strangers have helped support his recovery. “Dylan Strong” bracelets and shirts have been made.

“Overwhelming is the only word we have,” Kilday said. “The way that Sterling and Rock Falls and the whole community comes together, it’s been very supportive. Even strangers. People are donating and Venmoing money to Dylan with little notes wishing him well and saying that they’re praying for him.

“Everybody’s just touched our family.”

“It’s going to be a long road, but he’s a fighter and he won’t quit,” Kilday said. “He’ll work his tail off, just like he always does.”
