MORRISON With a Whiteside County prosecutorsayinghehuntedhisvictim down, a -year-oldRockFallsteencharged withattemptedmurder,burglaryand aggravatedbattery in connectionwith a Nov. shooting atSterling’sPizzaRanch will facethosechargesinadultcourtand thepossibilityoflifeinprison.

HarrisonWebb,whowillturn inJanuary,ischarge d withonecountof attemptedmurder,onecountofaggravated batterywith a firearm and two countsofburglary,accusedofwalkinginto therestaurant’skitchen about p.m. Nov. ,pulling a gun fromthefrontpocket ofhisshorts,walkingupbehind a -yearoldworkerwhowaspreparingpizzapans andshootinghimintheneck.

If heisconvicted,Webb,whohaspleaded notguilty tothecharges,couldspendanywherefromsixyearstolifeinprison.

During a courtappearanceinWhiteside CountyCircuitCourt onNov. ,prosecutorslaidouttheircaseagainsttheteen,saying Webbandthewoundedemployee,also a RockFalls -year-old,had ongoingissues witheachother.Anothermanearlierthis yearre uested a protectiveordertokeep Webbawayfromhim,accordingtocourt records.Thatcasewasdismissedwhenthe mandidnotshow upfor a courtdate, WhitesideCountyAssistantState’sAttorneyColleenBuckwaltertoldthecourt.

People wereeatingintherestaurantas he walkedinandheadedtothe kitchen, wherefour employees wereworking,she said,adding that a surveillancecamera shows a shooterwalkedupbehindthevictim,said That’swhatyouget andshot him from inchesaway.Thebulletentered thebackofthevictim’sneckandexited throughthefront.Thevictim,whowasin courtNov. ,wastakentoCGHMedical CenterinSterling, treatedandreleased.

The shooter,wearingred shorts,black shoesand a whiteT-shirtwrappedaround hisfacetoconcealit,lefttherestaurant andwas believedtohave fledinto a nearby cornfield,Buckwaltersaid. Officersused a dronetosearch thearea,withitsoperator reportinghebelievedtheshooter,whowas notcaptured,wasintheareaofLincolnway andLynnBoulevard.

Buckwaltersaidthat, inthemeantime, Webb’smotherlearnedabout a shootingat PizzaRanch andwasconcernedabouther son,thathehadbeenbullied,hadleft the houseand a Life appshowedhewasat PizzaRanch.Whenofficersarrivedatthe Webbs’homelaterthatnight,Webbwas there.Officers weregivenpermissionto searchthehouse,Buckwaltersaid.They foundblack shoesand a T-shirt withmud onitmatchingtheshooter’sdescription in the houseaswellas a silverhandgun wrappedupin a blanketonhisbed, witha riflein a corneroftheroom,shesaid. Webb wasarrestedNov. ,when a warrantissuedin Whiteside Countycourtthat

morningwasservedathishome.Hewas transportedtotheKaneCountyJuvenile JusticeCenterinSt.Charles, a detention center.

AfterBuckwalterlaidoutthecase Nov. ,JudgeJamesHeuermansaidthere was probablecause tochargeWebb, even thoughmuchoftheevidenceiscircumstantial.

Circumstantial evidenceis still evidence, hesaid.

Buckwalter’spetitionforWebbtocontinuetobedetainedwasmetwithresistancefromWebb’sattorney,AllisonFagerman,who saidno one inthe restaurant identified Webb asthe shooter and one workertoldpolicetheshooterhadblonde hairandblueeyes.Webb’shairisbrown. NobodyatPizzaRanchidentifiedmy clientasbeingatthatfacility, Fagerman said.

Fagermanalsosaidthehandgunfound inthehouseissilverandblackandtheone capturedonsurveillancevideoissilver. My clientwas foundathis house,not inthefield, shesaid.

She said Webbhas nocriminalhistory andthatifhewasallowedpretrialrelease, NewmanCentralCatholicHighSchool, whereheis a junior,hadagreedtolethim attendclass.Hisemployer,theRockFalls’ McDonald’s, alsohad agreedtolet him comebacktowork.

Buckwaltersaidsendinghimhome wouldbeunacceptablebecausehehadno supervision,asindicatedbythepresence oftwogunsinhisroom.

Heuermanruled infavor ofBuckwalter,sayingthechargeswereof a highlyviolentnature and Webbwasa threattothe victimandthecommunity as a whole.

MORRISON MorrisonHigh Schoolteachersand staffmembers held a ribbon-cuttingNov. forthe school’snewgreenhouse.

PrincipalDavidMillssaidthegreenhousewasbuiltbyvolunteersand completelypaidforthroughlocaldonations and fundraising.The greenhousewill beusedas a spacefor hands-onlearningandstudentprojects.

OurFFAalumnididallthefundraisinglastyear for this, Millssaid. Thiswaskindof a dreamoftheFFA alumniandit’stakenacoupleofyears oncewestartedtogetgoing,butitwas approvedbytheROE RegionalOffice ofEducation last M onday.Sost udentshavealreadybeeninitandthey cansee some oftheprojectsthey’ve alreadystartedworkingon.

AgriculturalSciencesteacher ToniaPrombosaidtheschool’sgreenhouse is a longtimecoming a nd hopestoseeitexpandinthefuture.

Eventually,we’rehopingtoget a smalloutdoorgarden, Prombosaid. Itwouldjustbeconvenient.Plus,that allowskidsthatneedvoluntee r or Impact hours to come and helptake careofthings.Theycanpickthatproduceandthendonateittosomewhere

Thein uestwilltrytodeterminethe mannerofdeath,whichreferstothe circumstancessurrounding the death andhowitoccurred.There are fivemannersofdeath natural,accident,suicide,homicideandundetermined.

At a.m.,IllinoisStatePolice saidtwotrooperswererespondingto thescene.At a.m.,theIllinois S tate P olic e CrimeSceneService s unitwascontactedtorespondtothe scene,Kloepping said.

It iscommonpracticeforCrime SceneServicestorespondtoallunattendedorsuspiciousdeathswithin CarrollCounty, hesaid Theirstaff has propertraining, knowledge and e uipment to handlethese types of cases.

Hesaidtherewasnoid e ntificationonthebodyandthatstaffmembersatthescenewerenotawareof theteen’sidentity On-scenepersonne l suggested ap ossibleidentity, Kloeppingsaid,addingthatthesheriff’sofficefolloweduponthepossible leadanddetermineditwasinaccurate.Atthattime,thevictimwa s removedfromthescenebythecoroner’ s of fice , an d Crim e Scen e Se rvicescompleteditsduties.

Kloeppingsaidhecontactedthe MountCarrollfirechief,who respondedtothescenetowashdown theroad.Atthattime,theroadwas openedtotraffic.Sheriff’soffice staff memberswenttothefuneralhome tomeetwiththecoroner.Themain focusatthattimewastodetermine who thevictimwassopropernotificationcould bemadetothefamily, Kloeppingsaid.

Additionallawenforcemen t resourcesrespondedfromRockford withe uipmentthatcouldassist withidentifyingthevictim.Whileat thefuneralhome, a callwasreceived reporting a motorvehicleaccident,

Kloeppingsaid.Hesaidsheriff’s officestaffmembersrespondedto theincidenttodeterminewhetherit hadanypossibleconnectiontothe Kradleinvestigation.Iteventually wasdeterminedthatthenewincidentwasnotrelated,Kloeppingsaid.

Shortlythereafter,ourofficewas abletomake a positiveidentification ofJackson, Kloeppingsaid. Atthat t ime ,I personall y wenttotheresidence ofhisfatherandtheresidence ofhismotherandmade notification Mystaff did ask uestionsof others present to hopefully assist with the investigation.Afterdepartingthe families’residences,ourcommand staffmetbackattheinitialsceneon IllinoisRoute todiscusshowwe wouldproceedwiththisinvestigation.

Hesaidthenextstepsinvolved interviewingthetwosheriff’soffice staffmemberswho hadreportedthe body’sdiscovery.

Duetothe p ossibleconflictof interest, I thenmade a calltotheIllinoisStatePoliceand re uestedthat theirinvestigationunithandlethis

case, Kloeppingsaid. Withinone hour,theyhadmultipleinvestig atorsatouroffice.Weprovidedthem withthedetailsofthecaseandasked forthemtohandlethisincident throughouttheremainderofthe investigation.

OnJuly ,sheriff’sofficecommandstaffmetwiththetwoemployees.Theywereplacedonadministrativeleaveandgiventhei r noticeof aninternalinvestigation,Kloepping said,furtherexplainingthatasmembersoftheFraternalOrderofPolice LaborCouncil,they areafforde d certai n rights an d weregiven a meetingtimein hoursforaninterrogation.

ThisprocedurefollowstheguidelinesbytheFraternalOrderofPolice LaborCouncilandallowsthem propertimetohaverepresentation, ifsodesired, hesaid. OnJuly , justpriortotheinterrogation,both employeesresignedfromtheirpositionswithouragency.

Thecaseisbeingreviewedbythe IllinoisStateAppellate Prosecutor’s Office,Kloeppingsaid.

Thesporthas broughtmelotsoffriendshipsand taughtmemanylessons.I’verealized highlevelsofdeterminationanddiscipline within myself I’ve learnedthat I candoanythingif I justbelievein myself.
