MORRISON – The Morrison City Council has learned the city will receive a $100,000 state grant that can be used on an infrastructure project of its choosing.
Morrison City Administrator Brian Melton told the council Dec. 9 that with the help of state Rep. Brad Fritts, R-Dixon, the city will be receiving the grant from the Illinois Department of Commerce and Economic Opportunity for general infrastructure improvements.
The council’s next step is to decide how it wants to spend the money. Melton’s suggestion is to put the money toward construction of a pickleball court in Waterworks Park by resurfacing the tennis courts and adding lights, benches and electricity. The spot could be used for the winter park as well, Melton said.
“There’s a lot of things there at that location that favor the winter park with the hill and everything and it’s a park that we haven’t put anything in in a very long time and I think it’s a park that we could rejuvenate and bring back to life, do something good there, do something good for our community and do something for this high demand we now know as pickleball,” Melton said.
The council will discuss plans at a future meeting.
The announcement came the same night the council unanimously approved accepting a completed strategic plan that has been in the works over the past year.
The city in November 2023 decided to partner with Northern Illinois University’s Center for Governmental Studies to create the strategic plan. Council members were split at that time on whether the city should enter into an agreement to create the plan with council members Vernon Tervelt, Gregory Kruse and Harvey Zuidema voting against creating a strategic plan and council members Todd Schlegel, Sidonna Mahaffey and Matthew Tichler voting to support it. Council members Josh West and Kevin Bruckner were absent from that meeting. Morrison Mayor Scott Vandermyde was called on to break the 3-3 tie. He voted to proceed with the strategic plan.
With results of the plan in hand Dec. 9, Vandermyde said they indicate the council’s top priorities are in line with what the city’s residents want to focus on, specifically bringing in a code enforcement officer, upgrading U.S. 30, providing more housing options and enhancing city parks.
“It’s nice to see the things that bubbled up were the things we were thinking about anyway,” Vandermyde said. “I think this plan supports the direction we were going and I’m very pleased to see that we’ve got a document that says, ‘Yeah, this is what you wanted and this is
what the council is doing,’ and to put it out for the public is going to be good for the community.”
The strategic planning process included collecting internal and external feedback, focus groups with community members and staff, interviews with the City Council and administrative leadership and a communitywide resident survey. Themes emerging from the feedback were shared at the city’s strategic planning leadership workshop in August, according to the plan.
The findings were used to assist workshop participants in making decisions related to crafting a strategic vision and future direction for the city as an organization and community. Ultimately, workshop participants created strategic goals focusing on where the city wants to go as an organization in both the short- and long- term, according to the plan.
The report lists four key areas that are considered to be strategic priorities. According to the report, they are:
• Economic growth and development: The plan’s results state that Morrison’s rich history lends itself to successful business and industrial districts. Continued focus on revitalization and rehabilitation of downtown historic buildings will be important in achieving Morrison’s economic and community development goals, including creating jobs, increasing tourism dollars and recruiting new businesses that will complement and diversify the city’s business mix. The city can focus on areas of growth and expansion by employing or improving tools such as façade grant programs, rehabilitation assistance, talent pipeline partnerships with vocational schools and other incentives to recruit and retain businesses.
• Organizational and infrastructure enhancements: Proactively planning along with strategic investments in the city’s water and fiber infrastructure are essential to ensuring city facilities are sustainable and can accommodate potential growth. Additionally, diversifying the housing stock is crucial to meeting the needs of
both current and potential residents across various stages of life. Exploring housing needs, availability and future developments will enable the city to adapt to, and plan for, changes in population, demographics and tourism, positioning the community for long-term success, according to the report.
• Community character and engagement: Community engagement and effective governance is vitally important for communities of all sizes. Whether it is listening to the needs of residents and businesses, delivering a cohesive message, or promoting the city’s events and activities, clear communication and active engagement are high priorities for city staff and elected officials, according to the report. Highlighting what makes Morrison unique to current and potential residents, businesses and tourists is essential for successful marketing and branding of the community. Moreover, community engagement enhances transparency, which is fundamental to effective governance, according to the report.
• Parks and recreation: Long-term planning and investment in recreational assets such as the Morrison Sports Complex, walking paths and/or a kayak launch will continue to be a draw for residents and tourism dollars. The opportunity also exists for generational programming through partnerships with the city’s schools to support the use of aquatic recreation, exploring a park district co-op or encouraging Morrison residents and leadership to become certified as a Tree City USA, according to the report.
Melton said the plan will help provide guidance to the council for at least the next five years.
“This is very beneficial for our community for a number of different reasons,” Melton said. “I am excited about this finally coming before you for your consideration and action so that we can get to work on it.”
Melton said he will put the strategic plan and survey results on the city’s social media platforms and website.

FULTON – The Fulton City Council on Dec. 10 accepted two resignations and a retirement that will reshape the city’s leadership.
Mayor Wendy Ottens’ letter of resignation, which was read at the council’s Nov. 25 meeting, was approved, as were the resignation of Police Chief Nick Neblung and the retirement of Business Manager Tammy Garibay.
Ottens’ resignation will become effective Dec. 30. The City Council in turn approved appointing 3rd Ward Alderman Keith King to serve as mayor pro tem, effective Jan. 1. Fulton’s next mayor will be decided in April’s consolidated election.
In her resignation letter, Ottens said the city has accomplished much during the 3½ years she served as mayor. The city sold all the land in the industrial park, started and completed Friendship Park and established a bandshell in Drives Park, the resignation letter said.
But, she wrote, she faced challenges along the way.
“The lack of acknowledgement of
what we accomplished by all departments has given me no other choice than to resign,” she wrote in her letter.
“The stress of constantly being questioned and challenged at every turn has made me weary of trying to do my best.”
The city at the same time has been weighing whether to hire a city administrator, which it does not have but had in the past. Mindy Burggraaf, who was mayor pro tem at the Nov. 25 council meeting, asked the council at that time to make a motion to begin researching the position of city administrator to fit the needs of a city the size of Fulton. First Ward Alderwoman Barbara Mask made that motion, which died for lack of a second, according to meeting minutes.
Neblung had told the council in November that he was interviewing with another police agency and possibly would be leaving the department. Neblung cited four years of stressed duties, a lack of personnel at the agency and a concern for his health as reasons for leaving.
“Despite our best efforts, the inability of elected officials to recognize and address the needs of our community first and, secondly, the agency over the last 20 years has been disheartening,” Neblung wrote in his resignation letter. “These factors, coupled with the inadequate compensation for the position, the heavy workload and lack of ability to hire or promote a second in command have made it increasingly diffi-
cult for me to continue in this role.”
Neblung’s resignation goes into effect Jan. 6.
The council will move forward with finding an interim police chief to fill his role. The council also went into closed session to talk about how to replace Neblung.
The council next month is due to receive a letter for police union negotiations, and as such, discussed who from the city would sit at the table for those negotiations.
The council tabled a motion to budget money from the city’s video gaming fund to help pay for landscaping at Fulton’s new bandshell until a discussion can be had regarding the impending police union negotiations.
Garibay’s retirement will become effective Jan. 3. City employee Aley Hamling is the city’s business manager in training, according to the city website.
The City Council also approved a resolution to update who could sign checks for the city, which Ottens noted in her resignation letter had to be done.
The council discussed possible grow facility license fees according to Ordinance 1673, amending Chapter 119 of the Fulton Code of Ordinances for the regulation of recreational cannabis and cannabis business establishments. The discussions have been added to the next budget meeting agenda.
The council also scheduled days for budget sessions. The tentative meeting times are set for 6 p.m. Jan. 20 and Feb. 3.

MORRISON – An old eyesore along Route 30 in Morrison is getting a muchneeded makeover.
Whiteside County Economic Development Director Gary Camarano said renovation work to the former motel at 631 E. Lincolnway began in April. The building was purchased by first responder and real estate developer David Bader.
Bader previously had worked on several smaller real estate developments and was searching for a larger-scale project when he found the former Morrison hotel listed online.
“I had been looking for a while when this opportunity sort of fell into my lap,” Bader said. “After that, things started to align and fall into place. The biggest obstacles were trying to coordinate everything with contractors while searching for good property management.”

Camarano said work on the 23-unit apartment building is almost finished and many apartments already have been leased.
“If you’ve seen that building before and after, you know that he’s made some incredible improvements and it’s no longer a blight to the highway,” Camarano said. “It’s great that someone saw an opportunity, took it, didn’t cut any corners and has put together a

product that I hope will ignite some other people to start thinking there’s opportunity here.”
Camarano hopes the apartment complex will help address the area’s housing stock shortage, which he said is largely older and in need of updating.
“A lot of our employers have found that when they’re trying to hire someone in, say, senior management, health care, manufacturing, education or so
on, some people would say, ‘I like the job. I just can’t find adequate housing for my family,’ ” Camarano said. “If we’re going to expand and have a higher quality of life, we need to address this.”
The building is located within the Whiteside Carroll Enterprise Zone, which offers tax incentives and benefits to businesses that invest and develop within the region, including property tax abatements for new construction, sales tax exemption on building materials, utility tax breaks and more.
“He was able to take advantage of those incentives, which included a sales tax exemption on building materials used at the site and a five-year local property tax abatement for improvements to the property,” Camarano said.

Patricia “Pat” Dillon Ellison passed away peacefully on November 27, 2024, surrounded by her children. Pat was born to Lorraine and Marjorie Dillon on December 15, 1935, in Erie, Illinois, and grew up alongside her older siblings Bill and Shirley.
Pat found love early in life with Paul Ellison, also from Erie. They were classmates from first grade through twelfth grade and eventually married in a small, intimate ceremony on September 4, 1959, shortly after Paul earned his “Wings of Gold” and was commissioned in the U.S. Navy. Wayne coached several sports, including Fulton Jr. Tackle. He was also a member of the “Chain Gang”. He enjoyed the great outdoors and was an avid hunter in his early years. Wayne also enjoyed bowling and participated in slow-pitch softball.

Beverly Mose Smith, 93, of Port Byron, IL died on December 13th at The Vistas at Bettendorf in Bettendorf, IA. Growing up, Bev was a member of Fairfield Methodist Church, later she became a member of the Methodist Church in Rochelle, IL and since moving back to Port Byron she has attended Bethel Baptist Church in Port Byron. She enjoyed gardening, was an accomplished seamstress, liked playing the piano, attending live sporting events and loved going to the Quad Cities Storm hockey games. She loved traveling by car and seeing the country with her family and was especially devoted to her grandchildren.

Tammy enjoyed gardening, camping, going on walks, shopping and attending concerts. She was an avid Denver Broncos Fan.

Chief of Police John Voss was fined $200 after a hearing on a charge of battery. Mr. Voss entered a plea of not guilty and did not testify in his own defense. The complaining witness, George Badger of Fulton, testified that Voss struck him after the two argued. The attorney for Mr. Voss said he had no plans to appeal the case to a higher court.
Natural gas service was interrupted for a time because of the failure of a bypass on the gas lines serving Fulton. Interstate Power Company expressed regret at the interruption but said it resulted from an accident. The company called in workers from surrounding areas so that a staff of 30 men were busy for several hours restoring service to Fulton homes and businesses.

The tract is not used by the school district and school authorities are hoping to sell it to a residential developer.

Fulton Fire Protection trustees met to discuss the Public Safety Building proposed by the city of Fulton. The 28,000-square-foot building would house both the fire and police departments along with their equipment. Members have been considering a wide range of options to evaluate safety and storage at the current building on Fourth Street. Trustees voted unanimously to not continue pursuing the joint Public Safety Building planning with the city.

Virginia Ray, Whiteside County Honor Flight coordinator said, “This means so much to our organization, but it means the most to the veterans who are able to take an Honor Flight as a result of generosity like this.”
It takes a lot of teamwork and generosity to make the Kiwanis Children’s Christmas project happen each year. This year, more than $10,000 was spent to help bring a brighter Christmas to more than 117 children in the River Bend School District. Fulton Fire District Sparkettes and Barb Suehl Janis made all the purchases. Wrapping day included help from 18 Kiwanis Key Club students from Unity and Fulton High School, Sparkettes and Barb.
The effects of smoking are no longer debated, especially when it comes to the very young and passive, secondhand smoke. Even the baby inside the mother is often smaller and with less formed organs when the mother smokes.
Young children are at increased risk for ear infections and upper respiratory infections.
Recent evidence suggests that even when the parents and adults smoke outside and not in the presence of children, there still is enough smoke on their clothes, etc., that can cause some of these same types of problems in their children.

smoked, by the way? As a surprise to many, the answer is age 8. When one considers that smoking often is considered the gateway drug before marijuana, cocaine and other hardcore substances, the implications of this becomes frightening.
Would you let your 5- to 8-year-old smoke cigarettes? Even if you were a smoker, the answer most likely is no. In subtle advertising and at times not subtle advertising, this already is infiltrating the material that kids this
age and sometimes younger and certainly older are exposed to.
As we as a society have become more educated about the harmful effects of cigarette smoking from emphysema to cancer, harm to the fetus, etc., certain elements in advertising have striven for new markets to make up for losses elsewhere. One of the largest targets is children.
If your children are watching TV and cartoons, you need to be aware that they may be exposed to characters in cartoons that have an appeal to them as part of the indoctrinating process: first accepting the character and later when they are older employing that character as part of the advertising process to link directly
into cigarettes.
The marketing target of such young age groups is varied depending on the age group, but research shows this is having a definite impact.
While many age groups are down in terms of their incidence of smoking, the young seem to be on the rise and at earlier ages.
Although the characters portrayed in many of the advertisements and cartoon characters do not actually smoke at the time, they are a symbol that children often identify with and then when later seen in other forms of magazines that they read in their early adolescent years, the positive connection is triggered as a link to reinforce the concept of smoking.

DIXON – Rita Crundwell, the former Dixon city comptroller convicted of embezzling $53.7 million from the city – pegged as the largest municipal theft in U.S. history – is among one of about 1,500 people granted clemency by President Joe Biden just weeks before he leaves office.
Four years shy of completing a 19-year, 7-month prison sentence for a single count of wire fraud, Crundwell – federal prisoner No. 44540-424 – was listed Dec. 12 in what is the largest single-day act of clemency in modern history.
Biden’s sweeping act will commute 1,499 sentences of prisoners who had been released and placed on home confinement during the COVID pandemic and also grants pardons to 39 Americans convicted of nonviolent crimes.
“America was built on the promise of possibility and second chances,” Biden said in a statement. “As president, I have the great privilege of extending mercy to people who have demonstrated remorse and rehabilitation, restoring opportunity for Americans to participate in daily life and contribute to their communities, and taking steps to remove sentencing disparities for nonviolent offenders, especially those convicted of drug offenses.”
A pardon relieves a person of guilt and punishment. Commuting a sentence, as in Crundwell’s case, reduces or eliminates the punishment but doesn’t exonerate the wrongdoing. The Board of Prisons website indicates she originally was set to be discharged from her sentence Oct. 20, 2028, three months before Crundwell turns 76.
The Crundwell saga began more
than a dozen years ago when the mayor, the late Jim Burke, went to the FBI in October 2011 with concerns about phony city bank accounts and money gone missing.
Crundwell was taken out of City Hall in handcuffs April 17, 2012, accused of stealing millions of city funds across her tenure in office. She used the funds to pay for a lavish lifestyle raising champion quarter horses, a $2 million tour bus, jewels, furs, multiple homes and other trappings while Dixon struggled to pay for infrastructure and other projects.
After pleading guilty, she was sentenced Feb. 14, 2013, to almost the 20-year maximum by U.S. District Judge Philip G. Reinhard in federal court in Rockford.
Crundwell was required to serve at least 85% of her sentence, but she was released from federal prison in Pekin
issues in her petition for early release, granted under the terms of the CARES Act, which went into effect March 26, 2020. The act expanded the Bureau of Prison’s home-confinement program as a means to keep COVID-19 from raging through federal lockups.
In all, Crundwell served 8½ years in the Pekin Correctional Center. Crundwell was allowed to return to her family in Dixon but her current whereabouts are not known.
Dixon was made almost financially whole by a settlement with the company that gave its books a clean bill of health year after year and by proceeds from the sale of Crundwell’s belongings.
The aftershock of Crundwell’s crimes led to an overhaul in city government, starting with then-Financial Director Paula Meyer adopting a new system of financial checks and balances. The city also held a referendum where community members decided to convert to a council-manager form of government rather than commissioner form.

DIXON – Local and state officials reacted with outrage Dec. 12 after learning President Joe Biden is commuting the remainder of Rita Crundwell‘s nearly 20-year federal prison sentence.
The former Dixon city comptroller convicted of embezzling $53.7 million from the city over her 20-year tenure is among one of about 1,500 people granted clemency by Biden just weeks before he leaves office.
“It just shocks the conscience,” Dixon City Manager Danny Langloss said. “I just completely feel betrayed by the justice system, the federal government and the president.”
For Dixon City Councilman Dennis Considine, “it’s still, to me, somewhat of a slap in the face. According to the people in power, she’s served all of her time but it’s hard to swallow.”

Langloss, who was police chief at the time of Crundwell’s arrest, and Considine are questioning how the decision was made because the city received no communication or notification that her sentence is being commuted. Langloss said he found out about 11:30 a.m. Dec. 12. Considine found out from Langloss a short time later.

“The people of Dixon were victimized by this woman, and she still owes money that she stole,” Fritts said. “This is an unacceptable commutation. This commutation comes just a short time after Crundwell was released from prison early without any notice being given to the city of Dixon of her release. This is a double slap in the face.”
Crundwell was released in August 2021 from a medium-security facility in Pekin to a federal halfway house in Downers Grove.
“It doesn’t appear that the damage of somebody’s crime was considered in this clemency determination,” Langloss said. “She created the largest municipal embezzlement in the history of the country. She’s a criminal. She pled guilty. She should have served her sentence.”
Crundwell used the stolen funds to pay for a lavish lifestyle while Dixon struggled to pay for infrastructure and
other projects.
“There’s a lot of things that wouldn’t have deteriorated like they had,” Langloss said.
One project that’s only now being completed includes repairs to the city’s wastewater treatment plant, for which the council accepted a $439,905 bid at its Nov. 4 meeting.
Considine, who was first elected to the council about six months before Crundwell‘s crimes were discovered, said that the plant has been in need of repairs for a long time and when the issue was first brought to Crundwell it was predicted to cost about $35,000 to fix.
The aftershock of Crundwell’s crimes led the city to convert from a commissioner form of government to a council-manager form and to make many changes to policies and the way it does business.
“I think it’s good for us to be outraged. To be shocked, to feel betrayed, but not to hold on to that too long because we’ve moved beyond it and what’s happening in Dixon is absolutely phenomenal,” Langloss said. “The city is so much better for the change that has come since Rita was arrested.”

AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE PURPOSE OF THE VILLAGE OF CORDOVA FOR THE FISCA L YEAR BEGINNIN G MAY 1, 2025 AND ENDING APRIL 30, 2026. BE IT ORDAINED BY THE PRESIDENT AND THE BOARD OF TRUSTEES OF THE VILLAGE OF CORDOVA, ROCK ISLAND, ILLINOIS
SECTION 1. That the sum of EIGHTYSIX THOUSAND ONE HUNDRED AND EIGHTY DOLLARS ($86,180.00) the same being the total amount to be levied for Corporate purposes such as: General Corporate, Police Protection, Audit, Employer Payroll r elate d taxes and Unemployment Insurance on Administrati ve Personnel and Police and IMRF (Illinois Municipal Retirement Fund) for the fiscal year beginning May 1, 2025 ending April 30, 2026.
