Advocate Good Samaritan Hospital’s first baby of 2015 was born at 4:59 p.m. Jan. 1. Oliver Cassidy – 8 pounds, 12 ounces, 20.5 inches long – was born to Tim and Cheryl Cassidy of Wheaton. He was a few days late – Cheryl was 40 weeks and 4 days into her pregnancy. Oliver was delivered by Dr. Nancy Caruso. Both mom and baby are resting comfortably at Good Samaritan Hospital.

Lisle board and community speak out on proposed downtown development By DAN FARNHAM dfarnham@shawmedia.com LISLE – The village of Lisle will start the process of creating ordinances to pass a proposed high-end development at the site of the former Lisle Village Hall after the Lisle Village Board gave its approval during its Monday meeting. The board voted 5-1 to move to the next step in approving the project, with Trustee Cathy Cawiezel as the dissenting vote. “As long as I’ve been here, everybody’s been saying we have to do something for downtown,” Lisle Mayor Joseph Broda said. “There’s a lot of good things that could happen with this project.” Lisle Village Manager Gerald Sprecher said he did not expect the board to make a final vote on the project for at least a month. The Lisle Planning & Zoning Commission unanimously had approved the project during its November meeting. Members of the board, as well as the public, had a chance to voice their opinion on the project after hearing a presentation by developer Marquette Properties.

Development details The two buildings making up the Main Street Village project would have 15,000 square feet of commercial space on the ground floor, a 201-unit apartment complex on the upper levels and indoor parking. Representatives with developer Marquette Properties said they have already received interest from a high-end restaurant and a fitness center to fill two of the retail spaces. The design also includes several open spaces to try to break up a boxy look to the tall building, including two public plazas and a pool deck and dog park for apartment residents. The project would be called Main Street Village and would include two five-story buildings on the 3-acre site on Burlington Avenue between Main Street and Center Avenue. As part of the development, the portion of Spencer Avenue between the two buildings would become a pedestrian plaza. Several members of the audience, many of them involved

in local business, spoke in favor of the project as a way to draw people to the downtown. “Every community needs a signature of its downtown,” said Richard Brink, general manager of the Hilton Lisle Naperville. “I need this project to bring my guests to downtown Lisle.” However, Cawiezel and some members of the audience were concerned about the height of the development, which at five stories and 65 feet would be greater than the village maximum of four stories and 50 feet for buildings in this business district. They said the height of the development would be in contrast to the rest of the downtown and could hurt the small-town feel of Lisle. The board asked the representatives with Marquette whether the design could be done with four stories. The representatives answered that it needed five stories in order to include the minimum of 200 apartment units and extra amenities to make the project profitable. Others were concerned whether parking would become a problem, though the project

does meet village requirements for the number of parking spaces needed for the size and occupancy of the building. Supporters of the project said a lack of parking could be fixed in the future and would mean the development is drawing lots of people. Some audience members did not like that a majority of the development would be used for apartments rather than more commercial space. One resident, whose home was damaged by flooding last year, was concerned the increased number of occupants on a condensed site would put added strain on the stormwater management system. A lawyer with the Citizen Advocacy Center also informed the board they are filing a complaint with the Illinois Attorney General’s office, claiming the village’s Planning & Zoning Commission did not allow public comment during its Nov. 19, 2014, meeting. Village Attorney Rob Bush told the board because it was not taking final action on the project, it could move ahead with preparing the ordinances while this legal question is resolved.

Run by the St. Vincent de Paul Society, a Catholic lay organization to help community members, the food pantry serves about 38 families every week. The food is donated primarily by St. Mary’s parishioners, with some food items purchased from Northern Illinois Food Bank. Dry food items, fresh produce and meat are available for food pantry customers. Food donations are accepted during the pantry’s business hours. St. Vincent de Paul also will help pantry customers with financial assistance for housing, and organizes clothing drives in the spring and fall. Both organizations are run by volunteers, but the community at large is responsible for a majority of the items that fill the shelves and clothing racks at both pantries. “Every school in Downers donated to us this year which was great,” Anderson said.

DOWNERS GROVE – The holiday season tends to bring out the best in people, bringing goodwill in the form of monetary, food and clothing donations to organizations that help those less fortunate. Local food pantries keep the generosity going year-round with help from local grocery store donations as well as private parties. “Sometimes we are busier than other times,” said Ruth Anderson, coordinator of the Downers Grove Area FISH Food Pantry for the past 42 years. “At the end of the year, we see more people come through.” While the health of the economy continues to make headlines, Anderson said pantry clientele numbers have been pretty steady this year compared to last year. “We serve close to 150 families a month,” Anderson said. The FISH pantry maintains its food pantry and clothes closet in the basement of the Downers Grove Township building, 4340 Prince St. Residents of Downers Grove, Lisle and Westmont have access to the food pantry and clothes closet, while Woodridge residents may come for clothing only. “We take their word they need us,” Anderson said. “They need to show proof of ID and a current utility bill to show they live in the area.” Dry goods such as cereal, peanut butter and canned foods are always needed, but so are paper products such as toilet paper and toothpaste that cannot be bought with food stamps, she said. Area police say Lisle woman damages car with metal bat DOWNERS GROVE – A Lisle woman was charged Dec. 28 after using a baseball bat to cause $1,650 in damage to a vehicle, according to Downers Grove police. matched the description from the witnesses and drove a silver Durango. Police said the Nissan’s front windshield, front driver’s side window, rear driver’s side window, rear window, rear passenger side window, front passenger side window, front driver’s side headlight cover and both tail light covers were smashed. A description of the woman and the vehicle was issued over the Illinois State Police Emergency Radio Network, officials said. Woodridge police stopped the vehicle on the ramp from 75th Street to north bound Interstate 355 about 9:49 p.m., police said. An aluminum baseball bat wrapped in plastic, which appeared to have fresh scratches, was seized from the backseat of the vehicle, police said. Sarah E. Krug, 22, 420 Walnut Creek, Lisle, was charged with criminal damage to property, according to officials.

Lisle to offer holiday light recycling through Feb. 1

LISLE – The Lisle Partners for Parks Foundation has started their holiday light recycling drive at the Lisle Park District Recreation Center, Community Center and Wheatstack through Feb. 1. The donated holiday lights may be in any nonworking condition, as the valuable wiring inside will be processed for scrap materials.

‘There is one less family that is homeless’ This year was an exciting year for DuPagePads, as 392 people obtained permanent housing, 145,501 meals were served, 44,284 nights of shelter were provided and 1,360 individuals were assisted, including 241 children in 144 families. One of these families was Angel’s, and she shares her journey below. “With nowhere to go, my children and I walked to COMMUNITY DuPagePads. With a lump in VOICE my throat, tears in my eyes Carol and my pride in my purse, I Simler told them, ‘I need help.’” A myriad of challenges led Angel to this point. She had been through an abusive marriage, suffered health complications, lost her $42,000-a-year job and no longer had a place to call home for her and her children. Angel describes her life at that time as being, “downright depressing!” Angel said the staff at DuPagePads offered her a helping hand. “They were there to root for me – that type of cheering section helps you face your giants.” In February 2012, Angel moved into her own apartment. “My case manager greeted us at the door and said, ‘welcome home.’” Tears welled in Angel’s eyes as she looked around her furnished apartment. “There were bags and bags. They had taken care of every detail, from light bulbs to dishes and everything in between.” Angel and her children had been doing well until this summer when Angel faced immense pain, which called for an emergency room visit and immediate surgery. Her son, who had accompanied her in the ambulance, was told by the doctor he could not stay overnight. “I was hysterical and with no relatives to call, I contacted my DuPagePads case manager.” Angel’s case manager showed up to the hospital at 4:30 a.m. to pick up her son. Following the surgery, she brought Angel’s children back to visit her and assured them their mother was going to be OK. Angel said DuPagePads has “been my rock through this trying time.” “From a ride to the grocery store to providing cleaning supplies, DuPagePads does whatever they can to help. Because of DuPagePads, my children can stay at their school in Naperville; there is one less family that is homeless, one less child on the streets. There has been a lot of talk about spending $52 million dollars on a new village complex to include the village hall, police department and fleet maintenance. If residents do not feel it is appropriate to spend this amount of money, why doesn’t Downers Grove consider using an existing building that would only need interior work? Using an existing building should cut down dramatically on the final cost. There is an unoccupied Dominick’s store on 63rd Street, which should have ample space to meet the needs of Downers Grove. There is also ample parking. If that amount of parking is not needed, then perhaps a fleet building could be built in the parking lot area. Downers Grove could sell the existing village hall and use the proceeds toward the new facility. Sometimes thinking outside the box is the best option.

DOWNERS GROVE – A little holiday cheer arrived at the Downers Grove Goodwill store and donation center on Christmas Eve when an anonymous donor paid a visit just before closing time. According to store manager Keith Schultz, a man with his wife and two children came to the store and wanted to pay for customers’ purchases. “He paid for five customers’ purchases,” Schultz said. “One gentleman bought a sweater and he was almost in tears when he found out he didn’t have to pay for it, so it was a great response.” Schultz said the donor spent about $150 on customer purchases, but the donor was not quite finished with his generosity. “He wanted to show his appreciation for the work our staff does for the community,” Schultz said. The donor, who wished to remain anonymous, shook the hands of all seven staff mem-

WESTMONT – Westmont police are investigating an alleged home invasion and sexual assault that occurred about 5 a.m. New Year’s Day. According to police, a senior citizen reported a male suspect awoke her at gunpoint about 5 a.m. Thursday in her apartment in the 1100 block of South Williams Street, sexually assaulted her then forced her to drive him to an ATM and retrieve cash from her bank account. The victim then dropped off the offender in the area of 83rd Street and Janes Avenue in Woodridge. New state laws cover speed limits and more By STEPHEN Di BENEDETTO sdibenedetto@shawmedia.com Drivers on tollways in the western suburbs could reach their destination a little faster in 2015. And, for the first time, if a boater along the Cal-Sag Channel or Fox River operates under the influence, the boat can be impounded. Likewise, if underage kids are caught drinking inside cars, motor homes, campers and private planes, their parents now can be charged with a crime. As Illinois residents begin a new year, they face 220 new laws that took effect Jan. 1, approved by lawmakers and Gov. Pat Quinn. The highlights cover various issues, from transportation to wild animals.

Transportation

After lawmakers raised the speed limit to 70 mph on downstate interstates in 2014, they decided to do the same in 2015 for Chicago-area interstates under the Illinois Tollway Authority’s control. However, it could be a while before 70 mph speed limit signs start popping up along Interstates 88, 294 or 355. The tollway authority still needs to conduct traffic studies to determine if a speed limit increase is warranted. Then it would require approval from the tollway’s board of directors, the Illinois Department of Transportation and the Joint Commission on Administrative Rules before taking effect. Another bill now prohibits police from taking a person’s driver’s license as bond after pulling them over for minor traffic violations such as speeding. Illinois was one of six states that allowed police to confiscate licenses for minor traffic violations, according to Illinois Senate Republicans.

Boating

Legislation sponsored by state Sen. Julie Morrison, D-Deerfield, requires boaters towing a person to display an

orange flag. The bill was inspired by Morrison’s nephew, Tony Borcia, a 10-year-old from Libertyville who died after a crash along the Chain O’ Lakes in 2012. Borcia fell off an inner tube being pulled by a boat on Petite Lake and died after being struck by another boat. The flag is meant to alert nearby boaters that a person is being towed. Another law sponsored by Morrison allows police to seize the crafts of intoxicated boaters in certain cases.

Children and health

Kids younger than 18 who suffer from seizures now can qualify for the state’s medical marijuana pilot program with a parent’s consent. Another law requires retailers to sell e-cigarettes either behind the counter, in an age-restricted area or a sealed display case. Lawmakers also expanded schools’ jurisdiction with cyberbullying in 2015. Schools can discipline students who bully others through personal phones and computers, along with school-owned devices. Another measure allows parents to be charged with a crime if their child is caught drinking alcohol inside cars, private planes, motor homes, campers and boats. It expands an existing law that made it illegal for parents to allow underage drinking at their home. The new law extends the prohibition to property owned by parents outside of their homes.

Animal protection

Black bears, cougars and gray wolves are now protected species in Illinois. Although still rare, the wild animals in recent years have been spotted around the state, including a black bear seen last summer in a field between Marengo and Belvidere, near Interstate 90. The new designation allows conservation officials to better protect the animals, as they make appearances in Illinois.

Edwards, who made his season debut in the tournament opener after missing the first month of the season while rehabbing an injury, converted a tie-breaking layup with three second left in the championship game against Oak Forest, sealing a 51-49 DGN victory. “The stat sheet doesn’t reflect the presence he has in the low post and the confidence he gives his teammates,” Downers Grove North head coach Jim Thomas said of the 6-foot7 senior who finished with five points. With the game knotted at 49 and less than 30 seconds left in thefourthquarter,Trojansguard Jordon Kedrowski charged into the offensive zone where he was met by a swarm of Oak Forest defenders. Instead of swinging the ball around the perimeter, Kedrowski knifed through defense and into the key, feeding a wide open Edwards, who then sunk an uncontested layup. “You have your all-tournament guys and your MVP, but that play doesn’t develop without Jordan [Kedrowski],” Thomas said. “I thought he showed a lot of maturity in crunch time and made an unbelievable play to breakdown their defense and get Edwards the ball.” Kedrowski also was a catalyst in the first half, manning a Trojans offense that hit four 3-pointers and outscored Oak Forest 21-10 in the opening quarter. Tournament MVP Devin Blake had the hot hand early, scoring 14 of his teamhigh 15 points in the first half as North led 33-24 at halftime. “I thought the whole team came ready to play tonight; our offense was in a nice groove in the first half,” Blake said. “But credit Oak Forest, they battled back and made it a game in the fourth quarter.”
