New Woodridge housing complex to feature affordable living for seniors editorial@mysuburbanlife.com WOODRIDGE – The first of its kind in Woodridge, an affordable housing complex designated specifically for seniors 62 and older is slated to be completed in the summer of 2016. The $20 million development known as the Woodridge Horizon Senior Living Community will include 91 affordable units and two market-rate apartments. Plans for the development have already been approved by the Woodridge Village Board of Trustees. The senior living community has been in the works for quite some time, said Michael Mays, director of community development for the village. “So for really the better part of 10 to 15 years we have been hearing from residents that they would like to have senior housing in the community,” he said. This request also coincided with another village board objective to encourage reinvestment in the James Avenue corridor, Mays said. Following a senior housing workshop in 2008, Mays said Woodridge entered into a development agreement with the existing owner of an apartment complex at 8099 James Ave., the site of the planned senior housing development. The village purchased the 3.4-acre site from the apartment complex own-

er, demolished the apartment buildings and issued a request for quotes in 2012 looking to develop the area specifically for senior housing. The Alden Foundation, a nonprofit health care and senior living provider, was selected by the village board to develop the site. The village has agreed to sell the land to Alden for $300,000, Mays said. “[The village] discounted the value of the land for us so we could keep it affordable for the residents,” said Beth Demes, executive director of the Alden Foundation. About half of the financing for the multimillion-dollar project will come from low-income housing tax credits from the Illinois Housing Development Authority, Demes said. Other financing sources include funding from the HOME program in DuPage

County, a Federal Home Loan Bank of Chicago grant and a state energy grant from the Illinois Department of Commerce and Economic Opportunity. “There is a huge need for affordable senior housing,” Demes said. “The village had a waiting list of about 200 people before we even entered into the redevelopment agreement with them.” Demes added that the Alden Foundation continues to get calls every day about the project. Although the units are open to all, Woodridge residents and relatives of Woodridge residents will receive preference, she said. “I think the request [for affordable senior housing] from our residents was based on a feeling that they didn’t want to leave the community,” Woodridge Mayor Gina Cunningham-Picek said. Demes said developments like the one planned in Woodridge enable seniors who have lived in a community for many years to remain there while giving up the burden of owning a home. Most of the seniors who live in Alden’s nine developments across the Chicago region are living on fixed incomes, she said, creating a need for affordable housing. Units in the planned development will be set aside for different income levels, and rent for each affordable unit will be restricted based on a formula set by the Illinois Housing Development Authority, Demes said. Although it will include both oneand two-bedroom units, the development will be a far cry from a typical apartment building, she said. Among other amenities, the complex will include a community room, outdoor patio with a grill, media room, exercise room, library and computer lab with free Internet access for all residents, Demes said. Construction is expected to begin in April and last about 14 months, she said. “To be able to develop this living community is very, very wonderful,” Cunningham-Picek said. “I feel so privileged we are able to do this.”

The village’s snow removal plan focused on opening up the arterial and primary streets first to accommodate the largest number of travelers as early as possible and then moving to the secondary streets, the website stated. Plows passed through each court and cul-de-sac to open them up while the other larger streets were being cleared to provide some relief

Because of the severe weather, Monday garbage collection was delayed until Tuesday, pushing collection for the rest of the week back a day, according to the website. Castro said the high amount of snow is a result of an “unseasonably high amount of moisture� being carried from the tropics of the Pacific Ocean. That, combined with the fact the system was slow moving and the weather

was cold enough for snow, resulted in the large snowfall. According to the National Weather Service, Chicago O’Hare International Airport had 19.3 inches of snow, which set the record for the snowiest day in February. That ranks as the fifth-largest snow storm in Chicago’s history. Castro said the whole system has passed, and there are no signs of additional significant snowfall. “It doesn’t look like anything significant in the next seven to 10 days, so far,� he said.

LISLE – After more than 20 years at Benedictine University in Lisle, President William Carroll will be stepping down from his position in December. During Carroll’s tenure, Benedictine saw growth in programs, services and technology, including the Office of International Programs and Services, the Center for Civic Leadership, the Center for Values-Driven Leadership, the National Moser Center for Adult Learning and the creation of branch

campuses in Springfield and Mesa, Ariz., according to a university news release. Among Carroll’s biggest accomplishments will be the anticipated fall 2015 opening of the William new Daniel L. February came in with a bang this weekend, bringing with it about 19 inches of snow. While Woodridge Public Works crews battled the snow, local schools, including Woodridge School District 68 and Community High School District 99, closed for a snow day Monday. Snow began falling Saturday evening and continued through late Sunday night. Ricky Castro, a meteorologist with the National Weather Service in Chicago, said the snowfall totals for DuPage County surpassed 1 foot. “Some of the high amounts we’re seeing over the two days is 15 to 19 inches,� he said. Winfield had the highest recorded snow in the county at 19.2 inches.

D-99 adopts 1:1 Learning for 2015-16 school year By KELLI MURRAY kmurray@shawmedia.com DOWNERS GROVE – Students in Community High School District 99 will be issued Chromebooks in the 2015-16 school year, thanks to the Board of Education’s recent approval of a 1:1 Learning technology fee. The 1:1 Learning program provides each student with one digital device, in this case the Chromebook. About 5,000 students at North and South high schools will be issued a Chromebook in the fall of 2015 that will ensure students have access to instruction and digital content inside and outside of school, according to the district. The 1:1 Learning technology fee is not expected to exceed $100, which will help supplement a portion of the cost, Superintendent Mark McDonald said. Although the final figure to purchase nearly 5,000 Chromebooks has not yet been determined, McDonald said the pilot program cost about $500,000. Chromebook laptops sold through retail outlets to the public typically sell for $200 to $400, much cheaper than most traditional computers. They also have a limited feature set compared to traditional computers. “This is an opportunity for all stu-

Chromebooks primarily function through the Internet and run the Google Chrome browser, said Rod Russeau, director of technology. Just like with all the computers with the school district, there is an Internet filter that will block certain sites, and there will be no exception with the mobile Chromebooks, he said. “With the Internet filter, no matter where the students are, the first stop is through the school portal,” Russeau said. In 2011, District 99 made a decision to install wireless Internet access throughout both North and South high schools in preparation for 1:1 Learning. A small pilot program kicked in during the 2013-14 school year to about 200 students and a few teachers, according to Gina Ziccardi, assistant superintendent for student learning. That program was so successful that the program was expanded to 1,450 students the following year. “We made sure we had multiple departments included and multiple grade levels of students included,” Ziccardi said. “We had a few parent nights in December, and most parents were very positive about the program.”

eshields@shawmedia.com GLEN ELLYN – The College of DuPage Board of Trustees’ recent decision to grant school President Robert Breuder $762,000 in severance has caused public outcry and legislative action in DuPage County and across Illinois. An estimated 400 members of the public attended a special board meeting Jan. 28 to air their grievances about the buyout. The board voted – for the second time – to approve the severance for Breuder’s retirement. Trustees voted 6-1 in favor of the buyout, with Vice Chairwoman Kathy Hamilton as the lone dissenter. The Jan. 28 meeting was the board’s second in less than a week to discuss the retirement package, and was called to clarify a procedural motion regarding whether the board should have formally closed debate before voting on the severance during the first meeting Jan. 22.

Q: What are the bones that make up the mouth? A: Five major bones make up the structure of the mouth. They are the mandible, which is the lower jawbone; the maxilla, the two bones of the upper jaw, and two bones called palatal bones that form the roof of the mouth. The mandible, an arch-shaped bone, is the strongest, thickest bone in your skull. The mandible, in fact, is the only bone that moves when you open and close your mouth. It pivots on rounded knobs called “condyles”. The condyles pivot and slide at what are called the “temporomandibular joints”, also called TMJs. (You may have heard of TMJ syndrome, which is a condition that can develop with those joints.) The two bones of the upper jaw extend upward and backward from the teeth to the bases of the cheek and nose bones. Like other bones in the cranium, or the skull, a thin line of connective tissue called a “suture” joins the two palatal bones. As with many other parts of the body, the suture is flexible and easily stretched during infancy and childhood. It becomes more rigid with age. This is a fact that figures prominently in orthodontic treatment. Breuder’s windfall part of a pattern of poor leadership In a state with budgets in disarray, with the biggest pension crisis in the nation, with one governor in prison for corruption and another just recently released, it’s pretty tough to stomach Robert Breuder’s $760,000 payoff to retire early as College of DuPage president. At $142 per credit hour, a full-time student at College of DuPage taking 15 credit hours of classes can expect to pay $6,390 in tuition and fees alone. So Breuder’s windfall could pay for 118 students to go to school for a year, tuition free. Beyond the money itself, there’s the problem of what it represents. With this deal, which the College of DuPage trustees have approved twice now, Breuder gets to walk away from this job proud of all his achievements, convinced his tenure was a magnificent success, marred only by some meaningless unpleasantness at the very end. Oh, and he gets a building named after him. But what we don’t know is how many of those achievements and grand successes are empty. Breuder’s surprise retirement has come on the heels of the release of an email that showed the kind of dirty politics he’s capable of. He’s been exposed as just another Illinois charlatan, the kind of leader who has no qualms about pointing one way and then running the other. Breuder’s email to the board, which leaked in July, shows him proposing to deceive the state by making a planned project more politically attractive in order to wrangle $20 million in funding that the college was owed. In the email, Breuder expressed frustration over dealing with the governor’s office to free up the $20 million and said he wanted the board to convey the need for a teaching and learning facility as a means to obtain the money. “I have no problem with [board members commenting on the need for a facility]; how-

ever, not being able to say how we would use the state’s money (perhaps no real need) could lessen our chances to break the money loose at this time (the political moon is rising),” Breuder said in the email. “A building that focuses on teaching and learning is politically attractive; more so than let’s say a student center, PE facility, etc.” Breuder also suggested getting the funding from the state and coming up with a plan of how to spend it at a later date. “There is also the option of telling the Governor we want the money, will bank it until we figure out how to use it and then building something,” Breuder said in the email. “Bottom line: I need some room to breathe on this matter so I can enhance the likelihood we get the $20 million soon.” The Chicago suburbs have seen something like this play out before. It was only in 2009 that McHenry County College up in Crystal Lake told their president, Walt Packard, that his services were no longer needed. They decided they couldn’t fire him, though, and gave him another $200,000, plus benefits, for his trouble. Looking further downstate, when University of Illinois President Michael Hogan was fired in 2012 after just 20 months on the job – after succeeding another fired president – he was awarded a one-year, $285,100 “sabbatical” before he then returned as a history professor. Then these “leaders” go on to collect exorbitant pensions on top of the one-time piles of cash. As Illinois residents, as taxpayers in DuPage County, we can have no tolerance for these kinds of shenanigans anymore. We don’t want to hear that this is how things get done. Somehow, other states manage to get things accomplished without constantly resorting to dirty dealing. These payouts for failure have to stop.

Jeanne Ives, R-Wheaton, told the board politicians in Springfield are already talking about what’s going on at the college. “What you have done as a board contributes to the bad reputation Illinois has with corruption,” she said. WATER METER READING DEVICE PROJECT

VILLAGE ANNUAL REPORT Mayor Tully will deliver the Annual Report at the Council meeting on February 10, 2015. The report will highlight significant activities and accomplishments of 2014.

The Village has begun a 12-month process of replacing the transmission units that send water meter readings from residential and business customer meters to the Village for water billing. The original transmission units, known as MTUs, were installed in 2002 and are beginning to fail. Nearly all of the 16,700 MTUs are located on the outside of customer homes or buildings.

GARBAGE COLLECTION Garbage collection will be delayed by one day this week due to the winter storm. This will allow the waste hauler to ensure driver safety and also minimize disruption to the Village's continuing snow removal efforts.

The Downers Grove Police Department Prescription Drug Disposal Program provides residents with a way to safely dispose of old prescription medications. This program is by appointment only. To take advantage of this free service, contact the program coordinator for an appointment: Mary Wennerstrom Drug Disposal Coordinator (630)-434-5681 mwennerstrom@downers.us Residents who are unable to drop off their medications may request a Crime Prevention Officer to come to their home for collection. Improper disposal of medications can pollute drinking water with toxic chemicals. Storing unused medications can pose other safety issues. It is estimated that each day 2500 teenagers get high for the first time on unused drugs they find in medicine cabinets at home or at their grandparents’ homes. There are also incidents of accidental ingestion of these medications by children, the elderly, and pets. The medications will subsequently be disposed of using the protocols followed for disposing of drugs held in evidence.

Water customers (residents and businesses) will be notified when work is planned to occur in their area. Scope will call customers twice: two weeks prior to the scheduled replacement and two days prior to the installation. Most MTU replacements will take less than 30 minutes and will occur entirely on the exterior of the building, with the same exterior placement as the existing MTU. For locations where the MTU is inside a home or building, Scope will make an appointment with the customer to access the unit. Scope will maintain a customer service line, 1-888-209-5075, to respond to inquiries from residents and businesses. Customers may also contact the Village with questions.

Village Council meetings are held the first, second, and third Tuesday of the month at 7:00 p.m. in the Village Hall Council Chambers at 801 Burlington Avenue. Village Council meetings are broadcast live on DGTV-Ch. 6. But back-to-back double-digit losses to conference opponents Friday and Saturday may have stopped the team’s momentum. On Friday, Proviso West beat the Trojans 56-45. A day later, Lyons Township knocked off DGN 63-41. Both Proviso West and LT completed season sweeps of the Trojans in West Suburban Silver action. “We haven’t beaten anybody on the road of this caliber, so we haven’t really accomplished the things that we could accomplish at the beginning of
