Regeneration Camberley

update
Camberley High Street, Princess Way and Knoll Walk improvement works are now taking place This project will bring significant improvements to these areas with new road and pavement surfaces, lighting, street furniture and public art. The works started in January, when the contractor Dyer and Butler moved on site, and are due to complete next year. The High Street and Princess Way are still open for business! All the shops and businesses are open throughout the works and the areas are fully accessible for pedestrians. The works will be taking place in five phases. The first two phases are due to complete in June 2020. These works include the central part of the High Street from the junction at Princess Way to Obelisk Way, and the pedestrianised area in Princess Way. The road and pavement
surfaces are being removed and replaced with improved new materials. The following phases will include the lower part of the High Street, the carriageway in Princess Way and finally Knoll Walk. The sections will be closed off and reopen as the phases start and finish. The top half of the High Street from Obelisk Way to London Road will be improved as part of the future London Road Development. Lumina latest
The transformation of Ashwood House into a new development called Lumina is nearly complete, and the 116 luxury new apartments will shortly be on the market. More details on the features and facilities at the new development can be found at lumina-camberley.co.uk. The Council is also currently investigating options for the commercial space on the ground floor.
Climate action Environment
SHBC declared a Climate Emergency last October, and a Working Group has been set up to develop strategy, policies and recommend actions to tackle this issue.
In October 2019, following a Climate Emergency being declared, the Council pledged to become carbon neutral by 2030 across its own estate and operations, including contractors used, and support the actions being taken by Surrey County Council in this area.
It will report back to the Executive in due course.
A cross-party Working Group was set up by the Council Executive in November. Its agreed overall aim is to consider and make recommendations to the Executive and/or the Council on strategies and actions to be undertaken to address climate change, and develop policy for the use of renewable materials and energy across the Council’s estate in order for the Council to become carbon neutral.
These include encouraging high recycling rates (SHBC is consistently in the top five in the country), a commitment alongside the other Surrey Boroughs and Districts to Surrey County Council’s agreement to reducing single-use plastics, promoting biodiversity, installing electric car charging points, and replacing standard lights with energy-efficient LED versions throughout Main Square car park.

Surrey Heath Local Plan and Climate Change The Council has an important role in shaping new and existing developments in ways that reduce carbon emissions and positively build community resilience to challenges such as heat stress or flood risk. Policies in the new Local Plan currently being developed will need to ensure that development
within the Borough contributes to the mitigation of, and adaptation to climate change. The Council is currently in the process of commissioning a climate change study that will form part of the Council’s evidence base. The climate change study will inform policies in the new Local
Plan, including an overarching climate change mitigation and adaptation policy, which will set a carbon emissions reductions target for the Local Plan and support the delivery of zero/low carbon, resilient development in Surrey Heath. surreyheath.gov.uk/ draftlocalplan

An update on the latest playground makeovers across the Borough.
Lightwater Country Park
Southcote Park
The new playground at Lightwater Country Park opened in November after an £80k makeover.
The Parkside Ward Councillors have used some of their Community Infrastructure Levy funds to install three additional pieces of equipment in Southcote Park play area - an activity net, rope swing and surf rider.
At its new location next to the café, the playground features two multiplay units, pick up sticks climbing frame, activity net, various swings, an agility trail, musical babel drum and a ‘rock ‘n bowl’ roundabout. The winning Wicksteed design was chosen following an extensive consultation held by SHBC last year, followed by a public vote. This playground was refurbished as part of a wider Play Area Improvement Scheme across Surrey Heath, worth £650,000 over three years. Other play areas refurbished so far include Cheylesmore Park, Camberley, Frimley Lodge Park, Briar Avenue, Lightwater and Evergreen Road, Frimley. Old Dean Recreation Ground Following the play area consultation and public vote the winning design by Kompan has been revealed! Check our website and social media channels for more details. Installation work on this fantastic new facility is due to begin later this year.

Lightwater Country Park
Diabetes Walks The Surrey Heath Diabetes Walks are back at Frimley Lodge Park following a successful pilot. The 12-week programme, coordinated by SHBC in conjunction with Virgin Active, NHS Surrey Heath CCG and Tesco, is designed specifically for people living with Type 2 diabetes and incorporates both guided walks and guest speakers from diabetes experts. The programme of walks will take place every Monday at 10am from 16 March to 15 June. The aim of the programme is to steadily improve health and fitness as well as providing useful and practical information to increase confidence in managing Type 2 diabetes effectively. Council
Surrey Heath Borough Council continues to provide vital services for residents despite reduced funding. In December 2019 the Government announced that it would be providing no general grant for Council services delivered by SHBC, continuing the pattern of recent years.

The Council’s decision to acquire property also supports regeneration and the local economy.
This means 100% of the cost of services delivered by the Council is now raised locally through Council Tax, Business Rates, Rents and Charges. Under the current arrangements only 11% of Council Tax and 4% of Business Rates collected locally by SHBC stay with the Council – the remainder goes to Surrey County Council (around 75% of Council Tax) and Surrey Police (around 13% of Council Tax). Over the last 10 years the Council has lost £2.7m in government funding, yet the demand for and range of

The Council is under a legal duty to deliver a balanced budget, which was presented to Full Council in February.
Service cuts have been avoided due to greater efficiency through technology, reductions in staff, collaboration with other councils and organisations, increases in fees and investment in property. Property is budgeted to contribute £1.4m towards services in the coming financial
This means that Council Tax has to be increased if cuts are to be avoided. Residents will be asked to pay an additional £5 a year on the SHBC element of the bill for a Band D taxpayer, taking that total to £223.66. This equates to an increase of just under 10p per week. The Council will of course continue to drive efficiencies, work with partners and generate income, to help preserve services that residents value and rely on.

Steve’s smiling! Environment
The Council’s free Christmas tree recycling scheme collected almost 1,400 real trees this year.
The Council’s Greenspace Team Leader Steve was the face of the campaign to beat last year’s total of 1,200 trees collected, and #MakeSteveSmile. He’s grinning from ear to ear after the target was beaten by nearly 200. The environmentally-friendly scheme offered 15 drop off sites across the Borough from 4-19 January, with the collected trees being turned into wood chippings and used to replenish the paths in recently opened Windlemere SANG (Suitable Alternative Natural Greenspace). Now in its fourth year, the Christmas tree recycling scheme goes from strength to strength. A huge thank you to everyone who took part by dropping off their tree in this truly green scheme, which has multiple benefits, for residents, our greenspaces and the wider environment. Wonderful wildflowers News of an extension to last year’s successful wildflower verge scheme This growing season, the Council has established three new wildflower sites across Lightwater and Windlesham, in partnership with Windlesham Parish Council. This is alongside the three original sites in Camberley and Frimley, which received fantastic feedback last year. These low maintenance sites will be sown with a completely UK native flowering seed mix. They are very beneficial to wildlife, providing food for pollinating insects and cover for small mammals, and creating

a colourful display over the summer months. This doubling of sites expands the project further across the Borough, and working towards our eventual target of a wildflower site in every ward in Surrey Heath.

We offer a fully accessible, door-to-door bus service for people unable to access public bus services.
Helping people to access services, go to appointments and social activities in Surrey Heath and the neighbouring area, the Community Transport service caters for people with a physical, sensory or learning disability, frailty or mental health problems. We currently help residents aged from 18 to over 100 years old get to where they want to go via our specially adapted minibuses. One regular user is Maud Vickery, who recently celebrated her 100th birthday. Mrs Vickery still lives at home and the Community Transport service helps her retain her independence.

We are launching the Community Matters Partnership Project (CMPP) in Surrey Heath. CMPP is an award-winning charitable organisation who partner with businesses to help them to give back to their local communities. Businesses sign up to CMPP and can then access and network with other like-minded companies to support an array of projects in schools, with charities and community groups. CMPP help companies to be socially responsible and provide the means for them to deliver an exemplary corporate social responsibility with ease and effectiveness. Charities, schools and community groups can apply via the CMPP website to gain support from corporate volunteers through three key focused programs:
■ Community Action Days: A team of corporate volunteers will come to your venue and provide helping hands for a specific project you need help with, from creating an allotment within a school to painting your charity’s venue. ■ Business Ambassadors: Notfor-profit organisations can seek help from a business professional. It might be that your organisation needs some advice on websites, financial

planning, marketing or cyber security, CMPP will try to connect you with a business who can help. ■ Businesses into Education: CMPP support schools by sourcing corporate volunteers from the world of work to go and help with workrelated projects from mock interviews to enterprise days. Stand together Community
SHBC hosted their first Holocaust Memorial Day event in January.
As part of Surrey Heath's commitment to ‘Stand Together’ against hate, challenge prejudice and promote tolerance, a Holocaust Memorial Day Commemoration Event was held at Surrey Heath House on 27 January.
Members of Surrey Heath Faith Forum including Chair Foad Rahami, and Vice Chair Ray Wicksman joined guests including the Mayor of Surrey Heath, Cllr Robin Perry, SHBC Councillors including Support and Safeguarding Portfolio Holder Cllr Josephine Hawkins, Deputy Chief Executive (Interim) Tim Pashen, and Borough Commander Inspector Bob Darkens of Surrey Police at the event. 2020 marks the 75th Anniversary of the liberation of Auschwitz, and also the 25th anniversary of the genocide in Bosnia. The ‘Stand Together’ theme explores how genocidal regimes throughout history have deliberately fractured societies by marginalising certain groups and how these tactics can be challenged by individuals standing together with their neighbours and speaking out against oppression.
Pride events Following last year's inaugural Pride Flag raising ceremony at Surrey Heath House, the Council reconfirmed its commitment to the Equality Act 2010 at last month's Full Council meeting, and committed to future events and actions supporting the LGBTQ+ community. Along with the Pride Flag raising becoming an annual event, a
'Pride Picnic' is also planned in the Borough. More information on these events will be shared on our social media channels when available.

As part of the 2020 Camberley International Festival, the town will host two wonderful events this summer.
On Saturday 30 May, the Comedy Festival will once again take place in a large tipi in the park behind the theatre.

This year, Camberley Theatre will be hosting their own tent for the afternoon.

Surrey Heath Show returns Saturday 16 May, 10am-4pm, Frimley Lodge Park The Surrey Heath Show returns for a 13th year with the 2020 event shaping up to be a fantastic family day out. The live music stage is back and will see a return performance from local ukulele band Get Plucky. Radio Frimley Park will guide the main arena through a variety of displays including Redz Performing Academy, Sandhurst and Districts Corps of Drums and KM Belly Dance. Long-standing favourites the Companion Dog Show and the Classic Car Show also return.

Get involved! Sports Development
Do you know a young person who could benefit from trying a new sport or physical activity in a beginner-friendly environment?
In conjunction with the Specsavers Surrey Youth Games 2020, SHBC is offering free six-week taster sessions in 12 different activities. The sessions, which run from April to June, include Badminton, Obstacle Challenge, Boxing, Basketball, Netball, Cage Cricket and many more! Taster sessions are hosted at local schools, clubs and leisure facilities across the borough, either after school or at the weekend, and are led by our friendly fully-qualified coaches. All sessions are aimed at complete beginners so there is absolutely no prior experience or equipment required. Simply register online and turn up to get involved! Following the taster sessions each young person will have the chance to be selected for ‘Team Surrey Heath’ at the Youth Games festival event at the Surrey Sports Park, coordinated by Active Surrey. Last year over 2,000 young people took part in the largest youth festival of sport in Surrey.
This year’s event takes place on the 13-14 June, where all 11 Surrey boroughs and districts display their new skills in a truly unique atmosphere. Coaching sessions are open to complete beginners and non-club players (each sport is open to specific age groups/gender) and

Updates from across the Borough. Frimley Fuel Allotments Charity
The Frimley Fuel Allotments charity has a 200-year history of helping local people. It exists to help people in the former Frimley Urban District Council area – now defined by postcodes GU15 and GU16 – who are in ‘need, hardship and distress’. In 2019 the charity gave grants to more than 200 people to help with heating, furniture, rent arrears, carpeting and other needs. 11 organisations assisting local people also received grants.

Surrey Libraries and its dedicated volunteers work hard to make sure the library service can reach everyone. Library Direct allows individuals to select their own books, and have volunteers deliver them right to their door. This services also helps to combat isolation. Volunteers will often stop for a drink and chat, and in many cases, form friendships with the people they are visiting. Library Direct is completely free and also includes extended loan periods plus no fines or overdue charges.

Parking matters
Surrey County Council (SCC) is working in partnership with Surrey Heath Borough Council and partners to encourage safe, legal and considerate parking across the Borough.
Dangerous and illegal parking on residential roads, near schools and in other problem areas is a common source of complaints. Parking on pavements, or on yellow line restriction markings, reduces space and visibility for drivers and pedestrians, making accidents more likely, especially at busy times. Pavement parking has been an increasing problem. Pavements are meant for pedestrians, and motor vehicles should not be parked on them as they can obstruct the passage for pedestrians, those with pushchairs, wheelchair users and mobility scooters, sometimes forcing them into the road, with the associated risks. Pavements are also designed and constructed to take the weight of pedestrians, mobility scooters and wheel chairs. The weight of a car or goods vehicle can cause damage, which results in repairs being necessary. Since November 2018 Woking Borough Council, on behalf of SCC, enforce all on-street parking restrictions across Surrey Heath.
However, Council parking enforcement officers have no enforcement powers against pavement parking in uncontrolled roads, enforcement can only be done by Surrey Police.
The civil enforcement team and our local police officers cannot be everywhere every day – so we need the assistance of the public to help make inconsiderate parking unacceptable.
The Police may issue a Fixed Penalty Notice if pedestrians / wheelchair users are prevented from moving freely.

Council Tax discount update The Council Tax collected by SHBC from just over 37,000 domestic properties is used to help fund vital local services provided by SHBC, Surrey County Council (SCC), Surrey Police and Parish Councils. Some of the important services provided by SHBC are delivered by Community Services, including Meals at Home, Community Transport, the Windle Valley Centre and Social Prescribing. These services are discretionary, which means they are optional for the local authority to deliver.
The Council knows these services are vital to our vulnerable residents, and to help fund them, SCC has agreed that the money raised from any domestic property remaining empty and unfurnished for up to 28 days can be retained by SHBC. The sum is estimated to be in excess of £185,000 per year.
