In the Autumn/Winter edition of Heathscene we featured an article on Surrey Heath Borough Council’s vision for Camberley Town Centre. Since then the council has adopted its Core Strategy, a document outlining the council’s long term development plans for the whole borough as well as beginning the consultation on the Camberley Town Centre Area Action Plan which will guide the future development of the town centre. See page 5 for more information. You are no doubt aware that the police moved out of their Portesbury Road site in 2010/11 to share offices with the borough council at Surrey Heath House. This has proven to be a very successful arrangement and now the Surrey Adult Social Care team have done the same. See page 4 for details. Surrey Heath signs Armed Forces Community Covenant A pledge strengthening the links between the armed forces and civilians in Surrey Heath has been affirmed in writing. Surrey Heath Borough Council joined local armed forces representatives from the Royal Military Academy Sandhurst and Deepcut Station to sign the Armed Forces Community Covenant last month.
Borough Council Cllr Moira Gibson, Chief Executive of the council Karen Whelan and Brigadier Alistair Deas. Joining them were representatives from the Surrey Heath Partnership including the borough’s business, community and voluntary sectors.

The first of its kind in Surrey, the Community Covenant aims to bring civil and armed forces lives’ closer together, including activities that
integrate serving and ex-services personnel and their families into local life. The covenant will also bring support for armed forces personnel through assisting with healthcare, employment and housing needs during and when they leave service. Cllr Moira Gibson said: "Surrey Heath has long and historical links with the armed forces based at Sandhurst and Deepcut so we are proud to sign up to the covenant in developing existing relationships. "Signing the covenant also brings opportunities to bid for a share of £30 million government funding over the next four years towards projects benefiting both local people and military communities." Shared Offices lead to savings and closer working County Council Adult Social Care Team move into Surrey Heath House In March Surrey Heath Borough Council welcomed the Surrey County Council Adult Social Care team to the borough offices on Knoll Road, Camberley - hot on the heels of the local Neighbourhood police team who moved in last year.
aged 18 and over with mental health needs, a learning disability, a physical impairment, long term health conditions or multiple impairments. They also support carers who look after an adult with any of the above conditions.
This sharing of offices, or ‘co-location’, is an initiative which is taking place across the country as various public sector agencies look at ways to not only save money but also improve the service to residents by working more closely together.

Shaping a positive future… In previous editions of Heathscene we have told you about Surrey Heath Borough Council’s plans to regenerate Camberley town centre. This work began with the redevelopment of Park Street in 2008 but there is still a lot more to do and the council needs your views before
In February the council published a document called the Camberley Town Centre Area Action Plan Preferred Options which puts forward a proposal for how the town should develop over the coming years. Included in the plan are recommendations on a number of key areas including: • New homes • Improved transport connections • Extra retail space • Redevelopment of the London Road frontage • Improved pedestrian access • Improvements to public spaces (the public realm). These recommendations are currently purely outlines and the council is now consulting with the residents and businesses of the borough to seek their views and fill in the detail. New play area opens A new playground has been opened by the Mayor of Surrey Heath at flats off Surrey Avenue and Avenue Sucy in Camberley. The play area includes swings, a gravity bowl and a slide, all set on a rubberised safety-floor. The project is the result of efforts by the St Michael’s Project Team – which includes local residents, Surrey Heath Borough Council, Surrey County Council and registered social landlord, Accent Peerless. Surrey Heath’s Greenspace Team managed the build of the play area

and Accent Peerless are responsible for future management, maintenance and repairs. A number of residents have agreed to keep an eye on the safety and security of the new facility. Cllr Colin Dougan, who Chairs the St Michael’s Project said: “We asked the local residents what additional facilities they most wanted and a resounding 90% requested a children’s play area. I’m delighted that it’s now open and that residents are involved in the on-going management. We are now sounding out what’s next and would like to encourage community involvement again to help decide future projects.” Michael Coe, Housing Manager at Accent Peerless, said: “The new play area and equipment is great news for families. Local residents have been in favour of the project and I hope local children will enjoy many happy hours of play here for years to come.” Funding for the £28,000 project was shared equally by Surrey Heath Borough Council and Surrey County Council.
Put your litter in the bin! That’s the message from the winning entry in a BinArt Competition run by the council and Heather Ridge Infant School to encourage local children and their families to help keep their local park litter-free and enjoyable for all.

Planning fund pays for new community projects A package of new community projects using funds collected through planning agreements from developer schemes in the borough is underway. Projects include a new cricket practice area at Watchetts Recreation Ground, an outdoor gym at London Road Recreation Ground, and new adventure trail areas at both Wellington Park and Town Park in Camberley. Upgrades to play areas at Evergreen Road, Frimley and Frimley Green Recreation Ground are also in the pipeline. Planning infrastructure contributions enable the council to secure funding
from developers and make enhancements in a neighbourhood where they have built a development. The funding collected must be used specifically towards transport, libraries, new equipped playspaces, community facilities or environmental improvements. Contributions collected for libraries and transport are allocated and spent by Surrey County Council while Surrey Heath Borough Council

is responsible for all other categories. Surrey Heath's portfolio holder for the built environment, Cllr Liane Gibson said: "I’m delighted these projects have been given the green light. The spending of planning contributions will deliver additional and enhanced facilities for residents, giving access to more high quality play equipment and improved leisure and community facilities for all ages."
Plan now for your jubilee street party Are you thinking about having a street party to celebrate the Queen’s Diamond Jubilee? Street parties and fetes are a traditional part of community life; they are a simple way for us to get to know our neighbours and meet members of our community. There will be a special bank holiday for the Jubilee. The 2012 late May bank holiday will be moved to Monday 4 June 2012 and an additional Jubilee bank holiday will be on Tuesday 5 June 2012. Step out and Walk 4 Life in Surrey Heath A series of local walks have been mapped out for people of all ages and abilities to enjoy. The five short walks have been created by the council in partnership with the national Walk 4 Life campaign, aimed at getting people out walking more to improve and maintain general health. The mile-long routes are as flat as possible and free of obstacles such as gates and steps. The walks are at: Frimley Lodge Park, Heatherside Recreation Ground, Lightwater Country Park, Diamond Ridge Woods and open space adjacent to Frimley Park Hospital. Those in borough parks are marked with bright yellow ‘Walk 4 Life’ way markers along the route, including start and finish points. All five walks can be found on www.walk4life.info
as well as other longer routes. Portfolio holder for arts and leisure Councillor Craig Fennell said: "In Surrey Heath we’re fortunate to have some fantastic parks and open spaces to explore on foot. Walking is an ideal way to clock up exercise to keep healthy and stay in shape and I’m sure people will enjoy trying out these routes. "Anyone registering on the Walk 4 Life website can use it to track their walks and measure improving fitness levels as they complete more walks." A series of postcards highlighting the routes are planned to be launched in spring.

London 2012 inspired projects receive funding Seven community projects in Surrey Heath will receive a special grant to fund events and schemes celebrating the London 2012 Olympic and Paralympic Games. The grants are being awarded by Surrey Heath Borough Council who invited people to send in their ideas and bids for community projects inspired by London 2012. Applications from seven schemes were received, all of which were successful in their bids: • Friends of Lakeside Primary School have been granted £750 to hold a one day arts and literature exhibition and School Arts project. • Surrey Heath Carers Bowling Project received £750 to host an event for carers plus fortnightly bowling sessions for 16 carers over 40 weeks at Camberley Indoor Bowling Club.
• Local disability groups have been given £750 to plant a fruit and vegetable bed in the shape of the Olympic rings plus themed fence decoration. • L&G Acrobatic Gymnastics Club received £750 to host an acrobatic gymnastics show. • Twelve borough schools will benefit from £3,600 allocated for one-day sports and theatre based workshops run by education company Eteach to educate children about the Olympic and Paralympic Games. • Arena Leisure Centre has been granted £400 to hold summer exercise classes for people aged 50 and above, at the outdoor gym
Olympic Road Cycling Race The Olympic Road Race is coming to Surrey in July as part of the London 2012 Games; the men’s race on Saturday 28 July and the women’s on Sunday 29 July. Certain roads will be closed in London and Surrey to accommodate cyclists.

Welcome the Olympic Torch and enjoy the entertainment The Olympic Torch Relay will pass through Surrey, including Dorking and Godalming, on Friday 20 July before arriving in Guildford for a free celebration event in Stoke Park. The afternoon and evening celebration is the only one in Surrey and will include local entertainment, family activities and regional food and drink. To welcome the flame there will be an exciting road show and cauldron lighting provided by LOCOG (London 2012 Organising Committee of the Olympic and Paralympic Games) and their presenting partners Coca Cola, Lloyds TSB and Samsung. Surrey Youth Games 2012
How would you spend an extra £200?
Surrey Heath is providing free coaching sessions for young people in no less than 13 different sports. Those getting involved will then have the chance to be selected to represent Surrey Heath at the Surrey Youth Games, the county’s largest annual youth sports festival. swimming and tennis.
Coaching sessions will take place at various venues across the borough before the Games are held on Saturday 16 and Sunday 17 June at Surrey Sports Park in Guildford. The event will see nearly 2000 participants from the county’s 11 boroughs and districts competing, with the Surrey Heath squad determined to build on its impressive medal haul of six gold, three silver and two bronze from 2011. Sports on offer include badminton, basketball, boxing, girls cricket, girls football, hockey, judo, netball, rugby,

New sports clubs for young people More activities are available for young people through two new local clubs. Surrey Heat Basketball provides opportunities for boys and girls aged 11 to 16 to be coached by ex-professional players and compete in the Central Venue League or National League Fixtures at Lightwater Leisure Centre. Coaches from Surrey Heat are now offering pay and play sessions at the Arena Leisure Centre every Tuesday from 5.30–6.30pm (8 – 10 years old) and 6.30–7.30pm (11 – 14 years old). Green-minded gardeners help recycling success Surrey Heath’s exceptional recycling performance makes it the third best-performing local authority in England. In the year April 2010 to March 2011, the council’s reuse, recycling and composting rate was 64.73%, just fractions behind the top two. That means nearly two thirds of all locally-produced household waste is diverted from expensive landfill – and Surrey Heath’s green-minded members of its popular Green Waste Club played a valuable part in helping achieve this award-winning rate… During the last year, their commitment to recycling garden waste saw almost 1,500 tonnes of clippings, prunings and other green waste collected for recycling into compost. This represented around eight per cent of household waste that was reused, recycled or composted in the borough. Aside from landfill diversion, other important
environmental benefits from the Green Waste Club include reducing vehicle use and fuel for collecting and transporting waste to landfill sites. Recycling garden waste is helping combat global warming as green waste sent to landfill produces greenhouse gases like carbon dioxide (CO2) and methane. Since the Green Waste Club began around 3,200 tonnes of green waste has been recycled, saving over 830 tonnes of CO2.

Garden Bonfires A garden bonfire might seem like a good way of getting rid of rubbish and garden waste. However, it can sometimes cause a nuisance when smoke stops people enjoying their gardens or obscures visibility.
Think about when and where you light a fire In Surrey Heath there is no legislation that prevents people having bonfires, however it is important to be considerate to your neighbours. The following information will help to reduce the effects of smoke on neighbouring properties. • Burn only dry material - this limits the risk of smoke nuisance • Avoid windy days and do not light a fire in unsuitable weather conditions - smoke hangs in the air on damp, still days and in the evening • Never burn when the wind will carry smoke over roads or other people’s property. You could be liable for injury or damage caused • Avoid burning at weekends and on bank holidays when your neighbours have a right to enjoy their gardens. If the smoke from a bonfire is causing a nuisance then we may take action. A nuisance is caused when smoke detracts from people enjoying their gardens, prevents them opening windows or hanging out washing, or obscures visibility in the area or on roads. If a complaint is made in relation to bonfire smoke, action may be taken. This can range from officers resolving the problem informally, through to issuing an abatement notice which if not complied with could lead to a fine of up to £5000.
Alternatives It is preferred that people do not have bonfires. A large amount of the material burnt on bonfires can be recycled. A range of alternatives are available: DIY waste If you have carpets, paint or other household DIY waste, these items should be taken to your local Community Recycling Centre.
Take care Fire can spread to fences or buildings and scorch trees and plants. So it is important that you do not use petrol or oil to light a fire and that you never leave a fire unattended or leave it to smoulder. There are some items that should never be burnt because they can create harmful fumes such as: • • • • • •
rubber tyres carpets household plastics paint painted materials foam
Always ensure that you have a water supply available to extinguish the fire if necessary.

Lightwater Country Park
Frimley Lodge Park Did you know the Council’s dedicated Greenspace team maintain over 30 parks and open spaces for people to enjoy? Why not make the most of them as a place to relax, socialise with friends and family or to keep fit. Across the borough there are sports pitches, woodland, easy access trails and over 25 play areas to keep youngsters entertained. As well as recreation grounds including ones at Mychett, Old Dean and Heatherside, the two biggest parks in the borough are Lightwater County Park and the award winning Frimley Lodge Park.
This 24 hectare site has been awarded a prestigious Green Flag Award for 11 consecutive years and attracts a large number of visitors. There’s lots of open space, picnic areas, a café, two children's playgrounds, a trim trail and a miniature railway. There are also football and cricket pitches, and a pitch and putt course available to hire. There’s always something going on at the park including: • Canal Dipping and Mini-Beast Hunt, Tuesday 3 April, Thursday 12 April, Thursday 7 June and Tuesday 24 July, 10am. £2 per child (each accompanying adult free). • Family Bike Ride, Sunday 13 May, 10am to 12noon. Lightwater Country Park on the edge of Lightwater Village extends to 59 hectares. It has a popular adventure playground, walking trails and picnic areas. The Heathland Visitor Centre is open on activity days and for school trips. The Country Park is predominately heathland habitat, but there are also ponds, woodland, shrubs and lowland bog offering an opportunity to see a wide variety of wildlife. Something for all at the Surrey Heath Show! This year’s show is being held on Saturday 5 May and promises to be another fun-packed community event. you could do with your four-legged friends and I decided to enter the agility course with both of mine for the first time ever. Unfortunately, much to the amusement of on-lookers, I had to crawl through the tunnel myself to get either of my dogs to attempt it!
Camberley resident and council employee Karen Loy who attended last year’s show with her family and two rather excited Wheaten Terriers, shares her experience: “When we arrived at the park about 11am, the show was already underway and well attended. Parking wasn’t a problem as there were helpers directing you to where to park and having a separate exit away from the entrance eased any congestion. Entry was free! It was lovely to see so many families out and about and, as a dog lover, such a variety of dog breeds enjoying plenty of attention from passers by. There were a number of fun activities
After using up energy on the agility course, I was more than ready for a bite to eat and amongst the many food options available, I plumped for the hog roast which was delicious, and thoroughly enjoyed whilst listening to live music played by the Camberley Youth Wind Orchestra. We continued round the many stalls at the show, impressed by volunteers from a number of worthy charitable causes trying to find fun ways of raising much needed funds. After having a go on nearly all the tombola’s with my Tombola-loving mum, I found myself attracted to one particular charity Home Start, which supports families with young children, and after talking to one of the Home Start volunteers, I took away an application form to consider becoming a volunteer. Based on the information from the Show, I pursued my application, attended a one day a
week training course over 8 weeks, and I am now fully qualified as a volunteer. All in all, the mix of arts, crafts, plants, charities, music, displays, business and community stalls, classic cars, Surrey Air Ambulance and both novelty and pedigree dog classes, together with children’s activities such as the mega slide and the miniature railway made this a very enjoyable day out.” Last year’s show raised £8000 and the funds were distributed to 13 local groups. Get together in the park If you’re planning an outdoor event, meeting or gathering, consider using Frimley Lodge Park. Five new brick-built barbeques in the park are available to hire for events of up to 30 people. They can be booked from Saturday 31 March through to Sunday 28 October

Community Services supporting older and vulnerable residents The council’s Community Services team provide a range of support services for older and vulnerable residents in the borough. These include the Windle Valley Centre for older people in Bagshot, Meals on Wheels and Helpline services.
Meals on Wheels The Meals on Wheels service operates 365 days a year and provides hot meals delivered to residents daily at lunchtime. Some 45,000 meals per year are delivered by the council’s dedicated Meals on Wheels drivers. “Helpline” alarm The helpline is an emergency alarm unit which is currently available free of charge for 12 weeks to anybody who has recently been in hospital. It is linked to a control centre operated 24 hours every day by trained staff. The Community Services team have strong links with Frimley Park Hospital teams and work closely with them when older and vulnerable people are due to leave hospital to return to their own homes. Helpline Officer Aline Poulter said "Vulnerable people can sometimes need reassurance when they come out of hospital, particularly if they had been admitted due to a fall, or if they had a major operation. When they return home they can have the alarm and pendant free of charge for 12
weeks, to help them feel safer and more confident moving around their home." The team also offer specialised equipment including sensors that alert the resident as a reminder to lock their door at night, medication prompting reminders and units that alert family or emergency services if the family member has not returned to their chair or bed after a pre-defined period. Home Improvement Agency Community Services has recently been enhanced by the incorporation of the Home Improvement Agency partnership between Surrey Heath and Woking borough councils, as well as a closer working relationship with Camberley Care and their Handyperson service. This means that the Community Services team can offer advice, practical support and signposting for sources of funding to vulnerable people on low income, who require adaptations such as installation

of stairlifts or bathroom alterations in order to remain safe and independent in their homes. A dedicated Home Improvement Agency Case Worker has joined the team, so that when assessing an individual’s needs, the whole range of services can be considered and discussed with the resident. Team Manager Steve Eker commented: "We can now take a much more person centred approach with individuals, to see what their needs are and how we might be able to support them. For example if we are looking with the resident at how they might adapt their bathroom, at the same time we can now also recommend and install appropriate Telecare equipment such as a pendant alarm or sensors. We would also discuss whether they would like to visit our centre for older people or receive Meals on Wheels. "As far as we know, this is the first Council in this part of the country that offers a ‘one stop shop’ where home improvement services are combined with other older people’s services such as Telecare and Meals on Wheels." Community portfolio holder Cllr Vivienne Chapman said: "I am delighted that the council continues to offer this support, which may make all the difference between someone being able to stay independent in their own home environment or having to consider alternative options such as residential care. Local businesses talk transport and teamwork Representatives from over 80 local businesses joined council officers and councillors at Surrey Heath Borough Council's Business Breakfast event on Friday 24 February. economic growth. The Enterprise M3 Local Enterprise Partnership is a public/private partnership covering 14 district areas over Surrey and Hampshire, set up to support and sustain economic growth at a local level. The meeting, which is held twice a year at The Camberley Theatre, invites Surrey Heath businesses to sit down for breakfast and network with one another, whilst finding out new information and listening to guest speakers. The key note speaker was recently elected Leader of Surrey County Council, Councillor David Hodge. He talked about his commitment to improving Surrey’s transport infrastructure. He also stressed the
importance of all 12 Surrey councils (county, borough and district) working together with local businesses to drive economic development. Also speaking was Geoff French, Chairman of the Enterprise M3 Local Enterprise Partnership (LEP). Radio Frimley Park Did you know there is a radio station inside Frimley Park Hospital? Started in 1976, it is run entirely by volunteers, and was originally intended to serve the in-patients during limited broadcast hours – mostly weekday evenings and a bit longer at the weekends. In recent years, a number of developments have taken place, so that the station now broadcasts 24 hours a day; its output is also available via loudspeakers in the ceiling in some of the public areas of the hospital. There are plans to extend the
coverage further with more in-ceiling speakers and via the hospital intranet, so that staff can also hear it. Unsurprisingly known as Radio Frimley Park, the station puts out a mixture of programming, including pop (both past and present,) easy listening, country, classical and soul, as well as a Saturday Sports Show and a couple of quiz programmes each week. All this, plus dedications and requests collected from the patients by the station’s dedicated team of ward visitors going round the hospital and chatting to them.
The station is not funded by the NHS, so it raises money to support its work through events such as dog-shows, school fetes, firework displays and village shows, by providing public address facilities for a fee. WI Comes To Camberley! A new Women’s Institute in Camberley has already seen its membership reach full capacity and is now having to operate a waiting list to join. At the inaugural meeting in January, organisers had expected a maximum of 30 women to attend but instead, over 160 turned up! Subsequent meetings have now been relocated to the larger Ian Goodchild Community Space to accommodate everyone. Those attending ranged from ages 28 to 78. Although there are WI branches in nearby Lightwater, Windlesham and Heatherside, this is the first in Camberley for many years. Liz Hughes, founder of the Camberley WI branch said: “I was staggered by the reaction. It seems Camberley’s modern woman was just waiting for this to happen.” Liz’s aim is to create a modern,
to try out new skills and activities. It is an ideal opportunity to socialise, make new friends and have fun!

Amalgamation of three local schools Bristow Infant and Nursery School, Camberley Infant and Nursery School and The Watchetts Junior School are to be amalgamated into an all through primary school from September 2012 with a new name and a new uniform. All the staff and present sites will remain and there will be an Executive Head in charge of the new school. Chair of the Amalgamation Committee David Leeper said: "The aim is that by bringing the best practice of all three schools together, a better learning experience for all our children will be created as well as more, much needed, high standard primary school places."
Nepali Connections From 21 April to 30 June, Surrey Heath Museum is hosting Nepali Connections, an exhibition focusing on the local Nepalese community and culture. Provided through the Heritage Lottery Fund, the exhibition features photographs and film footage of Nepal, a model comparing the landscape of Surrey Heath and Nepal, a part recreated mountain hut, plus much more.
