Your health in good hands The NHS organisation that chooses, monitors and pays for healthcare services in the Surrey Heath area has been praised by senior NHS leaders. NHS Surrey Heath Clinical Commissioning Group (CCG) is responsible for ensuring good quality services are available to meet the needs of the local population. CCG leaders meet with NHS England four times a year as part of an ‘assurance process’ to ensure they are on track. In June 2016, NHS England told the CCG: “We would like to congratulate you on the strong progress you have made this year, and we look forward to the CCG building on this further in the coming year.” Dr Andy Brooks, Chief Officer of the CCG, said: “We strive to be a high achieving CCG and always put the health needs of our local population at the heart of our decisions.”
Annual General Meeting The CCG is hosting its AGM at Camberley Theatre on Thursday 22nd September from 5.30 to 8.00pm. The meeting will enable people to hear about the CCG’s performance and accounts for 2015/16 and will also focus on future health and care in the local area. Everyone registered with a GP in Camberley, Lightwater, Bagshot, Frimley and Ash Vale is welcome, along with people who provide services for the local population.
Joining up health and social care together! The CCG with Surrey County Council is spearheading plans to bring together health and social care staff in a radical plan that will improve joined-up working. Both organisations are determined to provide a more streamlined approach to care in its widest form to improve services for local people. Dr Andy Brooks said: “We are aiming to create a new system that will be more flexible and responsive to the needs of our local population.”

Advice for Householders
Arranging for waste to be removed Surrey Heath Borough Council are clamping down on fly-tippers and householders who do not make sure their waste is disposed of properly. This means that if you’ve hired builders, gardeners, skip hire companies and house clearers who take the material away from your home and then dump it (flytipping) YOU could be fined if it can be proved it came from your house or garden.
not taking reasonable measures to do so could face fines of up to ÂŁ5,000 on conviction and a criminal record.
The Environmental Protection (Duty of Care) Regulations 1991 require all householders to make sure their waste is only removed from their premises by registered waste carriers. Householders
Suspect: Beware of rogue waste carriers - reputable companies do not usually make direct approaches. If in any doubt as to whether someone is a legitimate waste carrier, do not allow them
Whenever you are considering anyone to collect any waste from your household, always follow the SCRAP code:
16 I Heathscene I www.surreyheath.gov.uk/flytipping
to take your waste. Check: Ask for their waste carrier registration details, and verify them by checking the online register www.gov.uk/findregistered-waste-carrier or by calling 03708 506 506. Note down the registration number of the vehicle used to take your waste away. Refuse: Unsolicited offers to have any rubbish taken away. Always carry out your own research and choose who you wish to approach.
enforcement Ask questions: Always ask what is going to happen to your rubbish and seek evidence that it is going to be disposed of appropriately. A legitimate, professional waste carrier who wants your business shouldn’t object to being asked reasonable questions. Paperwork: Make sure you get a proper receipt containing the written information for your waste. This should include what has been removed, and where it will be going. Make sure the company or tradesman’s details are included. Household Recycling - To complement recycling collections from home, a range of recycling banks are available at a number of locations across Surrey Heath. However, many of these recycling sites are being misused by a minority of people leaving their recycling waste on the ground and not putting it in the containers provided. Additionally, some residents are leaving material at sites where there isn’t a container provided for that material. This has resulted in the sites looking untidy and becoming a magnet for fly-tippers who are leaving other unwanted rubbish. High visibility warning signs have recently been installed at these sites, as well as CCTV at the more prolific sites. It is hoped that these new measures will reinforce our message that the council has a zero tolerance approach towards fly-tipping and those who dump non-recyclable waste or leave recycling and refuse on the floor at sites could be prosecuted for fly-tipping or issued with a Fixed Penalty Notice for littering or flytipping offences. www.surreyheath.gov.uk/flytipping I Heathscene I 17
recycling
Food recycling has just got easier!
You can now line your food waste caddy with plastic bags or liners, which makes it easier, cleaner and cheaper to recycle your food. You can use anything from old shopping bags and pedal bin liners to salad and bread bags, but not black bin bags. Food should be removed from any packaging first.
If you’ve got food like fish you don’t want hanging around in your kitchen, you can tie it up in a plastic bag and put it straight into your outside food waste bin. All cooked and uncooked food waste can go in your caddy, including tea bags, eggshells, meat bones, mouldy bread, vegetable peelings and food that’s past its use by date. The food waste is collected from your outside food waste bin every week on the same day as your rubbish or recycling.
It is taken to an anaerobic digester where micro-organisms break it down to create electricity to power our homes. This process also creates a liquid fertiliser which is used in farming. Mike Goodman, Surrey County Council’s Cabinet Member for Environment and Planning, said: “If everyone in Surrey put all their food waste in their caddies, it would save more than £3 million in waste disposal costs – money we could spend on essential services like
18 I Heathscene I www.recycleforsurrey.org.uk
schools and road maintenance.” In 2015, Surrey residents put more food waste in their caddies than the year before, but there’s still a lot that ends up in our rubbish bins, so it would be great if 2016 was a record breaking year. To find out more about your weekly food waste collection visit recycleforsurrey.org.uk or to get a replacement caddy, visit www.surreyheath.gov.uk/food-waste or call 01276 707100.
building control
It’s all about building… But it’s not all about planning permission
What’s the difference between Planning and Building Regulations? Building Regulations set standards for the design and construction of buildings to ensure the safety and health for people in or about those buildings. They also include requirements to ensure that fuel and power is conserved and facilities are provided for people, including those with disabilities, to access and move around inside buildings. Planning is interested in the way our towns, cities and countryside is developed. This includes the appearance of buildings, the use of land and landscaping considerations, highway access and the impact that development will have on the general environment. For many types of building work, separate permissions will be required for both planning and building regulations. For other building work, such as internal alterations, Building Regulations approval will probably be needed, but planning permission may not. Surrey Heath Building Control is a team of dedicated, professionally qualified surveyors
who can deal with all Building Regulation requirements. They work co-operatively with home owners, designers, building contractors and other professionals, providing an
impartial, not-for-profit service. Find out more on www.shbcc.org.uk, email building.control@surreyheath. gov.uk or call 01276 707141.

business
Frimley Means Business
Like many great ideas it started in the local pub. Early in 2015 a group of traders gathered to talk about how they could improve their village. By the time ‘last orders’ had been called the Frimley Business Association (FBA) was born. out on a freezing evening to back their village; and to back a group of businesses who cared enough about where they worked to want to see it thrive. And to top off a successful year, two Frimley High Street stores scooped prizes at the 2016 Surrey Heath Business Awards.
Surrey Heath Borough Council’s help was enlisted and in a matter of weeks the FBA was set up and ready to go. An independent survey told traders what visitors, residents, and shoppers thought of Frimley and pointed out the direction the FBA should head in. They set about things with tremendous enthusiasm. First, to get their name and shiny new logo out there they set up an Easter egg hunt which was so successful it raised hundreds of pounds for sick children in Frimley Park Hospital. Next, regular networking evenings and lunches were established to get
businesses talking and spread the word about the FBA. Membership numbers began to rise, and more and more businesses got engaged in the FBA’s work. Some initially came out of curiosity but stayed following their commitment to help shape a modern and vibrant Frimley for the future. In December the FBA brought the first Christmas tree to the village in decades. The Mayor switched on the lights to the sound of the Camberley Rock Choir, the rhythm of the Aspects of Dance Academy and the cheers of a couple of hundred local residents who turned
There are, of course, challenges for Frimley and shopper habits are changing. But it’s a resilient place and is pulling together through difficult times to show that with spirit and a positive outlook, things can be different. Leading that change is the Frimley Business Association, who still meet regularly in the White Hart pub and now also in Kim’s fish and chip restaurant. Wherever they meet though, one thing is certain; Frimley Means Business. The Council, at its meeting on 18 May, decided to recommend to the Commission that the number of Borough Councillors for Surrey Heath be reduced from 40 to 34. Once the Commission has made a provisional decision on Council size it will conduct, from 26 July to 3 October, a public consultation on
the warding patterns. The Commission’s draft recommendations will then be published for further public consultation between 29 November 2016 and 23 January 2017. For further information and to comment on the proposals, go to: https://www.lgbce.org.uk/ current-reviews/south-east The Commission’s final recommendations will be published on 11 April 2017 and the Order laid before Parliament in May 2017. The new warding arrangements will come into effect with the Borough Elections in May 2019.
During the late summer all households will receive a form from the Council asking you to confirm whether the information that appears on the electoral register for those living at your address is correct. This is particularly important if you have moved home recently as you won’t be registered at your new address automatically, even if you pay council tax. You need to make sure that you are registered to enable you to vote in the election of Surrey County Councillors next May. Registering is quick and simple. All you have to do is: • Go to www.gov.uk/register-to-vote • Complete the on-line registration form with your name, address, date of birth and your National Insurance Number. • We will send you confirmation once you are registered. Your vote sends a powerful message, please don’t waste it… it counts! If you don’t have access to the internet, please contact the Electoral Registration Office on 01276 707100.

Warm weather advice Many of us welcome warm weather, but when it’s too hot for too long it’s important to prevent the adverse effect on health. If a heatwave hits this summer, follow this advice so you can look after yourself and others.
• Try to keep out of the sun between 11am and 3pm • If you have to go out in the heat, wear UV sunglasses, preferably wraparound, to reduce UV exposure to the eyes, walk in the shade, apply sunscreen of at least SPF15 with UVA protection, wear a hat and wear light, loosefitting cotton clothes. This should minimise the risk of sunburn • Avoid extreme physical exertion • Drink plenty of cold drinks and
when travelling ensure you take water with you • Keep medicines below 25°C or in the refrigerator • Look out for others especially vulnerable groups such as older people, young children, babies and those with serious illnesses • Never leave anyone in a closed, parked vehicle, especially infants, older people, young children or animals
Remember that it can get uncomfortably hot indoors too. Try to keep your bedroom and living space cool by closing the curtains on windows that face the sun and opening your windows at cooler times of the day and overnight when safe to do so. Turn off non-essential lights and electrical items as these generate heat. For more tips, visit www.nhs.uk/livewell/ summerhealth
