Christmas tree recycling Covid-19 guidance Community News and Events
Acting CEO's message The festive season is fast approaching in Surrey Heath. Although it will look a little different this year due to the Covid-19 pandemic and the associated restrictions, we hope that the feeling of community and togetherness can be achieved through people looking after each other in these challenging times.

Our popular Christmas tree recycling scheme is returning in the new year, ‘Make Steve Smile’ and drop off your real Christmas tree at one of our 15 locations across the Borough, ready to be recycled into wood chippings for paths in our parks (page 6). Turn to page 15 for your amended Christmas waste and recycling collection dates too. Camberley Theatre has a fantastic Christmas programme of themed shows in place of the usual panto – see page 25 for more details. At the Council, our staff have continued to work hard over recent months to support our community in delivering both Covid-19 related services and as much of our ‘business as usual’ as possible.
For Covid-19 information and guidance, turn to page 4, along with details of our response at SHBC. We’ve always known that Surrey Heath is packed with impressive individuals, businesses and community groups, and the Covid-19 pandemic has underlined it. Congratulations to our fantastic Business Award winners – turn to page 7 – and our Sports Awards heroes too, the full list is on page 16. The latest news on our Community Services for older, isolated and vulnerable residents is on page 12. This is my last Heathscene message as a new Chief Executive will have been appointed by the time you read this. Whilst it was only ever going to be temporary it's been an honour to help steer the Council as Acting Chief Executive since April. Stay Safe Surrey Heath, and have a peaceful Christmas,
Tim Pashen

Emergency Response
Throughout the pandemic, the Surrey Heath community has pulled together in a phenomenal way. SHBC officers have worked tirelessly – making welfare calls to vulnerable members of the community, delivering food parcels, prescriptions and Meals at Home, distributing business grants, setting up the Covid-19 Emergency Grant Scheme for local charities and working closely with voluntary group Surrey Heath Prepared,
all while keeping as many of our usual services running as possible. We’ve been touched by the many thank you cards, letters and messages we’ve received from residents, expressing their appreciation. Here’s a photo of just some of them on our ‘Thank You Wall’ at Surrey Heath House.

Playground update Leisure
"
The Mayor of Surrey Heath, Cllr Pat Tedder, officially opened the fantastic new £210,000 play area at the Old Dean Recreation Ground in Camberley.
I am delighted to officially open this brilliant new play area, and I’m sure local children and their families will enjoy using it for many years to come. Cllr Tedder
"
After a public vote from a shortlist of potential plans, the winning Kompan design has been made a reality. The new facility includes three separate areas -
■ An inclusive play area featuring a double tower play unit for older children, a toddler tower for younger children, various swings including basket, rope and
inclusive versions, a ‘parkour’ section for agility play, an inclusive roundabout, play train and carriage, slides, seesaw, springers and spinning equipment. ■ A BMX and scooter track. ■ An enclosed multi-use games area with football, cricket and basketball facilities. Funding for the new play area
was secured from planning infrastructure contributions, Accent Housing, the Eikon Charity and the Old Dean Community Group (ODCoG). Throughout this process SHBC worked closely with Old Dean ward councillors Cllr Rodney Bates and Cllr Shaun Garrett, local schools, and ODCoG. surreyheath.gov.uk/parks

Windlesham Community Governance Review
Community
The Council started a Community Governance Review for Windlesham Parish in August 2019. Following two stages of consultation with all the residents of the Parish, the Council agreed at its meeting on 14 October 2020 to recommend to the Local Government Boundary Commission for England (LGBCE) the creation of a new parish ward for Windlesham North. Subject to the agreement of the LGBCE, from May 2023, the parish will be divided into four wards, with the number of
councillors representing each ward as follows: ■ Bagshot ward 6 councillors ■ Lightwater ward 7 councillors ■ Windlesham (North) ward 2 councillors ■ Windlesham (South) ward 3 councillors We will confirm the changes once the LGBCE have had an opportunity to consider these recommendations.
Canvass update During the summer all households were sent a form from the Council showing who is currently registered to vote at that address. If you haven’t done so already, please check the details carefully to ensure they are correct and follow the instructions on making any changes if necessary. If you are required to respond to the form please do so using
one of the methods indicated, by the deadline included on the form. This is particularly important if you have moved home recently as you won’t be registered at your new address automatically, even if you pay council tax.
There are Police & Crime Commissioner and Surrey County Council elections, and Borough and Parish byelections, scheduled for 2021. You will need to be registered to be able to vote.
Your vote sends a powerful message, please don’t waste it - it counts. If you are not already registered to vote, registering is quick and simple at gov.uk/register-to-vote If you don’t have access to the internet, please contact the Electoral Registration Office on 01276 707165.

Flags raised Council
Surrey Heath House hosted several flagraising events over recent months to mark important events.
These ceremonies have followed social distancing guidelines and often been livestreamed on our Facebook page to allow as many people as possible to watch. Flags have been raised for events including the 80th anniversary of the Battle of Britain (right), Pride in Surrey month in August (middle), and the 75th anniversary of VJ Day (left).
Grounds maintenance contract Glendale has been awarded a five-year Grounds Maintenance contract for the Borough. Existing suppliers Sodexo were unable to continue delivering the contract and ceased providing related services at the end of October. The contract covers all SHBC-owned and maintained parks and greenspaces, including sports facilities, play areas and pavilions as well as our premier parks - Frimley Lodge and Lightwater Country Park. Services to be provided by Glendale will include all grass cutting and fine turf operations, play area inspection and maintenance, pavilion and public toilet cleaning, as well as weed control and highway verge maintenance on behalf of Surrey County Council. Surrey Heath Portfolio Holder for Places and Strategy, Cllr Rebecca Jennings-Evans said: “We are pleased to welcome Glendale as a partner in Surrey Heath, and look forward to a positive relationship with them, helping to keep Surrey Heath a clean, green and safe place to live, work and play.”

Here to help Community
Our Community Services team offer a range of services that can help you stay independent for longer.
If you, or someone you know or care for, are finding it more difficult to do the things you used to do - like cook for yourself, or get out and about then our friendly staff can help. During the ongoing Covid-19 restrictions, if you (or someone you know) are no longer able to get the help you used to from family or friends, our Community Services team may be able to fill that gap.
■ Meals at Home
If you, or someone you know, find it difficult to cook for yourself or to go out food shopping, our Meals at Home could be the answer. Available seven days a week, we provide nutritiously balanced meals, hot and ready to eat. Our meals are delivered by a team of staff to your door or into your home between 11.30am and 2.15pm each day. We also provide a tea service for the evening, and we’ll check on your wellbeing too, offering reassurance to you and your relatives. Since March, uptake of this service has increased by around 25%, and our team deliver more than 1000 meals across the Borough every week.
To find out more call 01276 707651 or visit surreyheath. gov.uk/mealsathome

SPAWARDS RTS 2020
Despite the challenges posed by this unique year the Surrey Heath Sports Awards went ahead in 2020, albeit with a new look.
The traditional glossy award ceremony was swapped this year for a roadshow format, with award winners presented with their trophies at locations across the Borough. The Sports Awards celebrate the achievements and commitment of our local talented athletes,
coaches, volunteers and sports organisers, as well as those who have championed sport and physical activity over the past year. The revised 2020 award lineup included a new ‘COVID-19 Community Champion award’, presented to the person or
initiative that went above and beyond to encourage the community to get involved in physical activity safely during the pandemic. Nominees were shortlisted by an internal panel before winners were selected by the Surrey Heath Sports Council last month.
Congratulations to the winners: The Massage Company Sporting Performance of the Year: Charlotte Dannatt (Camberley and District Athletics Club) Camberley Theatre Young Sporting Performance of the Year: Marley O’Toole (British Waterski Federation) Places Leisure Coach, Leader or Instructor of the Year: Claire Murray (Any1CanRide)

Aline Poulter MBE SHBC has welcomed the news that Aline Poulter, the Community Services Operations Manager, was made an MBE in the Queen’s Birthday Honours 2020.
Mrs Poulter, who has worked for the Council for 14 years, received the honour for services to vulnerable and older people. The award recognises Mrs Poulter’s passionate commitment to reducing social isolation, both through going ‘above and beyond’ in her role at SHBC, and many hours of voluntary work carried out at evenings and weekends.
honour it was a bit overwhelming. “I come to work because I enjoy what I do – I don’t expect to get any extra recognition for it. “With the voluntary work I do with the Saturday Club for example, the reaction of the people that come along is more than enough reward for me. “I couldn’t do any of this without my amazing team at Surrey Heath, and also the support of my family and friends – I'd like to say thank you to all of them.”
This includes voluntarily setting up the 'Saturday Club' for carers and the cared-for at our Windle Valley Day Centre.
Congratulations, Aline!

Remembrance in Surrey Heath Organised Remembrance events were reduced this year due to Covid-19 restrictions, however all residents were encouraged to take part in the two minute silence on their doorstep, or inside their homes, as a mark of remembrance at 11am on Sunday 8 November (Remembrance Sunday) and Wednesday 11 November (Armistice Day).
A small Remembrance service was held at the Cenotaph on London Road, Camberley on 11 November. It was attended by the Mayor of Surrey Heath, Cllr Pat Tedder, SHBC Deputy Leader and Military Champion Cllr Colin Dougan, SHBC Acting CEO Tim Pashen, President of Camberley Royal British
Legion Derek Franklin, Peter Nichols, Camberley Royal British Legion Standard Bearer, and Rev. Mike Thomason, of Churches Together in Camberley. On Remembrance Sunday, The Mayor also attended services at Valley End and Chobham, while the Deputy Mayor, Cllr Sarah Jane Croke, attended the Act of Remembrance at Windlesham War Memorial.

Regeneration
be inspired
There’s plenty of progress being made on major projects across town. If you have visited Camberley recently you will have seen the large scale improvement works that are taking place in the High Street, Princess Way and Knoll Walk.
Streets of Gold
The construction of the new Places Leisure Camberley centre building shell is now complete, and the centre is on track to open in Summer 2021!
Wide flat pavements, attractive granite kerbs and paving is creating a safer and more pleasant space for everyone. New street furniture, including seating, waste bins, bicycle racks and wayfinding signs will be installed towards the end of the project. Shrubs, bulbs and plants will also fill the new planters. This project started in January and is due to complete in early 2021.
Places Leisure Camberley centre
The main pool and learning swimming pool containers are in and the large sports hall, changing rooms and gym space are in place. The scheme will also feature a unique public art installation bringing elements of Camberley’s heritage and history to life in a series of bronze plaques embedded into the walls, floors and planters across the High Street and Knoll Walk. M+R (Musson and Retallick) are the artist collaboration who have created the display. Streets of Gold is a collection of 130 statements, questions and sentiments gathered by M+R from the people of Camberley. Fragments of these statements become disassembled poetry, ready to be reassembled in any order by viewers of the artwork. The bronzes will be installed towards the end of the project.

Places Leisure were awarded the 25-year design, build, operate and maintain contract for the new centre, with construction partners Pellikaan and architects Roberts Limbrick.

Festiveevents Community News
There may be fewer Christmas events going on locally this year due to Covid-19 restrictions – but here are some suggestions...
Old Dean Old Dean Community Group are planning a very limited version of Carols in the Old Dean Parade Shopping Precinct on 16 December at 5pm with Abbie Richardson singing solo by the Christmas Tree. This is likely to be livestreamed so people can watch from home. Check out the ODCoG Facebook page (facebook.com/ groups/odcog) for more details nearer the date.
Lightwater The Festive Lights in Lightwater Square (sponsored by Lightwater Business Association) will be installed earlier this year to bring some festive cheer for a bit longer during these challenging times, with some additional funding support from Windlesham Parish Council (WPC).
Sadly, due to Covid-19 restrictions, the LBA is unable to run the annual Christmas Fayre in the Square or a formal evening for the switch-on of the lights this year.
But WPC will again provide a Christmas tree with lights in the Memorial Rose Garden in Lightwater. All Saints Church will support with the blessing of the tree in a private tree lights switchon ceremony.
22 | Heathscene | surreyheath.gov.uk
Other activities will be announced nearer the time depending on guidance. Announcements will be shared on the Village Noticeboards, LBA, WPC and All Saints’ Church Facebook pages and, where possible, in local publications and other news outlets. www.lightwaterbusiness association.co.uk FB: @LBAcommunity www.windleshampc.gov.uk FB: @windleshamparish.council www.allsaintslightwater.org.uk FB: @AllSaintsLwater
Windlesham Unfortunately, due to Covid-19 restrictions, the annual Boxing Day Windlesham Pram Race is postponed until 2021. Organisers have urged members of the public not to turn up and try and race, as it will not be safe. All details correct at time of going to press. As more local festive events are confirmed, we will share them where possible on our SHBC Facebook and Twitter.

Fundraising for Basingstoke Canal
Around three times the usual number of visitors are enjoying the waterway, taking part in everything from paddle boarding, walking and cycling to fishing, boating and wildlife photography. “We have agreed ways that the Canal can be much improved but we need our community’s help to fund these new and exciting projects,“ said Society Co-Chairman Ken Sankey. Phase 1 of the initiative aims to raise £20,000 for 10 new information signs. You can support the Canal in three ways: 1. Make a one-off donation to fund the Information Signs Project at basingstokecanal.org.uk/currentprojects 2. Become a Member of the Basingstoke Canal Society for £15 per year – visit basingstoke-canal.org.uk 3. Tell your friends, family, colleagues about the canal, the society and the ways they can support it.
The Basingstoke Canal Society is fundraising to improve the environment of the Canal following a leap in user numbers since the outbreak of Covid-19.

Highways Highways
An update from Surrey County Council (SCC) on major highway schemes.
New Winter Fleet
latest
SCC has welcomed a new fleet of 39 DAF and Mercedes gritter vehicles. The vehicles offer the latest technology and are compliant with Euro6 emission standards, helping our journey towards delivering a sustainable and carbon neutral service. Winter service runs through to April yearly.
A30 update SCC has completed the tendering process for this major highway improvement works that is jointly funded by Enterprise M3 Local Enterprise Partnership, SCC and SHBC. Complementing the recent improvements at Meadows Gyratory, this scheme will improve access to Camberley for cyclists, pedestrians and buses, and reduce peak period congestion on the A30.
Works will be focused on improving the traffic signals at the junctions of A30 London Road with Knoll Road, Lower Charles Street and Frimley Road. We expect to appoint the contractor this month, with site works starting from January 2021 for six months. Residents and businesses can write to A30camberleywork@surreycc. gov.uk with queries. Building on the success in
minimising traffic disruption during the 2018 works at the Meadows Roundabout, we have designed the works to cause as little traffic disruption as possible by:
■ limiting how many working areas can be used at one time; and
■ using an advanced temporary traffic signals system to keep traffic moving through the works.
Covid-19 Active Travel Improvements SCC has been given government funding to roll out active travel schemes in response to Covid-19. This will enable the county to temporarily create wider pavements and new cycle paths to ensure people
can keep a two metre distance apart from each other outside their households, and continue to use alternative ways to travel. Surrey County Council hopes to secure external funding for design work to identify

safer cycling routes between Camberley and Frimley. This project would make cycling a more natural choice for short trips to and from destinations in the areas between Camberley and Frimley.
