In July Surrey Heath Borough Council won a National Recycling Award for its work to boost recycling in the borough. The council was chosen for the award, held proudly aloft by Roary on the cover of this magazine, because its recycling rates have increased from 32% to an amazing 64%. Find out more on the award and recycling on pages 12 – 13. Another large scale project gaining momentum is the regeneration of Camberley Town Centre which began with the redevelopment of Park Street and the opening of the Atrium in 2008 but is likely to continue for some years to come. Camberley Town Centre Businesses say ’Yes’ to a Business Improvement District In July this year, businesses and organisations in Camberley Town Centre made their voices heard and voted in favour of taking more control over their futures by setting up a new Business Improvement District (BID). fund additional projects and services set out in the BID Proposal.
The Yes vote sent out a positive message that businesses in Camberley Town Centre are willing to work in partnership to fund agreed additional projects and initiatives, to improve the local environment and enhance the identity of the area, despite the current economic challenges. The BID commenced in October and will run for a five year term. All eligible businesses or properties in Camberley town centre will be billed for 1.5% of their rateable value each year. It is anticipated that over the five years, nearly £1.5 million will be generated to

101 - The new police non-emergency number 101 is the new number to telephone your local police when it’s less urgent than 999. 101 replaces 0845 125 2222 and is available 24 hours a day, seven days a week. Call 101 to report crimes that do not require an urgent response, to contact the police with a general enquiry or to speak to a local officer. Tell Us Once Losing a loved one is hard enough without having lots of calls and paperwork to deal with. A new 'Tell Us Once' service will now make it as easy as possible for people to inform local and central government departments about a death, at the same time. There is no charge for using the Tell Us Once service. Surrey residents will be offered the service when registering a death, enabling the registrar to inform the relevant services. Organisations or services that Tell Us Once is able to assist notifying include the Identity and Passport Service, The Driver and Vehicle Licensing Authority, the Department for Work and Pensions, libraries and electoral services. The most significant being the redevelopment of Park Street and the opening of the Atrium Leisure and Retail complex in 2008. Preparing for colder weather With winter approaching, it’s important to know where to find out the latest information about council services when there’s snow or icy conditions. In case of adverse weather, Surrey County Council’s winter fleet has been extended to help clear Surrey’s roads, including 50 farmers, Surrey’s 4x4 group and a further ten snow ploughs. Additionally Surrey Heath Borough Council will receive double the amount of grit to spread in town centres this year.

Residents are being asked to plan ahead for winter by preparing their
24 hour council tax information service Surrey Heath residents can now access a comprehensive range of information about Council Tax, 24 hours a day, 365 days a year. The Council Tax Information Service gives residents quick access via telephone to frequently requested information, as well as providing the ability to pass on details to the council. The service is simple to use and there is no call waiting queue. The council’s corporate portfolio holder Cllr Colin Dougan said: “Introducing this new 24 hour telephone service is another important step in our continued goal to enhance customer service. The new easy-to-use system will mean straightforward enquiries can be answered at any time. It will also enable our customer service advisors to spend time on more complex or urgent enquiries and with customers who may need a greater degree of support.” The service is available on the local charge number 01276 707176.

Recycling award for Surrey Heath Borough Council has won an award at the National Recycling Awards 2011 for its work to boost recycling in the borough. The award was in the “Local Authority Target Success” category which recognises those councils that have made a significant improvement in domestic recycling rates.
A major contributor to the excellent recycling performance has been the weekly food waste collection service which has resulted in 3,300 tonnes of food waste being diverted from landfill each year. Not only is this good
for the environment but the waste is also recycled into compost and used to generate electricity. Community Portfolio Holder Cllr Vivienne Chapman said: “To be chosen out of hundreds of local authorities is a fantastic achievement.” “We are extremely grateful to the residents of Surrey Heath as without them embracing the new collection scheme and making such an effort to recycle we would never have won 64% this award.”

The borough’s recycling collection scheme, called ROAR (Recycling Organics and Refuse) headed up by Roary the Recycling Tiger, started in September 2009 and provides residents with separate wheeled bins for rubbish, mixed recycling and a sealed caddy for food waste. Since its introduction the recycling rate for the borough has increased from 32% to an amazing 64% - making it one of the best in the country.

What’s on at Surrey Heath Museum Jan Niedojadlo’s Crystal Podule
Under new legislation, property owners are no longer responsible for certain sewer pipes that connect their homes to public sewers.
Throughout November to Saturday 17 December The Crystal Podule by Jan Niedojadlo is a large interactive sculpture made from a variety of recycled materials and inspired by natural and biological forms. Uniquely, visitors are encouraged to climb inside the sculpture and be inspired by the sights, sounds and smells. During the exhibition there are two special displays, ‘100 Years of Recycling’ featuring recycled objects from the museum's collection and a display by the Council’s Neighbourhood Services on recycling in the borough.

The Poulter Drawings exhibition Saturday 14 January to Saturday 31 March 2012 Architectural drawings from the renowned local Architects firm of H.R and B.A. Poulter (c.1903-1923), inspired by the Arts and Crafts movement and illustrating some of the most notable buildings in the borough, such as St. Andrew’s Church in Frimley and St.Tarcisius in Camberley.
Changes to sewer ownership
This means that across Surrey Heath, the ownership and maintenance for private sewers and lateral drains, which are the sections of sewer pipe or drain shared with another person’s property or that run through another person’s land, have now transferred to Thames Water. This is a Government initiative removing the responsibility away from property owners, who can face potentially expensive costs or complex ownership issues when problems occur with these pipes. Householders do not need to do anything, as the transfer has happened automatically.

Frimley Lodge gets Green Flag Award for the 11th year
Adding to the success, Pistachios Café in the park pavilion, has been awarded the maximum 5 rating for food hygiene by the council. The stylish new café is open during park opening times, serving a wide range of quality snacks, lunches and drinks.
The event will start with the arrival of Father Christmas and a visit by the Mayor of Surrey Heath. Through the day there will be a farmers market in the church hall and stalls on Benhams Corner, as well as activities for children including face painting, hair plaiting and a merry-go-round. A “Spot-the-odd-one-out” competition will give visitors the chance to win a £100 prize to spend in a Chobham village shop. Many of the shops on the high street will be open late (till 9pm) with special offers and festivities. Visitors will also enjoy carol singers, a rock choir and Morris dancers adding to the Christmas cheer.

The subtle signs of Domestic Abuse When people hear the phrase ‘Domestic Abuse’ an instant reaction is to think about physical abuse – hitting, slapping, pushing and so on. Whilst these are common forms of abuse and can result in terrible injuries and sometimes death, many people experience a different sort of abuse which can utterly debilitate and exhaust them. Perpetrators of domestic abuse want to control their partner and they find many different ways to do this, sometimes without ever resorting to any sort of physical violence. Emotional and psychological abuse can be a much more subtle form of maltreatment and is very difficult to detect – it leaves no physical scars or bruises. Many people who have experienced a controlling and abusive partner talk of having to ‘constantly walk on egg shells’ so as not to provoke a row. They also speak of being constantly humiliated and belittled, criticised and threatened, called ‘stupid’, ‘clumsy’, ‘ugly’, ‘fat’, ‘a bad parent’ or ‘mad’ to name just a few. This will happen not once but repeatedly – so often that the non-abusive partner starts to believe what is being said. An abusive partner may make constant petty demands such as the exact time dinner has to be put on the table or constantly call their partner by a generic name such as ‘babe’ or ‘honey’. Whilst this may not come across as an abusive form of behaviour, over time it makes someone lose a sense of their own individuality. Survivors tell stories of losing contact with friends and family because their partner would make it difficult to see them – isolation is a common consequence of being in an unhealthy relationship and can severely alter a person’s perception of what is abusive behaviour and what is not.
Some perpetrators play mind games – they move objects and then deny doing so. The abused partner starts to feel they are losing their grip on reality.
repeatedly over time, this behaviour can make someone feel very low, lack self-esteem and confidence, feel isolated and alone, and believe that they are to blame.
Perpetrators may also leave the house taking all the house keys with them, meaning that the abused partner can’t leave the house because they can’t lock the doors or get back in, which effectively makes them a prisoner in their own home. This will happen not once but over and over again making it difficult to see friends or even go to the shops.

Control over all the finances is another way in which somebody can abuse their partner. Demanding receipts for all expenditure, forcing their partner to fraudulently claim benefits, demanding that all money earned is kept in their account and handing over ‘pocket money’ when they see fit. Having no access to money can make seeking support and leaving a bad relationship very difficult and can further isolate someone. If looked at individually, these actions may not appear very harmful. Yet if they start to form a pattern of behaviour then it could be a sign of an abusive partner. Taken together,

Stay safe in the dark Now that the days are shorter and it’s dark early, make sure you take precautions to keep safe. While Surrey is one of the safest counties in England and crime levels are low, there are many ways to safeguard yourself and prevent crime. Heathscene is highlighting several precautions you can take if you are going to be out and about in the evening: • Tell someone when you’re leaving and where you’re going and what time you expect to be back. If these plans change, you should tell someone as soon as possible. • If possible, always travel in a group and stay in well-populated and busy areas. • Try to use well lit, busy streets and use the route you know best. • Avoid danger spots like quiet or badly lit alleyways, subways or isolated car parks. Walk down the middle of the pavement if the street is deserted. • Keep your mind on your
surroundings – remember if you are chatting on your mobile phone or listening to music through headphones, you will not hear trouble approaching. • Carry your bag close to you. • Try not to keep all your valuables in one place. Instead place valuables such as wallets in an inside pocket. • Consider carrying a personal safety alarm. In the event of an incident it can raise the attention of others. • Never accept a lift from a stranger or someone you don’t know very well, even if you are
wet, tired or running late. • Keep a charged mobile with you at all times. If you sense any trouble then you can immediately call someone. • Be extra careful when using cashpoint machines. Make sure nobody is hovering nearby and do not count your money in the middle of the street. • Look around and make sure you aren’t being watched or followed. If you are, go to the nearest place where there are other people - a pub or hotel, or anywhere with a lot of lights on. • In an emergency always call 999. Remember if you’re getting a taxi: • The council is responsible for the licensing of taxis and private vehicles – always look for the identification plate and driver ID. • Avoid private hire cars or minicabs which are touting for business. • Book a mini-cab over the phone, and ask for a description of the car and the drivers name. • Do not use an unlicensed vehicle – the driver will not be properly insured, the vehicle may be unsafe and the driver will not have been subject to all the necessary checks. • If in doubt, don't get into the taxi. A friend to benefit your local community People with an hour or so to spare on a weekly basis who enjoy the company of older people are encouraged to contact Age Concern Surrey Heath about volunteer opportunities. Surrey Heath has a rising number of older householders, many of whom are single occupants over the age of 75. Poor health and reduced mobility can make it difficult to get out and can result in them becoming lonely and isolated, as well as having increasing difficulty in coping with the complications of modern life. The Visiting and Befriending service aims to support older people, particularly those who are housebound and isolated, by matching them to a suitable volunteer visitor or ‘befriender’, who visits regularly, providing mutual friendship and companionship. It gives the older person the
opportunity to discuss day-today worries and the visitor can provide reassurance and advice with tasks such as understanding official correspondence or finding out about local services. Do you know the food hygiene rating of your favourite eatery? Surrey Heath Borough Council is reminding residents to look out for a food hygiene rating sticker or certificate in the window of businesses in the borough that serve and prepare food.
Back in June, The National Food Hygiene Rating Scheme was launched in Surrey Heath. All food businesses including restaurants, cafes, schools, takeaways and staff canteens in the borough were issued with a rating zero to five. Each
premise was given a certificate and sticker with their score on to put up in their window or on the wall.
“People are entitled to know that the place they are eating at has good food hygiene levels”.
Businesses do not need to display these stickers and certificates by law but it has been noticed that some food businesses do not display their rating sticker. The council wants residents to look out for these stickers and question those places that do not have them on view.
Principal Environmental Health Officer Justine Fuller says: “The vast majority of Surrey Heath’s food businesses have good standards of compliance with food hygiene legislation.

Volunteering opportunities for young people

Young people can get a negative reputation in local and national media, especially after the summer riots across the UK. However, the kindness and enthusiasm of young people involved in voluntary work often goes unrecognised. Through social media, like Facebook and Twitter and also on online networks, young people have been able to get involved in helping their local communities like never before. It seems the young people of Surrey Heath are no different. There are numerous opportunities for young people to lend their skills and time to the local community in and around the borough. The easiest way to find out what’s out there is to log on to www.do-it.org.uk - here you can
put in your postcode and find out the groups near you that are looking for volunteers. There’s also Voluntary Services Surrey Heath who have an office in the council building in Knoll Road,
Camberley. Opportunities to lend a hand involve anything from protecting the environment and local green areas to getting involved with supporting the elderly at home and in the community. Tomlinscote Vocational Centre opens Last month the new Tomlinscote Vocational Centre opened its doors for the first time. Situated at the entrance to Tomlinscote School and 6th Form College, Frimley, the centre offers training programmes designed for 15 to 19 year olds, equipping them with practical skills to progress into employment or further training. The centre is open to students from other Surrey Heath Schools, who will benefit from the wide range of
opportunities this £3.6m facility has to offer. Courses on offer include childcare, site carpentry, hair dressing, beauty therapy, catering & hospitality, creative media and football coaching. In the new year, it’s envisaged that evening and weekend courses in a range of
subjects will be offered for the local community to enjoy.
