We are well into the countdown to Christmas in Surrey Heath – there are so many fantastic events coming up across the Borough that there’s something for everyone. In Camberley, the Be Enchanted theme continues with free entertainment every weekend leading up to the big day, including a brilliant street party on Park Street on November 30 – turn to p5 for more details. And there are numerous Christmas tree light switch-ons, fayres and carol singing across the towns and villages, with a selection highlighted on p22. The Camberley Theatre panto is an annual tradition, and this year Robin Hood is set to be a smash-hit. Read all about it on p7, then get your tickets quickly! Our popular free Christmas tree recycling scheme is back in the New Year too (p10), and check p18 for your amended waste and recycling collection dates over the festive period. Elsewhere, we’ve got advice for our older and more vulnerable residents about the valuable support available from our Community Services team over the colder months – see p12. There’s an update on the new Leisure Centre in Camberley, and fitness classes running at the theatre in the interim (p9). Camberley – Be Inspired
Camberley town centre is undergoing a comprehensive regeneration programme led by Surrey Heath Borough Council. Homes, which will be ready to market in 2020. The Council is investigating innovative commercial options for the ground floor space. Kier is currently working on their designs and plans for the London Road site. Fronting the A30, this area has the potential for a large mixed-use scheme of new homes, a new town square, car parking and commercial units.
The High Street, Knoll Walk and Princess Way improvement works start on Monday 6 January 2020 and will aim to complete in January 2021. The project will transform this part of town into a modern
attractive area with new road and pavement surfaces, street furniture, bike racks, new trees and planting.

Be Enchanted Camberley is set to be a magical place this Christmas, with fantastically festive events and activities.
The Christmas fun started on Saturday with the Christmas light switch on in Park Street, with live entertainment throughout the day, culminating with the town’s Christmas lights switched on by special guests and Father Christmas.

On Saturday 23 November, Santa’s magical grotto opens in The Square, with a cute bear theme. The same weekend part of The Atrium will be transformed into a wonderful Ice Kingdom to coincide with the release of Frozen 2. The Camberley street party will take place on Saturday 30 November. The party will include special festive characters, displays and lots of fun for all the family. Love Christmas songs and carols? Then come along to the Christmas concerts which will be held in Main Square in The Square on Saturday 7 and Sunday 8 December. The Square shopping centre will be looking after Santa’s post box, where children can write a letter to Santa and get a reply posted to their home by Santa himself! Festive art and craft activities will also be available for children in Cambridge Square. Business connections More than 100 local business representatives attended the latest Surrey Heath Business Breakfast event at Camberley Theatre.
A variety of local businesses also exhibited at the event, which takes place twice a year. SHBC Executive Head of Corporate, Richard Payne said: ‘The Business Breakfast events continue to be key in the local business calendar, as an opportunity to make new contacts, meet up with existing ones, and chat about the latest issues affecting firms in the Borough.
The theme of the event was ‘Connections’, and delegates joined councillors and council officers to network, exhibit, and engage with the related panel discussion. Panellists included the Leader of SHBC, Cllr Richard Brooks, alongside local business owner Stuart Fenton who runs a 5G consultancy business, Chair of Business South, Rosemary French OBE, and Head of Employment at Herrington Carmichael, Alistair McArthur. The event also featured an SHBC exhibition on the latest developments in Camberley Town Centre’s regeneration projects, including the ‘Be Camberley’ campaign. The regeneration work
is supported by a comprehensive events programme, grant schemes for independent businesses and cultural and enrichment projects to ensure Camberley is a key destination and experience. The Council is committed to reshaping and enhancing the town centre to support the community and local businesses while high street retail faces challenges nationally.

Playground Playgrounds across the Borough are getting a makeover – here’s the latest: Lightwater Country Park The playground has a new home next to the café, with fantastic new equipment including play towers, swings, trim trail, climbing frame and nets, and monkey bars. The final playground design was chosen following an extensive consultation process and public vote held by the Council earlier this year. We hope local children enjoy using it for many years!

Old Dean Recreation Ground We are refurbishing the play area here - funding has been secured from planning infrastructure contributions, and Accent Housing who are also supporting the project. After a public consultation a shortlist of potential designs was compiled for the public to vote on. Check our website and social media over the coming weeks for details of how to take part.
Due to the size and complexity of this project, installation work is expected to start next year.
Conservation update Surrey Heath has a number of Suitable Alternative Natural Greenspaces (SANGs).
These are created green spaces that provide an attractive natural environment, and are an alternative to the precious environment and habitat of the ‘Thames Basin Heaths Special Protection Area’ (SPA) - internationally important heathland sites that support rare birds such as the Dartford warbler and nightjar who are highly sensitive to visitors. SANGs (such as the one at Chobham Water Meadows) are
funded through development, so as new housing is built, funds are secured for the provision of SANGs to manage the impact of new development on the local environment. On the SPA and Special Areas of Conservation (SACs) our Greenspace team employ conservation techniques to maintain and improve these areas that provide habitat for endangered species. Examples include: A goat grazing herd to sympathetically manage our precious lowland heath.

We encourage sand lizards by creating scrapes and introduce bare ground to create suitable habitats for invertebrates such as the silver-studded blue butterfly. Leisureupdate Camberley’s new £22 million leisure centre is on its way!

Following planning permission being granted in August, the new Places Leisure Camberley centre is now being built on the site of the former Arena Leisure Centre. The Council signed a 25-yearcontract with Places Leisure in March to design, build, operate and maintain the new centre. Due to open in 2021, the new centre will feature a 25 metre 6-lane Pool, Learner Pool with adjustable floor, Splash Zone (interactive water confidence area), 8 Court Sports Hall, Fitness Suite, Group Exercise Studios, Adventure Play, Clip ‘n Climb (a vibrant and fun climbing experience), Health Suite and Cafe.

Between 4-19 January 2020, we’ll be running 15 drop off sites across Surrey Heath where residents can drive in and leave their ‘real’ Christmas tree in a designated area. At the end of this period, the trees will be chipped and chippings used to replenish park paths. Last year, around 1200 trees were recycled via the scheme, which helped restock paths in Frimley Lodge Park. Christmas trees can also be dropped off at Community Recycling Centres, or put in your brown garden waste bin if you are subscribed to the scheme. Restrictions apply: only real Christmas trees can be accepted for this event, and all decorations must be removed from the trees before they are left at the drop-off points.

Lottery update Your chance to win up to £25,000 and help local good causes.
Surrey Heath Lottery was launched earlier this year by the Council to support community projects in the local area. In a time of reduced budgets and increased community need, the Lottery lets people support causes they care about, allows good causes to connect with supporters, while offering the chance to win prizes too. Tickets cost £1 per week, and 60p goes directly to good causes. 50p goes to your nominated good cause with 10p allocated to a central Surrey Heath Fund. From this fund, the Council will introduce an Annual Surrey Heath Lottery Award scheme from April 2020 with all proceeds being awarded to local good causes. With weekly draws every Saturday, there are more than 50 local good causes to support from sports clubs to school PTAs to charities.
Surrey Heath Neighbourhood Watch signed up as a good cause, and are predicted to raise £1690 from ticket sales in the first year. Fundraising coordinator Tim Tostevin said: “We are delighted with the way the lottery is working for us so far. “The funds being raised will enable us to cover the running costs of a vehicle to attend the local fetes and shows in the Borough so that we can continue to raise the profile of Neighbourhood Watch, helping to make our communities safer by getting more people engaged.” To buy tickets, or register as a good cause, go to surreyheathlottery.co.uk

The Show needs new volunteers to continue its great work. The committee meet every 1-2 months between now and May. Project/event experience is beneficial, but not essential.

Inheritance Tax – 5 common myths By Anthony Tahourdin Solicitor - Private Client
When often speak to people about inheritance tax and they will tell us about the things that they have done to avoid it, or their understanding of it. While some understand it well, it is very common to discover that there are a lot of myths. This was recently reinforced by a survey by HMRC, it showed that many of us make substantial gifts during our lifetime but few had any significant knowledge of the rules and how these gifts may or may not be taxed. We thought we would debunk a few myths:

Myth No 1. You can only give away £3000 a year. Incorrect. Actually, you can give away as much money as you want, but if you give away more than £3000 in any year then unless you have alternative exemptions available, the gifts might be subject to inheritance tax if you were to pass away within seven years.
Myth No 4. You run a building company but now that you are retired most of the company’s work and income is derived from a couple of buy to lets. You should be able to get business property relief for the company. Almost certainly not. A building company would usually qualify for business property relief, provided that the majority of income came from the building operations. However, a buy to let business is considered to be an investment business and this does not attract business property relief. If the business comprises partially building and partially investment operations then HMRC will normally look to see what the biggest source of profit is, and if it’s the rental income then business property relief is lost.
Myth No 2. You have given each of your three children £30,000 and you don’t expect to live seven years, but if you live for five years the gift is tapered and tax reduced. Unfortunately not. Taper relief does not reduce the value of a gift, instead it reduces the tax on a gift. This means that to benefit from taper relief you have to make gifts which give rise to tax, in other words they have to exceed £325,000. For someone who can info@herrington-carmichael.com
Myth No 3. You sold your holiday home to your son for £10,000, that way it is not a gift. Incorrect. A sale undervalue is a gift of the amount by which the value of your estate is reduced by a transaction. If the holiday home was worth £200,000, then the sale was a gift of £190,000. Incidentally, this myth also crops up in relation to Capital Gains tax and a sale undervalue does not wipe out that tax either.

Myth No 5. You can put your house into a trust and it will protect it from nursing home fees and take it out of your estate for inheritance tax purposes after seven years. Almost certainly not. Trusts of this sort, designed to protect against nursing home fees, are notoriously dangerous. They don’t necessarily provide protection against nursing home fees because they may count as what is called “Deliberate deprivation of Assets” which can be challenged. For the purposes of inheritance tax they are a potential disaster. Firstly, inheritance tax may be payable on the creation of the trust if the value of the house exceeds £325,000. The tax is payable at 20% on the excess over £325,000 and further tax is payable every 10 years at a lower rate. Secondly, assuming you continue to live in the house, this is what is called a “gift with the reservation of benefit”. For the purposes of inheritance tax, such a gift is ineffective therefore inheritance tax would be due on the gift even if you continue to live for seven years, but it is effective for all other purposes. This is the ultimate disaster and can result in extra inheritance tax and capital gains tax being payable. Reduce and recycle this Christmas The festive season is the perfect time to think about our environmental impact and it’s easy to give a gift to the planet as well as your loved ones. Santa’s green tips include choosing cards and wrapping paper that can be recycled when you head to the shops. That means anything with batteries or with glitter on needs to stay on the shelves. The same goes for any wrapping paper that is lined with foil or plastic. Make sure you stay on Santa’s nice list by following his top tips: 1. Recycle your empty cardboard mince pie, biscuit and chocolate boxes. 2. Fold and recycle cardboard delivery and toy boxes. 3. Recycle paper cards and wrapping (that are glitter, foil and plastic-free). 4. Plan your party food in advance and freeze any cooked or uncooked food you didn’t get around to eating. 5. Get creative with your leftovers and try out some new recipes. 6. Put food that can’t be eaten, like bones, egg shells and peelings into your food caddy. Government figures show that the number of people rough sleeping nationally increased by 165% between 2010 and 2018 - the Council and our partners have been tackling this locally.

Many people are surprised to learn there is not a legal duty for the Council to provide everybody who is homeless with a home, even on a temporary basis.
Based in the portacabin at the rear of Camberley library they provide crisis services to rough sleepers, with showers, washing machines and food available. Funding for a specialist mental health Case Worker has also been secured.
There is a duty on local councils to provide advice and support to move people from homelessness to settled lives in the community.
A local response – The Hope Hub Following a single homelessness forum held by SHBC in 2016, Camberley Churches Together set up a registered charity to provide services to single homeless people. The Hope Hub provides debt advice, money management,
A Personal Approach The Council’s Housing Solutions Team work with residents who are homeless or at risk of homelessness to develop a Personal Housing Plan. Last year we housed 48 single people and couples into housing association homes, supported 18 single people into private tenancies and secured supported housing for 30 others.
Accent Group has, in partnership with the Council and the Hope Hub, been piloting ‘Renting Ready’ – providing tenancy training to residents to help them manage the responsibilities of moving to a new home and reduce the risk of their tenancy failing.
Next steps The Council has secured Rough Sleeper Initiative funding from the Government to develop an accommodation project. We are looking for a suitable venue to provide housing with support to move people off the streets and into a home of their own.

Grants Update Air Quality latest The Blackwater Valley Group (BVG) of Surrey Heath, Guildford and Rushmoor Borough Councils, Surrey and Hampshire County Councils are working together to reduce roadside nitrogen dioxide concentrations on the A331 between the A31 and M3. Following this stretch of road being identified by the Government as an area where an assessment at the national level indicated nitrogen dioxide concentrations would exceed EU limits, the BVG submitted a plan to the Joint Air Quality Unit of Defra in May. The speed limit was reduced in June from 70mph to 50mph between the Coleford Bridge and Frimley Road junctions, and air quality is now being monitored to determine the effects of the measure. Revenue Grant Scheme extended. The Council has awarded Revenue Grants for the past 16 years to voluntary organisations and charities dedicated to helping people in the borough. In September the Council Executive agreed to extend this scheme and invite applications from a wider range of local organisations that provide vital services – whether supporting local people, or contributing to the community through the arts, sport, or access to the natural environment. Bids were invited from any organisations that met the criteria in providing services in our community to enable the Council to achieve its shortand long-term strategies. Annual scheme details The annual scheme covers 1 April, 2020 - 31 March, 2021. The deadline for applications has passed and bids are being considered. Community Fund Grant Scheme latest Local not-for profit groups were awarded more than £11,000 from SHBC through its Community Fund Grant Scheme (CFGS) in September. The Executive awarded a total of £11,480 as follows: £5,000 to Valley End Cricket Club for new flooring and carpet in the pavilion. £3,000 to W.C. Lee AlmsHouses to convert a bedsit to a 1-bedroomed property £3,000 to Camberley Alzheimer Café to run the ‘Man with a Pan’ course in June 2020. £480 to St Francis Church Hall, Frimley to purchase a new cooker. Since 2017, SHBC has also offered summer internships for undergraduates to deliver projects for the Council. Seven interns joined the Council in the summer of 2019 working
in Economic Development, Marketing and Communications, Human Resources, Investment and Development, Planning Policy and Business. Human Resources intern Ellen said: “The Internship exceeded my expectations. Community Governance Review – Windlesham Village The following options are being put forward as part of this review: Option 1 –To create a new parish in Windlesham and create a new Parish Council covering the area. This is the action requested by the petitioners. SHBC is carrying out a Community Governance Review in Windlesham because a valid petition requesting a review has been received.
Option 2 – To reinstate an equal number of councillors representing each village within the Parish. Option 3 – To create a new parish ward for North Windlesham and amend the
councillor representation in the parish wards to best reflect electoral equality in the parish. Option 4 – To make no change to the current arrangements. The initial consultation closed on 28 October 2019. The Council is considering responses to the consultation and will publish its draft recommendations on 9 March 2020 for a further consultation, which will close on 31 May 2020.

Solutions include cavity wall and loft insulation or a brand-new boiler replacement. Depending on your circumstances, you could qualify for grant funding towards these measures. Mytchett Baptist Church Book Shack This community facility was set up by Reverend Christopher Russell in the car park in front of the church. Books are received, sorted and sold at 20p each. It is open 24 hours a day, and in the first four months they have sold approximately 2500 books to benefit their chosen charity Revive ‘n’ Thrive.

An update from Surrey County Council’s Highways and Transport team. Gritter trucks on standby Surrey’s fleet of gritter trucks is now on standby until April next year to help keep the roads safe if the temperature plummets. Keeping the roads clear of ice and snow is vital for keeping the county moving - in an average Surrey winter, around 7,600 tonnes of salt is used on salting runs when the gritters go out. The gritting routes include the county’s busiest roads, major bus routes, and access to shopping centres, hospitals and emergency service bases. Motorways are the responsibility of Highways England. Please remember to leave extra time for your journey and take care when driving in low temperatures.

Potholes – repairs and re-repairs In colder weather potholes are formed when water trickles into cracks in the road surface and expands when frozen. It creates a space under the road surface which then breaks under the weight of traffic.
Bus Gold Grid Improvements These improvements will be delivered in a two-year period to improve bus stop infrastructure and address “pinch point” measures on bus routes in the Blackwater Valley area.

The measures will make bus services more attractive and convenient for existing and potential passengers, as well as improving bus journey times.
