regeneration

Town Centre

update

High Street and Public Realm works are underway. The regeneration of Camberley town centre is entering its next exciting phase. The Public Realm area, covering the High Street, Knoll Walk and Princess Way, received £3.5million in funding from Enterprise M3 LEP, with match funding of £900k from SHBC, to improve the roads and pavements in these historic areas. The new materials used for the road and pavement surfaces will greatly improve the pedestrian experience. New street lighting and public art will improve the character of the town, enhancing Camberley’s heritage. Knoll Walk and Princess Way will be transformed into attractive versatile areas to sit, relax and enjoy with family and friends. Planning permission has been granted to remove the canopies on Princess Way to further open up and renovate this space.

High Street

Princess Way

The preparatory works have now been completed on Knoll Walk and it will remain open until the main works commence later this summer. The remaining tree on Knoll Walk will remain in place until the end of the nesting season as an active magpie nest was identified in the tree.

New trees that are better suited to thrive in a town centre will be planted in Knoll Walk, and also along the High Street, as part of the new scheme. The Council is currently out to tender for the High Street works, with an announcement on the successful contractor expected by August 2019.

Dinosaurs coming to Camberley! Camberley Be Entertained, the series of free events at The Square shopping centre, continues this summer. Highlights include Dino Live, where six life-sized animatronic dinosaurs will be descending on The Square. Bring the kids along to have their very own prehistoric adventure! The dinos, including a 4m tall T-Rex, will be in residence from July 25 until September 1. More info on the full events programme at www.camberleybeinspired.co.uk

New £150k playground at Frimley Lodge Park, with others planned across the Borough.

The playground at Frimley Lodge Park has had a £150k makeover.

The new play area design was developed through a public consultation involving park users, local schools and residents, and chosen via a public vote held by the Council at the end of last year. Aimed at children up to age 14, it includes a wide variety of features including castle and keep-themed towers, racing zipwires, a sensory path, sandpit and various types of swing. Inclusive play equipment includes a ground level roundabout and trampoline, sensory eco-rain wheel, play panels, tipi carousel, birds nest swing, home see-saw and DDA accessible stairs to the castle units. Surrey Heath Places & Strategy Portfolio Holder Cllr Dan Adams said: “This amazing new playground has been developed with the most

important people – children – at the heart of it, and is now a play area befitting one of the premier parks in our borough. I hope the local community get many years of pleasure from using it.” The Frimley Lodge Park playground makeover is part of a wider Playground Improvement Scheme, worth £650,000 over three years. A public vote has also decided the new play area design for Lightwater Country Park, with work due to start in the autumn on the playground, which is

#Be Like Keith Major extension to network of free dog waste bag dispensers across Surrey Heath.

40 new free dog waste bag units have been installed across the Borough, doubling the existing network of 40 stations.

Following a successful trial at six sites by Surrey Heath Borough Council in late 2016, 40 of the innovative TiksPac stations offering free biodegradable dog waste bags were installed at parks, footpaths and recreation grounds across Surrey Heath last year.

The initiative has received positive feedback from the public, reduced complaints about dog waste in these areas, and there’s been significant usage of the free bags by dog walkers.

The network has now been doubled in size, thanks to investment by Petplan pet insurance, who are sponsoring the new stations. For a full list and map of the 80 stations, go to www. surreyheath.gov.uk/tikspac The TiksPac stations are cost neutral to the Council, thanks to sponsorship from local and national companies. Surrey Heath Portfolio Holder for Environment and Health Cllr Vivienne Chapman said: “This is great news for Surrey Heath dog walkers and residents generally. “The TiksPac initiative has been a great success so far and we’re delighted to extend it by a further 40 stations across the Borough.

10 I Heathscene I www.surreyheath.gov.uk/tikspac

“The feedback from dog owners so far has been positive, and we hope that by doubling the number of TiksPac stations it will help with keeping our Borough clean, green and safe.” Surrey Heath’s canine campaigner Keith is a big fan of the stations, helping in his mission to encourage dog walkers to #BeLikeKeith, pick up after their pet, and ‘bag it and bin it’. The Council is committed to enforce dog fouling restrictions across Surrey Heath – members of the public who see people not picking up after their pet are urged to report it via www.surreyheath.gov.uk/report-it.

Saturday Club An opportunity for carers and the cared-for to relax and enjoy themselves.

Drop in for tea and cakes at the Saturday Club from 2-5pm every week, take part in a range of dementia-friendly activities, and chat to those who understand your situation. It costs £6 to attend the club, which is held at the Windle Valley Centre in Bagshot. Transport is available if required. A carer’s story “We started going to the Saturday Club as I was caring for my husband - I love him dearly but becoming a carer has meant a big change to our social lives. It’s challenging finding somewhere we both want to go, and it can be hard to meet other people. It’s made such a difference – it is so lovely to go somewhere at the weekend where we can be together, but I can also meet other people who

understand the pressures of caring for someone. The wonderful people who run the Saturday Club always make time for both of us and encourage my husband to take part in activities such as skittles, cards, boccia, board games, music & movement, crafts and quizzes. This gives me time to talk openly with the other carers or just sit and relax, or read the paper in peace. A lady even comes in to do our nails which is lovely. During the afternoon we are treated to plenty of tea and coffee, sandwiches and cakes too. The Saturday Club team also arrange trips which include everyone, whatever their needs. We’ve been to see the Christmas lights in London, on boat trips, to craft fairs and had picnics by the river. I’ve made new friends and both my husband and I look forward to going to the Saturday Club every week. It’s made a huge difference to both of us.”

It’s important to stay healthy, making sure that the hot weather doesn’t harm you or your loved ones this summer. This includes ordering your repeat prescriptions in plenty of time before any holidays. Contact your GP or local pharmacist regarding repeat prescriptions and please allow at least 48 hours before you travel. Top Tips: Use sunscreen with at least four star UVA protection and a sun protection factor (SPF) of at least 15. Have cool baths or showers, and splash yourself with cool water. Drink cold drinks regularly, such as water and diluted fruit juice. Avoid excess alcohol, caffeine or drinks high in sugar. Wear loose, cool clothing, and a hat and sunglasses if you go outdoors. The Equity Release Swiss Army Knife By Andrew Smith Solicitor - Private Client

Equity Release has been available for many years, in different forms, changing greatly over time. There are many more lenders in the market now, offering different types of loans as the market has matured. This has allowed borrowers to use equity release for many diverse reasons. Equity release was often used by home owners who were “asset rich, income poor”, using equity release to access the considerable value of their house to boost their income or savings. While this still happens, the uses now are much more diverse. As one of the very few firms who provide the required specialist legal advice for equity release, here’s some recent examples: 1) Remortgaging existing equity release borrowing Interest rates are generally lower than they years ago and some borrowers are taking advantage of this. Caution and thorough financial advice are vital, however as it can be that the existing borrowing has an early repayment penalty that cancels out any potential advantage of a new lower interest rate. 2) Paying off interest only mortgages Many people have these mortgages approaching the end of a standard 25 year term, or have extended beyond info@herrington-carmichael.com

that, but have no means of paying off the capital that is still owed. Equity release can provide the funds to do so, often now at a lower interest rate than the existing borrowing.

brought wide and attractive tax efficient options. While there are limits to what can be invested, equity release can provide funds for some planning.

3) Helping the younger generation to buy their own property The difficulties of getting a foot on the housing ladder these days are well known. Many parents or grandparents are using equity release to provide the funds their children or grandchildren!

8) Upsizing We have had a number of clients wanting to move nearer their family, but sometimes the family lives in a more expensive part of the country. One option can be to sell the existing home, which would not provide enough funds to buy a new home in the more expensive area, but to use equity release taken out on their new home to bridge the gap.

4) More general gifting Most people’s Wills benefit their own families, but increasingly clients want to see the family benefit from receiving money now, when it can be put to immediate use and they get to see it being so useful. 5) Estate planning A more specific use of gifting can be to help in Inheritance Tax mitigation, especially where the house is the dominant asset in an estate. 6) Home improvements or fun Equity release has funded numerous kitchens, extensions, garden landscaping, new cars and exotic holidays. One grandmother used equity release to visit her grandchildren in Australia, as she otherwise didn’t have the funds. 7) Pension planning Recent pension freedoms have www.herrington-carmichael.com

9) Access to ‘just in case’ cash Many lenders allow borrowers to take a minimum loan now but with a cash reserve set aside, that they can borrow from in future should the need arise. Care is again needed, as these drawdown reserves are not always guaranteed, but many people are giving themselves this future option. Equity release will continue to grow in size and diversity, bringing numerous possible planning options. Specialist financial advice remains key.

recycling

Waste matters Every householder has a ‘duty of care’ to ensure they have taken reasonable steps to dispose of waste in accordance with the law.

You are required by law to ensure that you are handing over your waste to a person or company who is authorised with a waste carrier’s licence to transport and dispose of it safely. The person taking away your waste must also keep a record of this (a waste transfer note) held for two years. So if you have had some building work done or have waste

which doesn’t fit into your usual bin, handing over your waste without asking questions may lead to your waste being fly tipped, with you being partly responsible and therefore liable to a fixed penalty notice fine. What do I need to do if someone else is taking away my waste? There are some things you can do to help prevent fly-tipping.

Food waste savings Surrey residents recycled even more food waste in their caddies last year meaning that £310,000 is now being saved every year across the county, helping to protect essential services. Residents’ efforts have made savings because it costs

less to recycle food waste (turning it into electricity) than it does to dispose of it. And even though it’s only a small action, it shows that putting a bit more into your caddy can make a big difference. If all food waste in Surrey went into caddies, it would save an extra £3 million a year – so please put more in and help increase the savings being made. More: www.surreyep.org.uk.

18 I Heathscene I www.surreyheath.gov.uk/rubbish

Refuse unexpected offers to take away your waste. Also avoid traders who knock on doors or use unverified adverts eg contact through social media. You must ensure you use a registered waste carrier. You can see if they are registered by looking on the Environment Agency’s public register online or by calling 03708 506 506. Ask your trader what will happen to your waste. Reputable waste carriers won’t be offended by reasonable questions. Get a receipt or invoice including the waste carrier’s contact details, and keep this safe. www.surreyheath. gov.uk/flytipping

Got a bulky or large item to dispose of? Can it be reused? If your bulky items are in a reusable condition you can contact the Surrey Reuse Network to arrange a collection. www.surreyreusenetwork. org.uk 0800 082 0180 If it can’t be reused... For a charge, JWS can collect it for disposal. You can request a bulky waste collection online at www.jointwastesolutions. org, or call 03332 340978.

Surrey Heath Show Thousands flocked to Frimley Lodge Park in May for the twelfth Surrey Heath Show.

The Community Fund Grant Scheme provides grants of up to £25,000 to assist groups and organisations in Surrey Heath towards projects benefitting local communities. In March, the Council’s Executive awarded a total of £19,732 to the following: Citizens Advice Surrey Heath - £6,500 for relocation costs; Bisley Village Hall - £3,000 to replace 3 windows; Heatherside Community Centre - £2,232 to replace kitchen doors, sink and taps; Bagshot and Crawley Rise Tennis Club - £8,000 to construct a 5th all-weather tarmac tennis court.

Applications to the CFGS are considered twice a year, with deadlines of 30 June and 31 December. www.surreyheath.gov. uk/communitygrants 20 I Heathscene I www.surreyheath.gov.uk

For the first time, the marquee hosted an acoustic music stage and Ascot Brewing Company hosted a bar. The miniature railway was hugely popular, and Show mascot Spike the Hedgehog had a very busy day posing for photos! Each year the Surrey Heath Show distributes some of its proceeds to local charities and community groups. Last year over £6,000 was donated. Applications to apply for 2019 funds are now open - visit www.surreyheathshow.org for more information.

Radio Frimley Park guided the crowds through a variety of entertainment in the Arena including performances from Bezerkaz Circus, Generation Gymnastics and Sandhurst and District Corps of Drums. The Mayor and Mayoress of Surrey Heath, Cllr Robin Perry and Jill Boxall, judged the Classic Car Show competition and presented winner Colin Manley with a prize for his 1959 MGA Twin Cam. The Companion Dog Show saw hundreds of owners enter their dog to try and win a prize.

Treewardens The volunteer group is going from strength to strength.

In 2017 the Surrey Heath Tree Wardens Group was formed by several enthusiasts with the aim of engaging with and involving the local community on matters such as tree knowledge, planting, protection and maintenance of this valuable resource. Surrey Heath is the ‘greenest’ Borough in Britain with tree canopy coverage at 40.6%.

With the advice and guidance of SHBC’s arboricultural officer the group has grown rapidly, developing a constitution, a website, gaining charitable status, sponsorship from a number of local and national businesses and now has more than 80 members. The group has worked with the Council’s Greenspace team on projects including the management

of the protected area of Warren Wood in Frimley which was in need of care and attention.

Fortnightly working parties of volunteers have cleared invasive plants such as holly and rhododendron to allow the regeneration of suitable species, cleared rubbish, and generous local contractors have also carried out tree works at no cost. Members of Surrey Choices [www.surreychoices.com] now also give one day a month joining the volunteers on site works. The appearance of the woodland is significantly improved, with increased numbers of birds and wildlife using the new clearings and glades. The group have also partnered with Crawley Ridge Junior School

to restore overgrown areas, and an education pack with training for teachers has been developed. To find out more, go to www.surreyheathtreewardens.org or search for Surrey Heath Tree Wardens on Facebook.

Bee-autiful! The Council planted trial wildflower verges across the Borough in the spring, to encourage local wildlife and support biodiversity. As you can see the ones on the A30 and Frimley looked gorgeous! We are monitoring the success of these with a view to extending the scheme. www.surreyheath.gov.uk I Heathscene I 21

Windlesham PC grant scheme

Home-Start Surrey Heath Home-Start Surrey Heath (HSSH) celebrated its 30th anniversary in May. Since 1989, in total the scheme has supported over 1,500 families including 3,400 children. update

The latest on Surrey County Council’s major projects in Surrey Heath. Meadows Roundabout Works at the Meadows roundabout were completed in May, with the new junction giving improved access to Blackwater Station, Camberley town centre and adjacent commercial premises. Surrey County Council thanks residents and businesses for their patience to cope with the travel disruptions during the works. The redevelopment of the gyratory has constructed a new traffic light system and right turn from Blackwater onto the A331. Pedestrians and cyclists also have a safer and more convenient crossing at the junction.

The local environment was a priority too. The landscaping works along Wish Stream in the centre of the roundabout has encouraged wildlife back to the area including mallard ducks, wood pigeons, trout, nesting bees, foxes and bats. The clear sandy and muddy areas by the entrances of the culverts have been left as essential areas for swallows, sand and house martins to collect mud to build their nests. Voles, mice and other stream dwellers are expected to return once the plant life returns both in and beside the stream.

Funding secured for the A30 London Road Highway Improvements The Local Enterprise Partnership, Enterprise M3 (EM3) has approved funding for this £5m improvement with matched funding being provided by SCC and SHBC. The priority will be junction improvements to the A30/Frimley Road junction and improvements for pedestrians and cyclists. SCC plan to commence construction work in spring 2020. Residents and businesses will be kept updated on progress on the Roads and Transport Major Projects page of SCC’s website.

Heritage hub Electoral canvass

During the summer all households will receive a form from the Council asking you to confirm whether the information that appears on the electoral register for those living at your address is correct. You need to respond to this form, even if the details are correct. This is particularly important if you have moved home recently as you won’t be registered at your new address automatically, even if you pay council tax. There are Police & Crime Commissioner elections scheduled for 2020, but it is important to be registered as soon as possible in case of a snap poll being called. It can also help with your credit rating. If you are not already registered to vote, registering is quick and simple. Go to www. gov.uk/register-to-vote If you don’t have access to the internet, please contact the Electoral Registration Office on 01276 707165.

Surrey Heath Museum and Gallery had their first birthday party on 29 June!

Since opening at the new venue at 33 Obelisk Way in The Square, the Museum has gone from strength to strength. Senior Heritage Officer Gill Barnes-Riding said: “We’ve had more visitors (around 8,000), more events, more enquiries and are functioning like a community museum. “Working with Surrey Heath Museum Action Group, which consist of societies supporting our work, the museum has local history and museum displays downstairs and local societies and research displays upstairs. “There is a busy programme of exhibitions and events, plus weekly lunchtime Thursday talks, and throughout the summer we’ll have dinosaur craft activities for children.

“Come and delve into your local heritage, browse our archives, discover our shop with unique gifts, local art & craft items for sale or simply pop in for a chat!” Open Tues - Sat, 11am – 4.30pm. Free Admission

Surrey Heath on Film Exhibition runs to 21 September. This summer, Surrey Heath Museum, in partnership with Chobham Museum, is staging an exhibition on local film locations used by low and high budget films. The history goes back to the 1956 film, ‘Reach for the Sky’,
