Foreword LIKE the rest of the country, Surrey Heath has been affected by the on-going financial downturn which has had a dramatic impact on residents, businesses and the council itself. Despite this, the Borough’s economy remains relatively strong and Surrey Heath is still an extremely popular place to live and work. This is hardly surprising when you take into account the vibrant urban centres, picturesque villages, good schools, top rated health service and abundant public green space. Add to this the excellent accessibility to the south coast and international airports and you almost have the perfect package. It is why big international businesses such as Merrill Lynch Bank of America, Siemens and Toshiba to name but a few, are based here. Adding to this attractive mix are the services provided by Surrey Heath Borough Council, which include the provision and maintenance of some fantastic green spaces and our award winning refuse and recycling scheme to name but two. Overview of the Borough Surrey Heath Borough History UNDERNEATH Surrey Heath’s modern and thriving exterior lies a historic Borough much removed from the busy and bustling atmosphere of today. The heathland itself is thought to result from over-grazing in Neolithic times, with evidence of Neolithic activity found in Bagshot, Lightwater and Frimley and the discovery of Bronze Age burial mounds in West End. Excavations in Lightwater have also revealed a Romano-British site that continued to be occupied into the Saxon period. By the Middle Ages, the general area was part of Windsor Forest, then a Royal hunting ground and references to a Royal park at Bagshot appear from 1486. In 1635, Charles I issued a proclamation from Bagshot Park extending the postal service Royal Mail, formally used for state documents, to the public.
In 1853 a large military camp assembled on Chobham Common. Known as the Great Camp, it became something of a tourist attraction and the troops were inspected by Queen Victoria. After the Queen’s death in 1901, the War Office presented the village with a cannon to commemorate the occasion. Its replacement may be seen at the top of Chobham High Street today. When the authorities were looking for a permanent home for the new Royal Military College (now RMA Sandhurst) an isolated site near the river Blackwater was chosen. As the College grew a small settlement, later known as Yorktown, sprang up at its gates. With the establishment of the Staff College in 1862 came a new settlement, initially called Cambridge Town. However in 1877, to avoid confusion with the University town of Cambridge it changed its name to Camberley.
During the 17th and 18th centuries, the area known as Bagshot Heath stretched as far as Blackwater and was a haunt of notorious highwaymen. The main road from London to Salisbury and Exeter, which ran through Bagshot, made it a prosperous village and by the 1790s there were more than 11 inns serving the coaching trade. The sandy heathland soil was later found to be well-suited to growing rhododendrons and azaleas and, from the 19th century, some notable nurseries developed around West End, Windlesham and Bagshot.

As its military character grew, Camberley became a popular area for retired army officers. This, together with the fact that from the late 19th century the air was recommended for those suffering from lung complaints, meant that by the early 20th century it had become the largest town in the district, a position further accentuated by the advent of the M3 motorway in 1973.
Surrey Heath Now Surrey Heath covers 36.5 miles in North West Surrey. It is an attractive mix of urban and rural environments and is one of the safest districts in the safest county in England. The urban part of the Borough comprises Camberley, Frimley, Deepcut, Mytchett and Frimley Green. Other centres of population in the more rural part of the Borough are Windlesham, Bagshot, Chobham, Bisley, West End
and Lightwater. Surrey Heath shares boundaries with other Surrey authorities as well as those in Hampshire and Berkshire. Much of the rural part of the Borough is within the green belt and has extensive areas of heath and woodland including habitats for endangered bird species. These sites have been identified as part of the Thames Basin Heaths Special Protection Area which means that Surrey Heath is restricted in development of housing. Surrey Heath has a population of 83,400 with 20,900 under the age of 19 and 42,800 aged 40 and over. Surrey Heath has an ageing population which mirrors that of the country as a whole. Around 7% of the Borough’s residents are from a range of ethnic minorities. Of the inflow of residents into Surrey Heath, 21% are from overseas. The percentage

of economically active disabled people in the Borough stands at 8.19%. There are 34,499 homes with an average occupancy of 2.48. 80% of homes are ‘owner occupied’, significantly higher than the national average, with 9% social housing and 10% privately rented. Property prices, even with the current economic downturn, are among the highest in the country outside of London. Surrey Heath is an affluent Borough with relatively low levels of unemployment when compared with the rest of the country. Household income is higher than the national average and the numbers of those claiming benefits for more than a year is lower than the Surrey average.

Surrey Heath is one of the least deprived areas in the country. However there are relatively deprived areas with a higher number of residents in receipt of state benefits when compared to the rest of Surrey Heath. In terms of education, the percentage of pupils gaining five or more A-C grades at GCSE level in 2007 was 69%, which compares favourably with the England average of 58%. Surrey Heath has excellent leisure facilities and an abundance of open space and parkland. In addition, the Atrium development in Camberley with its nine screen cinema and bowling complex, makes Surrey Heath a great place to stay healthy and have fun.

A Green Borough WE all have a special role to play in protecting and improving the environment and in Surrey Heath, communities everywhere are doing their utmost to create a pleasant and sustainable future. An important part of caring for the environment is recycling. The Council’s ground breaking refuse and recycling scheme, introduced in September 2009, is now producing recycling rates of around 60% which places the Borough in the top quartile nationally. The Council, through its partner Verdant, also operates a Green Waste Club, whereby green waste can be collected from residents’ doorsteps for a small fee. A Well-Connected Borough SURREY Heath has excellent transport connections to both London and the South Coast. Many people commute into the capital to work, travelling to London via one of the two M3 motorway junctions in the Borough. Surrey Heath has 8.5 miles of motorway, 29 miles of principal roads, 35 miles of non-principal roads and 143 miles of unclassified roads. The local population is highly mobile with 55% of households having two or more cars - twice the national average and 72% travelling to work by car. With only 7% using public transport to commute, Surrey County Council and rail operators are working hard to increase the attractiveness of these alternatives and help ease traffic congestion.

Public transport connections are good, with direct trains from Bagshot, Camberley and Frimley connecting to Aldershot, Ascot, Ash, Ash Vale, Guildford and Wanborough. For travel to London most journeys require you to change trains at Ascot or Ash Vale, although nearby Farnborough, Woking and Sunningdale all enjoy fast connections. Surrey Heath is located between London’s two major airports. Heathrow, situated immediately to the north, has five terminals and serves more than 200 destinations in 90 countries. Gatwick, with two terminals, is to the south just inside the West Sussex border. The borough is also well connected by an extensive bus service. Surrey Heath - Open For Business THE Council has produced its own economic development strategy setting out its approach to working with business, promoting business and being Open For Business. The Strategy sets out the Council’s three main objectives for Surrey Heath and the wider area. These are;

Most industrial and commercial activity in Surrey Heath is concentrated around Camberley and Frimley. There are also small business units at Pankhurst Farm, West End and Linsford Farm, Mytchett, as well as High Street units in most of the villages and towns.

The Lilly Research Centre is located in Windlesham and is involved in research and development in pharmaceuticals, animal health and agricultural products. Global wealth management company Merrill Lynch - Bank of America has located its Europe Information Technology Centre to Camberley. Enterprise M3 – Local Enterprise Partnership Surrey Heath Borough Council was one of the founding partners of the Surrey and Hampshire based Local Enterprise Partnership (LEP) Enterprise M3, having recognised some time ago that the way to drive growth was not to stick to rigid historical county boundaries which meant little to business, but to work with others who shared our ambition to improve economic prospects across the area. The LEP is made up of businesses, councils and other groups from Surrey and Hampshire, as well as the two county councils.
LEPs have replaced agencies such as SEEDA with a remit directly from the Government to be business led, to work in the most local areas - rather than vast geographical regions - with central bureaucracy kept to a minimum, and with local aims and local targets defined by local need. Enterprise M3 has identified its priority areas for action which include; Skills, Entrepreneurship, Enterprise support, Infrastructure solutions and simplifying the planning process.

Leisure and Culture The Camberley Theatre Knoll Road, Camberley Offering an excellent programme of highquality music, dance, comedy, children’s shows, movies and pantomime, the Camberley Theatre is an outstanding artistic and entertainment centre in the Borough and is also a popular regional venue for thousands of visitors from outside the Surrey Heath area.
The Camberley Theatre is fully equipped with facilities for visitors with access needs and there are two drop-off / pick-up bays immediately opposite the main entrance and designated parking spaces for disabled visitors to the rear of the building. As well as providing arts and entertainment, the Camberley Theatre is also a successful conference centre incorporating a fullyequipped conference suite for up to 50 delegates. For larger private events the auditorium and studio theatre are also available for hire. The Camberley Theatre also manages the Ian Goodchild Community space which can accommodate up to 120 theatre style and 150 for standing events. Arena Leisure Centre Grand Avenue, Camberley Seating up to 400, the main auditorium is a flexible performance space which can convert into a number of formats including cabaret style, flat floor and traditional tiered seating. Parks and Open Spaces Surrey Heath’s Greenspace Team manages more than 254 hectares (630 acres) of open space. Up to half of this is open heathland — a threatened habitat that is now protected by European habitat designation. The remainder is made up of a variety of green space offering numerous opportunities for sport and recreation including play areas, sports pitches, tennis courts and bowling greens.

Lightwater Country Park The Avenue, Lightwater Consisting mainly of heathland, pine and birch woodland, this 59-hectare park is the perfect place to get away from it all. Town Twinning SURREY Heath is twinned with Sucy-enBrie, a French town 10 miles east of Paris and Bietigheim-Bissingen, a German town 15 miles from Stuttgart. The former Frimley and Camberley Urban District Council - now part of Surrey Heath Borough Council - initiated twinning with Sucy-en-Brie in 1969, which was already itself twinned with Bietigheim-Bissingen. The official twinning ceremony linked with a special meeting of the Council, took place in the Civic Hall (now The Camberley Theatre). Among the events that day was the renaming of Border Avenue in Camberley to Avenue Sucy and the opening of a block of onebedroom flats for elderly people in the Avenue. At the special meeting of the Council and official twinning ceremony, an illuminated engrossment was signed. In October 1971 at a ceremony in Bietigheim the official twinning document was signed by Ian Goodchild - then chairman of Frimley and Camberley UDC - and Oberburgermeister of Bietigheim, Herr Karl Mai. Upon local government reorganisation in 1974, Frimley and Camberley UDC and Bagshot Rural District Council became Surrey Heath Borough Council. The newly formed Borough Council decided to continue the twinning links with the two towns and their communities.

In April 1976, the European Flag of Honour was presented to Surrey Heath Borough Council by the Council of Europe in recognition of the efforts made in the field of town twinning to promote the ideal of European unity. Excellent links between Surrey Heath and its twin towns remain in place today, reinforcing relationships in Europe and allowing many people, particularly the young, to make new friends.

Camberley Town Centre THE opening of The Atrium in November 2008 perfectly complemented the established Mall Shopping Centre and vibrant High Street to transform Camberley into a leisure and retail destination for visitors from Surrey Heath and surrounding areas. The town centre offers a diverse range of restaurants and leisure facilities, including a nine-screen cinema, bowling complex and theatre as well as three multi-storey car parks – all within easy walking distance.

In December 2009, Surrey Heath Borough Council and The Atrium, Camberley won a top retail property Gold award from the British Council of Shopping Centres. The scheme scooped Local Authority Partnership of the Year – awarded for the first time in three years

The Future of the Borough DESPITE the on-going economic uncertainty, the future for Surrey Heath and its residents remains very promising. Camberley, the Borough’s primary town, has seen vast improvements over recent years with the redevelopment of Park Street, the opening of the Atrium and more recently the addition of new hotels and apartments. As previously mentioned in 2011 the town centre traders voted ‘yes’ to becoming a Business Improvement District (BID). This, however, is only the beginning of what could be the most exciting period in Camberley’s history with major plans afoot to radically improve key areas of the town ranging from the redevelopment of the London Road (A30) Frontage to improvements to the Arena Leisure centre.

Another part of the Borough which is likely to see significant change is Deepcut which over the next 15 years is expected to evolve into a sustainable, high quality rural heathland village. This has been brought about by the announcement in 2007 that the historic Princess Royal Barracks would close after 2013 releasing a site that could be suitable for residential development and make a significant contribution to the Government’s housing strategy. Borough Services Customer Contact Centre SURREY Heath Borough Council’s Customer Contact Centre is the first point of contact for the majority of customer enquiries relating to services that the Council delivers. A professional team of Customer Service Advisors will deal with your enquiry in a courteous, professional and timely manner. Confidentiality at all times is totally assured. The centre is open on Monday to Thursday from 8.30am to 5.30pm and 8.30am to 5pm on Friday. For emergencies outside of office hours calls are redirected to an external call centre. The Council constantly strives to improve its service delivery and closely monitors performance. The centre aims to assist all visitors within 10 minutes of their arrival and to answer 70% of telephone calls within 20 seconds. The team prides itself on working hard to resolve 80% of enquiries at the first

point of contact. A customer appointment system has been introduced and provides an improved service to Housing and Council Tax benefit customers. The Customer Contact Centre is based in Surrey Heath House, the home of the Council in Knoll Road, Camberley. Customer facilities include disabled access toilets, baby changing room, payment kiosk, telephone translation system and public access to computers for viewing useful information. Residents can also pay council bills here, through an automated payment kiosk with help from a customer service advisor if required. Services for older and vulnerable people People in Surrey Heath can enjoy a range of community services developed and run by Surrey Heath Borough Council in partnership with Surrey County Council. Centres for retired people, which provide an opportunity to meet others, enjoy lunch and refreshments and participate in a range of activities including relaxation, dancing, painting, history and crafts, are provided by the council and other voluntary organisations. The ability to call for help at the touch of a button can provide many people who feel vulnerable with reassurance. The Surrey Heath Help-Line Scheme does just that, meaning more people can remain on their own, in a safer environment. In addition to the traditional pendant alarm, we also offer a range of Telecare services including exit sensors, bed occupancy sensors and medication prompts. We also offer a free 12 week trial of the service if the client has had a recent admission to hospital. Referral is quick, simple and efficient and does not require endorsement by doctors or Social Services. Since 1988, the Council has provided a community transport service for residents living within the Borough who cannot use public transport because of mobility problems. The service operates specially adapted minibuses to provide a door-to-door service to these residents. People of all ages, who find it difficult or
impossible to prepare at least one hot meal a day, can benefit from the home-delivered ‘meals on wheels’ service which consists of up to three courses delivered lunchtime daily, 365 days a year. Referral to the service is quick, simple and efficient and again does not require the endorsement of doctors or Social Services. People aged over 60 years old or who have a disability can receive advice from the Council’s Home Improvement Agency on a range of matters including identification of repairs or adaptations to the home, help with applying for loans and grants, home visits and benefits advice. The Home Improvement Agency can also arrange for adaptations such as showers, stairlifts, extensions, ramps and railings; subject to certain conditions being met. Online accessibility Surrey Heath prides itself on its online service which is regularly rated as one of the best local government websites in the country, due to its informative, user-friendly, functional and accessible design. Over recent years, a lot of work has been put into upgrading the online council facilities so that residents can avoid a trip to the council offices and perform many functions through the website from the comfort of their own home. Time has also been spent making the website as accessible as possible so that all users can perform and complete online tasks as easily as possible. Among the things that visitors to the website, at www.surreyheath.gov.uk, can do are make payments for council tax, business rates, parking fines and Surrey Heath invoices. People can also report abandoned vehicles, anti-social behaviour, graffiti, missed bin collections and benefit fraud at the click of a mouse. Jobs that previously required phone calls and form-filling at Surrey Heath House

can now be dealt with online at home — including submitting planning applications and a range of online forms. Making housing bids, applying for jobs and other actions can also be done on the site. The website is also full of information on all council services and other issues affecting the Borough. There are extensive Frequently Asked Questions (FAQs) sections, as well as all the latest news from the council on its projects and decisions. Among this information is the My Protected Trees and My Surrey Heath applications, where residents can enter their postcodes and find out the status of nearby trees or a range of other useful information about the area where they live, including information about schools and other facilities as well as about their local councillors. Housing Services There is no council housing in Surrey Heath but the Council has a duty to assess the housing needs of the community and of individual residents, and provide housing services to help meet the needs identified. To do this we work with a number of partner agencies to provide housing, support and advice to help residents secure and maintain settled, safe and affordable homes in the Borough. All the social housing in the Borough is owned by housing associations and we work with them to allocate existing homes and provide new affordable homes for residents with a housing need. These homes include affordable rented properties and low cost homeownership schemes (such as shared ownership). The Housing Services Team offer an advice service on a range of issues including looking for a new home, dealing with tenant and landlord law, relationship breakdown, supported and adapted housing and debt issues. The Team also includes Environmental Health Officers who work to improve the standard of housing in the Borough and ensure good standards in the private rented sector. With Accent Peerless we run a joint housing register – this is the way that residents can be considered for a
housing association home. As there are always more people looking for homes than homes available, we prioritise people based on their current housing situation, looking at other needs such as their health and how this is affected by their accommodation. Once on the housing register residents can bid for properties through Surrey Heath Home Choice. When a resident is threatened with homelessness we will consider all the options available to help them remain in their current home or move in a planned way. We have a scheme to help people move into a settled home in the private rented sector and we can refer to other help, such as debt advice and mortgage rescue. If you are worried about a housing issue our advice is to talk to us now – the earlier we can consider your situation the more options there are likely to be to resolve it. If we cannot help directly we work with lots of other agencies who provide help and support to keep residents in their homes or help them move to more suitable accommodation. Planning Service Surrey Heath’s planning service aims to carry forward the corporate aims of the council as a whole seeking a safe, green and clean environment. Its objective is to protect the countryside and green spaces and enhance the quality of building and landscape design. The planning service at Surrey Heath is split into two main functions — planning policy and conservation, which produces the long-term policies for planning that accord with government guidance and development control, which determines more than 1,100 planning applications per year. What is the National Rifle Association? The National Rifle Association is one of Britain’s oldest National Governing Bodies for sport. Its core role is to support full-bore shooting in the UK, promoting the sport, offering training as well advice to members and also providing facilities at Bisley. What types of target shooting can I do? The NRA has many disciplines of shooting available, ranging from target rifle shooting to black powder pistol. What training is required/ available? There is full comprehensive training available to those who have never shot before. A more experienced shooter just needs to complete a short assessment and is then able to use the ranges.
