STANDARDS Meeting OSHA standards for the workplace

F

ederal Signal covers the full range of audible and visual signaling solutions required to address OSHA (Occupational Safety & Health Administration) standard 1910.165 governing workplace alarm systems and evacuation procedures. These guidelines are designed to limit the severity of accidents and injuries by ensuring that alarm devices/systems are: • in place to alert employees to workplace emergencies; • meet established performance requirements; • and are properly installed and maintained.

Purpose of this standard? The purpose of the employee alarm systems standard 1910.165 is to reduce the severity of workplace accidents and injuries by ensuring that alarm systems operate properly and procedures are in place to alert employees to workplace emergencies. Who does this standard apply to? OSHA’s employee alarm systems standard 29 CFR 1910.165 applies to all employers that use an alarm system to satisfy any OSHA standard that requires employers to provide an early warning for emergency action, or reaction time for employees to safely escape the work place, the immediate work area, or both. This standard also applies to you if an OSHA standard specifically states that you must install an employee alarm system. For example, some standards that specifically require or reference alarm systems include: • 29 CFR 1910.37, Maintenance, safeguards, and operational features for exit routes • 29 CFR 1910.38, Emergency action plans • 29 CFR 1910.66, Powered platforms for building maintenance • 29 CFR 1910.106, Flammable and combustible liquids • 29 CFR 1910.120, Hazardous waste operations and emergency response • 29 CFR 1910.157, Portable fire extinguishers • 29 CFR 1910.160, Fixed extinguishing systems, general • 29 CFR 1910.161, Fixed extinguishing systems, dry chemical • 29 CFR 1910.162, Fixed extinguishing systems, gaseous agent • 29 CFR 1910.164, Fire detection systems What are the general requirements? 1910.165(b)(1) The employee alarm system shall provide warning for necessary emergency action as called for in the emergency action plan, or for reaction time for safe escape of employees from the workplace or the immediate work area, or both. 1910.165(b)(2) The employee alarm shall be capable of being perceived above ambient noise or light levels by all employees in the affected portions of the workplace. Tactile devices may be used to alert those employees who would not otherwise be able to recognize the audible or visual alarm.

1910.165(b)(3) The employee alarm shall be distinctive and recognizable as a signal to evacuate the work area or to perform actions designated under the emergency action plan. 1910.165(b)(4) The employer shall explain to each employee the preferred means of reporting emergencies, such as manual pull box alarms, public address systems, radio or telephones. The employer shall post emergency telephone numbers near telephones, or employee notice boards, and other conspicuous locations when telephones serve as a means of reporting emergencies. Where a communication system also serves as the employee alarm system, all emergency messages shall have priority over all non-emergency messages. 1910.165(b)(5) The employer shall establish procedures for sounding emergency alarms in the workplace. For those employers with 10 or fewer employees in a particular workplace, direct voice communication is an acceptable procedure for sounding the alarm provided all employees can hear the alarm. Such workplaces need not have a back-up system. Federal Signal meets every standard for integrated mass notification... and then some. Increasing emphasis on employee safety, particularly as it relates to fire protection and emergency evacuation, continues to energize demand for sophisticated audible and visual warning and mass notification systems. At the same time, agencies such as the Occupational Safety and Health Administration (OSHA), Federal Emergency Management Administration (FEMA), National Fire Protection Association (NFPA), and the International Fire Code (IFC) are revisiting long-standing codes and standards, and subsequently initiating significant revisions. To address this need, Federal Signal provides a complete line of voice warning/notification systems designed to meet the various standards covering both selective (intercom) and general (public address) emergency alerting. These systems can be employed in tandem with fire alarm and emergency mass notification systems, and are often used to either supplement or replace sirens, bells, horns and similar evacuation alarm devices. In the event a facility must be evacuated, Federal Signal’s speaker-equipped audible systems enable authorized safety personnel to issue both live voice warnings and pre-recorded emergency messages to augment other audible emergency warning signaling. Federal Signal offers a comprehensive product line developed to meet the emergency alarm system requirements for workplace applications ranging from manufacturing and processing plants, warehouse and distribution operations, institutional facilities such as universities and hospitals, and retail shopping and restaurant venues. TIME = MONEY WE HAVE THE SYSTEMS IN PLACE TO HELP YOU SAVE In The Beginning In order to determine the future, many times we need to take a look at where we started. Project management began at EDI in 2002 when we examined how our customers were operating. The contractors often had senior project managers and assistant project managers - the distributors had no one. There was an inside guy and an outside guy, but no one to specifically follow and manage the projects as they progressed. EDI decided to mimic the system that many of the larger contractors already had in place. Shealy formed the SC project management team about a year ago. However, because of the history, experience and thousands of hours spent perfecting the system at EDI, Shealy is able to have a much quicker, smoother transition into the world of project management. Cal Craig and Clay Lovelace, project managers in South Carolina, stated that it used to be a madhouse before project management came along. “Everything was piled on the guy that quoted the jobs. He was quoting, entering submittals and trying to track products, in between all of the other daily responsibilities. It now frees up both the inside and outside sales teams to better service our customers.”

The Evolution When project management began, many contractors, and our sales teams, were concerned and confused. It didn’t take any of them very long to realize how helpful this new system could be and it continues to evolve to this day. In 12 years, we have gone through 10 different renditions of project management in our quest to perfect the system. Barclay Ryan, SC SVP of Construction has said that the SC customers are very excited about the new team and services “Our customers have been much more successful in meeting installation dates and are ahead of schedule. We’re working on a job now where the contractor is three weeks ahead due to the help from the Shealy project management team.”

Project management can often mean different things to different people, but in the most basic of terms, we have put resources in place to ensure that our customers get their products on time and are billed correctly. There is an entire system and process in place to make certain that this is different from the guys who just say “trust me, I can take care of it”. Our team of project managers are proactively working projects so that everything happens when it is supposed to - not just sitting back and reporting what has occurred. Things don’t always happen (in fact, almost NEVER happen) like clockwork, so it is crucial to have dedicated resources so that our customers do not have to manage any aspect of the projects with regards to our part of the orders.

The Next Level While the service began as a way to keep track of orders, shipments and deliveries, project management at EDI and Shealy has evolved to encompass other adjacent services such as kitting, staging and storage. David Littlejohn, SVP of Construction Sales has said “We quote the job and we quote it correctly. We get the information from the manufacturer,clean it up, enter the orders correctly, have a professional set of submittals in electronic form and the information is easily accessible. Where is the value in that? Isn’t that what we’re supposed to be doing? Isn’t the only reason distributors exist to get the customers what they want when they want it?” A good contractor makes sure that their customers don’t have to get involved - a good distributor does the same thing. THAT is what project management is all about. Shealy and EDI are going above and beyond the everyday. That is where our value starts to stand out. We handle all of the logistics in a controlled environment when we do staging and kitting vs. the contractor storing the material in a job site environment. We have the new Shealy Storage Solutions warehouse in West Columbia dedicated to this purpose in addition to other warehouses throughout the Carolinas. Project management without kitting is not nearly as impactful. We handle any damaged, defective and lost equipment, which helps to ensure that the products are correct and on time. As partners on these projects, we get the material as the customer needs it versus drop shipping so that the customer has to manage the material. Kitting involves taking all of the

parts and pieces, making sure that they are correct and in perfect condition and delivering the correct parts to the customer as needed. “We find problems before they find us” says Littlejohn.

Digital Revolution Today, contractors have different expectations about project information, because they can get other information at the click of button. This has given rise to the ‘Google generation’. You want to know the weather forecast? Google it. You want real-time stock prices? Google it. When we want information, we go to Google, type our question and get a response in a fraction of a second. Amazon has created much the same expectation with regards to ordering product. They tell you what you ordered, when it is expected to ship, where it is right now and notifies you when it was delivered. The electrical industry has lagged behind with regards to technology and access to information, but easy access is the direction in which we are headed. The approach to handling projects needs to evolve due to the availability of this technology and an evolution of the way in which we use it. EDI and Shealy are currently exploring solutions to enable you to quickly and conveniently access your project details at anytime, anywhere. Contractors are experts at installing material. We are aiming to be the experts at providing solutions needed on the jobs. We’re not there yet, but we’re on our way - and we’ll get there by adding higher level services to our offering, utilizing technology that is available in the marketplace and never being satisfied with “good enough”. Our goal is to travel down a path that no one else has been. People, processes and technology are all the keys to a successful program and all of them must work in conjunction. The basic goals and needs have not changed - “get it to me when I need it and bill me correctly”. But we are on the lookout to always do it better, faster, cleaner and more visible. Stay tuned...

Originally ... about 20 years ago. It was a project in Columbia at Fort Jackson. Your Charleston branch opened around 5 years ago and we started going to that branch for our needs. How many projects have you trusted the Shealy Project Management team to deal with so far?

A<

We have utilized Shealy’s Project Management Team for two sizable projects, and we are looking at a third one right now.

What was the “old way” of handling Project Management with Shealy Electrical?

A<

Typically, project business was managed by the outside salesperson. The inside sales person would take a request, but still wait on the outside salesperson to respond and merely relay the message. How do you like the new way that Shealy handles Project Management?

It is better to have someone that you can reach. If our sales person is out of the office, then he is not there to provide answers. It is great

having the Project Management team there. If you ask them a question, you’re able to get the answers right away. It’s nice to have someone to talk to directly. Material is released exactly when we need it instead of us having to receive it all at once. Our project managers send out regular updates on when certain material is scheduled to ship and when it is scheduled to arrive! With one of our projects, we are storing the material at Shealy’s warehouse, so we don’t need to get that update. Having a Project Management team that can track every item on an order is great. Their sole purpose is to make sure the project gets done. Also, if anything needs to be expedited or changed, one call or email and we are met with a response immediately.

Was it an adjustment to go to the Project Manager as opposed to going directly to your Account Manager?

A<

Not really. It’s nice to have a name to go to. At first you’re a little bit leary - how busy are they and how responsive will they be? Then, once you realize that it is going to work and that you are going to get your answers and updates. We just had to get over the learning curve - which is easy to do when you find out how knowledgeable the Project Manager is.

What is the difference between someone who is good at managing projects and someone who is not.

You don’t have to take our word for it ... hear from one of our customers. Delta Industrial Electric Company sat down with us to answer a few questions about their experience with our Project Management team.

I want to get answers quickly. Other companies do not turn it around quickly, and that is a problem to me. .. speed and accuracy are key. Also, I shouldn’t have to make endless requests for you to get job information to me. If I do, then I probably won’t be sending that company any more purchase orders. I expect to deal with someone with a certain level of expertise. I want someone that can help, keep me updated and knows what he/she is doing.

When natural disasters strike, one of the primary responses is to restore power so that assessment and restoration activities can begin. Can your electrical infrastructure weather a natural disaster?

Therefore, it is extremely important to have a contingency plan for continued operations in the event of a natural disaster or emergency. Actions taken during the first 24 to 48 hours of a disaster are critical in determining whether or not a business fully recovers. According to the latest research, as many as 50% of businesses close down following a disaster. While natural disasters cannot be prevented, having a detailed emergency recovery plan can limit the financial and

lectrical equipment exposed to water can be extremely dangerous if re-energized without proper reconditioning or replacement. Assessing the damage goes beyond visual water indications. Moisture and weather exposure can affect the equipment’s integrity. Water can be contaminated with sewage, chemicals, salt, debris, and other substances. Foreign debris could possibly remain inside the electrical enclosure. These contaminants may cause loss of dielectric spacing

and can be a hazard upon reenergization.

STEP 2: Develop or Update an Electrical Safe Work Practices Policy

A

n Electrical Safe Work Practices (ESWP) policy is a written document created by the employer that covers all areas of the company’s electrical safety practices. While having a safety policy has been a requirement of NFPA for several revision cycles, the 2012 Edition further refines the requirements for developing and auditing the policy. The ESWP policy is not a one-size-fits-all policy to cover a company with multiple locations. For example, voltage, energy level, circuit conditions and hazard levels are different in each facility. The policy should identify

detailed information specific to that location. This may include the location of the safety policy for employee (or contractor) access, who is the onsite authority having jurisdiction (AHJ) for decisions, etc.
