Managing Arc Flash in Your Facility
A
rc flash incidents pose a significant safety risk for personnel working on energized electrical equipment. You must establish the risk levels throughout your plant and provide training and the appropriate PPE for workers. NFPA 70E specifies the conditions under which work may be performed on energized equipment. There are no conditions that allow energized work to be performed on equipment classified as dangerous. As a plant manager, you cannot be expected to assess the arc flash risk levels in the electrical equipment work areas in your plant. However, you should be aware of the factors involved in the risk assessment process as well as understand what your engineers or consultants are talking about. Here are six key questions you must be able to answer if you want to effectively manage electrical workplace safety in the plant.
1. What level of arc flash risks exists in my plant? NFPA 70E identifies six risk or hazard levels — 0, 1, 2, 3, 4, and dangerous.
Personnel protective equipment (PPE) is available for workers completing tasks in areas classified as levels 0 through 4, which will protect them in an arc flash incident.
While OSHA safety principles dictate what you need to do to protect workers, the use of the specific measures in NFPA 70E in this process will ensure compliance with OSHA.
A description of the details of the PPE required for risk levels 0 through 4 is listed in NFPA 70E Table 130.7(C) (16). At risk or hazard level dangerous, there is currently no PPE available to minimize worker injuries. Equipment classified as dangerous must not be worked on while energized.
You shall implement and document an electrical safety program in accordance with Sec. 130.3 of NFPA 70E to protect your workers from the electrical hazards identified in your plant. An independent party shall audit the program — preferably, at least every three years — to verify that its principles and procedures comply with NFPA 70E.
NFPA 70E Table 130.7(C)(15) (a) provides risk levels and the associated PPE for various pieces of energized electrical equipment and the tasks to be performed on them.
2. How do I begin the arc flash hazard analysis process? If the NFPA 70E tables cannot be applied at some or all of the pieces of plant equipment, a full-scale arc flash analysis (more extensive calculation of risk levels at plant equipment) is required.
3. What worker protective measures can you take?
PPE and training must be provided to workers who work on energized equipment, and they must wear the appropriate PPE depending on the circumstance. De-energizing the equipment eliminates the arc flash exposure of personnel when they work on it. However, this does not completely eliminate exposure to arc flash because the act of de-energizing the equipment could itself become an arc flash incident. If there is an insulation failure or other equipment failure it could cause a short circuit. Thus, appropriate PPE must be worn while de-energizing the equipment.
NEW 4. What mitigating measures can you take? De-energizing the equipment is the best mitigating action. However, when workers work on energized equipment, there are some measures that can be taken to minimize the risk or hazard level. The two factors that determine the severity of an arc flash incident are arc magnitude and arc duration. Reduction of one or both of these factors will reduce the arc flash risk level and consequently the level of PPE required to work on the equipment.
5. How does electrical maintenance factor into an arc flash compliance program? An often-overlooked factor in the arc flash analysis is the routine maintenance program for the plant’s electrical equipment. All such equipment, particularly protective devices like breakers and switches, have manufacturers’ recommended maintenance procedures. These procedures must be followed if credit is to be taken for the correct
operation of these devices under arc flash conditions in the arc flash hazard analysis. You or your designated representatives are responsible for authorizing energized work on electrical equipment.
A
rc flash hazard analysis is not a one-time activity. The analysis must be updated any time there are modifications to the electrical system that change the short circuit current levels at plant equipment. Even without changes, NFPA 70E 130.5 requires the analysis be reviewed every five years. Ultimately, the safe electrical workplace buck stops with you — the plant manager.

LC, LIGHTING CERTIFIED. YOU’VE SEEN IT ON OUR BUSINESS CARDS AND HEARD US TALK ABOUT IT BUT WHAT DOES IT MEAN? A LC Professional has received certification from the NCQLP, the National Council on Qualifications for the Lighting Professionals. The NCQLP is a non-profit organization founded in 1991 to serve and protect the well being of the public through effective and efficient lighting practice. The LC credential demonstrates that you have acquired the necessary knowledge, understanding, and ability
to apply lighting principles and techniques successfully. It also acknowledges your broad knowledge base in an increasingly specialized practice making you a valuable asset to not only your company, but also the industry as well.
WHY DOESN’T EVERYONE HAVE THEIR LC? For starters, the exam itself is quite extensive. The LC Examination is a 4-hour, two section examination. There are 180 multiple-choice questions, 80 of these are a series of job-related case studies. Apart
from the exam there is also a 7-week prep course that is 3 hours once a week. The course our Shealy/EDI employees have taken was given by one of our lighting vendors. If the exam and prep course aren’t enough, the salespeople with their LC have years upon years of experience.

Butch Thomas, with Shealy Energy, helped Tony Lee with The Sheraton Myrtle Beach parking garage LED upgrade in August of 2013. The parking garage was originally built in 2002 and this was the first retrofit for the structure in 11 years.
T
he existing 145 garage style luminaires were 175 watt metal halide technology. Because of the need to burn 24/7, the fixtures consumed 264,201 kWh annually. The Sheraton’s goal was to reduce their utility expense and maintenance costs by replacing the 145 fixtures with an LED alternative. With the end goal of time and money in mind, Shealy Energy was able to help the
Sheraton find a solution to their problems. High energy bills were immediately taken care of by simply switching and saving. The Sheraton was able to reduce the lighting portion of their utility bill by nearly 74%. The maintenance on the new upgraded lighting is greatly decreased because LEDs have an extremely long life. LARGE SAVINGS MODEST INVESTMENT This project only took two weeks to complete with a cost of $41,825 (installed) and rebates totalling $5,800. The Sheraton Hotel and Convention Center will see a payback in 1.5 years with an estimated annual savings of $27,000. How old is the hotel? The hotel and parking garage were built in 2002. This was the first retrofit in 11 years. The only work prior to this was purely maintenance.
What were some of the challenges you faced with the parking garage lighting? The existing lighting was 175 Watt Metal Halide, which actually consumes 215 watts of power (ballast losses). It was the light source of choice for many parking garages in recent years. However, Metal Halide does not perform well in the horizontal position and suffers significant lumen depreciation over time. To compound things, whenever the Sheraton would lose power, we would typically lose 6-10 lamps/bulbs. It always looked like we were in disrepair and in need of maintenance. That made our department look bad. This product from
Sylvania is instant on and it also has surge protection built into it. There are 145 lamps in the Sheraton Parking Garage, and the metal halide, in optimum conditions, would last 8.2 months in the 24/7/365 situation in which we operate. Many of the lamps are up high and require a lift to change them, so changing a lamp is not always simple. It’s just a lot of labor and it’s aggravating when it looks like we’re not providing a good environment, with the lighting out. The lamps that we are using now are a vast improvement over what we had - the proverbial day and night.
How is the quality of the LED as compared to the metal halide? The light source we are using now has more consistent light and it’s a cleaner light. Metal Halide can experience what is called color shift - changing the appearance of the lamps. The metal halide turns to a warm
yellowish haze. It was inconsistent, so as you start to change them, they all put off a different color!
What was the catalyst that made you decide to proceed with the retrofit? The Sheraton is always looking for ways to go green and to stay ahead of the curve when it comes to recycling, reusing or repurposing. This is one of those times where the choice was a no-brainer. We get safety, savings, and a better product. It was easy to push forward.
Why did you decide to use LED as opposed to the metal halide or another type of lamp? The energy savings and consistent light output from the LED. It’s a cleaner and brighter light. Also, the metal halide was a direct, straight down spotlight effect. The

LED has more of a wash effect and cover the walls. You can see what is around you, not just the flat surface in front of you. It eliminates the cave effect of the typical parking garage.
Have you seen an effect on your utility bills? We have. We have definitely noticed a dramatic improvement. There is a substantial savings.
Did you try out different fixtures before you decided on the Sylvania fixture? Yes. We tried several different LED fixtures and we didn’t get the consistency that we were looking for and exactly the look of the fixture. Another challenge that we had in the garage is the low ceiling clearance. We needed something that was low profile and almost a flush mount. The light that Butch found for us was perfect for our situation. It was easy to install and it’s less than 3” deep.
Have you received any feedback about the new lighting?

It really has been a positive response. We are providing a safer environment for our staff and our guests.
Did you qualify for utility rebates on this project? Yes, through Santee Cooper. Butch helped us by applying for the rebates. It was a fairly easy process. You fill out the application from the utility, attach the invoice from Shealy, attach the specification sheet and then wait 4-5 weeks for the check. We received .25 per watt saved. In this case we went from a 215-watt fixture to a 55-watt fixture. Overall, the rebate received was $5,800!
Have you worked with Butch or Shealy prior to this project? I knew Butch from some of the trade shows and we had purchased a few things from Shealy before, but nothing major. This was our first big project. We had a great

experience on this - everything that we needed, Butch provided. We got answers to any questions that we had and he made it seamless. We didn’t have to get involved in a lot of this and it made our lives a lot easier. I am completely satisfied with this project. We’ve been very happy with the way the project turned out and we still have a lot of opportunities. We’re talking about our guest rooms now and making them more efficient. We do use CFLs in there, but those are starting to go by the wayside. We’re looking at replacing those with LEDs as our next project.
