LETTER FROM THE EDITOR Dear voter, Shelby County Newspapers, Inc. is proud to present the Shelby County Election Guide 2016. This guide is aimed specifically at Shelby County voters as they prepare to head to the polls for the upcoming primary and general elections. Each candidate who qualified to run for office representing Shelby County was given a chance to submit short biographies about themselves, including information about their families, education and employment backgrounds and a personal message. Shelby County enjoys a tremendous quality of life, and electing qualified people to represent us in local, state and national offices is an important part of safeguarding and maintaining what we all enjoy. It is our pleasure to present you with information about each candidate seeking election this year, and we hope it will help you to make a more thoughtful, informed decision as you head to the polls over the next few months. VOTING REQUIREMENTS A United States Citizen Live in the state of Alabama Be at least 18 years old on or before election day Not barred from voting by reason of a disqualifying felony conviction Not judged “mentally incompetent” in a court of law For municipal elections, must be a resident of the city for 30 days Voter registration forms may be found at the office of the Board of Registrars, the satellite licensing offices located in Inverness and Pelham, or any public library. When moving from one county to another within the state, voter registration does not transfer. A new registration is required. A completed registration form should be forwarded to the new county. Name changes and changes of address within the county must

be made in writing and forwarded to the Shelby County Board of Registrars. ABSENTEE BALLOT APPLICATION To obtain an absentee ballot, write or visit the local Absentee Election Manager (usually the Circuit Clerk), request an absentee ballot, and provide the following: Name and residential address Election for which the ballot is requested Reason for absence from polls on election day Party choice, if the election is a party primary. Address to which the ballot should be mailed Voter signature (If a mark is made in place of a signature, it must be witnessed) The absentee ballot application must be returned to the Absentee

Election Manager by the voter in person (or by the voter’s designee in the case of medical emergency voting) or by U.S. Mail. Upon receiving the absentee ballot application, the Absentee Election Manager may request additional evidence on the reason for voting absentee if the voter has a history of absentee voting. The absentee ballot applications must turned in no later than the fifth calendar day before the election. WHERE DO I VOTE? The county Board of Registrars sends to each voter a certificate of registration that includes the address of that voter’s polling place. A voter who has not received this card should contact the local Board of Registrars for information on his or her polling place. A voter can also verify where he or she votes on the Secretary of State’s website at Alabamavotes.gov. For municipal elections, check with the City Clerk.

HOURS Alabama polling places are open from 7 a.m. to 7 p.m. Please note that polling places located in the Eastern Time Zone may be open from 7 a.m. to 7 p.m. Eastern Time.

The voter signs a poll list. If the election is a party primary, the voter must state in which party primary he or she wishes to vote and then must sign that party’s poll list. The voter casts his or her vote. Voting procedures vary according to the type of equipment used. For more specific information, look for instructions printed in large type that should be visible at each polling place. Also, poll workers will provide information on voting procedures at the voter’s request. Poll workers are not allowed to tell a citizen for

whom to vote or to attempt to influence a voter’s choices in any way. Replacement ballots are available if the voter makes a mistake in marking his or her ballot or if the ballot gets torn or otherwise damaged. The voter should take the original ballot to a poll worker and request a replacement ballot. The poll worker will issue a new ballot and place the original ballot in an envelope marked “spoiled ballots” for security purposes. Information courtesy of the Alabama Secretary of State’s office.

BASIC VOTING PROCEDURE The voter appears at the polling place and provides his or her name to a poll worker. The voter must also present an acceptable form of photo identification. Acceptable forms of photo identification are listed on page 5. A poll worker checks the individual’s name against the list of registered voters for that precinct. If the voter has an “l” by his or her name, the voter needs to update voter registration information. Before being allowed to vote, the voter must complete a Voter Update Form that is available at the polling place. 5

Personal Message:

I’m a proud product of public schools, and a parent of children in public schools. I will work hard every day to ensure that your children and mine receive the very best education possible. I believe that our perspective as parents is lacking when only one of the nine current state school board members has children in public schools. The youngest of my four children won’t graduate high school until 2032, so I have a long-term interest in ensuring that our public schools provide highquality educational opportunities now and well into the future. I believe in reducing the role of the federal government, and freeing local school districts, teachers, and parents to create innovative and student-specific ways to teach. I believe that we should expand parent’s choices so that all children can attend good schools, regardless of where they live. I believe that we should invest more in vocational training and career tech programs that teach skills and knowledge – and even offer certifications – that make our high school graduates workforce ready the day they receive their diplomas. I have never held office before. The incumbent, on the other hand, has held this seat for 22 years, and last year even opposed a bill to place term limits on state school board members. I do not believe our public schools are better today than they were 22 years ago. I believe it’s time for career politicians to step aside, and let someone new have a chance to make our schools better.

background or zip code. I have twice voted against Common Core. I am the only candidate in this race who has been fighting and speaking out against the controversial Common Core Initiative. Parents, not government, are responsible for their children’s education. I will continue to fight against those who try to usurp that authority. I support the right of parents to choose the best educational opportunity for their children. I support America’s Free Market economy and have worked to provide students with the tools to “dream big” and to determine what they want to do as a future member of Alabama’s workforce. I wrote the final version of the first Biology textbook insert to ensure evolution is taught as a theory, not fact. I worked to approve the historic requirements for early identification and intervention of children with dyslexia. I successfully exposed corruption in Alabama’s two-year college system, resulting in the convictions and imprisonment of numerous high-ranking public officials.

Under President Obama’s leadership, our nation’s staggering debt has increased to over $18 trillion. This debt accumulation falls on the backs of hard working Alabamians. The Obama Administration has also overregulated, costing the economy more than $2 trillion in 2014. We’re on a path where interest payments on our debt will exceed $850 billion in 10 years. This is unacceptable. As a member of congress, I have opposed legislative and executive actions that increase our debt. I have focused on restoring constitutional governance, which involves restricting the President from assuming powers he does not have. I opposed the executive overreach on immigration and recently voted to repeal Obamacare, a piece of legislation that is harmful to the economy and our nation’s healthcare system. In an effort to reign in the regulatory state, I introduced legislation to delay a coding process that would be harmful for rural healthcare providers and recently introduced a bill to stop the EPA from regulating greenhouse gases. To control spending, I advocated for a reduction in the EPA budget, offered an amendment that would have paid for much of the highway bill, and successfully pushed for removing the

restriction that prohibited the export of crude oil. I have continued to be a strong proponent of traditional marriage, to believe that life begins at conception and that the right to bear arms is an individual right, not to be restricted. I am Dr. Robbie Hayes and I am running for re-election to District 9 of your Shelby County Commission. I have been a county resident for 42 of my 54 years. I went to Pelham HS and received my UAB B.S. in ‘84 and Doctorate of Optometry in ‘88. After several positions in student politics, I got involved in state and federal politics within optometry and served as keyperson to Governor Fob James. That gives me over 30 years of political experience with Montgomery and Washington on health care and county issues. I came on to the Commission in late 2005, appointed by Gov. Bob Riley and was elected in

2008 and re-elected in 2012. I have served on multiple local boards and Commission positions and I am the current chair of Commission Finance. And I have a unique financial perspective as a small businessman and a bank director. I opened Hayes Eye Center in 1992 and have been an active volunteer in community and sports organizations for the past quarter century such as Chelsea Kiwanis and Chelsea HS athletics. For years of a down economy, your Commission maintained a conservative fiscal approach to protect your county assets and resources that has resulted in a model other counties come to study. Your Commission, with me as a member, has kept Shelby County conservative and solvent, yet progressive. Now I ask for your vote in the March 1st primary to continue leading our county in the right direction.

As founder of Decoding Dyslexia Alabama, member of Alabama Dyslexia Advisory Council, and Chairman of the Legislative Committee for Alabama Reading Association, it has been rewarding to advocate for appropriate education for all children in Alabama. It is through my experience that I have learned quality in education is attainable only through a collaboration of interested parties. Evolution of the education system has brought unbelievable changes through the implementation of standards and technology in classrooms. However, one area that needs to evolve within the administration of education— inclusion of the voice of parents, teachers and students, or what I refer to as the “Voice That Matters.” The Voice That Matters can be compared to that of customers and employees in business operations. Successful businesses know listening to their customers’ needs and incorporating them into business plans is essential. They have also learned that incorporating the voice of the employees in business operations ensures they have a vested interest in its success.

 School boards must embrace the importance of incorporating the Voice That Matters in its operations. The Voice That Matters is essential to develop a framework that allows every child to be successful using his or her innate talents and abilities. Officials should request and acknowledge feedback of the people that elected them and it is my mission to instill this. It is my mission to bring the Voice That Matters into the Shelby County Board of Education, promoting open and transparent lines of communication with parents, students and teachers. #TheVoiceThatMatters

I have enjoyed serving one term on the Shelby County Board of Education and would love to have your vote and serve one more term. I worked in the Shelby County School System from 1971-2008. I taught at Valley Elementary School and Inverness Elementary. I served as assistant principal at Inverness for eight years. I was also a principal at Oak Mountain Elementary for eleven years. I have seen tremendous growth and change in our wonderful school system and have enjoyed being a part of it. I enjoy working with our superintendent, board members and outstanding staff.
